anaging and developing the French electricity trans-port network is essential to provide quality electricity

on a continuous basis to all consumers. Since it wasfounded in 2ooo, and since it was made into a public

service company (2005), RTE has proven its ability to

fulfil its public interest mission in complete security.

n an open European electricity market, our company isrecognised for offering all of its customers fair access to its

network, which is the first condition for healthy competition.

ased on this and thanks to our investments and op-erating quality, we are constantly improving our per-formances to meet our customers, public authorities

and the Energy Regulation Committees requirements.

his public service action is focused on four strategic priori-ties: performance of industrial facilities; a human and man-agerial policy focused on skills and efficiency; sustainabledevelopment; professionalism and innovation. We intendto use all of our professionalism, our creativity and our

corporate spirit to achieve our mission, through continuing

to develop both our human capital and industrial facilities.Dominique MaillardChairman of the Executive Board

Electricity cannot be stored ona large scale. It must always beavailable, in real time, regard-less of fluctuations in demand. This balance always renewedbetween production levels andsatisfying demand relies on theelectricity transport network. This network forms the link be-tween the different installationsand production sources and allplaces of consumption, which areoften located at a certain distancefrom one another. This networkserves the entire continental ter-ritory of France and links it tothe rest of Europe. To operate it,maintain and develop it, there isa public service company : RTE.

THE NETWORK : AN ASSETFOR SYSTEM RELIABILITY

o provide electrical power without outages and with an equal level ofservice quality over the entire territory, RTE installations make up a genuinenetwork. They are designed to overcome any failure of an element of thetransport network or production unit, by routing electricity via another partof the network or using other production units.

INVESTMENTS FOR A RELIABLEAND EFFICIENT INDUSTRIAL FACILITY

o guarantee a high level of quality of electricity, RTE adapts its network

to changes in electricity demand and to needs for new connections of pro-

duction units (thermal, nuclear, wind power, etc.). To meet these chal-lenges, RTE devotes to the investments around 1 billion euros every year.Following the storms in 1999, RTE embarked on a programme to securethe mechanical strength of its facilities, which will come to term in 2017.

This programme, which involves 45,000 km of lines, aims to re-establishpower within 5 days in the event of another climatic event on the same scale.

    FORECASTS : ANTICIPATING THE FUTURE

n order to guarantee the long-term balance of the power system, RTE writes aprovisional statement every two years, which serves as a prospective diagnosisof the evolution of the balance between supply and demand. This statementprovides information on the multi-year Investment Programme defined by thepublic authorities. It (constitutes) a neutral source of information for play-ers on the market, enabling them to anticipate their production investments.

    PUBLIC SERVICEMISSIONS

TE has a technical and industrial

responsibility for France: routingelectricity and adjusting productionto demand constantly to guarantee

the reliability of the electrical powersystem, which could be weakenedby any imbalance. It ensures qualityof high and very high voltage power, operates and develops links withthe other European countries, con-

nects all players concerned to its net-work, including renewable energies.

TE is a vital player in regional

    development and equilibrium be-

tween regions. With its new linesand by increasing the capacity ofexisting lines, RTE accompaniesthe economic development of theterritories different regions. NETWORKDEVELOPERS

hat about tomorrows network?Anticipating future electricity needs, adapting the network to determine

new lines to be developed, specifyingfacilities for transforming stations, finalising surveys for customers whowant to be connected, etc., are justsome of the jobs that need to be done.

    esign engineers contribute upstream

to constructing the future electric-ity network. Project managers turn

projects into reality by dialoguingwith citizens and opinion relays, inall fields concerned: economic impacton the territory, perception and ex-

pectations of society, or environmentpreservation. The engineering depart-ment and cooperation managers riseto these planning and sustainable de-velopment challenges. Planning andadapting, anticipating and reacting,

    listening, communicating and innovat-

ing are the main actions of their jobs.

    DISPATCHERS

cold spell or hot spell, Christmasilluminations, all TV sets switchedon at once for the broadcasting ofa big match: variations in electricitydemand must have an instant solution.

Thats the responsibility of dispatch-ers and their network management

colleagues, 365 days a year, 24 hoursa day. Their job is to organise therouting of electricity over the 100,000

km of lines and the 2,500 stationsand to supervise balance, constantlyand in real time, between electric-ity production and consumption.

heir know-how involves steering thesystem to distribute electricity over

the entire network, so that powertransiting on each line does not ex-

    ceed maximum capacities.

omen and men of action, they alsohave to react calmly to unforeseencircumstances.

    MAINTENANCEEXPERTS

he 100,000 km of lines, the 250,000towers, and the 2,500 power stationsare exposed to the wind, the sea air, storms, and temperature variations.

he power system, which mustmeet new demands and high con-sumption peaks, forms a chain inwhich all of the links must remainstrong. This is why it is constantly

monitored with sometimes sophis-ticated technologies, such as infra-red thermovision to detect hot spots.

mong these experts, line expertswork on lines in all weather : thisrequires physical qualities, methodand team spirit.

RTE guarantees fair treatment to allach player can confidently call on the services of RTE.RTE publishes daily on its Website data and informationconcerning the French electricity market and access to

the electricity transport network, with a respect for confi-dentiality, fairness and non-discrimination. In compliancewith the law, RTE follows a Code of good conduct andpublishes it. This code presents the measures taken by RTEto avoid any discriminatory practice with regard to its

customers. A yearly report keeps the Energy RegulationCommission informed of the application of the code.

RTE extends dialogue with customersTE has set up different levels of listening and dia-logue, from detecting needs and expectations by its lo-

cal teams to measuring customer satisfaction with bi-annual surveys. One of the instruments for dialogueand for steering cooperation relies on the customersthemselves via the electricity transmission networkusers committee (CURTE), created in 2000. Its goalis to debate with the community of actors on marketmechanisms and conditions for accessing the network.

RTE promotes flexibility and fluidityof the European electricity markety being attentive to its customers, bydialoguing with other managers of othernetworks, RTE implements service offersin four main areas: access to the nationalnetwork, access to cross-border intercon-nections, access to markets, access to data.

Customers are the first to benefit fromits commitment to performance, profes-sionalism, innovation and creat ivity, mak-ing the market more and more dynamic.

A commitment to qualityTE establishes a supplier quality con-vention with each customer in line with its

needs and expectations. RTE undertakesto compensate customers above a certainnumber of short and long outages, overa given period. Thresholds are defined

on the basis of the network performanceover the past years, without regression.

    STRONGEREUROPEAN COOPERATION

ince it was founded, RTE has playedan active role in cooperation betweenoperators of European networks, partic-ularly on decision-making bodies of theETSO (European Transmission SystemOperators). The association of operatorsof European networks, in partnershipwith European electricity stock exchang-es is at the origin of the ambitious mar-ket coupling project. Its goal is to makeexchanges smooth in order to reducedifferences in the price of electricity be-tween neighbouring zones. Market cou-pling began in November 2006 betweenFrance, Belgium and the Netherlands.

TE is actively cooperating with itsEuropean counterparts to guaran-tee the reliability of electricity net-works in line with the objectives ofthe European Union. RTE innovatedin 2008 with the creation, with itsBelgian counterpart, of a technicalcoordination centre to strengthenreliability of the electricity supplyin the centre and west of Europe.

    RTE, OPERATORIN AN OPEN MARKET

TE is building technical and eco-

nomical systems with its Europeancounterparts to organise the European

electricity market, promoting the flu-idity of exchanges between countries.

o allocate interconnection capacitiesin an efficient and fair manner, RTEhas created bidding mechanisms thatare open to all players on the market. It has signed agreements for mutualhelp to exchange reserves of electric-ity with its European neighbours andstarted a process to integrate, stepby step, national electricity markets.

TE constantly innovates to rise tonew challenges related to decentral-ised production and new productionresources (gas power stations, windpower, etc.).

    VITAL INTERCONNECTIONSFOR EUROPEAN EXCHANGES

ach year, the company manageshundreds of transactions with bor-dering countries, amounting to 120billion kWh exchanged.

he development of international in-terconnections improves the reliability

of electricity networks, strengthensthe reliability of supply and stimulates

    commercial exchanges.

ince 2002, exchange capacities withGermany have increased with the 400kV Vigy - Uchtelfangen line. In 2005,the Mastaing-Avelgem connection withBelgium was reinforced. Other projectsare in progress to increase exchangecapacities with neighbouring countries.

    ncreasing transactions, in terms of

volume of energy or financial vol-ume, reveal a meshing of national andEuropean networks making it possible

to optimise, in economic and envi-

ronmental terms, the use of differentenergy production bases in Europe.

    RESPECTFOR NATURE AND LANDSCAPES

To meet growing demand without increasingthe impact of lines on landscapes,RTE is optimising the existing network.egular replacement of components, use of the most ef-ficient equipment: whenever it can, RTE extends the lifespan of facilities and improves their transport capacities.RTE innovates using the new technology of low expan-sion cables, which, in some cases, significantly increasesthe capacity of a line.

RTE committed to reducing the total length of itsoverhead network by removing existing overheadlines for a total length longer than new overhead lines. In addition, RTE undertakes to put at least 30% of thetotal length of new HV lines underground, as well asnew 225 kV EHV lines in urban areas, particularly whe-re these lines cannot use existing corridors. As for 400kV EHV lines, underground technology faces technicaland economical constraints that minimise its use to ex-ceptional situations only.

etween 2oo1 and 2oo7, the length of the overheadnetwork was reduced by over 850 km. With over 900 kmof underground 225 kV lines, France has the largest un-derground EHV network in Europe.

    RTE,PRESERVING BIODIVERSITY

Landscape development of our re-introduction of rare orthreatened species: RTE undertakes to limit the impactof the network on landscapes and on biodiversity, and

can sometimes play a genuine role in its preservation. Forexample, plants near lines are recorded in a computerprogram that programmes cutting in accordance with lo-cal characteristics: only trees that may come into contactwith the line are removed and the path of the line there-fore retains a natural appearance. Around 8.5% of theelectricity transport network crosses Natura 2000 sites. Inthese nature protection zones, RTE carries out incidencesurveys for all projects. In addition, the company takespart in the Comit National Avifaune, alongside the BirdProtection League and France Nature Environnement.

RTEs environmental management systemis continuously being improved.ach year, the environmental management programmesare revised to assess the progress of actions and to integratechanges in regulations, points of view of interested parties, internal and external audits. RTE agents are regularlytrained in environment protection.

n 2oo7, the AFAQ renewed RTEs ISO 9001 and ISO14001 certifications.

    RTE, SOCIALLY RESPONSIBLE COMPANY

RTE intends to be an exemplary companyin its field, responsible towards citizens.o make permanent or occasional residents (fishers, farmers, building profes-sionals, air and water sports fans, etc.) aware of the risks near facilities, RTEregularly carries out widespread information campaigns. The message Be

careful under the lines, keep your distance has been transmitted for severalsummers on leaflets and posters, in the regional press and on local radios.

he fields of health and safety in the workplace are constant priorities for thecompany, via regular information and awareness campaigns targeting all staffand service providers, who are also involved in the companys prevention policy.

he companys social responsibility promotes, in particular, professional equal-ity between men and women, support for young people of all origins to findemployment, and integration of disabled people.

TE has resolutely supported for years studies and research aiming to betterunderstand the possible effects of very low frequency electromagnetic fields(EMC) on human health, and more generally, on the environment around itsnetwork. Exhaustive information is available on its Web site www.rte-france.com.

    The RTE Foundation:

    for greater solidarity

    in rural areas

The RTE Foundation was foundedon 1st January 2008 under theaegis of the Fondation de France. With a budget of 3 millioneuros over 3 years, its purposeis to contribute to the equaldevelopment of the territories.

It contributes to solidarityin rural areas by supportingproximity projects put forward byorganisations of general interest, with the goal of fighting againstexclusion, creating social ties andpreserving the environment. FULL INDEPENDENCEAND GUARANTEED NEUTRALITY

o guarantee fair treatment, which is essential tothe good running of the electricity market, RTEwas created in 2000 as an independent entity, tak-

ing over the former electricity transport activity of

EDF, directly controlled by the Energy Regulation

Committee. But, from the outset, the law of 10thFebruary 2000 guaranteed managerial, accounting

and financial independence of the new company.he law of 9th August 2004 and the decreeof 30th August 2005 transformed RTE intoa public service company, a branch of theEDF group, with a board of directors andsupervisory board, in a special legal andregulatory framework that guarantees itsoperational independence to its customers.

hus, the President of the Board of Directors isappointed by the Supervisory Board after agree-ment from the minister in charge of energy, and he

cannot be revoked without reasoned notice givenin advance by the Energy Regulation Committee. In addition, it is he who chooses and proposesthe other members of the Board of Directors tothe Supervisory Board. He dialogues with the

public authorities and the ERC and submitshis investment program to the latter each year.
