Considerable time invested in analysis of mitigation costs.

Mitigation policy making typically neglects to consider the potential benefits of mitigation action.

Estimating other benefits could:

• increase willingness to undertake ambitious mitigation actions

• increase the cost efficiency of doing so

• accelerate implementation.
