1971 : On set out of COST, each Action is launched through a Memorandum of Understanding which foresees financial support allocated by participating MS. COST has no annual budget in proper.
EU Commission provides an annual support on a case by case basis: around 1 M€ yearly in 1990.
1991: COST is granted a budget from FP3: 20 M€ over 4 years . EU Commission provides Scientific Secretariat
1994 -1997, 1998 – 2002 : Budgets from FP4, then FP5: 20 M€
2002 – 2006: FP6, foreseen budget: 50 to 80 M€ 80 M€

Since April 2006, COST has launched an Open Call for proposals, published in the Official Journal of the EU
The call is continuously open, and 2 “Collection Dates” per year are scheduled, from which a selection process is operated (next: Sept 24next: Sept 24thth 2010 2010).
A two stages selection scheme is implemented: pre-proposals are first collected, from which about 80 80 full proposals are invited for submission
About 3030 projects are finally selected per CD, i.e. 6060 new projects per year
Submission is operated on line through the COST Web site
Assessment of full proposals by an External Experts Panel (peer review)

Le CSO de COST comporte un président et un vice président, chacun élus pour un mandat de 3 ans
La présidence est une position éminenment politique, de représentation de COST vis à vis de toutes les instances nationales, européennes et internationales participant à la recherche. Elle constitue un atout de choix pour le pays qui la détient, en général un “grand pays” parmi les Etats membres.
