COMMITTEE REPORT DIGEST
I. OVERVIEW
The nomination of Rosalinda A. Tolan to serve as a member of the A.B. Won Pat International Airport Authority, Guam (GIAA) Board of Directors was made by Governor Edward J.B. Calvo on January 2, 2014. The nomination packet was received by the Office of Speaker Judith T. Won Pat, Ed.D., on February 20, 2014. The nomination of Rosalinda A. Tolan was subsequently referred by the Committee on Rules to the Committee on Aviation, Ground Transportation, Regulatory Concerns and Future Generations on February 20, 2014.
The Committee on Aviation, Ground Transportation, Regulatory Concerns and Future Generations convened a legislative hearing on March 27, 2014 at 10:33 a.m. in I Liheslatura's Public Hearing Room. Among the items on the hearing agenda was the nomination of Rosalinda A. Tolan. The hearing was adjourned at 11 :30 a.m.
Public Notice Requirements Public Hearing notices were disseminated via electronic mail to all senators and all main media broadcasting outlets on March 20, 2014, and March 25, 2014. Notice was also posted on I Lihes!aturan Gw1han's website beginning on March 20, 2014.

II. TESTIMONY & DISCUSSION
Please note that Chairman .Michael San Nicolas heard the nominations o/1Vfs. Rosalinda Tolan and Mr. Gurvinder Sobti concurrent~v.
Chairman Michael San Nicolas called the nominees forward as well as Peter Roy Martinez. Jess Q. Tones. and Mayor Joanna M. Blas to testify. He asked Ms. Tolan if she was a resident of Asan-Maina and stated that it was good to have the support of one's mayor.
Mr. Peter Roy Martinez read his testimony in support of the nominations of Ms. Tolan and Mr. Sobti (see attached). He spoke on the successes of the Airport including the closing of the airport revenue bonds and the securing of federal funding that is being invested in key projects.
Former Senator Jess Q. Torres, Vice Chairman GJAA Board, spoke in favor of the nominations. He stated that the various backgrounds of the cunent Board members benefit the Airport and have helped it become well managed and profitable.
Mayor Joanna M. Blas spoke in favor of the nomination of Rosalinda A. Tolan. She stated that Ms. Tolan is active in many community organizations and is committed to the causes of each organization.
Ms. Rosalinda Tolan read a prepared statement (see attachment). She touted the improvements to the Airport operations and services during her tenure on the Board. She asked for favorable support of her nomination.
Mr. Gurvinder Sobti read a prepared statement (see attached). He expressed his gratitude for the support and approval of the Legislature for his previous continuation to the Board. He further spoke about his commitment to enhance services for visitors and to create a more dynamic working environment for cunent employees and stakeholders. He asked for favorable support of his nomination.
Chairman San Nicolas thanked the nominees for their willingness to serve. He further spoke about the important role that the Airport holds for our island as it is the gateway for our island's tourism. He stressed the importance of having the proper planning and systems in place as our island moves forward to pursue the various visa programs being looked into. Chainnan San Nicolas asked the nominees if they were in favor of prioritizing the acquisition ofa state of the art biometrics system to help facilitate the incorporation of the Chinese and Philippine visa waiver program cunentl y being pursued.
Ms. Tolan supports the idea as long as all applicable federal and local laws are followed. and it henefits Guam.
Mr. Sobti stated that, although not well-versed on the subject, he fully supports a system that will help facilitate any increase in visitor anivals.
Chairman San Nicolas stated that the community benefits when we can diversify our visitor base. He stressed the importance of being proactive in obtaining a state of the art system adding that our local government should not just wait for federal approval or support but ensure that we are prepared aud the necessary parts are already in place.
Senator Frank Aguon, Jr. mentioned that both nominees had high attendance at the meetings during their respective time on the Board, which is a reflection of their commitment to the position. He mentioned the educational and civic backgrounds of both nominees. Senator Aguon stated his support for both nominees.
Senator Aline Yamashita thanked the nominees fr)r their prior service. She spoke about the need to improve the customer service for families and communicate important infonnation to the public. Additionally, she asked if the standards of service have improved, and how are they addressed.
Mr. Sobti stated that improvements in customer service and facility maintenance have been made.
Senator Yamashita asked how the Board will ensure that an acceptable standard of service remains paramount and is being delivered to both visitors and locals.
Ms. Tolan stated that she believes that the customer service at the Airport is doing well and said that if a specific problem is brought up, they will address it.
Senator Yamashita asked if a policy that ensures customer service is paramount at all levels exists. She stressed the importance of continuous training.
Ms. Tolan stated that the Airport administration evaluates the quality of customer service being provided by its employees and vendors.
Senator Brant McCreadie thanked the nominees for their service. He stated his confidence in the nominees as well as the entire Board. He mentioned that there will always be problems but believes that the prohlems are being addressed and solved. Senator McCreadic indicated his support for the nominees.
Chairman San Nicolas again thanked the nominees for their willingness to serve. He stated that he looked forward to continued progress at the Airport.
III. FINDINGS AND RECOMMENDATIONS

MY NAME IS ROSALINDA ABARRO TOLAN. I HUMBLY COME BEFORE YOU SEEKING YOUR AP PROV AL TO SERVE FOR ANOTHER THREE YEARS AS A BOARD DIRECTOR TO THE A.B. \VON PAT INTERNATIONAL AIRPORT AGENCY OF GUAM.
FIRST, I WOUD LIKE TO THANK OUR GOOD GOVERNOR EDDIE BAZA CALVO FOR REAPPOINTING ME AS ONE OF THE TWO WOMEN SERVING THE GIAA BOARD, WHICH EMPOWERS US AS WOMEN TO WORK WITH OUR FIVE FELLOWMEN.
I \VAS FIRST APPOINTED TO THE GIAA BOARD IN 19ll AND WAS GIVEN THE CHANCE TO CONTRIBUTE MY INPUT IN THE POLICY MAKING AND FISCAL RESPONSIBLITIES. I AM PROUD TO SAY THAT BETWEEN THE BOARD AND THE MANAGEMENT, WE AS A TEAM, ARE MAKING PHENOMENAL ONGOING PROGRESS TO THE BENEFIT OF OUR AIRPORT AND OF THE COMMUNITY OF GUAM, FOR THE CONVENIENCE AND COMFORT, SAFETY AD SECURITY OF THE PASSENGERS COMING THRU OUR ISLAND.
THE SUCCESSFUL REVENUE BONDS THAT HAPPENED LATE PART OF 2013 MAKE IT POSSIBLE FOR THE MANY CHANGES, EXPANSION, GROWTH AND DEVELOPMENT AT THE AIRPORT. MANAGEMENT HAS ESTABLISHED THE GOALS AND OBJECTIVES FOR 2014 THAT INCLUDES: STRATEGIC PLANNING; AIR SERVICE DEVELOPMENT; FINANCE; CAPITAL PROGR.\MS; OPERATIONS AND SERVICES COMMUNITY ENGAGEMENT.

REFERENCE: Testimony in Support of Re-Appointments to the GIAA Board Edward G. Untalan, Rosalinda E. Tolan and Gurvinder Sobti
Dear Senator San Nicolas:
This testimony is submitted to the Committee on Aviation, Ground Transportation, Regulatory Concerns and Future Generations in full support of the re-appointment of Mr. Edward G. Untalan, Mrs. Rosalinda A. Tolan, and Mr. Gurvinder S. Sobti, to the A.B. Won Pat International Airport Authority, Guam (GIAA), Guam Board of Directors.
Individually, these Directors have demonstrated responsible corporate governance throughout their terms of service on the GIAA Board of Directors. Mr. Untalan has served since 2012, Mrs. Tolan since 2011 and Mr. Sobti enters his third non-consecutive term in the GIAA Board of Directors that spans over 20 years and three (3) administrations. They each have distinct aptitude in creating policy and making decisions for what is best for the A.B. Won Pat International Airport Authority, Guam,
Mr. Untalan, Mrs. Tolan, and Mr. Sobti are from very diverse backgrounds. This diversity creates a balanced and fair synergy amongst themselves and other members of the Board, often finding resolution on Airport issues. An example of their service was the September 20, 2013 closing of $247 Million in Airport Revenue Bonds, which was the most successful municipal bond sale ever in Guam's history.
Also under their oversight, the Airport also closed FY 2013 with a clean audit and posted a $7M increase in net assets.
Their continued service is much needed to proceed with the $167 Million in projects with funds from the revenue bonds and federal grants. Key projects include: International Arrivals Corridor, Phase 3 Near Fault Seismic Upgrade, Hold Bag Screening Relocation, Security

I have known Ms. Rosalinda Tolan for more than 15 years now. She was the President of the sponsoring
Lions Club, when Lions Club I belong to, the Guam Galaide' Lions Club was chartered. Our acquaintance
date that far back and therefore my knowledge of Ms Tolan's character is vast and memorable.
Dealings with this lady have been both professional and personal. We share the same wave-length as
far as passion, ideals and vision towards Lionism are concerned. Her leadership and management skills
are unquestionable. Give her a tasks, a project or anything, she'll complete this in due time and with
flying colors, at that. She does not believe in mediocre performance.
We've worked side by side in several occasions and projects for the Lions Club International District
204. As we all know, Lions Club International is pure volunterism. We don't get paid for whatever we
Do to assist our community, and our neighboring island or countries. The "love-time" that she puts in
have become both therapeutic and personal whenever we are working on special projects. There will
be no stones left un-turned as she looks at every little detais to ensure that it will be no hiccups. She
does not settle for anything less than success.
I see her as a "chameleon", she can work, carry a conversation and deal professionally from the lowest
rank to the top official, from the poor to the rich. She can be very adaptable to any situation, any
where, any time any place. She is charming, witty and has a good sense of humor. I find her to be
very observant and over-flowing with ideas. I think her vast experience and a good networking pool,
makes her an expert in her field.
She can be arrogant at times, but her drive to excellence gives her the balance to compromise. If you
want a project done correctly and perfectly, if you want a professional representation and good image
for Guam, Ms. Rosalinda Tolan, can be the perfect candidate.

I have known Ms Rosalinda Tolan through our association with Lions Club International, most importantly, when I served as the District Governor for Lions Club District - 204 in the Lion Year 2011-2012. Lions Club International considered one of the biggest service organization in the world. It has more than 3 million members around the world and Guam, CNMI. Pohnpei, Marshall Island and the Republic of Palau forms part of District 204. It also extends to Nauru as well, but have yet to tap on this country.
Her proven track record in service has earned her to be one of my able Cabinet Officers.
As the Region l Chairperson, she oversaw tbe 16 Clubs on Guam, comprising of over 500 members. She ensured that these clubs upholds the highest standards of ethical value and service assistance.
At the same time she functions as President in one of Region 1 Clubs. Her sense of leadership and dedication was never a doubt as she completes all projects and endeavors assigned to her to fruition.
Her valuable support during my administration has left a remarkable legacy of one that has achieved more during a short period of time. She, together with my District Administrator were instrumental in bringing in the Incumbent International President, one of the highest positions of Lions Clubs to visit Guam. The degree of attention to details was beyond belief that the visit left a lasting remark and memory for the International President as one of the best organized trip he had during his administration.

Hafa Adai,
I submit my written testimony today, as a daughter of Guam, and as the daughter
of Rosalinda A. Tolan (Linda Tolan). I am unable to be there in person to render
my support, and testament to the character of my mother as I currently work in
public service here in Honolulu as a Public Defender for the State of Hawaii, but
my heart and my spirit forever remain in Guam, our Home.
Today I hope to share with you a brief look into the lifelong work and legacy of
my mother, Linda Tolan. My mother has spent her entire life working to improve
the community we call home, to touch individual lives & build futures for young
people through scholarships, and to increase awareness for worthy causes like
breast cancer, and community involvement through non-profit work. She is a
mother, she is a wife, she is a sister, a friend, a citizen, a leader, a mentor, a
public servant, and she is a Guamanian.
Guam is our home, and our heart. My mother is a devoted person, she works
tirelessly, and she believes in giving back selflessly to improve our society as a
whole. Her years of service on the GIAA Board of Directors, is a testament to
this. Serving as a GIAA Board Member, my mother has gone above and beyond
her call of duty. She constantly researches innovative ways to improve our
GIAA, the hub of our island, a life force that welcomes more than visitors, but
opens our island to industry, international commerce, and economic
revitalization.
This administration has once again called upon my mother to serve the people of
Guam, and my mother is yet again filled with the utmost pride and honor to have
this opportunity to better our island, our home. My mother has shown that she is
a Filipina, and American, and a Guamanian with a true Guamanian heart. She
has served and will continue to serve with honor, integrity, and strength to do
what is best for Guam and for our people.
I strongly and respectfully ask for this Committee's favorable consideration to
