AcademicOrganizationReviewSteeringCommittee(ARC)ReportTheAcademicReorganizationCommittee’s(ARC)workfocusedonanunderstandingofWSU’shealthandhealthservicescapabilitiesandfutureregional/studentmarket/need/success.Tothisend,ARCrec-ognizedearlyinitsprocessthatWSUhasmanyassetsinthehealthservicesfield.Theinitialeffortofthesteeringcommitteehasbeendirectedtowardstheconstructionofa‘firstbestfit’proposalaroundwhichdatacanbecollectedforreviewandsubsequentrefinement.TheproposalwhichfollowsistheARC’ssuggestedreorganizationwhichseekstoaccomplishthechargegiventothecommittee.Thecommittee’sintentisthatthisproposalserveasamodeltocollectdatatobeginadeterminationofwhetherornotsuchareorganizationisinthebestinterestoftheUniversity,atthistime.Furthermore,itisthecommittee’sintentthatthismodelreorganizationbeupdated,asap-propriate,baseduponthecollecteddataandcommunityfeedbackwhichfollows.

3 CollegenameandmissionTheARCrecommendsthefollowingnamesasworthyofconsiderationforanewacademicunitthatbestutilizesourexistingcapabilitiesandperceivedregionalneed/growth.ThisdocumentwillusetheARC’spreferrednamethroughout,withtheunderstandingthatthisnameshouldnotbeconsideredfinal.

Draftingbroadstrokesforcollegemission/visionandfinalnamemustbepartofafuturerefinementsoastoincludetheappropriatefaculty,staff,students,andpartnersinthestrategicvisionplanningpro-cess.Thismissionmustberefinedbasedonthecapabilitiesidentifiedandaspirationalcapabilitiesfortheworkoftheunitanditsinitialandpotentialprograms.Thismissionshouldbesupportedbydocu-menteddemandforthemission’srelevancetotheUniversity,itsstudents,andthecommunitiesthatitserves.

Indiscussingthecollegenameandmissionthecommitteeconsideredaprogressivedefinitionofhealth.Wepositthathealthinthe21stcenturymustincludeconsiderationsofprevention,wellbeing,qualityoflifeandsocialdeterminantsofhealth.Theapproachmustbeholisticandsystemic.Theparticularstrengththatauniversitycanbringisresearchonefficacy,effectivenessandoutcomesaswellasevi-dencebasedadvocacyandpolicyforinclusivesystemsandinterventionsthatworkforall.Wealsobe-lievethereisanopportunitytofocusonanintegratedcaremodelthatintertwinespsycho-socialhealthandphysicalhealthcare.Afocusininterprofessionalhealthcareeducationcouldimprovethequalityofeducationandtreatmentinterventions.

4 Inventoryofexistingprograms/capabilities

4.1 Existinghealth-relatedprogramsproposedforreorganizationintoanewCollege Theintentofreorganizationistoenhancestudentpathwaysforsuccessandimprovestudentoutcomes,aswellastosupportdevelopmentofneweducationalprograms,researchareas,andpartnerships.Basedontheseprinciples,thefollowingdepartmentsandprogramsmightbeconsideredaspartoftheproposednewcollegeforthepurposeofcollectingdataforfurtherrefinement. ARCrecognizesthattheproposedreorganizationofprogramsintotheCollegeofInterprofessionalHealthSciences(Section4.1)willsignificantlyimpactotherunits.Forexample,mostHumanServiceprogramsintheCollegeofEducationandHumanservicesarerecommendedforreorganization.This

ActivelyrespondingtotheneedofourmissioninthepotentialcreationofanewCollegeofInterprofes-sionalHealthSciencesresultsinsignificantchangetothreeacademicorganizationalstructures:theCol-legeofNursing,theSchoolofProfessionalPsychology,andtheCollegeofEducationandHumanSer-vices.Allexistingprogramsmusthaveacademicunits,butfewerorganizationalunitsmayberequiredtohousetheprograms.

Theimpactontheseunits(listedbelow)mustbeassessedinevaluatingtheoverallimpactofreorganiza-tion.Theimpactofreorganizationontheseunitsmustbeconsideredwiththesamedegreeofrigorasappliedtothehealth-relatedprograms.Reorganizationshouldbeimplementedwithanintendedgoalofliftingallimpactedprograms.Allreorganizedunitsshouldbeplacedinacollegewithanacademicallysoundorcomplementaryfit.

Theintentofreorganizationistoenhancestudentpathwaysforsuccessandimprovestudentoutcomes,aswellastosupportdevelopmentofneweducationalprograms,researchareas,andpartnerships.Basedontheseprinciples,thefollowingdepartmentsandprogramsmightbeconsideredforrealign-mentinthefollowingcollege(s):

linkstoactivitiesintheproposednewcollege.Therationalefortherecommendationthatthesehealth-relatedprogramsremainintheircurrentorganizationalunitrelatedtothepreponderanceofprogramcurriculabeingtaughtbyFacultyassociatedwithmedicalornaturalscienceprograms(suchasBiologyorPsychology)moreappropriatelyretainedintheircurrentorganizationalunit.Additionalconsidera-tionshouldbegiventothebestlocationfortheseprogramsinlong-termstrategicplanning.

5 NextstepsThisfirst‘bestfit’proposalisintendedtoreflecttheARC’sinitialpositionondescribinganorganizationthatmosteffectivelytakesadvantageofidentifiedopportunitiesforsynergiesandefficienciesinhealth-relatedprograms.ThecommitteeandUniversitycommunityhavemanyquestionswhichhavenotyetbeenad-dressedwithevidence-basedjustification.Continuedactionisrequiredtoaddresstheseconcerns.Thissec-tionrecommendsfutureactiontowardsthisend.

5.1 WorkinggroupmembershipTheARCmembershipwascreatedtoprovidebroadrepresentationfromacrossmaincampusacademicconstituencies.Thismembershipisappropriateforthecreationofaninitialroadmap.Detailedpro-grambyprogramimpact,ontheotherhand,maybebestaccomplishedbydirectrepresentationfromtheimpactedprograms.TheARCrecommendsthatthenextphaseofthisworkbeundertakenbyaworkinggroupconsistingof:

• TheDeanofeachschoolorcollegecontainingprogramsthatarepartoftheCollegeofInterpro-fessionalHealthSciences(CEHS,CoLA,CoNH,SoPP)

• ThechairofeverydepartmentthatispartoftheCIHS.• ForCollegesorSchoolswithoutDepartments,aFacultymemberwithChair-likeprogramover-

sightshouldbeselectedbytheDeanandARCrepresentativeforthatunit.Thisindividualwillberesponsibleforsoliciting/communicatinginformation/concernsbetweentheworkinggroupandtheprogramstaff/faculty.

• Future(sub)committeesdealingwithDeans,ChairsandBFOswithhealth-relatedprogramsshouldbeconsideredasthenewcollegereorganizationproceeds.

5.2 Impactonnon-healthprogramsAcriticalquestionforasubcommitteeoftheworkinggrouptoconsiderishowan'ideal'arrangementofprogramstoprovideopportunityforenhancinghealth-relatedprogramswillimpactthecollegesthatcurrentlyhousethoseprograms.Inparticular,alargenumberofprogramscurrentlyhousedinCEHSarereorganizedintheproposedcollegeofinterprofessionalhealthsciences.Theimpactofthisproposalonnon-healthprogramsinCEHSDepartments,suchasTeacherEducationandLeadershipStudiesinEduca-tionandOrganizations,hasnotyetbeenresolved.Aretheseprogramsbestservedthroughreorganiza-tionintootherexistingcolleges?CouldtheprogramssupportareducedCEHS?Thus,werecommendthatasubcommitteebeformedincludingmembersfromtheworkinggroupandtheChair(ordesignee)ofeachDepartmentcontainingprogramsdirectlyimpacted(TableinSection4.2)bythisproposal.

5.3 Evidenced-basedjustificationforreorganizationARCrecommendsthataprimarychargeoftheworkinggroupistoprovidedatatoaddresstheessentialquestions:

• MinorinRehabilitationServices(2students):Courseworkinthisminorpreparesstudentstoworkwithalltypesofpeopleinvariouscapacitiesincludescasemanagement,findingemploy-ment,andbuildingactivelistening/communicationskills.Studentsinsocialwork,psychology,sociology,education,organizationalleadership,nursing,criminology,business,anycreativeartsprogram,andmorewillobtainvaluableinformationonhowtoworkeffectivewiththepublic,morespecificallypeoplewithdisabilitiesandotherlifealteringexperiences(servingtimeinprison,domesticviolence,homelessness,etc.).

• MSinClinicalMentalHealthCounseling(82students):Studentslearntheoriesandtechniquesforcounselingindividuals,familiesandgroups,andadministrationandinterpretationofpsycho-metricassessment.ThismajorhasallthecoursesrequiredtoqualifyforadmissiontotheOhioProfessionalCounselorlicensureexam.

• MSinBusinessandOrganizationalManagementCounseling(9students):Theprogramofstudypreparesgraduateswithbasiccounseling,interviewing,training,managementand/orconsulta-tionskills.Master'slevelmanagementcoursesprovideforaprogramlikefewothers.Graduatesqualifyforavarietyofpositionsinbusiness,government,non-profits,socialservices,andcon-sulting.Additionalcourseworkcanleadtoaprofessionalcounselinglicense.Graduatesgoontoworkinareassuchascasemanagement,humanresources,transitionassistance,andtraininganddevelopment.
