I . — P U R P O S E OF T H E F E L L O W S H I P S .

The Commonwealth F u n d of New Yo rk , a ph i lan th rop ic foundat ion exist ing since 1918 and supported by gi f ts f rom the late M r s . Stephen V . Harkness, has established for B r i t ­ish subjects a number of Fel lowships tenable at Amer ican Univers i t ies. I n creat ing these Commonwealth F u n d Fel lowships the Directors of the F u n d have been impel led by a belief i n the value of in ternat iona l opportuni t ies for education and t ravel , and by a convict ion that mutua l ami ty and understanding between Great B r i t a i n and the U n i t e d States, w i l l thereby be promoted. The Fel lowships are under the Patronage of H i s Majes ty K i n g George V I .

I t has been decided to offer not more than five of these Fel lowships i n 1938 to persons ho ld ing appointments overseas under the B r i t i s h Government, the Government of I nd ia , or the Government of a B r i t i s h Domin ion , Colony, Protectorate, or Manda ted Ter r i to ry . The actual number of Service Fel lows to be appointed i n 1938 w i l l be determined by the Committee of A w a r d .

I I . — Q U A L I F I C A T I O N S OF C A N D I D A T E S .

I n the selection of candidates for nominat ion p r i m a r y consideration is given to intel lectual ab i l i t y , personality , and in i t ia t ive , , but ac­count is also taken of character and health. Candidates must submit a definite scheme of research work or advanced study to be carr ied out d u r i n g their residence i n the U n i t e d States, and must produce evidence of their capacity to pursue i t with advantage.

I I I . — C O N D I T I O N S OF A P P O I N T M E N T .

Candidates must be of B r i t i s h descent; they may be single or marr ied , but must not have attained the age of 35 on September 1 of the year of award.

A s normal ly such candidates w i l l hold an appointment i n Government Service overseas they w i l l not be required to show a domicile in the B r i t i s h Isles. I t should be explained that neither probationers awa i t ing final ap­pointment to Government Service, nor persons employed by but not officially on the cadre of a Government Service w i l l be regarded as qualified for these Fellowships.

The Committee w i l l consider only those can­didates who w i l l , i f appointed, continue to be carr ied on the cadre of a Government Service w i t h i n the B r i t i s h E m p i r e d u r i n g the tenure of their Fellowships. A candidate is further required to give an undertak ing that he w i l l complete the tenure of his Fel lowship and that he w i l l then return to Government Service i n some part of the B r i t i s h E m p i r e for a per iod of not less than two years.

B y decision of the Commonwealth F u n d of New Y o r k these Fel lowships are not open to women. Preference w i l l be given to candidates from Dominions and Colonies which are dist­ant from the U n i t e d States. N o one is el igible for one of these Fel lowships i f he has already studied i n the U n i t e d States for one or more academic years.

A n interview w i t h the Committee of A w a r d i n London w i l l not be required, but each ap­pointee w i l l be expected to pass a medical ex­aminat ion i n the region from which he applies, and a l l expenses connected therewith w i l l be borne by the Commonwealth F u n d .

I V . — E M O L U M E N T S .

There is no fixed stipend, but i t is estimated that the cost to the Commonwealth F u n d of each Fel lowship is approx imate ly $3,000 per annum. E a c h Fel lowship includes provis ion f o r : —

(a) A n equipment allowance of $200, and the cost of travel from the country i n which the Fe l low is serving to the U n i t e d States and return.

(b) T u i t i o n , laboratory fees, etc. (c) $150 a month, p a i d quarter ly , for l i v ­

i n g expenses d u r i n g the tenure of the Fel lowship , from the date of leaving the country i n which the Fe l l ow is serving. A n advance of one month's l i v i n g al low­ance may be made to an appointee.

(d) Al lowance for t rave l l ing while i n the U n i t e d States on tours approved by the Commonwealth F u n d .

The l i v i n g allowance of $150 is calculated to meet the needs of a single man. A n a d d i ­t i o n a l allowance at the rate of $50 a month, w i t h some increased provis ion for summer

travel i n the U n i t e d States, is made for a marr i ed Fel low accompanied by his wife. The F u n d cannot, however, accept any further responsibi l i ty for the necessary add i t i ona l expenses incurred by a marr i ed Fe l low either before or after reaching the U n i t e d States. A marr ied Service Fel low is not at l iberty to b r i n g his chi ldren to the U n i t e d States d u r i n g the term of his Fel lowship except by special permission of the F u n d . This permission w i l l be granted only i n exceptional circumstances, and should i t be given, the Fe l l ow must also satisfy the F u n d that he is i n a posit ion to provide for his chi ldren w i t h a reasonable marg in for unexpected emergencies such as illness. The F u n d w i l l assume no f inancial responsibi l i ty for chi ldren i n any case.

A Commonwealth F u n d Fel lowship is not tenable wi th a Fel lowship or Scholarship from any other Foundat i on established for a s i m i l a r purpose i n the U n i t e d States. Candidates may, however, be appl icants for Fel lowships offered by such Foundations provided they do not accept more than one appointment.

V . — C O N D I T I O N S OF T E N U R E .

The Committee wish to emphasize one point i n connection wi th the Service Fellowships. App l i ca t i ons have been forwarded i n the past by some Governments from officers of quite j u n i o r s tanding who do not appear to be equipped either w i t h the special abi l i t ies or the experience which are essential i f the intensive investigation of a problem is to be undertaken successfully. I n selecting candidates for nom­inat ion the Committee require to be satisfied that the proposed scheme of work and trave l relates to a problem which is exercising the Government under whom the app l i cant is serv­ing , that the problem can be investigated wi th special advantage i n the U n i t e d States, and that the candidate is sufficiently expert to pro­ceed immediately to advanced study of the sub­ject. App l i ca t i ons from candidates who desire only some elementary grounding , or to carry an academic course a stage further , should not be promoted.

Speaking generally, no l i m i t a t i o n is imposed on the subject of study to be undertaken by the Fe l low d u r i n g the tenure of the Fel lowship . I n the p a r t i c u l a r case of candidates i n M e d i ­cine, however, while research i n the medical sciences, or i n c l i n i c a l medicine or surgery is regarded as w i t h i n the scheme, routine c l i n i c a l work is excluded.

In special cases an application to hold a F e l ­lowship at a university or other inst itution not included in this l ist w i l l be considered.

A Service Fel low, however, w i l l not be re­quired to reside continuously during term time at any one Amer ican university or inst itution, but w i l l be free to visit , w i th the approval of the Commonwealth F u n d , institutions or dis­tricts appropriate to his subject of study. H e may be permitted to change his scheme of work, or the univers i ty at which he is studying, or to receive leave of absence, but only for reasons satisfactory to the Directors of the Common­wealth F u n d . A t the university to which he is assigned, each Fel low has an adviser to whom he may go for assistance in personal and professional matters. The Fel low is required to make two reports to the Commonwealth F u n d , the first of these after his summer vaca­t ion, and the second at the expiration of his Fel lowship.

The Committee hope to notify successful can­didates before the end of A p r i l , and to publish the names of appointees before the end of M a y in the year of award. Except for grave rea­sons, which must be stated in the application, Fellows w i l l be expected to reach the U n i t e d States not later than September of the same year. Fellowships are tenable for a minimum period of fifteen months and a maximum period of twenty-four months, which w i l l run from the date of departure from the country in which the Fel low is engaged i n Government Service to the date of his ar r iva l on return.

A Fel low w i l l not be permitted to drive a motor car i n the U n i t e d States u n t i l he has secured a licence from a state i n which the requirements for licences are such as are ap­

proved by the Commonwealth F u n d . A n ex­ception w i l l be made if the Fel low can satisfy the F u n d that he is an experienced and licensed driver in Great B r i t a i n , or in any other part of the B r i t i s h Empire .

The Committee think that i t may be of some interest and guidance to Governors, Heads of Departments, and others concerned in pro­moting the applications of candidates, and to prospective candidates themselves, to receive the following summary report of the operation of the Commonwealth F u n d Service Fel lowship scheme in the l ight of the experience gained since its inception eight years ago.

F i r s t , in regard to the appointments to Ser­vice Fellowships made in 1937. Fi f ty-two ap­pl icat ions were received f rom officers employed under the Governments of the Commonwealth of A u s t r a l i a , New South Wales, South A u s t r a l ­i a , V i c t o r i a , ' C a n a d a , New Zealand, the U n i o n of South A f r i c a , Ind ia , F i j i , K e n y a , M a l a y States, and Southern Rhodesia, respectively. The subjects of study offered included A g r i ­culture, Biochemistry, Business Adminis trat ion , Chemistry, Economics, Educat ion , Engineering, Forestry, L i b r a r i a n ship, Mathematics , M e d i ­cine, Pub l i c Adminis t rat ion , Social Science, and Veter inary Science. F i v e Fellows were appointed from the Commonwealth of A u s t r a ­l ia , New South Wales, South A f r i c a , Ind ia and F i j i , in Agriculture , Biochemistry, Engineering, and Veter inary Science.

States f rom Western Aus t ra l ia , New Zealand, South A f r i ca , and Ceylon, who are studying Agr icu l ture, Da i r y Chemistry, Educat ion, M e ­teorology, and Veter inary Science. The Com­mittee have received uniformly satisfactory re­ports on these Fel lows from the Univers i t ies and other Inst i tut ions to which they are at­tached, and the Officers of the F u n d in New Y o r k have expressed the view that the high intel lectual and personal standard established by the Commonwealth F u n d Fel lows in other categories has been wel l maintained by their Service colleagues. A t the same t ime reports received from the Fel lows themselves show that their expectations as to the value of a period of study and t ravel in the Un i t ed States have been fulf i l led, and express keen appreciat ion of the care and trouble taken on their behalf both by the representatives of the F u n d and by the Un ive rs i t y or other Author i t ies . There seems good reason to hope that the Govern­ments which have seconded officers to under­take the tenure of these Fel lowships w i l l gain advantage f rom the scheme in the enhanced efficiency of those officers on their return.
