Electricity cannot be stored ona large scale. It must always beavailable, in real time, regard-less of fluctuations in demand.This balance always renewedbetween production levels andsatisfying demand relies on theelectricity transport network.This network forms the link be-tween the different installationsand production sources and allplaces of consumption, which areoften located at a certain distancefrom one another. THE NETWORK : AN ASSETFOR SYSTEM RELIABILITY
o provide electrical power without outages and with an equal level ofservice quality over the entire territory, RTE installations make up a genuinenetwork. They are designed to overcome any failure of an element of thetransport network or production unit, by routing electricity via another partof the network or using other production units.
INVESTMENTS FOR A RELIABLEAND EFFICIENT INDUSTRIAL FACILITY
o guarantee a high level of quality of electricity, RTE adapts its network
to changes in electricity demand and to needs for new connections of pro-
duction units (thermal, nuclear, wind power, etc.). To meet these chal-lenges, RTE devotes to the investments around 1 billion euros every year.Following the storms in 1999, RTE embarked on a programme to securethe mechanical strength of its facilities, which will come to term in 2017.
This programme, which involves 45,000 km of lines, aims to re-establishpower within 5 days in the event of another climatic event on the same scale.
FORECASTS : ANTICIPATING THE FUTURE
n order to guarantee the long-term balance of the power system, RTE writes aprovisional statement every two years, which serves as a prospective diagnosisof the evolution of the balance between supply and demand. This statementprovides information on the multi-year Investment Programme defined by thepublic authorities. It (constitutes) a neutral source of information for play-ers on the market, enabling them to anticipate their production investments.

RTE guarantees fair treatment to allach player can confidently call on the services of RTE.RTE publishes daily on its Website data and informationconcerning the French electricity market and access to
the electricity transport network, with a respect for confi-dentiality, fairness and non-discrimination. In compliancewith the law, RTE follows a Code of good conduct andpublishes it. This code presents the measures taken by RTEto avoid any discriminatory practice with regard to its
customers. A yearly report keeps the Energy RegulationCommission informed of the application of the code.
RTE extends dialogue with customersTE has set up different levels of listening and dia-logue, from detecting needs and expectations by its lo-
cal teams to measuring customer satisfaction with bi-annual surveys. One of the instruments for dialogueand for steering cooperation relies on the customersthemselves via the electricity transmission networkusers committee (CURTE), created in 2000. Its goalis to debate with the community of actors on marketmechanisms and conditions for accessing the network.
RTE promotes flexibility and fluidityof the European electricity markety being attentive to its customers, bydialoguing with other managers of othernetworks, RTE implements service offersin four main areas: access to the nationalnetwork, access to cross-border intercon-nections, access to markets, access to data.
Customers are the first to benefit fromits commitment to performance, profes-sionalism, innovation and creat ivity, mak-ing the market more and more dynamic.
A commitment to qualityTE establishes a supplier quality con-vention with each customer in line with its
needs and expectations. RTE undertakesto compensate customers above a certainnumber of short and long outages, overa given period. Thresholds are defined
on the basis of the network performanceover the past years, without regression.

STRONGEREUROPEAN COOPERATION
ince it was founded, RTE has playedan active role in cooperation betweenoperators of European networks, partic-ularly on decision-making bodies of theETSO (European Transmission SystemOperators). The association of operatorsof European networks, in partnershipwith European electricity stock exchang-es is at the origin of the ambitious mar-ket coupling project. Its goal is to makeexchanges smooth in order to reducedifferences in the price of electricity be-tween neighbouring zones. Market cou-pling began in November 2006 betweenFrance, Belgium and the Netherlands.
TE is actively cooperating with itsEuropean counterparts to guaran-tee the reliability of electricity net-works in line with the objectives ofthe European Union. RTE innovatedin 2008 with the creation, with itsBelgian counterpart, of a technicalcoordination centre to strengthenreliability of the electricity supplyin the centre and west of Europe.

RESPECTFOR NATURE AND LANDSCAPES
To meet growing demand without increasingthe impact of lines on landscapes,RTE is optimising the existing network.egular replacement of components, use of the most ef-ficient equipment: whenever it can, RTE extends the lifespan of facilities and improves their transport capacities.RTE innovates using the new technology of low expan-sion cables, which, in some cases, significantly increasesthe capacity of a line.
RTE committed to reducing the total length of itsoverhead network by removing existing overheadlines for a total length longer than new overhead lines.In addition, RTE undertakes to put at least 30% of thetotal length of new HV lines underground, as well asnew 225 kV EHV lines in urban areas, particularly whe-re these lines cannot use existing corridors. As for 400kV EHV lines, underground technology faces technicaland economical constraints that minimise its use to ex-ceptional situations only.
etween 2oo1 and 2oo7, the length of the overheadnetwork was reduced by over 850 km. With over 900 kmof underground 225 kV lines, France has the largest un-derground EHV network in Europe.
RTE,PRESERVING BIODIVERSITY
Landscape development of our re-introduction of rare orthreatened species: RTE undertakes to limit the impactof the network on landscapes and on biodiversity, and
can sometimes play a genuine role in its preservation. Forexample, plants near lines are recorded in a computerprogram that programmes cutting in accordance with lo-cal characteristics: only trees that may come into contactwith the line are removed and the path of the line there-fore retains a natural appearance. Around 8.5% of theelectricity transport network crosses Natura 2000 sites. Inthese nature protection zones, RTE carries out incidencesurveys for all projects. In addition, the company takespart in the Comit National Avifaune, alongside the BirdProtection League and France Nature Environnement.
RTEs environmental management systemis continuously being improved.ach year, the environmental management programmesare revised to assess the progress of actions and to integratechanges in regulations, points of view of interested parties,internal and external audits. RTE agents are regularlytrained in environment protection.
