NUCA of Southwest Florida—Scholarship Applications Available
Applicants must be an employee of a NUCA Southwest Florida
member company of the child of a member employee.
Applications must be signed and include all attachments,
completed and returned to the NUCA Southwest Florida office no
later than June 15, 2015.
NUCA SW FL Scholarship Application
Any high school senior whose parent or legal guardian is employed by a NUCA
member company in good standing at the time of the application deadline may
apply. This includes dependents of employees of NUCA members, high school
student employees of NUCA members, and dependents of NUCA Chapter
Executive Directors. The applicant must be graduating from high school in 2015
and enrolling full time in an accredited two-year or four-year college or university
for his or her freshman year beginning in the fall of 2015.
The following NUCA Scholarships are available for 2015:
D.A. Foster Memorial Scholarship $8,000 award ($2,000/year over four years)
William & Shirley Burgett Scholarship $2,000 (one-time award)
NUCA $4,000 Scholarship $4,000 award ($1,000/year over four years)
NUCA $1,000 Scholarship $1,000 award ($500/year over two years for those enrolling in two-year
programs)

Making Our Case On Capitol Hill

Clean Water Council The Clean Water Council (CWC) is a group of national organizations representing underground construction
contractors design professionals, manufacturers and suppliers, labor unions and other committed to ensuring a
high quality of life through sound environmental infrastructure. Working in concert, CWC's 39 national
organizations, advocate federal legislation and policies that will promote clean water and improve the nation's
failing infrastructure.
CWC members and legislative staff are on Capitol Hill meeting with
members of Congress from around the country. Members are
confronting legislators and their staff’s face-to-face, making the
case for critically needed federal water infrastructure funding.
Among the issues they will address with lawmakers are those we
have covered here before: the importance of lifting the cap on
private activity bonds for water and wastewater infrastructure
projects; the compelling need to increase EPS’s Clean Water State
Revolving Fund and Drinking Water State Revolving Fund; and the
urgency of supporting public private partnerships and other
innovative financing mechanisms for water infrastructure projects.
As we have pointed out repeatedly before, federal spending on
U.S. water infrastructure has been declining at a time when we
desperately need it to be increasing, not only for public health but
for our economy.
CWC members and staff will be emphasizing that point to Con-
gress in person this week, and we urge you to join us—
get involved by contacting your own Senator or Representative
and insisting that he or she take action on this critically important
issue!

OSHA issues final rule to protect construction
workers in confined spaces
The Occupational Safety and Health Administration issued a final rule to increase protections for construction workers in confined spaces. People working in confined spaces (such as manholes, crawl spaces, and tanks) face life-threatening hazards.
"In the construction industry, entering confined spaces is often necessary" said Secretary of Labor Thomas E. Perez. "This new rule will significantly improve the safety of construction workers who enter confined spaces. In fact, we estimate that it will prevent about 780 serious injuries every year."
The rule will provide construction workers with protections similar to those manufacturing and general industry workers have had for more than two decades, with some differences tailored to the construction industry. These include requirements to ensure that multiple employers share vital safety information and to continuously monitor hazards – a safety option made possible by technological advances after the manu-facturing and general industry standards were created.
