Appeals to prioritize people’s problems Srinagar, Aug 5 : Stating that the op- position must not create chaos on the floor of the house and rather should give priority to raise peoples’ issues in accordance to the rules, speaker Legislative Assembly (LA) Tuesday stated that the last session of the cur- rent dispensation shall start in the coming days here with the officials being told to gear up for the ‘chal- lenge’. Talking to KNS Mubarak Gul, LA Speaker maintained that in the com- ing days, he will direct the members of the house to raise the issues of their respective areas and expect that the government shall resolve the issues pertaining to the masses. “”I hope that the answers shall be submitted on time and questions raised by the members shall be about the peoples’ problems with the genuine bid to re- solve the same.” He stated that as the LA speaker he will hold interactions with the concerned officials and with the newsmen in coming days so that the proceedings shall take place in the cordial atmosphere. “”I will also call the leaders of various political par- ties and threadbare discussions shall be held with them. Also the appropri- ate security majors will be taken and a meeting over the same is expected within a day or two.” I hope that the questions being sub- mitted by the members of the assem- bly shall be replied on time by the government, Mr Gul remarked, add- ing that support from the government is also needed so that a short session will be result oriented as the same is the last one of the present coalition. Commenting over the reports that opposition parties including PDP and BJP is all set to corner the gov- ernment during the upcoming ses- sion, speaker stated that need of the hour is to raise peoples’ problems in accordance to the rules and regula- tions of the august house. “I hope that the opposition parties will cooperate during the session and creating ruck- us in no way is going to help anyone and due to same, peoples’ problems remain shelved as the parties remain busy in allegations and counter alle- gations.” Pertinently, the law depart- ment in the civil secretariat here had sent the proposal for commencement of 10 days summer session in the leg- islative assembly, likely being start- ed from August 25 to September 5. Second addition- al district Judge Parvez Kachroo has granted antic- ipatory bail to Nehru who had moved a bail applica- tion through the standing counsel for the JKCA. In his order, the CJM Srinagar on August 2 had ordered SHO Ram Munshibagh to register a case and investigate the mat- ter in terms of section 156 (3) Cr.PC against Nehru. The order was passed following a complaint filed by a former Ranjhi Player who informed the court that Rs One Lac was transferred to a private ac- count from the money out of released CDRs of the JKCA. SRINAGAR, AUGUST 5: The present Government is committed to ring far-flung areas of the State

on the tourism and Rs. 8 crore are being spent on development of roads leading to Bungus valley and so far Rs. 4 crore have been spent so far.

ulam Ahmed Mir after inau-gurated the TRC building and many tourist huts at Handwara

partment.Speaking on the occasion, the

Minister said that eight road proj-ects are in full swing in Bungus Val-ley on which Rs. four crore have been utilized. He said tourism is backbone of economy and provides jobs to unemployed youth of the area. He exhorted upon the youth to involve themselves with tourism sector for their bright future and in-come generation.

He said to involve the youth of Lolab, Bungus, Drangyari areas the Lolab Bungus Drangyari Develop-ment Authority (LBDDA) is play-ing a vital role to implement the welfare and development schemes for the downtrodden areas of the district Kupwara. He said so far 125 youths were trained under tourism sector to establish their own income generating units under schemes launched by the tourism Depart-ment.

SRINAGAR, AUGUST 05: In order to review the overall func-tioning of Criminal Investigation Department (CID), a meeting was held at CID headquarters here to-day.

Chaired by the Director Gener-al of Police (DGP) Mr. K. Rajendra Kumar, the meeting discussed all administrative issues of the wing, besides disposal of public interest cases.

Addressing the meeting, Mr. Rajendra said that CID is a vi-tal organ of Police Organization which has a large scope of public service. He said that the wing with its subordinate units at different levels across the State has been serving the people of the State since its establishment. Besides administrative matters, the per-sonnel of the Wing are engaged in public service, which they have proved at different occasions.

Stressing for further improve-ment in the working of different areas of the wing, the DGP said

that all public interest issues including the verifications re-quired for obtaining passport and employment should be disposed

within shortest time frame. For this purpose, quick methods of conducting the verification need to be followed to avoid any unnec-essary inconvenience to the as-pirants. Information Technology (IT) has brought a revolutionary change in work culture across the globe and we also have to adopt the techniques to bring efficiency in our public service, said the

He said that since January this year more than 60,000 verifications have been received for getting passport and appointments. Out of which 57,000 verifications including backlog have been completed and sent to concerned authorities.

SRINAGAR, AUGUST 05: The Deputy Commis-sioner Kupwara Mr. Itrat Hussain Rafiqi today con-vened a meeting of officers to review the prepared-ness and arrangements for ensuing Independence Day celebration in district Kupwara.

In the meeting, it was decided that main function will be held at District Police Line Kupwara with playing of Shahnai by the District Information Cen-tre Kupwara followed by arrival and unfurling of Na-tional Flag by the chief guest. The police and other se-curity forces contingents will present the march-past besides school children from various educational in-stitutions will also participate in march-past and cul-tural programmes.

It was further decided that power, water, medicare and other facilities would be provided to the visitors.

Food Control Organization Srinagar today issued a notice for the information of the public in general and the stakeholders in particular to discontinue usage/stop sale of Mucopen Syrup manufactured by M/s Arion Healthcare, GMO Certified Company Village Kishanpura, Baddi District Solan 174101 HP as the same was found not of Standard Quality by the Gov-ernment Analyst.

He further said that the dealers who are in posses-sion of any stocks of the said drugs shall inform the local drug authorities along with procurement details to help the department for effecting product recall.

5: Mr. N.N. Vohra, Gov-ernor, inaugurated an art exhibition, titled “To Our Roots” at Delhi Public School (DPS), Srinagar. Mrs. Usha Vohra, First Lady, was present on the occasion. The exhibition formed part of an interac-tive workshop initiated by Veer Munshi Art Ini-tiative and supported by the D.P. Dhar Memorial Trust. The artists, whose paintings were exhibited, described their works of

art to the Governor. The Governor compli-

mented Mr. Vijay Dhar and Mr. Veer Munshi for organizing an Art-ists Camp and selecting a theme which reflects the feelings and sentiments of Kashmiri Pandit commu-nity which longs to return to its roots. The Governor also complimented all the participating artists for their valued contribu-tion during their stay at the Camp.Observing that art mirrors the culture, traditions and history of a country, Governor focused that these paint-ings should find a place in the art galleries in the State. He noted that if ci-vilisational goals are to

be furthered, successive governments and the civil society must play a larger role in supporting and pa-tronising art and culture.

The Governor noted that such Artist Camps would also attract and in-volve students and teach-ers in future.

The Governor, on the occasion, distributed certificates to the partici-pating artists including Mr. Veer Munshi; Mr. Bhushan Koul; Mr. M.K. Bhat; Mr. A.K. SRINAGAR, AUGUST 05: Work is apace on 63 different Road and Bridge projects in Kashmir division under R &B sector at an estimated cost of Rs. 442.08 crore, of this Rs.198.20 crore have been spent on the execution of these works up to the end of June 2014.

This information was given out in the meeting of the Committee on Pub-lic Undertakings of Jammu and Kash-mir Projects Construction Corporation (JKPCC) held here today under the chairmanship of Legislator Mr. Abdul Rehman Veeri.

The other Members of Legislative As-sembly, Dr Mustafa Kamal , Mr. Nizam-ud-Din Bhat, Mr. Charan Jeet Singh, Mr. Ajaz Ahmad Jan, Mr. Muhammad

Yaseen Shah and Member Legislative Council Mr. Asgar Hussain were also present on the occasion.

The meeting discussed threadbare various issues relating to the proper implementation of the schemes under-taken by the JKPCC.

The Committee reviewed the pace of work on Ganpath Bridge across river Chenab at Doda, which is under execu-tion since November 2006.The Bridge is likely to be completed in March 2016 at an estimated cost of Rs. 35.71 crore out of which Rs. 13.63 crore have been incurred on the execution of the bridge upto June 2014.Earlier, the concerned MLAs en-quired about the status of works being executed in their constituencies.

NEW DELHI:The home ministry is in the process of effacing Section 309 of IPC, under which anyone at-tempting to commit suicide is punishable with a jail term of up to one year and fine, and discussions in this effect are on.

Minister of state for home Kiren Rijiju said in Lok Sabha that the Law Commission of India in its 210 re-port on “Humanization and Decriminalization of At-tempt to Suicide” has recommended that Section 309 of IPC needs to be effaced from the statute book.

The home ministry is in the process of effacing Sec-tion 309 of the Indian Penal Code as recommended by the Law Commission along with amendment of cer-tain other sections of the CrPC and IPC in consulta-tion with all stake holders, Rijiju told the House in a written reply.

The Law Commission in its recommendation said Section 309 needs to be effaced from the statute book because the provision is inhuman, irrespective of whether it is constitutional or unconstitutional.

SRINAGAR, AUGUST 05: Minis-ter for Social Welfare Ms. Sakina Itoo, inaugurated 27th 10-day Exhibition-cum-Sale of hand-loom and handicraft products produced by the women Self Help Groups (SHGs) of the State, here today.

The Exhibition has been or-ganised by Jammu and Kashmir Women’s Development Corpo-ration (JKWDC) and sponsored by National Minorities Develop-ment and Finance Corporation (NMDFC) to provide opportunity to the Self Help Group unit hold-ers mostly comprising women to showcase and market their prod-ucts.

42 stalls of different crafts have been setup at the exhibition which include Shawls, Embroi-dery items, Papier-mâché arti-facts’ and locally rich Kashmir and Kishtwar Saffron, Honey and dry fruits.

The Minister went round the stalls and interacted with the women artisans who have organ-ised Self Help Groups to set up handicraft units with the assis-tance of the JKWDC. She appre-ciated the efforts of SHGs for pro-ducing buyer attractive items.

Speaking on the occasion, the

Minister said that women em-powerment in the State is first priority of the Government, add-ing that efforts are being made to uplift the socio economic status of women folk. She said, besides providing vocational trainings, financial assistance in the shape of incentives and low rate inter-

est loans is being provided to women for making them self de-pendent.

Ms. Sakina said that Rs 90 crore have been provided to the 14000 beneficiaries during last 12 years for setting up their own income generating units on low rate interests.

The Minister urged upon the women especially living in re-mote and far-flung areas to come forward and avail optimum ben-efits out of the centrally and state government sponsored schemes launched by the government for their welfare. She said the gov-ernment will provide all assis-

tance including the loan facility on low interest to those who in-tend to set up their own income generating units.

Earlier, highlighting the aims and objectives of organising such exhibitions, Managing Director, JKWDC, Dr. Naheed Soz, said that such exhibitions provide a platform for women of the State to showcase their talent. She said that JKWDC is working hard over the past 20 years for the empowerment of women and to make them self sufficient so that they are able to establish a re-spectable position for themselves in the society.Dr Naheed said that through its various initia-tives JKWDC has made efforts to mobilize the women folk to come forward and avail such benefits that help them not only earn a living for themselves but also provides them an opportunity to work shoulder to shoulder with men thus contributing to the socio-economic development of the society.Director, Social Wel-fare, Kashmir Mr. Gazanfar Ali, Director Tribal Affairs Mr. Ali Raza, Secretary, WDC, women artisans and beneficiaries and a large number of people were present on the occasion.

Unemployment—A challenge for any govt

The rising unemployment has become a big problem

Nationally and on state level as the increasing number of edu-cated unemployed including the skilled and unskilled youths has now touched over eight lacs in J&K itself. The state sector is unable to coop up with the situ-ation as there are hardly any av-enues which can accommodate these youths and provide them respectable jobs. The state has no private sector hence there is no question of big industries ac-commodating a good number of unemployed youths. The overall intake in the state sector is not more than a few thousands in a year and the recruitment proce-dure is so difficult and lengthy that the state recruiting agencies take years to fill up a few vacancies. The fast track policy announced by the state govt. has totally failed and not a single appointment has been so far made under this policy. Over ninety thousand posts are vacant in different departments but the prolonged recruitment has almost stalled the process of appointments. The worrying thing is that over two lacs edu-cated youths will get overaged within next three years, so their future will become bleak and dark forever. Despite repeat-ed announcements by the state govt. to coop up with the rising unemployment on war footing, nothing seems to have done so far in this connection on ground level. It is definitely frus-trating for those youths who as-pire for a job to make both ends meet. If the situation continues like this these youths will be ex-ploited and misguided by vested interests and some of them may fall in the trap of social evils like drugs, thefts and other unethical activities. The govt. should im-mediately understand the grav-ity of the situation and should formulate an effective employ-ment policy which can accom-modate maximum number of youths on fast track basis. Re-cently the state cabinet allowed contractual appointments in cer-tain departments besides filling up some class 4th positions. But so far no action has been taken initiated in this direction. There are rumors of backdoor entries which if correct are certainly a matter of concern as this will de-stroy the future of able and bril-liant candidates as only favor-ites and protégées will get jobs. When the elections are in the offing, no such step should be allowed and every body should discourage this trend.
