Kulgam, August 17:

Minister for Social Welfare, Ms Sakina Itoo on Saturday conducted a whirlwind tour of various flood hit areas of Kulgam district includ-ing Guddar, Pranhal, Asthal, Laisoo and Nowpo-raand on spot took stock of the damage caused by the recent flush floods in these areas and the problems are being faced by the people.

The Minister was accompanied by District Development Commissioner, Kulgam, Mr Jah-angir Mir, Additional Deputy Commissioner, Mr. Ghulzar Ahmed Shabnam, S.P. Kulgam, Execu-tive Engineers, PHE, Flood Control, PWD, and other senior officers of the District Kulgam.

At Prahnal, the Minister directed the district administration to immediately make arrange-ments for providing safe drinking water through water tankers and steps should be taken to re-store electricity, water supply and other basic facilities in all the affected areas.

After taking stock of the damage caused to the bridge at Guddar,the Minister while ad-dressing a large gathering said that She was regularly in touch with the district administra-tion of Kulgam during the last two-three rainy days and the directions were already issued to the district officers to keep a close vigil on the situation and they were told in emergency situ-

ation, the people should be shifted to the safer zones.

The Minister told the gathering that Gov-ernment is very much aliveabout their prob-lems and assured that all kind of steps would be

taken to provide them relief. She also issued di-rections to Flood Control Engineers to take steps for diverting the water of the Vaishu Nallah to other side so that the people of village Gudder may feel relief and added that already a com-

prehensive plan for the construction of protec-tion bund of the bank of nallah vaishu from Vil-lage Lious to Gudder village is in pipe line and hoped that the work on this project would be started soon. She also asked DDC to address the problem regarding non availability of ration to them. Besides, She also directed R&B Engineer to immediately pay attention on the dilapidat-ed condition of Pahalu- Pranhal road.

At Nowpora-Akhran, the Minister took stock of the damage caused by the recent flush floods to the protection bund. The minister was informed that already a JCB dozer (excavator) machine has put in place for diverting the wa-ter of the nallah to other side.

Responding to the urgent demand of the people of construction of protection bund with crates, the Minister assured the people that all necessary steps would be taken to protect your life and property. She said that already direc-tions have been given to district administra-tion to survey the damage and submit a report to the Government, so that all required steps would be taken.

The Minister also asked the PWD agency to pay attention to the dilapidated condition of Gundtankipora road and assured the people the road will be get macadamised and make it motorable.

Sikh manDODA, AUGUST 17-To review the functioning of Rural Development Department in Assar Block and to take on spot assessment

of various works, Assistant Commissioner Development Doda, Rakesh Kumar today convened a meeting of the Panchayati Raj In-stitutions of Assar.

While speaking on the occasion, ACD Doda impressed upon the Sarpanches and Panches to ensure effective monitoring of vari-ous works going on in their respective panchayats so that sustainable assets are created in the rural areas. He said that there is need of close coordination between PRI’s and Rural Development Department for effective planning and implementation of state and centrally sponsored schemes.

He directed the field functionaries to expedite pace of works going on in the Block and ensure that all works get completed be-fore the onset of winter. Mr. Rakesh apprised that during the year 2012-13, 1526 works were taken up under MGNREGA in the Block and an expenditure of Rs. 454.96 crore has been made under the scheme. He said that under BRGF 20 works were taken up and an expenditure of Rs. 26.76 lac has been incurred.

ACD informed that under Indra Aawas Yojna (IAY) 45 works were taken up comprising of 23 SoS works and 22 new works against which an expenditure of Rs. 7.935 lacs has been made. He revealed that under NBA, IHHL 776 works were taken besides four of School sanitation works against which an expenditure of Rs. 40.376 lacs was made.

ACD inspected various works in the Block and directed the officers to ensure qualitative works so that durable community assets could be created for the growth and development of rural areas.

The offices which were inspected include District Institute of Education and Trainings, Industrial Training Institute, offices of Chief Medical officer and Block Medical Officer, office of the Nodal officer ISM, District Pollution Control Board and BDO Office Reasi.

During the surprise visit various employees in different offices were found absent. Separate explanations are being sought from the erring officials for taking stern action against them as warranted under rule.

The Additional District Development Commissioner, warned all those officers of stern action who are in the habit of attending their offices late in the mornings and leave early. He directed all the district heads and other officers to keep strict vigil over the at-tendance, punctuality and work culture in their respective.

A teenaged British girl has been arrested for assaulting an 80-year-old Sikh man after a video of the incident went viral online.The elderly vic-tim was punched in the face and shoved to the ground. His turban fell off and the attack left him with a bloodied nose and black eye, British media reports said.The 19-year-old girl abused the man and spat on him before walking off. The attack, apparently unpro-voked, occurred near a bus station in Coventry’s Trinity Street at 8.30 PM on August 10.Police acted after a video of the incident, recorded by a passer-by on a mobile phone, went viral online and was shared on Facebook.The girl was arrested yesterday, with police saying she would be questioned about the attack. Health Ministry officials on Saturday said 95 of the 173 deaths on Friday oc-curred in Cairo, bringing the total since Wednesday to about 800.

Among those killed, ac-cording to media reports, was the son of the Muslim Brotherhood’s supreme guide, Mohamed Badie. Ac-cording to reports, the son, Ammar, died during clashes Friday in downtown Cairo.

Beijing: UN Security Council on Friday praised Mali

for peaceful presidential election, calling it “a major step toward the restoration of demo-cratic governance and constitutional order” in the country.

Argentine ambassador Maria Cristina Per-ceval, who holds this month’’s presidency of the Security Council, read a statement here to the press and praised the Malian people for their peaceful participation in the electoral process. “The members of the Security Council commend the transitional authorities of Mali for the successful preparation, organisation and management of the elections,” she said.

“They also welcome the efforts of domestic and international observers and bilateral and international partners to support the elec-toral process,” Perceval said, calling upon the international community to continue to sup-port Malian people towards “achieving lasting peace, stability and reconciliation in Mali and the development of the country.”

In addition, the ambassador stressed the importance of “Malian civilian control and oversight of the military.”

Mali’s second round of the presidential race

between former prime minister Ibrahim Bou-barka Keita and his major rival former Finance Minister Soumaila Cisse ended on Sunday. According to provisional results announced Thursday, Keita, who is also the former presi-dent of the National Assembly (parliament), has been elected president of the country.

Most users of water pipes and many physicians believe that smoking through a water pipe filters out the toxic components of tobacco and is consid-erably less harmful than smoking ciga-rettes. Led by Mohammad Hossein Boskabady, MD, PhD, of Mashhad University of Med-ical Sciences, researchers set out to com-pare lung function and respiratory symp-toms among water pipe smokers, deep or normal inhalation cigarette smokers, and non-smokers. Three groups of smokers, including 57 water pipe smokers, 30 deep inhalation cigarette smokers (S-DI), and 51 normal inhalation cigarette smokers (S-NI) were identified and studied. In addition, 44 non-smokers were studied as a control group. A questionnaire was administered to as-

sess the prevalence and severity of respi-ratory symptoms and lung function tests performed on smokers and control sub-jects using a spirometer. Results showed an increased prevalence and severity of respiratory symptoms among water pipe smokers and ciga-rette smokers. Similar effects of water pipe smoking and deep inhalation ciga-rette smoking on respiratory status were found. "Our study is the first report regarding the importance of the method of cigarette smoke inhalation with respect to effects on the respiratory system," Boskabady said. "Our findings reveal that there were pro-found effects of water pipe smoking on lung function values, which were similar to the effects observed in deep inhalation cigarette smokers," he concluded.

Green coffee beans can make you thinScientists today reported striking new evidence that green, or un-roasted, coffee beans can produce a substantial decrease in body weight in a relatively short period of time. In the study Joe Vinson's team de-scribed how a group of overweight or obese people who consumed a few milligrams of ground green coffee beans each day lost about 10 per cent of their weight. "Based on our results, taking mul-tiple capsules of green coffee extract a day - while eating a low-fat, healthful diet and exercising regularly - appears to be a safe, effective, inexpensive way to lose weight," said Vinson, who is with the University of Scranton. The study involved 16 overweight or obese people aged 22-26 years who took capsules of the extract or capsules containing a placebo, an inactive powder, for a total of 22 weeks. The subjects alternated between a low dose and a higher dose of the extract. The low dose consisted of 700mg of the coffee extract, and the high dose was 1,050mg. It was a

so-called "crossover" study in which people cycled through the two doses and the placebo, each for six weeks. Such stud-ies have advantages because each person serves as his or her own "control," improving the chances of getting an ac-curate result. All of the participants were monitored for their overall diet (calories, food eaten, etc.) and exercise over the study

period. "Their calories, carbohydrates, fats and protein intake did not change during the study, nor did their ex-ercise regimen change," Vinson said. Participants lost an average of 7 kilos during the 22 weeks of the study. It included an average of a 10.5 per cent decrease in overall body weight and a 16 per cent decrease in body fat. Vinson noted that weight loss might have been significantly faster, except that participants received the placebo and the lower dose of green coffee extract for part of the study period.

Syed Abdul Karim Tunda: One of India's most wanted terrorist, arrested by Delhi Police

NEW DELHI: One of In-dia's most wanted terrorist, Syed Abdul Karim alias Tun-da, accused of mastermind-ing over 40 bombings in the country, has been arrested by Delhi Police from the Indo-Nepal border after he was ap-parently deported from one of the Gulf countries.

70-year-old Tunda, an expert bomb maker of terror outfit Lashkar-e-Toiba, would be produced before a court by Delhi Police later today, official sources said.Describ-ing Tunda as a major catch, the security agencies say he would be able to throw some light on Lashkar-e-Toiba's op-erations in India.The details about his arrest were sketchy but Tunda, against whom an

Interpol Red Corner notice was issued in 1996, was ap-parently deported from one of the Gulf countries and his arrest was effected at the

Indo-Nepal border.A resident of Pikhuwa in Uttar Pradesh's Ghaziabad district, Tunda was one of the 20 terrorists whose extradition India had

demanded from Pakistan after the 2001 attack on Parliament House. This list included Lashkar chief Hafiz Moham-mad Saeed and his Jaish-e-Mohammad counterpart Maulana Azhar Masood Alvi.The CBI had charged Karim with organising LeT's major terror attacks outside of Jam-mu and Kashmir -- a series of 43 bombings in Mumbai, Hy-derabad, Delhi, Rohtak and Jalandhar in which over 20 persons were killed and over 400 injured.He had also trig-gered explosions on inter-city trains on December 6, 1993 that claimed two lives.Be-sides being an expert in bomb making, Tunda had a major hand in spreading Laskhar-

December 16 gangrape case: Church secretary refutes accused's claim

The secretary of a church, deposing before a Delhi court on Friday, refuted a December 16 gangrape case accused's claim that he was at a music event organised by it on the night of the incident.

The brother of a church, also its secretary, was brought as a witness before Additional Sessions Judge Yogesh Khanna to counter the claim of Vi-nay Sharma who had in his statement said he was not in the bus at the time of the incident.

Ishrat Jahan case: HC rejects bail plea of police officer N K Amin

Gujarat High Court on Friday refused bail to suspended Deputy Superintendent of Police N K Amin, arrested by CBI in the 2004 Ishrat Jahan encounter case. Justice N V Anjaria rejected Amin's plea that he be granted `default bail' as the CBI failed to file charge-sheet against him within 90 days of arrest, as required under the Crimi-nal Procedure Code.

Amin, who was arrested on April 4, contended that the charge-sheet filed on July 3 was incomplete, hence it amounted to not filing the charge-sheet within 90 days.

The lower court had rejected his peti-tion on July 9. High Court on Friday upheld the order, saying that the charge-sheet filed by CBI could not be deemed incomplete. The charge-sheet against Amin and six other police officers alleges that 19-year-old Mumbai-based girl Ishrat Jahan, Javed Sheikh alias Pranesh Pillai, Zeeshan Johar and Amjad Ali Rana were killed in a fake encounter in 2004. extricated from submarine INS Sindhurakshak, has found that they died due to severe burns and drowning, even as divers today con-tinued search operations for other personnel who were on board.Doctors at the state-run J J Hospital here have completed post-mortem on the bodies, sources said.

"DNA samples and dental marks have been taken (to ascertain their identity)," an official said, adding all these will be sent for forensic analysis.

In one of the worst disasters to have struck the Indian Navy, a series of explosions rocked the Russian-made Kilo class submarine at the dockyard here on the midnight of August 13, sinking it par-tially in the shallow sea.

Only five bodies of the 18 navy personnel on board the ill-fated submarine, including three officers, have been pulled out.

The bodies of the Navy men were charred beyond recognition, but tissues were found to be intact, sources said, adding other de-tails will be known only after receiving the forensic report.

X-rays of the bones indicated that no shrapnels were found, they added.

had arrived here from Dhar to meet a contrac-tor, three youths raped her after confining in a room of a hostel in Sanyogitaganj area. All the accused were arrested. The rape was committed on August 14 when the woman after arriving here was waiting at Mhow Naka Square to get some conveyance.

Around 10 pm, a youth stopped his auto-rickshaw and approached her. He asked where she wants to go. The woman told him that she was waiting for a contractor Radheshyam and he would take her to the site for work but failed to tell the place.

She also provided a mobile phone number to the auto rickshaw driver requesting him to call on the same number that belongs to contractor. But the youth instead of calling told her that the call was not completed.

He asked the woman that it was too late so she should accompany him to his house in a hos-tel where he stays with his wife and kids, police said.

Trusting him, the woman accompanied him and he took her to Krishna Hostel at Naulakha Square where he confined the woman in a room

and raped her, they added. The accused also called his two accomplices

over cell phone and they also raped the woman. The woman freed herself on pretext of reliev-

ing herself and escaped from the hostel and ap-prised a woman fruit seller about the case.

She filed a complaint at Sanyogitaganj police station on Thursday.

Police arrested all the three accused identi-fied as Rohit, Vickey and Vikrant and registered a case of gang rape and holding the victim hostage.

"If we were to follow, in letter and spirit, what has been taught by Jesus Christ, we could eliminate war and conflict from this World and thereby establish durable peace which is so essential for progress and pros-perity of mankind," he said at the Golden Jubilee of Ecumenical Christian Centre (ECC) and Birth Centenary Celebrations of its Founder-Director Late Rev Dr M A Thomas here.

Ansari said the Christian community in India was noted for its work in the field of education, public health, charitable servic-es and social activities for the uplift of the down-trodden, the poor and needy.

He said the people of India can never
