Provision of loans in timely manner during business
seasons and introduction of hire purchase loans
Myanma Economic Bank meets twice a month and the ministerial meeting is held
once a month to make decisions on provision of loans to borrowers. Banks have beengiven more power to provide loans and therefore become faster in providing loans.
Provision of loans for hire purchase will start in 2014-15 FY.
The process of withdrawing pension with e pension
card was easy and speedy in the past, but there are
difculties in switching banks.
If an e-pension card holder wants to change the bank branch from which to withdraw
his pension, the bank branch from which he is taking his pension record it in e-pension
card program on the day of application and sends it to the headquarters. The headquarters
issues a new card and sends the personal information of pensioner and the new
e-pension card for him to the bank branch he wants to change. All banks have been
instructed to give pension to the applicant through conventional method before he gets
his new e-pension card.
Account holders can transfer money between bank
branches in major towns, but if there is a plan to
provide money transfer services between bank
branches in other smaller townships?
The service of money transfer between account holders was launched at 68 district bank
branches and Pyinmana Township bank branch as of 18-3-2013. Measures will be
taken for money transfer between bank branches in townships beginning 2014-15 FY.
Is there a plan to reduce bank interest rates? Small savers and pensioners are enjoying the interests from their savings at banks.
Reduction of bank interest rates is being considered based on the economic statistics of
the Central Bank of Myanmar.
Can the cards are serviceable at banks in regions? At present, MPU Card, Master card, Visa Card and China Union Pay Card are serviceable
at banks. Money transfer can be done through partner banks. Banks are also improving
their services.

crucial vote in SenateWASHINGTON, 18 Dec
A two-year US budgetdeal on Tuesday cleared aSenate procedural vote thatall but assured its passage
by a simple majority laterthis week in the Democrat-ic-controlled chamber.
The Senate voted 67-33 to limit debate on themeasure, exceeding the re-quired 60 votes and over-coming the opposition of
conservative Republicanswho objected to increasednear-term governmentspending. Twelve Republi-cans joined 53 Democratsand two independents insupporting the measure, which aims to minimize the
threat of another govern-ment shutdown through 1October, 2015.
It won passage inthe House of Representa-tives by an overwhelming
margin last week. A 16-daypartial government shut-down in October left manyRepublicans skittish aboutwithholding their support
for legislation to keep agen-cies operating.
The Senate, whereDemocrats have a 55-45 ma-jority, is expected to vote onnal passage of the budget
measure as early as Wednes-day. Several conservative
Republican senators, includ-ing Tea Party supportersRand Paul and Ted Cruz, tried to stop the measure andkeep automatic sequesterspending cuts in place. Thebudget deal eases some ofthe sequester cuts by allow-
ing budgets for governmentagencies and discretion-ary programs to rise by $63billion over two years inexchange for future savingselsewhere.Reuters

TEPCO decides permanent shutdown

kyo Electric Power Co de-cided at its board meetingWednesday to permanentlyshut down two reactorsat the Fukushima Daiichiplant that avoided melt-downs in the 2011 accident, responding to a request byPrime Minister Shinzo Abein September.
The Nos 5 and 6 reac-tors, however, will not bedismantled and will be usedas research facilities to sup-port the challenging taskof scrapping the four otherreactors that have sufferedcore meltdowns or havebeen affected by hydrogenexplosions.
Local calls are strong
that TEPCO scrap both theFukushima Daiichi and thenearby Fukushima Dainiplants. But the utility hasnot made clear what it willdo with the four-reactorcomplex about 12 kilom-eters to the south.
As new accountingrules regarding decommis-sioning came into force inOctober, TEPCO is likelyto avoid booking a largeextraordinary charge inthe business year throughMarch 2014 due to a short-fall in funds for decom-missioning. After the plantwas hit by a magnitude 9.0earthquake and tsunami on11 March, 2011, the Nos1 to 3 reactors suffered
meltdowns and the buildinghousing the No 4 reactor, which did not have fuel in-side its core because it wasunder maintenance, wasdamaged by a hydrogen ex-plosion.
But the Nos 5 and 6 re-actors, which were also un-der maintenance at the timeof the earthquake, achievedcold shutdowns through theuse of an emergency die-sel generator that avoidedooding. The Nos 1 to 4reactors were classied as

analysts see Sprint and T-Mobile US as the most like-ly candidates for a partner-ship if only Dish ChairmanCharlie Ergen can reach anagreement.
While the Press re-lease does not announce ahuge event, the fact thesetwo parties have cometogether in some sort ofpartnership speaks loudlygiven their spotted (andat times acrimonious) his-tory, Wells Fargo analystJennifer Fritzsche said in aresearch note.
Dish, which has spentabout $3 billion on wirelessairwaves and is looking tobuy more, declined to say ifthe trial could lead to a big-
ger agreement.
Dish could potentiallysave billions of dollars if itputs its spectrum to use onan existing operators net-work rather than startingnetwork construction fromscratch.
Sprint, for its part, haslong said it would be open tonetwork sharing with othercompanies, including Dish,if it could reach a deal thatmakes sense.
While Fritzsche sawTuesdays announcementas good news for Sprint,it only involved a limitedxed wireless service using
Sprints airwaves and Dishequipment.
The service will only beavailable in areas of Corpus

Dish said it would in-stall either an outdoor routeror indoor equipment forthe service, and use a high-speed technology Sprint isputting in its own network.

Euro zone ministers agree on backstops for
nancing bank closuresBRUSSELS, 18 Dec
Euro zone nance ministersagreed early on Wednesdayhow to ensure nancing forclosing down banks in a
deal that boosts chances ofan agreement on the over-all blueprint on dealingwith failing lenders later onWednesday.
The deal is part ofEuropean Union efforts tobuild a banking union inwhich bank supervision isshared at the EU level andso is the nancial respon-sibility for winding downlenders that are no longerviable.
The nal agreement onall aspects of closing downbanks, for example, whowill decide which bank is tobe shut down and the proce-dure to be followed, is to behammered out by EuropeanUnion nance ministers,or the Econ council, onWednesday.

a crucial breakthrough inthe building of a bankingunion for Europe. This willpave the way for an overallcompromise in the Econcouncil, EU Economic andMonetary Affairs Commis-sioner Olli Rehn told Reu-ters.
Banks will provide the
cash to pay for the closureof failed lenders, givingroughly 55 billion euros($76 billion) over 10 yearsaccumulated in a SingleResolution Fund.
Until then, however, ifthere is not enough moneyfrom the fees, governmentswill be able to impose
more levies on banks. Ifthat does not sufce, theywould help with publicmoney.
If a government would
not have enough money, itcould borrow from the eurozone bailout fund ESM,like the Spanish govern-ment did to recapitalise itsbanks in 2012, accordingto the deal reached by eurozone nance ministers.
In the transitional pe-riod, bridge nancing willbe available either fromnational sources, backedby bank levies, or from theESM, in line with agreedprocedures, a draft state-ment by euro zone nanceministers said.
This is a victory forGermany which was reluc-tant for euro zone countriesto share the costs of wind-ing down banks elsewherein the euro zone for as longas possible.

Until now the Minis-try of Human Resources, which is responsible for thefunctioning of the nationalhealthcare, was obligedto require that all medicalpractitioners have degreesequivalent to Hungarianones.
If and when the minis-try issues the decree, prac-titioners of traditional Chi-nese medicine who havecerticates from schoolsrequiring at least ve yearsof university-level studyand who can prove that theyhave not been banned from
practicing at home or inthe last country where theyworked will be able to ap-
ply for permits to practicein Hungary.
The new law author-izes the Scientic Councilon Health to issue the per-mits. The degrees wouldnot have to be recognizedas equivalent to Hungariandiplomas since the law rec-ognizes that Hungary hasno equivalent to traditionalChinese medicine.
Thirteen permits topractice traditional Chinesemedicine were granted inHungary in 2003 when Pe-ter Medgyessy was primeminister, but none havebeen issued since becauseof the equivalency require-ment, which the new lawnow allows the ministry tobypass for practitioners oftraditional Chinese medi-cine.Xinhua

The Vice-Senior Gen-
eral and party looked round
migrant workers and members of the families. We
have celebrated the day for 14 years. Have the condi-
tions of migrant workers improved?
Myanmar has seen a lot of migrant workers
migrating to neighboring countries over past two
decades. They include a lot of ethnic groups. Do
they really get protected by any legal framework
or enjoy their rights? There is also a huge amount of internal migra-
tion in Myanmar as people from least developed
areas are owing into a few relatively more devel-
oped parts of the country. Do they get decent jobs
or are they treated as just cheap labour?
The number of migrant workers from My-
anmar to neighbouring countries, especially to
Thailand is ever increasing since 1990.
What we still need to do now is to give at-
tention to the rights of migrant workers and get
them treated well as a fellow human being in abid to promote the humanity. The migration
should not lose them the sense of being another
human sharing the planet.

Singapore to deport 53 foreign workers
following riotSINGAPORE, 18 Dec
Singapore will deport 53foreign workers over their
suspected involvement inrioting earlier this month,in which a mob attacked
police ofcers and policecars after a fatal bus acci-dent that killed an Indian
worker, according to a gov-
ernment website.They will be repatri-
ated to their home countriesand banned from return-
ing to Singapore, said astatement on the Ministryof Home Affairs website,
based on comments bySingapore Deputy PrimeMinister Teo Chee Hean at
a press conference on Tues-day. Local media reportedthat 52 Indian nationals and
one Bangladeshi will be de-
ported.Rioting is rare in the
wealthy city-state whichhas not seen such occur-
rences on its streets sinceracial riots in 1969.
Their actions and
conduct had threatenedpublic order, thus makingtheir continued presence in
Singapore undesirable, thestatement said.
In addition, 28 people
all Indian nationals
have been charged in courtfor direct involvement in
the riot, such as violentacts and damaging govern-ment property. According
to Singapores penal code, any person guilty of riot-
ing could be jailed and evencaned.
The government has
appointed a four-membercommittee chaired by aretired judge to look into the
factors that led to the riotand to make recommenda-tions to prevent recurrenc-
es of such incidents in thefuture.
The government re-acted swiftly to the riot byimposing several measuresto restore peace in the Lit-
tle India area, including a
temporary ban on the saleand consumption of alcoholduring weekends, a period
when thousands of foreignworkers throng the area ontheir days off.
But the measure hasled to complaints of asharp plunge in business
for shops in the area, so
the government is expectedto announce some revised
steps soon.The vast majority of
foreign workers in Singa-
pore are law abiding. Theycome here to earn a living
and support their families intheir home countries. In theprocess they contribute to
Singapore by supplement-ing our need for workers, the statement said.
But it added, We havetaken strong and decisiveaction to charge and to re-
patriate those who took partin the riot to send a strong
signal that we will not tol-erate actions by anyonewhich threaten law and or-der in Singapore.
