Uno degli argomenti tecnici più dibattuti e più sviluppati all’interno delle compagnie aeree di linea
e charter è quello della fuel policy. Negli ultimi anni le statistiche riportano un aumento vertiginoso
delle emergenze legate ad una non corretta gestione del carburante imbarcato per il volo.
Di seguito riportiamo un evento significativo accaduto lo scorso mese ad un aereo di una nota
compagnia low-cost.
Incident: XXX B738 at Alicante and Valencia on May 14th 2010, fuel emergency.
A XXX Boeing 737-800, registration XX-XXX performing flight XXX from London Stansted, EN
(UK) to Alicante, SP (Spain), was on approach to Alicante's runway 10 but went around due to
weather conditions. The crew subsequently attempted an approach to runway 28 but went around
again due to winds and decided to divert to Valencia (72 NM north of Alicante) declaring PAN
being below the final fuel reserve. While on approach to Valencia the crew declared MAYDAY and
performed a safe landing on Valencia's runway 12.
The Spanish CIAIAC reported, that following the landing in Valencia remaining fuel was
measured: 440kg of fuel were found in tank 1 (left hand), 470kg in tank 2 (right hand) and 0kg in
center tank.
The airplane was refueled and continued to Alicante. An investigation has been initiated, the
airplane reached Alicante with a delay of 2:25 hours.

Ryanair pilots have denounced as "insane" attempts to pressurize them into flying with less fuel by
imposing a cap on their safety reserves. The low-cost airline is saving money by curbing the
discretionary rights of pilots to request extra fuel.
The disclosure, contained in internal company documents seen by The Sunday Times, has led to
claims that the safety of passengers is being compromised. Its pilots must now abide by a maximum
limit of 300kg of extra fuel, which the memo states costs £180 (€227). This typically provides 4
minutes of extra stacking time for a Boeing 737.
Under European rules, every plane must carry a "contingency" load of about 5% of the trip fuel and
enough to carry out an approach, divert to an alternative airport or hold for 30 minutes at an
alternative airport. Captains also have a legal duty to anticipate delays from headwinds, storms and
re-routing, and to request extra fuel to cope with this. In the Ryanair memo sent to pilots in May,
the company insisted that any such request by a captain should be the "exception".
According to the Irish Aviation Authority there was one fuel emergency declared this year where an
aircraft had to divert to an alternative airport. On seven occasions aircraft diverted because of fuel
limitations without declaring an emergency.
In 2007 two fuel-related maydays were declared and three
aircraft were forced to declare priority for landing because of low
fuel. Ten others diverted due to low fuel.
Britain's Civil Aviation Authority (CAA) says the number of
emergencies declared in British airspace because of fuel
shortages has doubled since 2003. The figure rose from 11 to 27
last year.
Evan Cullen, president of the Irish Airline Pilots' Association,
said commercial pressure from airlines on pilots to pare down the
amount of fuel they carry is compromising safety.
"Due to the high price of fuel, pilots are being targeted. They are
being frightened into taking on less fuel which, in turn, is
narrowing safety margins. It is up to the pilot to withstand the
pressure, but it is not easy," Cullen said.

The weight of extra fuel costs money: pilots typically burn about 4% of their load just on carrying
the fuel. The 14-point memo sent to Ryanair pilots warned that all requests for extra fuel have to be
put in writing, with failure to do so resulting in a formal warning letter.
The memo said that 95% of captains were still taking extra fuel, despite its edict, and listed a series
of their justifications that it would no longer accept.
Some pilots were pointing to CAA guidance, which states that they should take enough fuel to cope
with the standard stacking time of 20 minutes over busy UK airports. But the memo states: "Ryanair
can statistically prove that 20 minutes' fuel is not required in LTN or STN. Therefore it is not
Ryanair policy to carry this fuel." This fuel is usually taken from the pilot's discretionary reserve.
Pilots are also refused extra fuel for observing altitude restrictions imposed by air traffic controllers.
One pilot said: "It is insane to push pilots to fly with the minimum fuel and take the risk of ending
with a low fuel situation and maybe no place to go because the only diversion airport within reach
will be mobbed by other airplanes."
A spokesman for Ryanair rejected claims that pilots are allowed to fly with minimum fuel. But he
admitted that pilots were allowed extra fuel only in "exceptional cases", adding that "pilots who fail
to comply with any of Ryanair's safety procedures will always receive written warnings". He said
Ryanair had suffered one mayday in the past three years from fuel shortages. He was unable to
comment on the memos.

E’ nata nei primi giorni di Maggio 2010 la più grande compagnia aerea mondiale: United Airlines
(fondata nel 1929) e Continental Airlines (fondata nel 1931), che nella classifica statunitense erano
al terzo e quarto posto (dopo Delta Airlines ed American Airlines), unendosi sono balzate al primo
posto, creando una flotta di quasi 700 aeroplani, 370 destinazioni in 59 paesi, più di 144 milioni di
passeggeri trasportati ogni anno ed un fatturato totale di 29 miliardi di dollari.
La fusione, nei programmi aziendali, dovrebbe permettere sinergie tali da fruttare più di un miliardo
di dollari all’anno risparmiando nel contempo 300 milioni di dollari per ciascuna compagnia a
partire dal 2013 ma si prevede anche una riduzione del personale totale che oggi ammonta a 86.000
unità.

A seguito dello scambio di azioni avvenuto nella fusione, i soci United disporranno del 55% del
capitale: la sede amministrativa sarà quindi a Chicago (epicentro di United) mentre l’hub di
riferimento sarà Houston (sede di Continental). Il nome della nuova nata sarà United ma la livrea
degli aerei ed il logo saranno quelli di Continental.
Da un punto di vista operativo United e Continental si “sposano” benissimo poiché complementari:
le sovrapposizioni sulle tratte domestiche sono minime e nulle sulle tratte internazionali.

RIPORTIAMO DI SEGUITO, PER VOSTRA CONOSCENZA, LA RELAZIONE ELABORATA DAL COMANDANTE
VIVALDI A SEGUITO DEL MEETING ETF CAS DEL 7 E 8 GIUGNO 2010.
Presenti all'incontro circa una quarantina di partecipanti appartenenti a tutte le categorie
rappresentative dell'aviazione civile europea.
La rappresentanza dei piloti PWG (Pilot Working Group) relativamente "giovane " all'interno di
ETF, era presente con il sottoscritto per UILTrasporti e altri rappresentanti nazionali e di altri paesi.
Come previsto dall'ordine del giorno, si è tenuto un dibattito riguardante la rappresentatività dei
piloti.
Si è preso atto del fatto che il PWG si trova in una fase di consolidamento all'interno di ETF,
che sono in corso contatti con tutti gli altri gruppi e che attualmente già 10 paesi europei hanno
inserito rappresentanze di Piloti nel gruppo di lavoro.
A quanto si evince, ci sono forti resistenze all'ingresso dei piloti in ETF di natura "culturale", legate
a vecchie posizioni ormai consolidate, ad una certa dose di scetticismo da parte di altre categorie ed
anche a causa della frattura attualmente aperta con ECA sull'argomento.
Inevitabilmente però, di fronte alla costante crescita di ETF, anche ECA intravede la necessità di
migliorare i rapporti di collaborazione.
Attualmente si fronteggiano inoltre gli attriti legati alla mancata presa di posizione di BALPA
(British AirLine Pilot Association) relativamente alla pesante disputa in corso all'interno di British
Airways, tra azienda e il sindacato Assistenti di Volo UNITE, ormai in sciopero da settimane.
Di fatto ETF prende atto del fatto che in realtà, non ci sono state da parte dei Piloti UK prese di
posizione nè pro nè contro tale iniziativa.
La platea all'unanimità, afferma infine che la strada intrapresa è quella corretta, le difficoltà sono
inevitabili in un momento politico ed economico come questo ma inevitabilmente ed
inequivocabilmente, la necessità di interrelazione tra tutte le categorie e senza rappresentare interessi
troppo specifici, sarà la chiave di sviluppo per le future relazioni industriali europee.
ETF infine, ribadisce la necessità di enfatizzare le singole iniziative a livello nazionale, con la
crescente spinta a creare per il futuro, regole internazionali onde meglio gestire in futuro, le
iniziative di sciopero a livello europeo.

Nelle scorse settimane le rappresentanza dei Piloti di Uilt, dopo un approfondito e serrato confronto,
hanno raggiunto l’accordo con Alitalia CAI in merito alla implementazione ed alle modalità
applicative del processo Flight Data Monitoring.
Recependo la normativa europea e la circolare applicativa emanata da ENAC ( OPV 21 ) le sigle
firmatarie hanno concordato l’applicazione delle massime tutele previste per il trattamento dei dati
sensibili, per il rispetto della riservatezza degli equipaggi impegnati in attività di volo e per la più
ampia garanzia e partecipazione del PNT nei processi di analisi dei dati e di valutazione degli
eventi.
L’accordo suddetto sancisce in modo inequivocabile il principio di “no penalty policy” che, da ora,
verrà rigorosamente applicato nelle aziende del Gruppo Alitalia per quanto inerente gli eventi
significativi nelle Operazioni di Volo.
Il valore del programma FDM acquisisce particolare rilevanza al fine di un costante miglioramento
degli Standard di Sicurezza Volo che passa, tra l’altro, attraverso un attento monitoraggio dei livelli
di fatica operazionale.
Invitiamo, quindi, tutti i colleghi a leggere con attenzione l’accordo nel nostro sito ed a contattare i
propri rappresentanti in caso di dubbi interpretativi.
