CDM PoA-DD: What? sets the framework for the PoA

implementation, and

defining a CDM programme activity (CPA) under the PoA

What goes into PoA-DD? 1. ID of CE, Host Party(ies) and PoA participants

2. Boundary in terms of a geographical area

3. Policy/measure or goal that it seeks to promote

4. Confirmation that proposed PoA is a voluntary action by CE

A must for CDM PoA-DD:5. Demonstrate GHG reduction due to the project

(Additionality)

Demonstration that in the absence of the CDM:

1. proposed voluntary measure would not be implemented

2. mandatory policy/regulation would be systematically not enforced and that non-compliance with those requirements is widespread

3. PoA will lead to a greater level of enforcement of the existing mandatory policy regulation

regard to the total PoA, information on how comments by local stakeholders were invited, a summary of the comments received and how due account was taken of any comments received.If such comments are to be sought at the CPA level this shall be described and reflected in the CDM-POA-DD and the CDM-CPA-DD;
