Carl Moyer Program
• Eligibility – Off‐road (construction) equipment
• Projects– Repower, replacement, and retrofit
• Requirements– Cost Share (at least 15%)– Cost‐effective – Operate in AQMD 75% of the time for life of contract
(3‐7 years) – Annual operations reporting
Carl Moyer Program VIP
• Eligibility – Trucks 19,501 GVWR and up Model Years 1994 –
2006
– Fleets of 10 trucks or fewer• Projects
– Replacement and Retrofits
• Requirements– Operated in California at least 75% of time in previous
two years– Purchase or retrofit vehicles through AQMD approved
dealers or retrofit installers.
SOON Program
• Surplus Off‐Road Opt in for NOx
(SOON) Program• Eligibility
– Off‐road (construction) equipment• Projects
– Repower
and replacement• Requirements
– Cost share (at least 15%)– Cost‐effective– Operate in AQMD 75% of the time for life of contract

MSRC
• Mobile Source Air Pollution Reduction Review Committee (MSRC)
• Eligibility – Alternative fuel trucks
– Current program for trucks with 8,500 to 26,000 lbs GVWR
• Projects– New purchase or repower– Incentive maximums is $10k for trucks 8,501 to 14,000 lbs
GVWR and $25k max for trucks 14,001 to 26,000 lbs GVWR
• Requirements– Operate in AQMD 85% of the time for at least 5 years
