conflicts with other WSDOT freeway work and later U-Link contracts

Construction Walls• Plywood walls will surround and screen main

construction site perimeter 2010-2015• Wall Height:

– 8 ft. tall along Broadway– 16 ft. tall along 10th Ave– Transition from 8 to 16 ft. along northern (John St.) and

southern borders

• Contractor required to maintain fence (repaint annually, graffiti removal within 24 hours)

• Appearance will include ST Art program elements, ST project information, and Capitol Hill business marketing elements

Why must work occur at night?

• Anticipate two years of 24/7 construction activity to support tunneling work at Capitol Hill site beginning in early 2011

• Certain activities are required for tunnel worker safety• Maximizes project safety, efficiency, duration and cost

What goes on at night?

• No high impact equipment (jackhammers, concrete saws, etc.)

Type of Equipment:

• Tunnel ventilation fans, pumps, air compressors

• Generators

• Vehicles– hauling and delivery trucks– muck haul trucks– front-end loaders, backhoe– loaders, excavators

Noise Mitigation Requirements

Solid plywood construction screening wall between 8-16’ tall around site

Stationary equipment (compressors, generators) enclosed in noise reducing material

• Nighttime Truck Operations– No tonal back up alarms– Engine idle limit of 5 minutes– Haul trucks prohibited on 10th

Ave E during night hours – No compression brakes– Muck haul bins lined with

noise dampening material

Specialist • City, ST and contractor will investigate, determine how

to prevent future incidents, and respond back to caller• City review after 1 year

Capitol Hill Site Noise Variance• Requires application for Major Public Project Construction Noise

Variance from City of Seattle • Noise variance establishes noise limits for contractor work between

10pm - 7am weekdays, 10pm - 9am weekends, holidays • Daytime construction activities will comply with City’s construction

noise limits

• Receive comments and questions tonight

• ST to incorporate feedback into variance application

• City of Seattle (DPD) will hold a public meeting to receive comments late summer

• City will decide whether to approve a noise variance within 60 days after public comment is received

• Contractor will prepare a detailed noise management plan

• Follow-up information at meeting(s) later this year

• Tunnel construction activities begin – early 2011
