Reliable sources revealed to KNS, that despite the strict regulations the banned spray oil products are being sold by the some companies at exor- bitant rates to the gullible farmers through their commission agents. Pertinently, the manufacture and sale of spray oils was regulated aſter serious complaints about distribution and sale of spurious oil products poured in from Jammu and Kashmir and Him- achal Pradesh. e growers using these spray oils had complained of drastic reduction in their pro- duction and physical damage of plants. “e sale of spray oils has been brought under the ambit of Insecticides Act, 1968 which means spray oil manufacturers should fulfill the requi- site criteria before selling their products,” said Haji Ghulam Nabi, chairman Pesticides Con- sumer Forum (PCF). He informed that in bra- zen violation of Insecticides Act norms, some unscrupulous manufacturers are selling mis- branded and duplicate spray oils to the orchard- ists through their commission agents during the night hours in order to evade a “legal scrutiny”. “Many of these duplicate oils come from Punjab and Jammu which and are being sold to agents directly through the suppliers. ese suppliers then personally visit some places to collect their payments. You can check these illegal practices across Kashmir valley particularly in Anantnag, Shopian, Pulwama, Kulgam and other districts,” Haji Ghulam Nabi added. e PCF chairman informed that the Sher-e-Kashmir University of Agriculture Science and Technology (SKUAST) has already recommended usage of diesel emul- sions with fish oil soaps as many spray oils which were available in markets were found spurious. “e usage of diesel emulsion with fish oil soap is not only cheap but more effective to control plant diseases,” he added. e PCF chairman appealed the farmers not to use the misbranded spray oils which are being sold under the garb of branded products like HP, Mak, Indian Oil and Arbofine. Locals of Dangarpora Pulwama claimed that police arrest-ed two youth on Friday evening when they ventured out from their house, an allegation denied by police. A police official told CNS that situation remained peace-ful throughout the day and untoward incident was reported from any party of the district. The Chief Minister announced that government will exam-ine the guidelines under which relatives of deceased militants and surrendered militants are given no objection for passports maintaining that 10 years and 12 years moratorium kept in the guidelines to provide passports to the relatives of the deceased and surrendered militants respectively will be reduced to a greater extent so that they could get the passports as early as possible.Omar Abdullah also rejected the criticising of Rehabilitation Policy and asked its critics that when there could be a surren-der policy for active militants, implemented during the pe-riod of NDA, why can’t there be a policy for those who have crossed LoC and want to return back without any gun and live a peaceful life”. He said so far 308 persons have returned to the State under this policy along with their families and are living peacefully.On Pathribal issue the Chief Minister said that it will not be allowed to be ‘travesty of justice’. He said five innocents have been killed and who killed them has to be found out and jus-tice given to the bereaved. “I have taken up this issue with the Prime Minister and he has assured me that he would discuss it with the Defence Minister”, he said adding that while we are not satisfied with the armed forces action about Pathribal, we appreciate the Army for instituting Court Marshal in the Machil incident.On relocation of Tosha Madain firing range, the Chief Min-ister said that the matter stands discussed in the Civil Mili-tary Liaison Conference and Committee headed by the Chief Secretary has been constituted to identify the alternate site for firing range so that Tosha Madian is opened for tourists and tourism related activities. Regarding 2010 stone pelting incidents, the Chief Minster said that almost all cases have been withdrawn against those who were not involved in serious crimes. He said FIRs for each case of firing has been registered, charge sheets framed and present-ed in the judiciary for final verdict. He said that nobody wants juveniles to be arrested and put in juvenile homes. He added that parents have an important role in this regard to control their wards and keep them away from unlawful activities like stone pelting etc.Omar Abdullah said that sometimes restrictions are necessary to be imposed to safeguard the life and property of the people as such his government has does it in view of maintaining calm because certain people are always in search of putting fuel to the fire and disturb situation. He said that it has been seen how people tried to transfer Kishtwar incident to the Kashmir and other parts of Jammu. He said we are thankful to people that they have foiled these attempts. He said had his government imposed restriction in 2010 after the incident of Tufail Mottoo the loss of precious lives could have been saved.On use of non-lethal weapons, the Chief Minister said that his government never wants to use pellets or teargas shells. He said such incidents are deeply painful for him. “You can’t believe under which pain I go through when I am told about such incidents”, he said adding that while he will not hesitate to dismiss and punish the police personnel found responsible for use of excessive force he wants to appeal the parents of the youth to keep them away from indulging in unlawful activities like stone pelting as stone pelting is not answer to any problem.Omar Abdullah said that his government has sanctioned Hard-ship Allowance to the police personnel at the rate of 10 per-cent of the Basic Pay and an amount of Rs. 121.36 crores were incurred on this during the last year while Rs. 132.740-crore expenditure is being made to provide this Allowance this year. He said he will ask the Home and Finance Departments to ex-amine the demand of increase in the ration money of police. He said the honorarium of Home Guards has been increased and the increase in the salaries of SPOs has been taken up with the Centre.Omar Abdullah said that power projects of the capacity of 1400 MWs have been started during the last five years by his govern-ment as against 750 MW capacity projects started during the period of about 60 years from 1947 to 2008 of which, Baglihar Hydro Electric Project sum for 450 MWs. He said his govern-ment has approved 850 MW Retli, 450 MW Baglhar-II, 37.5 MW Parnai, 48 MW Lower Kalnai, 390 MW Karthai-Stage-I, 93 MW New Ganderbal, 1000 MW Pakaldul, 660 MW Kiru and 600 MW Thermal Power Plant. He said within next five to seven years the State will be self-reliant in power generation and there will be no power cuts anywhere.The Chief Minister said that 18000 kilometres of transmission lines have been erected during the last five years while LT net-work constitutes 9204 kilometres. He said the AT&C losses have reduced from 72 percent to 64 percent last year which are being further reduced to 54 percent by the end of this year. He said T&D losses are being reduced to 52 percent by the end of this year. He said per capita consumption has gone up from 742 units in 2007-08 to 927 units in 2013-14 implying an increase of about 25 percent. He said the energy deficit has declined from 37.71 percent to 29.49 percent and peak deficit from 33.17 percent to 23.42 percent during the same period. He said energy supply has increased by 45 percent during the last five years from 8744 MUs in 2007-08 to 12714 MUs in 2013-14. He said transformer damage rate has declined from 41.89 percent in 2010-11 to 21.45 percent in 2013-14.The Chief Minister said that government intends to roll out a scheme on pilot basis for revenue collection from power con-sumers by Panchayats. The Panchayat Halqa engaged in this task would get a share of the money realized for the develop-ment activities. He said that installation of new transformers has not been banned but put under the guidance that it should proportionate to load agreement of the feeding area. He said 30 towns are being brought under RAPDRP to upgrade energy supply and restrict the theft of electricity. He said all damaged transformers under RGGVY scheme will be replaced.

On curbing corruption, the Chief Minister said that he has strengthened institutions and brought laws to restrict cor-ruption and book culprits for punishment. He referred to the constitution of Vigilance Commission, Re-constitution of Accountability Commission, implementation of Right to In-formation Act and enactment and implementation of Public Services Guarantee Act besides putting in place the system of e-tendering and e-procurement in various government de-partments to bring in transparency. He said he is very strict against corruption cases and has not withheld for delayed any prosecution in this regard. “So much so, the complaints against my colleagues in the Council of Ministries have been referred to the investigating institutions”, he said and maintained that a complaint against Finance Minister, Abdul Rahim Rather of having a flat in Dubai was sent to Vigilance Organization for verification and the Vigilance Organization found the com-plaint baseless after verification and investigation.On employment, Omar Abdullah said that the recruitment agencies have been directed to fast track the process of employ-ment and hopefully by the end of this year one lakh appoint-ments will be made.On employees’ demands, the Chief Minister said that employ-ees are the arms of the government and his government has done so much for employees which no government has done so far. “We do not want any confrontation with employees but like to resolve their all genuine demands by engaging them”, he said adding that there are some vested interests in their ranks which do not want to get demands realized in a congenial at-mosphere but instigate employees to come on roads.The Chief Minster said that the run-ways at Jammu and Kargil Airports are being extended adding that Government of India has given clearance in this regard.Earlier, the Chief Minister moved a Demand for Grant of a sum of Rs.9453.37 crore to defray the charges which will come in the course of payment during the year endingMarch 31, 2015 for the departments under his charge.Twenty seven members took part in discussion on demand of grants including Mr. M. The unchecked sale of spurious spray oil products has caused a huge damage to Rs 4000 crore horticulture industry in the state, Haji Ghulam Nabi added. Experts also censure the gov-ernment apathy towards this burning issue saying that if the trend continues to go unchecked, orchardists will have to wit-ness huge losses to their crops. “Bringing sale and manufacture of the spray oils under Insecticides Act had given us a ray of hope but the authorities seem in deep slumber to implement the regulations. The Insecticides Act was to check dealers in-dulging in unregulated sale of insecticides but it seems they are being given a free hand to go with their illegal trade,” a member of the PCF delegation told KNS.He added that due to lack of awareness among the orchard-ists, the commission paid agents keeps them in dark about the consequences of using the misbranded spray oils. “In order to continue with their illegal trade, some spray oil manufacturers through their distributors got reprieve from the honourable high court using misinformation tactic. These distributors concealed about not having a valid manufacturing license and their products do not display ingredients which are mandatory as per the Insecticides Act,” the PCF chairman claimed.The experts warn that the usage of spurious and duplicate spray oils is bound to have drastic effect on fruit crop, human health, environment and ecology of the state. When contacted, direc-tor agriculture Peerzada Mushtaq Ahmad said: “I will look into the complaints. We are there for the help of the orchardists and they should approach us and inform us about wherever they found any such illegal sale of spray oils. Nevertheless, I will ask my enforcement officers to look into these complaints.” (KNS)

AOC J&K during his tour of inspection visited and assessed the op-erational capabilities of each unit and section of Air Force Station Srinagar. He also as-sessed the infrastructure de-velopment being undertaken at this premiere base of the

Indian Air Force. Jammu, Feb 22: Minister of State for Agriculture, Nazir Ahmed Gurezi informed the House today that the Rehbar-e-Ziraat employees would be regularized in three phases after comple-tion of seven years of continuous service as envisaged in Reh-bar-e-Ziraat regularization policy. .Replying to a question by Durga Dass, the Minister informed that regularization of Rehbar-e-Ziraat phase 1st would start from 1st April 2014 and the Rehbar-e-Ziraat of Phase 2nd and 3rd would be regularized on first April 2015 and 2016 respec-tively. Srinagar, Feb 22: Over four-teen years ago, on 03 Nov 1999, a suicide attack was staged by the militants in Badami Bagh Cantt. At that very time, three journal-ists (Shri S Tariq, Shri Fayaz Ahmed and Shri Habib Naqash) were present with Late Maj Pramod Purushot-tam discussing media mat-ters in the PRO’s Office.On hearing the sounds of fir-ing by the militants and sens-ing some trouble, Maj Puru-shottam without caring for his personal safety, forced the three journalists to take cover in the bathroom attached to his office alongwith one of the unit personnel. “The mil-itants amidst indiscriminate firing stormed their way into the PRO’s office. Late Maj Pramod Purushottam brave-ly fought the militants and made the supreme sacrifice while trying to save the lives of those locked in his office complex. As a recognition of the supreme sacrifice of Maj Purushottam and as desired by the Media Fraternity, the bust of late Maj Pramod Pu-rushottam ex PRO (Def) Sri-nagar was unveiled by Lt Gen Gurmit Singh, General Officer Commanding, Chinar Corps alongwith Mr Sitanshu Kar, Additional Director General (Media & Communication), at a solemn ceremony at BB Cantt today,” the army state-ment reads. This was followed by the In-augural Ceremony for Drug De-addiction and Dog Bite Treatment Centres. In a first of its kind initiative under ‘Sadbhavana’. They appreciated the efforts of the Army in recognizing the magnitude of the problem and taking concrete steps in alleviating them. With a view to further sensitise the Awam, approxi-mately 300 young bloods from all across the Valley were also present. The two Drug de-ad-diction counselling centres will be located at Haft Chinar and Baramulla. Prof. Talat Ahmad, a noted Geologist, Fellow of all the major Science Academies of the country and recipient of several prestigious awards, had assumed charge as Vice Chancellor, University of Kashmir on 1st June, 2011.

Prof. Talat did his Masters in Geology from the Aligarh Muslim University, M. Phil (in Ore Petrology-Geochemistry) and Doctorate (in the field of Igneous Petrology-Geochemistry) from the Jawaharlal Nehru University, New Delhi. He began his career as a Jr. Geolo-gist with the Geological Survey of India (GSI) and, subse-quently, worked at the Wadia Institute of Himalayan Ge-ology, Dehra Dun, as a Scientist for over nineteen years (1984-2003). Before joining as Vice Chancellor of Kash-mir University, he had been serving as Professor at the De-partment of Geology, University of Delhi, since October 2003.

DLSC meet held at ShopianKULGAM, FEBRUARY 22: District Level Screening-cum-Coordination Committee (DLSC) meet-ing was today held at Shopian under the chairmanship of Deputy Commissioner in which officers of Police, CRPF, Revenue and Army participated. IAY cases, MGNREGA works identified by PRIs

Minister for Rural Development and Panchayats, Mr. Ali Mohammad Sagar today informed the House that 1208 beneficiaries of Pahalgam con-stituency have been provided finan-cial assistance under Indira Awaas Yojana (IAY) during last fiscal and current fiscal upto January 14th, add-ing that the financial assistance was provided to these beneficiaries on the recommendations by concerned Pan-chayat Raj Institutions.

Replying to a question by Mr. Rafi Ahmed Mir in the House, the Rural Development Minister said that out of 50 complaints and objections received from D. Pora and K .Pora Blocks under IAY, 30 complaints were found genuine and dropped from the select list of beneficiaries. He said these dropped out beneficiaries were replaced by genuine ones on the rec-ommendations of PRIs. He also gave

details of ineligible beneficiaries de-clared by the constituted Committee of officers empowered for the pur-

pose. The Rural Development

Minister said that out of 1049 works taken up for execution under MGN-REGA in Pahalgam constituency during last financial year, construc-tion of 656 works has been com-pleted. He also gave details of the works taken up in different Halqas and Villages under MGNREGA, add-ing that these works have been identified in respective Gram Sab-has by concerned PRIs.

Mr. Ashok Kumar, Dr. Shafi Ahmed, Mr. A. R. Veeri, Syed Basharat Bukhari and Advocate Ab-dul Haq raised supplementaries to the main question and demanded covering of maximum number of BPL families under IAY besides ad-equate provision of funds for com-pletion and taking up of MGNREGA works on the recommendations of PRIs in their constituencies.

Responding to the supple-mentaries the Minister said that IAY cases and MGNREGA works are be-ing identified by PRIs and approved

on their recommendations for sanc-tion by the concerned authorities.

This scheme was started by the Govt. of India in the year 2009-10 and till date more than two thousand students have been successfully trained in differ-ent trades such as Electrician, Plumbing, Computer Operator, A.C/Refrigerator repair/maintenance, Transformer/mo-tor winding, motor mechanic and other non-technical courses. RAMBAN, FEBRUARY 22- Deputy Commissioner Ramban, M.H Malik convened a high level meeting to review the progress of ongoing works on four laning of National Highway at Banihal. Meeting was attended by Project Director National Highway Authority of India and all sectoral officers of PDD, PHE, Horticulture, Agriculture etc and representatives of various construction companies. Various issues which were discussed in the meeting included the land acquisition and shifting of utilities by various government agen-cies for ensuring smooth work on the ongoing National Highway Project in the district. A detail review of the bottle-neck coming in the way of con-struction was taken and all sectoral officers were directed to resolve the issues as early as possible so that the prestigious project gets completed within the stipulated time in addi-tion to this the time line of target was setup for the construction companies and they were directed to achieve the target within the setup frame of target.

One day every living thing on earth has to decay and ultimately die its own death. But the period from birth to death is full

of challenges and difficulties. Due to advancement in medical sciences, the ultimate death has been delayed. The average age of a human being which till some years back was between 45-50 years has risen to 70 years. According to surveys India is going to be a home for second largest number of elderly people in the world. A majority of this population will be living in rural areas thereby posing health service delivery a herculean task before the govern-ment. The most tragic part will be that thirty percent of these people would be below poverty line. Moreover this large chunk of population would be suffering from arthritis, deafness, hy-pertension, poor vision, bone fractures or will be anemic due to lack of nutri-ent food. One in ten in rural India and two in five in urban areas will be suf-fering from diabetes, bowl disorder or heart ailment and loss of memory. As per health ministry reports number of people in sixty plus age group in India will exceed ten crores by next year and nearly twenty crores in 2030. Reports further reveal that at least ten percent of this population would be bedrid-den, requiring utmost care. Keeping in view such a large chunk of elderly people, Union Ministry of Health has revised national programme for health care for elderly people. Efforts are on to produce more post graduates in Geriatric medicine per year besides adding more beds to district hospitals. The medical assistance especially in rural areas can be provided to elderly people only when the primary health centers are well equipped with all kind of facilities to take care of elderly peo-ple. The state government will have to play an important role to meet this challenge by taking the help of private sector. Though the state governments are providing old age pension to el-derly people but that is not sufficient to meet the medical expenses. More-over the basic care of elderly people should begin form the houses they live in. They should not be treated as burden by the family members rather should be made to feel part and parcel of the family. Due to negligence at the hand of family members, loneliness, solitude makes elderly people to feel more sick and unwanted. The insur-ance companies too can play a pivotal role in over coming this crucial prob-lem by providing financial assistance to elderly people in case of falling ill. Recently government of India has adopted the Yogya Karta declaration on ageing and health, committing it-self to improving national response to the health of ageing population. The charitable hospitals, dispensa-ries and primary health centers for elderly people can also share some of the responsibilities.But apart from the responsibilities of the society and the families towards these grey men, the elderly people should also change their mindset. Instead of feeling pity on themselves they should strive hard to grey gracefully and keep themselves busy in some work with positive atti-tude towards life and family.

Lok Sabha elections- A confusing

political situation

As the elections are nearing the political parties are trying their best to form alliances before the

announcement of dates for Lok Sabha polls. The progressive al-liances led by congress, NDA led by BJP are already in busi-ness and are trying very hard to rope up more and more nation-al and regional parties in their fold. However there are possi-bilities of the formation of third front which has been a dream for Trinmol Congress, CPIM and Samajvadi party. Though Trinmol congress has already announced the pre poll alliance with CPIM but the Samajvadi party has made it clear that it is not interested in pre poll alliance but will join third front after the election results are out. It means that the party is aiming to derive more benefits from third front if the front is able to form the government and if Samajvadi party gets a good number of Lok Sabha seats. On the other hand the NDA has some strong allies in AIADMK Shiv Sena and Sher-omani Akalidal. The UPA led by congress is receiving jolt after jolt and its allies are distancing themselves from Congress which they fear has lost credibility due to certain scandals which sur-faced during the last about four years. When it comes to the real test the indications are that BJP may emerge as single largest party and may form the govern-ment with the help of its allies. However things are not clear as congress is a strong party and can bounce back to cause dents to NDA and can again emerge as a force to recon with. However the coming Lok Sabha election will tell the real story and the voters who have to exercise their democratic right will decide the fate of the national and regional parties. There is no doubt that the regional parties which rep-resent the aspirations of certain communities and regions have weakened the various central governments as they cannot dis-charge their functions according to their plans. The national par-ties who lead the governments become totally dependent on the support of original parties who exploit them and even black mail them when it comes to their own interests. It will be in the best in-terest of the country if one party emerges at least with a thin ma-jority and then gets support from like minded parties.
