1. Never, ever, sign blankchecks in advance.

2. The person creatingpayroll checks should

not sign them.

3. At least two people shouldalways be present whencounting offerings - no

exceptions.(Three is preferable)

4. Accurate, balancedfinancial statements shouldbe printed and distributed

monthly.

5. An independent review offinancial reporting, policies, and

procedures should be doneannually by a qualified person orcommittee. If the funds are notavailable, consider swappingservices with another church.
