CHAPTER - 1
1. Profile of the Department 1.1 Statistical Profile of the Department
The Central Industries (Development and Regulation) Act, 1951 - more commonly known as IDR Act - provides the conceptual and legal framework
for industrial development and industries in India. Section 11-B of the said
Act provides the power to specify the definition of Small Scale Industries (Micro & Small Enterprises prior to MSMED Act, 2006) in consideration of
factors relating investment of unit in fixed assets; nature of ownership; smallness of number of workers employed; nature, cost and quality of
product etc. Similarly Section 29-B provides for reservation of products for exclusive production in the small-scale sector. However, separate &
dedicated central enactment - Micro, Small & Medium Enterprises Development (MSMED) Act, 2006 - came up during November, 2006 and
Government of India created Ministry of MSME.
Micro, Small & Medium Enterprises Department was created as a dedicated wing of Government of Odisha vide GA Department Notification SR-II-RB-
03/2011-24622/Gen. 19.12.2011 out of Industries Department for focused development & promotion of micro, small & medium enterprises in the State.

1.2 Organization Structure At present MSME Department is headed by the Secretary who is
supported by Additional Secretary & Under Secretary to Government. There

are six Sections namely MSME, Plan budget, G & M and Field Establishment
headed by Desk Officers to look after its activities.
There are two Directorates functioning under the MSME Department. The Directorate of Industries is functioning at Cuttack with 31 Regional /
District Industries Centres in 30 revenues districts under its control. 5 Regional Industries Centres are operating at Jagatpur (Kalinganagar),
Dhenkanal, Rayagada, Sambalpur and Rourkela headed by Joint Director of Industries Level II. 12 District Industries Centres at Cuttack, Bhubaneswar,
Balasore, Mayurbhanj, Keonjhar, Sundargarh, Bolangir, Phulbani, Ganjam, Puri, Koraput & Kalahandi are operating under General Manager Level I.
Similarly General Manager Level II are heading in balance 14 District Industries Centres at Jagatsingpur, Kendrapada, Bhadrak, Angul, Bargarh,
Jharsuguda, Deogarh, Subarnapur, Nuapada, Boudh, Nayagarh, Gajapati, Nabarangpur & Malkangiri. Directorate of Export Promotion & Marketing has its head office at Bhubaneswar with six Testing laboratories at Cuttack, Balasore, Rourkela,
Ganjam, Bolangir & Angul. Orissa State Financial Corporation & Orissa Small Industries
Corporation have their head office at Cuttack. Similarly Industrial Entrepreneurship Development, Odisha; Odisha Cooperative Coir
Corporation Ltd; and Odisha Rajya Talgur Samabaya Sangha have their head office located at Bhubaneswar.

2.1 Hazard, Vulnerability, Capacity and Risk Profile – i) Nature, frequency and intensity of disaster to which the department is
prone to or is likely to be impacted in future:
The probable disaster situations to happen includes both natural and operational
1) Natural (i) Flood

(ii) Explosion (iii) Accidents
(iv) Hazard Gas / chemical leakage / burning (v) Riots / strikes, etc
i) Historical/past disasters/losses in the department:- Super cyclone in 1999 and unprecedented flood during 2008 had
severely affected the MSME Sector more particularly micro enterprises.
Leaving aside these two disasters, MSMEs in coastal districts are normally
affected by floods.
ii) Causes of losses /damages:
Severe wind and continuous rain, over flooding of river banks affected the MSMEs by way of loss to raw-materials, semi-finished / finished
products, damage to machinery & infrastructure.
iii) Hazard-wise vulnerability of the department to various hazards to
which the department / state is prone to:- Database available suggest that 123292 MSMEs have gone into
production (GIP) till March, 2013 with investment of Rs. 496959.39 lakh and
thereby providing employment opportunities for 706342 persons. The district-wise MSMEs setup as on 31.3.2013 is as given below.

Note: MSME Department also facilitates acknowledgement of Entrepreneur
Memorandum part I (prior to establishment) and Part II (after operation). However, Entrepreneur Memorandum Part I and II are not mandatory for MSMEs. Therefore data for all MSMEs are not captured and there is no provision of survey / census for MSMEs other than MSMEs issued with EM II.
On analysis of the above data, it is seen that prima facie 4787 numbers of MSMEs set up is under Chemical / Rubber / Plastic / Polluting /
Hazardous category.
MSMEs are vulnerable to the above mentioned natural as well as
operational hazards. Safety of the MSMEs is regulated under the provisions of Factories Act, Boiler Act, etc. Similarly pollution caused by the MSMEs is
regulated through Air, Water Pollution Acts monitored by State Pollution Control Board. Hazard-wise vulnerability caused by / to MSMEs are as
follows:
(a) Fire: Fire is caused in the factory electrical short circuits, flammable materials, operational mishandling including burning hazardous
materials causing health hazards. Persons working in the factory as well as inhabitants of in nearby places face threat to their lives due to such fires.
Such fire accounts for huge loss of such a valuable properties in the factory including stock.
b) Flood & cyclone: In Odisha, damages are caused due to floods
mainly in the Mahanadi, the Brahmani, Baitarani and Subarnarekha rivers.
Besides, the coastal districts are also prone to high tidal flood like tsunami. The assets of the MSMEs are likely to affected because of the flood. Further,
MSMEs as well as assets of the MSME department are also exposed to risks caused by cyclones as we have already witnessed during the super cyclone
during 1999.
c) Operational: In appropriate skill, lack of adequate knowledge on operating machines / equipments can also cause accidents which may not
only affect the MSMEs but also local people residing nearby places.

iv) Capacity of the department to deal with the identified disaster –
institutional, organizational, and infrastructural:-
To prevent the operational disasters, there has been various Acts & rules monitored by State Pollution Control Board, Directorate of Factories &
Boilers, Directorate of labour, etc. These orgnisations monitor this aspect and conducts awareness programmes and promotes preventive measures
each year. MSME Department is represented by Directorates at state level, RICs / DICs at the District level and Industries Promotion Officers at the
block level. As indicated above, infrastructure facilities and manpower are available even at the block level. Therefore, the department has the required
institutional, organizational & infrastructural capacity to deal with the disasters like cyclone, flood, etc and RICs / DICs with the assistance of local
administration takes appropriate steps towards ameliorative measures when such disasters take place.
v) Gaps in the existing capacity:-
MSME Department does not have any disaster management capacity at present so far as disasters pertaining to MSMEs are concerned. Such
capacity may have to be built for meeting the requisites of such disaster management.
Since all MSMEs are not captured, it is difficult to visualize the
magnitude of hazard caused by / to MSMEs.
vi) Risk Analysis – calculating risk which various hazards / disaster can cause to department keeping in the view its vulnerability and capacity.
Disaster caused by the subjects of the Department can range from
health hazards & loss income to the wage earners to loss to national income
in broad sense. Although the Medium & Small Enterprises are equipped to considerable extent to meet the exigencies arising out of such hazards,
much is desired to be done for the micro enterprises where risk factor is much more because of limited skill availability. However, the hazards caused
due to pollution, accidents etc are covered by other Acts dealt in different organizations. However, on occurrence natural calamities, the risk / extent
of damaged is assessed by the officers of the Department in association with OSFC / OSIC / NSIC / MSMEDI / Financial Institutions.

3. Prevention, Mitigation and Preparedness Plan -
3.1 Measures necessary for prevention of disasters, mitigation, preparedness and capacity-building in accordance with the guidelines
laid down by the National Authority and the State Authority
Assets of MSME Department enumerated at para 1.3 are primarily prone to fire hazards. In the eventuality of such hazard, the losses are
limited to damage to records and such losses can be prevented or mitigated through installation appropriate of fire fighting equipments and regular
maintenance of power supply lines. But MSME are more susceptible to disaster related losses. Awareness
is to be developed among the MSMEs for adopting necessary safety measures as laid down under various Acts. Necessary compliances are to be
insisted upon during acknowledgement of Entrepreneurs Memorandum. The field level officer as well as officers in head quarters are sensitized & trained
to handle the situation.
A Standard Operating Procedure (SOP) for prevention, Mitigation &
preparedness for the MSME Department is given below.

3.2 Integration into its development plans and projects, the measures for
prevention of disaster and mitigation
The District Level Disaster Management Cell will have two-way coordination. It shall coordinate with the individual MSMEs under their
jurisdiction and also integrate with the State Level Disaster Management Cell. In the event of a disaster it shall collect information, mobilise the
resources for managing the situation in rescuing the man and machineries and take necessary steps for rehabilitation of the victims.
The District Level Disaster Management Cell will have representations
of the General Manager, RIC / DIC to take care of the MSMEs as well as assets of the Department in the district.
The Quick Response Team (QRT) may be constituted by the District Cell with representative of their respective Departments for early response
to the disaster. This team will be under beck and call of the head of the District Level Disaster Management Cell and on receipt of information from
the nodal officer, the head of the cell will mobilise the QRT.
3.3 Provision of funds for prevention of disaster, mitigation, capacity-building and preparedness
Requirement of funds for prevention of disaster, mitigation, capacity
building and preparedness shall be worked out by the District Level Disaster Management Cell and communicated to the State Level Disaster
Management Cell. The Government in Revenue and Disaster Management Department will make adequate provision of funds for the purpose. Head of
each District Level Disaster Management Cell shall have adequate financial
power for drawal and disbursement of funds for preparedness of the cell and for its disaster management.
3.4 Drawing up mitigation, preparedness and response plans, capacity -
building, data collection and identification and training of personnel in relation to disaster management
The District Level Disaster Management Cell will coordinate with the General Manager, RIC / DIC and take stock of available facilities with the
MSMEs for disaster management & mitigation. The Cell will thereafter work out strategies for meeting the requirements for disaster mitigation of larger
order with assistance of other organizations and the facilities that could be

extended from the State. Requirement of infrastructure and logistic support
should also be worked out by the District Level Disaster Management Cell and additional infrastructure facilities may be built up as required. For this
purpose the Cell should co-ordinate with the State Level Disaster Management Cell for the needful.
3.5 Review the enactments administered by it, its policies, rules and
regulations with a view to incorporate therein the provisions necessary for prevention of disasters, mitigation or preparedness
Two Central Acts namely Industries (Development and Regulation)
Act, 1951 and Micro, Small & Medium Enterprises Development (MSMED)
Act, 2006 provides legal frame work for industrial Development. Besides, one state Act - Odisha Industries (Facilitation Act, 2004 - facilitates
promotion of industries in the State.
State Government also announces Industrial Policies from time to time taking into consideration of the priorities and local comparative advantages
for development & promotion of industries in the State. At present Industrial Policy Resolution, 2007 and Micro, Small & Medium Enterprises Development
Policy, 2009 are in vogue.
The aforesaid policies focus on development & promotion of industrial activities in the State and as such there is no provision for prevention of
disasters, its mitigation or preparedness. The District Level Disaster Management Cell may suggest the policy support for the purpose taking into
account the type, intensity, frequency & impact of the disaster in their area
of jurisdiction.
3.6 Provision of emergency communication in the affected areas; and
The General Manager, RIC / DIC will be the Nodal Officer at the District Level for the Department. He is supported by Industries Promotion Officers
at Block Level. Each RIC / DIC is well connected with telephone, Fax and email facilities. The affected MSME(s) may contact the local Industries
Promotion Officer OR General Manager, RIC / DIC concerned in case of emergency. The District / Block level officer may communicate with the
Department through Directorate after consultation with district administration.

4. Response Plan
4.1 Mechanism for early warning and dissemination thereof
In the event of any disaster the Block Level Officer (Industries
Promotion Officer) shall immediately intimate through phone/ e-mail to the General Manager, RIC / DIC and shall describe the magnitude of the disaster
vis-a-vis the local resources available to negotiate the disaster. The General
Manager, RIC / DIC will communicate the details to the District Level Disaster Management Cells for initiation actions as per the nature of the
disaster. Contact details of officers of MSME Department and its field
functionaries is enclosed at Annexure II. The map showing prominent
regions for industrial growth of MSMEs is enclosed at Annexure III.
4.2 Trigger Mechanism for response On receipt of the communication from the General Manager, RIC /
DIC, the Cell will mobilise the Quick Response Team (QRT) to the spot of disaster for relief and rescue.
4.3 Response plan for responding effectively and promptly to any threatening disaster situation or disaster in accordance with the State
Plan, and in accordance with the guidelines or directions of the National Executive Committee and the State Executive Committee and
the State Government and the SDMA
The head of District Level Disaster Management Cells shall mobilise the
Cell for meeting the requirements as demanded by the situation/disaster. He will also assess the situation further and if required he will immediately
contact the State Executive Committee and SDMA and seek necessary assistance from them promptly.
4.4 Appointment of Nodal Officers to perform Emergency Support
Functions (ESFs)/roles in emergency in the format already circulated by the State Government The detail of State-, district- and block level Nodal officers to perform
emergency support roles is given below.

Since the the role of District Level Nodal Officer is critical for managing
the disaster, the Emergency Support Functions for General Manager, RIC / DIC will include : Provide his contact number to the head of District Level Disaster
Management Cell, MSME Department, R & DM Department and State Level Disaster Management Cell
Ensure mobilisation of the QRT available with the District Level
Disaster Management Cell Maintain official records concerning District Level Disaster
Management. Ensure timely mobilisation of resources available under the District
Level Disaster Management Cell for timely mitigation. Organise mock drills and awareness programmes periodically.
4.5 Constitution of the Incident Response Teams (IRTs) at all levels with
provision of delegation of authority
Incident Response Team (IRT) may be constituted as a part of the
District Level Disaster Management Cell with representation of district level officers across various departments. The mandate of IRT include evacuation
of affected population to safer places, rescue, temporary shelter, medical assistance to the affected persons, supply of food and drinking water and
other necessary technical support. Further, IRT may also take up technical
analysis of the need for disaster mitigation and, if required, seek assistance from the State Level Disaster Management Cell. 4.6 Reporting procedures and formats Initial information shall be sent by the General Manager, RIC / DIC to
the Department through telephone/e-mail with magnitude of the disaster under intimation to Directorate of Industries. Thereafter, the reports on
realistic assessment of damage may be communicated along with requirement of funds may be submitted with due approval of the District
Level Disaster Management Cell. The format for reporting should be disaster specific so as to capture the intensity of disaster as well as extent of damage
caused. The final report on the entire disaster management operation will be submitted by the District Level Disaster Management Cell to the State Level
Disaster Management Cell for their appraisal. 4.7 Role of NGOs and Voluntary Sector and coordination thereof
MSMEs have their own Associations both at at district & state level. As
such assistance of these associations / NGOs / Voluntary Sectors may be

taken up by the District Level Disaster Management Cell as and when
required for better & effective mobilization of resources.
4.8 System of assessing the damage from any disaster On occurrence disaster, the risk / extent of damaged will be assessed
by multi-disciplinary team. The officers of the Department in association with OSFC / OSIC / NSIC / MSMEDI / Financial Institutions may take up the
assessment of the damage. The General Manager, RIC / DIC may furnish the report to the Department with due vetting of the District Level Disaster
Management Cell. 4.9 Roles and responsibilities and coordination mechanism for the department
The role of the MSME Department in disaster management will be as
follows:
i) To be in constant touch with the General Manager, RIC / DIC & Directorate of Industries and collect information on preparedness and
capacity building.
ii) Collect detailed information on magnitude & intensity of the disaster and intimate the State Level Disaster Management Cell under R & DM
Department. iii) To appraise the Government of the details of Disaster Management
operations and the requirement of funds for rehabilitation.
4.10 Disaster Specific Response Plan – Response plan for major disasters such as earthquake, flash flood/cloudburst, snow avalanche, landslide
etc. in which state level response would be needed;
Since the extent of loss to MSME does not cover human loss and is
limited to financial loss, the rehabilitation shall be taken up after assessing the loss. 4.11 Identification of suppliers for departmental supplies and pre-
contracting for supplies in case of emergencies
Since type of supplier to address the disaster depends on nature of damage, the same shall be finalized at the time of occurrence by the District
Level Disaster Management Cell.

5. Relief, Rehabilitation and Reconstruction
5.1 Norms of relief if applicable
: Relief shall be provided to the affected MSMEs as per the norms decided by the
State Government.
5.2 Minimum Standards of
relief
: Minimum Standards of relief shall be as
per decision of the State Government.
5.3 Rehabilitation Plan : The rehabilitation plan shall be in accordance with the provision of policies
as decided by the State Government.
5.4 Financial mechanism : The Financial Institutions also have stake in MSMEs. As such the quantum of
government support, if any, towards rehabilitation of MSMEs should take into
account the views of FIs / Banks associated or the multi-disciplinary team if
the MSME is self financed..
5.5 Action Plan for
Reconstruction – „Building back better‟
: The District Level Disaster Management
Cell will prepare an action plan for reconstruction of the disaster affected
area. This action plan will be forwarded to the State Level Disaster Management Cell
for their appraisal. MSME Department will also send the report of a multi disciplinary
team on the assessment of damage and reconstruction thereof. The State Level
Disaster Management Cell will finalise the reconstruction process after assessing the
proposals of District Level Disaster Management Cell and MSME Department.
The entire process may be completed within a period of one month from the
date of disaster.

6. Knowledge Management
6.1 Need of creating network of knowledge institutions
: To collect information on the disaster immediately after its occurrence and its

6.2 Identification of
knowledge institutions and mechanism of knowledge
sharing
: The „Knowledge Institution for Disaster
Management‟ shall be entrusted with the responsibility of identification of other
knowledge institutions of the country and abroad and devise mechanism for its
knowledge sharing with them.
6.3 Documentation of lessons
learnt
: „Knowledge Institution for Disaster
Management‟ shall document the lessons learnt from past and conduct workshop for
sensitization on the innovative practices of management.
6.4 Documentation of best
practices and uploading of the same in the
departmental websites
: „Knowledge Institution for Disaster
Management‟ shall document the best practices and upload the same in the
OSDMA website.

7. Review and Updating & Dissemination Plan
7.1 DM Plan is a “living document”
: Regular improvement and up-dating of the same will be required at least once a year.
Disaster Management Plan will be subject to review each year by the Revenue & Disaster
Management Department with new suggestions and new addition of improved mechanism.
7.2 System of updation : Plan Updation:
The Nodal officer of the State Level Disaster Management Cell shall update all data in the
R&DM Department web-site regularly. The District Level Disaster Management Cell will also
update its database and action plans for disaster management in consultation with the
district level officers. The MSME Department will
ensure updation of Disaster Management Plans from time to time through a designated officer.
Mock Drill:
The QRT under each District Level Disaster Management Cell will organise mock drills to
evaluate the effectiveness of the action plan to be implemented in the field during any disaster.
Based on the experience gained out of such mock drills the action plans may be updated
suitably to meet any exigencies.
7.3 Dissemination Plan to stakeholders
: The MSMEs will be sensitized both at district level as well as state level about Disaster
Management Plan. Besides, knowledge on
major types of disasters and their impacts can be shared with entrepreneurs as well as
common man through leaflets, seminars & hosting of information in departmental website.
