Rationale: During the starting up of the cat cracker onMarch 21st 2017 at the Isla
refinery,powderwasreleased intotheatmosphereandpartlydepositeddownwindoftherefinery.TheMinistryofPublicHealth,EnvironmentandNature required this powder immediately be sampled in order todetermine its composition. This was necessary to determine possiblehealthimpactsandtoverifythesource.
Approach: EcoVision took powder samples on the same day as the incident. The
samples were sent to TNO in the Netherlands for chemical analysis.Furthermoreachemicalheathriskexpertwasconsultedtodeterminetherisksofexposuretothepowderbythepublic.
Outcome: Areport,includingchemicalanalysisreportbyTNO,wassubmittedtothe
MinistryofPublicHealth,EnvironmentandNature.
