SUMMARY OF 2013

Our plans for 2013 exceeded by far the limited resources of our association.However, we managed to achieve much of what we set out to do:

Sterilization

Sterilization is one of the most effective measures to prevent unwanted litters, implicitly reducing the abandonment rate. From what we’ve seen in our activity, we can confirm that 95% of the stray dog population in Cluj-Napoca derives from abandonment, while the remaining 5% are lost dogs which are never found by their owners because they are not microchipped. More than half of the abandoned dogs come from neighboring villages. From our calculations, experience and observations in the field, we estimate that a total of 200-250 dogs are being abandoned every month in Cluj-Napoca.

This is why sterilization marathons in the neighboring villages became our priority:

Ongoing partnerships with local veterinary clinics

Throughout 2013, Nuca Animal Welfare Association worked in collaboration with veterinary clinics from Cluj-Napoca. This made it possible to help more than 200 animals, dogs and cats, with various treatments and veterinary services that their owners could not afford. In addition, more than 350 animals, stray and with owners, were sterilized during last year in the veterinary clinics that are our partners.

Information campaign

In the summer of 2013, Nuca Animal Welfare Association launched an information and education campaign to support the microchipping and registration of dogs with owners.

The advantages of this campaign:- Reducing the number of abandoned dogs- Returning lost or stolen dogs to their owners - Familiarizing the population with the idea of microchipping and registration- Encouraging veterinarians to offer this kind of services more often- Raising awareness on the importance of registering dogs

The “Microcip your dog” information campaign consisted of:

Video and audio materials broadcasted daily on national television and 4 radio stations

Over 10 000 informative flyersOver 500 postersLarge banners placed in areas with high visibility

A collaboration with Colegiul Medicilor Veterinari Cluj (which is the professional association of Romanian veterinarians), thus obtaining a unique price for microchipping dogs with owners in all the clinics in Cluj, with up to 70% discount.

The Register for Dogs with Owners

For this information campaign to result in the registration of dogs, our association created www.registrucaini.ro

All the veterinarians from the veterinary clinics in Cluj-Napoca have access to it, and any veterinarian who has a license to practice can quickly and easily apply for a user account.

Between August 1, 2013 and December 31, 2013, over 1000 dogs from Cluj County were registered in the online Register.

Created using our experience regarding the situation in Romania and constructed through courtesy of a professional programmer,

Is an online database with unlimited capacity, which permits the registration of all the dogs with owners in Romania;

The use of the database is and will remain free of charge;

Nuca Animal Welfare Association donates the ownership and the management of the database to Colegiul Medicilor Veterinari Cluj.

Education

Education was one of our main activities in 2013. We believe that a rigorous education regarding responsible ownership of dogs is the most powerful method with long lasting effects to ensure a better future for our pets. Thus, in addition to educational campaigns in schools, we also focused on education and information campaigns for the general public, with the purpose of raising awareness. Besides their practical side, our sterilization, microchipping and registration campaigns in the villages near Cluj also had education as a main objective.

Education in schools

In 2013 we had many education campaigns in schools, during which we approached different subjects depending on the age of the children whom we addressed. We talked about interacting with animals, the importance of microchipping and sterilization, ways to stop abandonment and responsible ownership. The sterilization, microchipping and registration campaigns were preceded by education campaigns in local schools, and general information and education campaigns for the local population.

Special Events

Nuca Animal Welfare Association was the co-organizer of the conference: "Animal Liberation, Philosophy and Future Prospects", delivered by Peter Singer. Peter Singer, professor of Bioethics at Princeton University and honorary professor at the University of Melbourne, is considered one of the most important philosophers of our time and the father of the ethical concept of animal right, also being the most prominent promoter of this idea.Present for the first time in Romania, in Cluj, Peter Singer shared his experience and offered the opportunity to exchange ideas on issues that concern our contemporary society and on the manner in which we, as individuals, interact with animals and the environment.

The voice of the street

In September 2013, Nuca organized two street protests against the law that legalizes the killing of stray dogs.

Legislation

Along with education, legislation is the most secure and durable way to make pet owners responsible. “Animal police” does not exist in Romania, which makes it possible for institutions and authorities with responsibilities in the field of animal protection to pass among each other the responsibility of the implementation and enforcement of the law. We got involved on numerous occasions when we received complaints regarding cases of clear violations of the animal protection legislation or we provided assistance to the people on the procedure to follow in order to solve such problems.

Most of the times, our volunteers managed to come to an agreement with the owners and to ensure the animals’ safety and proper living conditions until the association took them in its care, but in some cases we had to notify the Police and The Sanitary Veterinary and Food Safety Authority Cluj, who have always supported us.

In 2013 we prepared and submitted a legislative proposal, which got on the desks of hundreds of MPs through courtesy of a MP from Cluj. This project contains in detail issues such as:

The creation and running of The Register for Dogs with owners;

The control of the canine reproduction;

Dog trade regulations – authorization and control;

Other solutions to problems that are not covered by the existing legislation.

The only proven solution to stop c a n i n e a b a n d o n m e n t i s t h e management of dogs with owners through registration and the control of canine reproduction.

On local level, we continued to present proposals for local council decisions and collaboration agreements in order to reduce canine abandonment and also to adopt necessary rights for responsible dog owners.Unfortunately, until now, none of the proposals became a local council decision.

Because we intended our sterilization campaigns to be highly efficient and to have long-lasting effects, we also made proposals for local regulations in the communes where the campaigns took place. Through the collaboration agreements signed with our association, the local authorities, at our suggestion, accepted and voted for a local decision meant to make dog owners more responsible and to reduce the abandonment rate.

Pet Rescue

Although Nuca Animal Welfare Association has as its main goal to put a stop to abandonment and acts primarily upon the cause of the problem, our daily activities consisted largely in rescuing pets abandoned in Cluj, within our logistical and financial possibilities.

Approximately 250 dogs and cats were taken over by our association in 2013, and they were placed in foster care.

They were put up for adoption and 170 of them found a family, affection, warmth, safety and all the conditions a pet deserves! Although the international adoption percentage was higher than the national one, we hope that in future years, this ratio will be reversed.

Happy Endings

Vasilică was found during our campaign in Iclod, in the courtyard of an elderly couple. At first, he seemed to be a medium sized dog, neglected and traumatized.When we started to trim his hair, we discovered he was all skin and bones and had many problems. We were truly shocked by his condition. At his height, he should have weighed 10-15 kg, but he weighed only 3.5 kg. The veterinarians were also shocked. We saw many neglected dogs, but the state he was in left us speechless.

Now his name is Bubi and he plays with his new friend Itza all day long! Itza teaches him how to act without fear and they love to be cuddled and loved. For him it's a whole new and wonderful world, and we hope he will be an example for many people.

This female was abandoned in one of the neighborhoods of Cluj.

She could barely sit up and she managed to crawl to someone who was passing by, bagging for love and help, although her wounds were extensive and puss was dripping from her neck.

She was lucky though, because she was taken immediately to a veterinary clinic where the wound was cleaned and she received treatment every day.Coco, as she’s called now, became a very well-behaved and loving dog. She conquered the heart of her foster who decided to adopt her.

Lola was found abandoned in a parking lot outside the city, full of fleas, hungry and with an ugly, infected wound on her back.

Being so small and motherless, her chances of survival were very slim, so we took her and placed her in foster care.

Lola won many hearts and found a home in Germany where she became a full-fledged family member. Her owners are very happy and they enjoy every moment spent with her.

Troll and Molecula are two kittens, each with its own story, but with a happy ending together.

Troll was found in the middle of the road, hit by a car, unconscious. Although he had an owner, he could not be found. Fortunately his injuries were not serious and he quickly recovered.

He was taken in by one of our fosters where he met Molecula, an abandoned kitten rescued from certain death, from the attack of some dogs. The two became inseparable, Troll taking care of his little friend day and night.

They were adopted by the same family and are still best friends.
