Expression of Interest (EoI) for inviting Pharmaceutical Companies to set
up Active Pharmaceutical Ingredients (APIs), Key Intermediaries,
Formulation units and Anchor unit at Integrated Pharmaceutical Park at
Wazirabad, Distt. Fatehgarh Sahib, Punjab.
In order to provide an impetus to the Pharmaceutical Industry in
the State of Punjab, Punjab Small Industries & Export Corporation Ltd.
(PSIEC), a nodal agency of the State Govt. for development of Industrial Parks
in the State has planned to set up an Integrated Pharmaceutical Park at
Wazirabad, District Fatehgarh Sahib for which the Corporation has procured
130 acres of land. Out of the said land, an area of 43.75 Acres (approx.) has
been earmarked for Anchor Unit.
PSIEC plans to encourage setting up of Active Pharmaceutical
Ingredients (APIs), Key Intermediaries, Formulation units and Anchor unit by
providing necessary infrastructure and available incentives under Government
of India and Government of Punjab policies. State of Punjab is also committed
to offer an Industry friendly integrated environment for expansion of existing
Pharmaceutical companies at the same time attract new investments in
manufacturing and allied segments of Pharmaceutical Industry.
1. Basic facilities to be provided to Active Pharmaceutical Ingredients (APIs), Key Intermediaries, Formulation units and Anchor unit.
(i) The units will be supported with following basic infrastructure and
other common facilities in the Integrated Pharmaceutical Park as under:
a. 80’ wide concrete approach road from National Highway to project site
with Street Lightening & road side arboriculture in addition to existing
22’ wide PWD road.
b. Raw water for industrial use from Sirhind Canal.
c. Supply of electricity/power- 66KV by PSPCL.
d. Facilitation services to obtain environmental clearances, regulatory
clearances and other industrial approvals etc.
(ii) PSIEC proposes the essential multi utility facilities in the Park for
which 6 nos. of plots of 1.30 acres each have been earmarked and
accordingly same shall be allotted to Special purpose Vehicle (SPV) at
reserved price for which SPV may avail assistance under various GoI
schemes & contribution by beneficiary units. The proposed multi utility
facilities may be as under:
a. Solvent recovery and Distillation Plant.
b. Captive Power Plant.
c. Steam and cooling system.
d. Incubation facilities.
e. Advance Common Testing Centre etc.

2. Prerequisites by the Anchor unit.
a. Build the manufacturing unit with all necessary infrastructure,
machinery and equipment as per stipulated time line.
b. Should set up its own “Zero Liquid Discharge” CETP (Common Effluent
Treatment Plant) & STP within the unit itself.
c. Set up all processes in line with international regulatory standards like
GMP.
d. Endeavor to build local backward and forward market linkages on best
effort basis.
3. Incentives
a. Incentives applicable as per Punjab Industrial Policy.
b. Government of India’s “Production Linked Incentives” as applicable for
Greenfield Pharmaceutical units.
c. Terms & Conditions
a. Anchor Unit will enter into an agreement with PSIEC.
b. No connectivities for STP & CETP facilities for Anchor unit would be
provided by PSIEC. The development within the plot would be carried out
by anchor unit itself.
c. PSIEC will endeavour to provide Basic facilities as mentioned above up to
March 31, 2022.
d. Anchor units will have to set up its units and commence production
within a period of three years from taking over of the possession & in
case the unit fails to meet the committed target by stipulated date, action
in accordance with term & condition of the allotment letter will be
initiated.
4. Submission of the EOI
Interested units are encouraged to submit Expressions of Interest
for evaluation by sending the following information by 16.09.2020,

a. Experience of Company in years.
b. Type of unit to be set up Anchor unit/ APIs/ Key Intermediaries/
Formulation unit/ others.
c. Plot Size required (in Sq. Yd.) as per Annexure-A

d. Manufacturing Plant documents and layout of the manufacturing facility.
e. CETP layout, Effluent load/ Inlet parameters as per Annexure-B.
f. Product Details, estimated pollution load. Requirement of power & water.
g. Layout indicating land use (developed versus open/green area).
h. Timelines.
i. Indicative list of ancillary / allied units required for seamless
manufacturing operations for Anchor unit.
