MINUTES OF RSCB MEETING
The meeting started at 10.00 AM with the welcome address by Shri. Johnson Mathew,
Assistant Commissioner, KVS RO, Ernakulam, Member Secretary, in which he ascertained
the need to excel the sports activity for all round development of the child. Proper training
must be imparted at all levels and to develop sports infrastructure facilities at every
school.
1. CONFIRMATION OF MINUTES OF THE LAST MEETING OF THE RSCB HELD ON
07/04/2015.
The minutes of the meeting of Regional Sports Control Board held on 07.04.2015 and
13.08.2015 have been circulated to all members. The minutes of the meetings held on
07.04.2015 and 13.08.2015 were confirmed.
2. PERFORMANCE ANALYSIS: GAMES AND SPORTS 2015 -16
KVS Ernakulam Region had a commendable achievement in Sports & Games in the
previous National meet 2015-16. To highlight on total number of players approximately 400
boys and girls selected from our region in various sports and games discipline participated in
the KVS national meet 2015-16.
KVS Ernakulam Region won medals for various events viz.
BOYS: U-14/17/19 Badminton, Chess, swimming, skating, rope skipping, archery
GIRLS: U-14/17/19-Badminton, Chess, Judo, Rope Skipping, Swimming, Table Tennis,
Basketball and Athletics.

4. PLANNING SPORTS ACTIVITIES FOR 2016-17
The selection of students for Cluster level games and sports and Regional teams are
to be done impartially and judiciously. Qualified coaches or experts are to be engaged for
the selection of the teams.
It is decided to complete the Cluster level games and sports meet before 28th July
2016.The cluster level meets for various games and sports events are to be held in between
25th July and 28th July 2016. The Cluster coordinator should organize cluster level
meeting involving the Principals and TGT (PHE) on 21st June 2016 and should decide the
venues and dates for organizing the cluster level team event. Whereas the following games
and sports events will be played directly at regional level:-
Athletics, Badminton, Roller Skating, Archery, Boxing, Shooting, Rope Skipping,
Table Tennis, Taekwondo, Judo, Lawn Tennis, Handball (Boys & Girls), Hockey &
Swimming. ( As far as the above games are concerned, the KVs participating directly
to the regional meet should intimate the Regional venue Principal the details regarding
the team and travel programme by 28.07.16)
The minutes of cluster level meeting should be sent to all KVs in the cluster and a
copy to regional office on or before 26th June 2016.
Cluster Level competitions will be conducted in the following Disciplines:

Note: In all other team games, if more than 1 team is there at Cluster level, competition
is to be conducted.

After the cluster competition, the winning Vidyalaya team will be awarded the first
and second position certificate. The selection committee will then select the best players
from each participating vidyalaya for the Cluster team, and this team will participate in the
Regional level competition. To ensure proper conduct of cluster level competitions and
proper coordination among Cluster and Regional venues, the minutes and results of cluster
meets should be intimated to the other Regional in- charge Principals.
It should be ensured by the Vidyalayas concerned that the teams participate in the
regional and cluster meets with proper sports kit.
All the venue principals are to ensure that proper boarding and lodgings arrangements
are to be made to accommodate students and staff as per KVS instructions to avoid
hardships and difficulties for the participants.

The cluster venues should send results of each event (selected team) to the regional
venues, cluster coordinators and Regional Office on or before 30th July 2016.
Expenditure for the conduct of the event may be taken from the VVN of the venue
vidyalaya and shared by the participating schools on pro-rata basis.
The Cluster In-charge Principal should make necessary arrangement for printing &
distributing of certificates for the Cluster meet and ensure distributing the certificate
well in time to the Cluster venue Principals. The expenditure incurred towards printing and
distribution of certificates shall be collected on pro-rata basis from the cluster KVs.
5. SCHEDULE FOR THE REGIONAL SPORTS MEET 2016-17
Regional Sports Meet should be completed before 12th August 2016.
The RSCB has decided the following as the VENUES & EVENTS at Regional Level.
The selection of players in various disciplines must be done as per the KVS HQ Circular.

8. REGIONAL COMPETITION
The regional level competition will be held on League basis, the medals will be awarded
for first, second and third positions (Gold, Silver & Bronze).
For selecting the team for the region, the selection committee will select the best
players from each cluster team, and this team will participate in KVS National Meet. The
selection committee should conduct selection trials ensuring chance for all players to
exhibit their skill / competency.

a. Entries
In many cases the entries send through e-mail fails to reach the concerned Vidyalaya.
To ensure participation a hard copy of the entries also must be sent to the venues before
the competition.
b. Eligibility Certificate
1. Up to the Regionals, one Eligibility Certificate is only required. Eligibility certificate
in quadruplicate in the SGFI Format is required for the KVS Nationals and SGFI.
2. Name of the mother also to be included in the format to avoid queries at the time of
sending entries to the Nationals.
c. Technical rules and Age groups
The details of the age groups and the class upto which, the students are eligible to
participate in the games are as follows:
a. U-14 - as on 31.12.2016 and up to Class VIII and born on or after 01.01.2003
Note: In the age group of U-14, a player studying below VIth standard / class will not
be allowed to participate.
b. U-17 - as on 31.12.2016 and up to Class Xth and born on or after 01.01.2000
c. U-19 - as on 31.12.2016 and up to class XIIth and born on or after 01.01.1998
d. No Objection Certificate
No Objection Certificates of parents are to be collected from the participants and
to be kept in the Vidyalaya. (Not required to attach with the Eligibility Certificate)
e. Medical Certificate
Medical Certificate may be insisted for KVS Nationals and SGFI Meet.
f. Allotted Colours for Cluster teams
The following colours are allotted for the Cluster teams participating in the Regionals

9. NATIONAL TEAM COACHING CAMP
The coaching camp for the national team shall be held at the venue where the
regional level meet was held. The Regional Convener concerned shall make the arrangements
for Lodging / Boarding / food etc. The Regional convener will also be responsible for the
booking of onward / return journey tickets of the team for national meet. No team should
travel without confirmed ticket to National meet. The National coaching camp shall be
conducted for one week. The team may leave for the national meet from the coaching camp.
10. REMITTANCE TOWARDS RSCB CONTRIBUTION
From the academic year 2015-16 onwards the remittance towards sports control
board that of National/ Regional level shall be carried out by Union Bank of India through
centralized fee collection process from the respective KVs.
11. ALL THE KVS ARE TO TAKE NECESSARY STEPS TO DEVELOP STATE OF ART
CHILDREN’S PARK FOR PRIMARY WING
Priority should be given for the renovation of Children’s park if it is not in good
condition. Proposals for the same may be sent to RO at the earliest. Every Vidyalaya must
include Children’s Park Development Project as part of their institutional planning and utilize
VVN Fund for Renovation/ Development of the Children’s Park.
In order to give facelift to the existing children’s park following developmental works
could be undertaken:
Landscaping the existing area, the boundary of the children’s park to be fenced, all
the play equipment’s to be painted.
12. DEVELOP NATIONAL/ INTERNATIONAL STANDARD GROUNDS / COURTS/
INFRASTRUCTURE IN A CLUSTER OF KVS FOR CONDUCT OF REGIONAL /
NATIONAL TOURNAMENTS FOR DIFFERENT GAMES & SPORTS EVENTS.
All the KVs are to prepare estimates with the help of approved construction agencies
for the development of sports infrastructure of National /International standard for
different sports/Games depending upon the availability of space. All the proposals are to
be submitted as per the prescribed format complete in all respects according to the check
list as per the KVS (HQ) letter No: F 110357/01/2011/KVS (HQ)/Sports dated, 31.10.2012.
All Vidyalayas with approved sports infrastructure development project sanctioned out of
RSCB/NSCB should send the current construction status report. Principals of such schools
should liason with construction agencies, in such a way, to ensure early completion of all
approved construction work, not later than 30th June 2016. Principals are requested to
submit fresh proposals for developing sports and games infrastructures utilizing
RSCB/NSCB funds.

13. LIAISON WITH SAI, RECOGNIZED SPORTS FEDERATIONS, STATE
DEPARTMENTS OF SPORTS ETC. TO ARRANGE EXPERT ADVICE, COACHING ETC.
AND FOR OTHER COLLABORATIONS IN THE AREA OF GAMES & SPORTS.
All the Vidyalayas are to make efforts to avail the services of expert coaches from
SAI, State Sports Council, Association etc. so that children will get more exposure and
training.
14. MAKE PROVISIONS FOR ADEQUATE SPORTS EQUIPMENT IN ALL KVS AND
ENSURE AVAILABILITY OF SAME FOR THE USE OF STUDENTS
All the KVs are to procure adequate sports equipment annually for the games played
in the school depending on the facility and ensure that the equipment is provided to the
students as per the requirement. The list of equipment’s available in the department must
be displayed on the notice board so that the inspecting team can pursue easily.
15. ORGANIZE ADVENTURE ACTIVITIES FOR STUDENTS AS PER KVS NORMS
Adventure activities are to be planned at the beginning of the academic year itself and
all the Vidyalayas are to take it seriously and ensure that the adventure activities are
conducted. KVS letter no F. 110344/OSD(Def)/KVS/09/Adv dated 8th Feb 2010 guidelines
for conducting Adventure programme both of short/long duration must strictly to be
adhered to. Maximum number of staff’s must be involved in such programme. Short term
adventure activities can also be arranged.
16. SUMMER COACHING CAMP
The decision to conduct summer coaching camp can be taken up at the Vidyalaya level,
subject to the condition that the TGT(PHE) is available on all the days of coaching either
morning or in the evening. The services of specialized coaches can be availed for the
purpose and the remuneration shall be regulated as per the existing KVS guidelines
applicable to the coaches appointed at Vidyalaya. The students of lower classes i.e. from IV
to VII also may be considered for attending the coaching camp. The coaching should not be
left to the coaches alone. The Principal should closely monitor the progress of the students
attending the summer coaching camp. Summer coaching camp may be conducted for 15 to
20 days.
The parents’ consent must be obtained in writing before allowing the students to
attend the coaching camp. And further the Principal should intimate the under signed
regarding the coaching camp and the number of students attending the camp in various
events before the start of camp.
Refreshment for participants and remuneration for the coaches may be given from VVN as
per KVS rules.
Note: As has been practiced special coaching camp can be conducted before or after school
hours for one and a half hours for selected events where regular coaches are not available in
the vidyalaya.

18. DISTRIBUTION OF MEDALS AND CERTIFICATES FOR REGIONAL MEET
Principal, KV NAD Aluva should initiate the process to make necessary arrangements
for printing merit certificates and purchasing medals for the regional sports meet 2016 so
as to reach the various Regional venues on or before 27th June 2016. This will facilitate to
distribute the medals & certificate on completion of the event to the successful
players/athletics. The Regional Venue Principal should intimate well in advance the quantity
of Medals and certificates required for their venues. Medals and certificates for the
Regional sports meet may be collected from KV NAD Aluva on 30th June 2016 by Cluster
In-charges.
19. PURCHASE OF SPORTS KIT AND DISTRIBUTION FOR KVS NATIONAL
Principal, KV NAD Aluva should initiate the process to make necessary arrangements
for purchase of sports kit for KVS National Meet 2016, following purchase procedure and
to ensure the distribution of the kit to the Regional venues well in advance before the
commencement of journey to the KVS National Meet. KVS guidelines in this regard vide
letter no. 110355/01/2013-KVS(HQ)/Sports/NSM-2013/388-425 dated 30.08.2013 should
be strictly adhered to.

20. TRANSPORTATION / FOOD / ACCOMMODATION / JERSEY FOR REGIONAL /
NATIONAL MEET
Reservation of Regional Teams to the National Venue should be done as soon as the
Regional Meet is over and the National venues are notified by KVS (HQ), New Delhi by the
Regional Venue Principal, so that the team members can travel comfortably in the eligible
reserved compartments. No student shall travel to the National Meet without valid
reservation ticket of their eligible class. Swift action by the Venue Principal for
arranging the ticket for onward and return journey in the eligible class will ensure safe and
comfortable journey for the Regional team. Food & Accommodation should be provided to
the participants of the regional meet as per KVS norms. Jersey and playing kit for the
selected Regional team should be purchased by the concerned Regional Venue Vidyalaya for
the KVS National meet.
21. SOME IMPORTANT DECISIONS OF KVS NATIONAL SPORTS CONTROL BOARD
(a) Cash Awards
The KVS has instituted the following cash awards in the KVS National level Meet. The
expenditure is to be incurred by Host Region on the Spot and later on sent to KVS (HQ) for
reimbursement along with full particulars. The expenditure on cash awards will be a separate
head isolated from the expenditure incurred on KVS National Meet.
i. For individual games, cash awards of Rs.10000/-,Rs.8000/- & Rs. 5000/-
for winners of first three places will be given.
ii. For team games, each member of the Regional teams will be awarded cash prize of
Rs.5000/-, Rs.3000/- and Rs.2000/- for winning the first three places,
respectively, in the KVS National Meet.
iii. All those students who win Gold, Silver and Bronze medals in the
SGFI in all individual games will be awarded onetime cash scholarship of
Rs.15, 000/-, Rs12, 000/- and Rs.10, 000/- respectively.
iv. For team games, each member of the KVS teams which win Gold, Silver and
Bronze Medals in SGFI meets will be awarded cash prize of Rs.10000/-,
Rs.7500/- and Rs.5000/- respectively.
v. For International event Rs.50, 000/- per Student.

(b) SGFI medalist cash award distribution on time.
It was decided that the cash awards for SGFI participants will be given by the host
Regions from the session 2015-16.
(c) PET/ escorting teachers boarding and lodging arrangements at the
Venue.
Some escorting PETs, teachers, coaches deputed by Kendriya Vidyalayas have
proposed that they should be provided boarding and lodging arrangements at the venue
along with students (players)/ participant. However, in that case they may not be allowed to
draw or claim any DA for that period.
The board approved the proposal; however the same is to be recorded in the relieving
order of teachers concerned.
(d) Complaints against Retired TGT (PHE) involved as a Judges/ Umpires/
Referee/ Members of selection Committees.
Some stake holders have approached KVS and requested that services of some of
Retired TGT (PHE) are time and again being utilized at some venues but unfortunately this
practice has resulted in unfair means in some cases of selection etc. due to some vested
interest.
The Board may like to deliberate on this issue and decide please.
The Board decided that such practice of employing retired TGT (PHE) should be
stopped henceforth.
(e) Inter KV tournaments.
The board decided not to convene inter-KV Tournaments from 2014 onwards for
academic and other administrative reasons.

(f) Venue for KVS National Sports Meet- 2016-17
The proposed venues for 47th KVS NSM- 2016-17 are Mumbai, Hyderabad, Bhopal,
Kolkata, Chennai and Delhi.
(g) Expenditure by KV:
The vidyalayas will make the following expenditure on their teams out of the Vidyalaya
Vikas Nidhi / School Fund as applicable:
i. Expenditure on playing kit and playing equipment for participating students will be
met out of the VVN of concerned KV for participating in Regional Level Meet.
ii. Expenditure on TA/DA for participating students during the journey period from
their respective KV to the venue of the Regional Level Meet and back will be met out of the
VVN of the concerned KV.
iii. Expenditure on TA/DA of Escorting Teacher / PET will be met out of the School
Fund of the concerned KV at all levels. The DA however may be restricted as per rules for
the periods spent at a venue where Boarding-Lodging including food has been provided by
the organizers without any payment by the individuals there to.
(h) Expenditure by the Region:
The expenditure on (i) Conduct of the Regional level tournaments in all games. (ii)
Playing equipment (iii) Playing kit for participating students and PET deputed as coach (iv)
Preparing play-fields (v) Honorarium to officials for the matches (vi) Boarding and lodging
arrangements of every team in the regional meet (vii) Journey expenditure on TA/DA of
participating students / players from their respective KV / Region to the Venue of the KVS
National Sports Meet (viii) Expenditure on First-aid/ medical facilities, hiring of tent &
shamiyanas, purchase of medals & trophies etc. will be incurred by the Regional Office out
of the funds of the Regional Sports Control Board.

Mrs. V Meenakshi, Officiating Deputy Commissioner, KVS RO, Ernakulam
congratulated KVS Ernakulam teams for performing very well in the KVS National Meet
2015 and in SGFI 2015-16 meet. She has stressed the need for including the following two
schemes to strengthen the physical education classes for secondary and primary students:
1. Physical efficiency test should become a part of physical education classes in such a
way that every child should experience the accomplishment of above test on regular
basis.
2. The primary children should also be involved in learning the basic skills of playing
various games through organizing minor games so as to ensure proper physical and
mental growth. Regular TGT (PHE) should monitor the performance of coaches at all
level.
