authorities have said. One officer was injured when he was shot in the head — but a helmet he was wearing likely saved his life.

“I know that you have all been affected today by the tragic actions of a lone terrorist who cut short the lives of so many. Our community, our City, and our Department will be grieving in the days, weeks and months to come, “said Mina. There were 49 persons killed, 53 injured and the shooter Omar Mateen who was killed by police.”

happened in Orlando. I was born and raised in Mexico, came here (Kansas City) in my 20’s and you are being discriminated. … You don’t know because you are Latino or because you are gay. And now with this situation, it is very up setting. You don’t know if this is going to continue because this guy (shooter) was a follower of Islam terrorism group as they mentioned in the media. It could have happened anywhere, it happened in Orlando. However, it doesn’t have to be in a big city, it could be in a small city … next time it could be Kansas. So far we have a small gay/Latino population here.”

Ximello acknowledges people in the gay community may be afraid because of what happened at the nightclub. “Don’t feel afraid going out … Yes, one may feel a little paranoid, but we can’t allow these kind of people to keep us in the closet. We have to demonstrate we are not afraid. Go out have a good time and be aware of your surrounding.” Ximello offers his condolences to those that were killed and injured and to their families, “We are here to support you. We are in the same community.”

President Barack Obama from the Whitehouse said on Sunday, “Today, as Americans, we grieve the brutal murder — a horrific massacre — of dozens of innocent people. This was an act of terror and an act of

club described the scene of mass chaos.

According to news reports Brett Rigas, says he and his partner were dancing when they heard shots. Rigas was shot in the arm and hid behind a bar. About five minutes later, authorities came in and told everyone to put their hands up and run out. Rigas added he saw bodies as he ran out.

Authorities say Omar Mateen opened fire early Sunday morning inside Pulse, a crowded nightclub. Mateen died in a gun battle with SWAT team members, becoming the 50th to die at the scene.

Mateen’s ex-wife Sitora Yusifiy said, “he was mentally unstable and mentally ill.” Yusifiy, speaking to reporters in Boulder, Colorado, says Omar Mateen was bipolar and also had a history with steroids.

Yusifiy added that in the four months they were together he cut her off from her family and regularly beat her. She says that her family visited her and saw she wasn’t ok and rescued her from the situation. She says Mateen was religious, but she saw no signs of radicalism.

On Monday, June 13, Pulse nightclub owner Barbara Poma, told NBC News the club will “always continue to be the heartbeat of Orlando.”

“I will not let hate win,” said Poma, who said she started the gay nightclub 14 years ago to honor her brother,

John, who died of AIDs in 1991.

“For nearly 14 years, Pulse has served as a place of love and acceptance for the LGBTQ community,” she said. “It should be the last place for such a tragedy.”

Poma told NBC News that she learned of the shootings Sunday from the club’s manager in what she called “the most surreal phone call I’d ever received.”

“And finally, it sunk in, and you can’t wrap your brain around that, you just can’t,” Poma said.

“I can’t stop — I can’t stop imagining what that was like for them,” she said after an emotional

pause. “I don’t think I’ll ever stop that.”

The Chair of the National Hispanic Leadership Agenda (NHLA), a coalition of 40 of the nation’s preeminent Latino advocacy organizations, issued the following statement in response to the mass shooting in Orlando, Florida at the Pulse nightclub, and expressing solidarity with the lesbian, gay, bisexual, transgender, and queer (LGBTQ) community.

“We stand in solidarity with our LGBTQ brothers and sisters who were targeted in this heinous attack in Orlando, in which initial reports

suggest that the brunt of the suffering fell upon LGBTQ Latinos. We share our deepest condolences and sympathy with the families and loved ones of those who were killed. This was an attack on all of us,” said Hector Sanchez, NHLA Chair and Executive Director of the Labor Council for Latin American Advancement. “We hope that those who were injured are able to make a full recovery and encourage all those who are able, to donate blood as soon as possible at the nearest blood donation center to help the survivors.”

A principios de mayo, Rodríguez llegó a Topeka, Kansas para hablar de su investigación y su libro, Nuestra Señora de Guadalupe: Fe y empoderamiento entre las mujeres mexicano-americanas.

Ella espera que su presentación permita que la gente sienta la presencia sanadora de Nuestra Señora de Guadalupe y el amor incondicional de Dios.

“Quiero hacer hincapié en el amor incondicional de Dios”, dijo Rodríguez, “y al contar su historia espero que se vayan pensando más sobre ella que sobre mí. Soy simplemente el profeta”.

Rodríguez es ecuatoriana y era una joven misionera cuando estaba trabajando con los trabajadores agrícolas en California y ella decidió investigar

su investigación, perciben a la Virgen como una presencia materna que ofrece amor incondicional. Ella afirma, que estas cualidades nos dicen que la palabra madre es en sí misma una metáfora de Dios. Es ella, afirma Rodríguez, quien en un momento en que el pueblo de México estaba espiritualmente muerto a causa de la conquista, salió para dar vida a aquellos que fueron abandonados por sus dioses.

También señaló, que para las mujeres mexicano-americanas, la Virgen es un modelo de fuerza y una presencia duradera que ofrece nuevas posibilidades. Nuestra Señora puede ser vista como una fuente de poder para todas las mujeres.

Rodríguez señala que Nuestra Señora de Guadalupe, dijo, “Tú, el más pequeño de mis hijos, debes saber y entender que yo soy la Virgen María. Deseo ardientemente que se construya una iglesia aquí, para que en ella se me permita dar mi amor, compasión, ayuda y defensa, para ti y para todos los que viven en la tierra, a todos aquellos que me aman; porque yo soy tu madre y yo deseo que

tú tengas confianza en mí y me invoques. En este lugar, me gustaría escuchar sus plegarias y remediar todas sus miserias, penas y dolores”.

“Nuestra Señora tiene compasión por todos los habitantes de esta tierra. Ella escucha

nuestras penas y el dolor y ella responde. Ella tiene un hermoso mensaje de amor incondicional”, dijo Rodríguez.

Earlier in May, Rodriguez came to Topeka, Kansas to speak about her research and her book, Our Lady of Guadalupe: Faith and Empowerment among Mexican American Women.

It is her hope that her presentation allows people to feel Our Lady of Guadalupe’s healing presence and God’s unconditional love.

“I want to emphasize God’s unconditional love,” said Rodriguez, “and in telling her story I hope that they leave thinking more about her than me. I am just the prophet.”

During a conference in Los Angeles, she was invited to speak before 700 people about the significance Our Lady plays in people’s lives. After her presentation, several young men wearing kerchiefs on their head and sagging pants, approached her. As they came closer she could see they were crying.

“They were weeping. They told me that they grew up with the image of her and they never really knew her story,” said

Rodriguez.Her presentation

examines the different parts of the icon, but she takes it a step further by looking at it from the perspective of women.

“What do women look at? What is the indigenous theme when they see the image?” she asked.

In the first chapter of her book, she highlights the importance of the two parent cultures of Mexican American, the indigenous and the mestizo. She revisits the historical conquest of Mexico stating similarities and differences between Aztec women and their contemporary Mexican-American counterparts.

Rodriguez is Ecuadorian and was a young missionary working with the farm workers in California when she decided to investigate why people were attracted to the icon and why they had such devotion and love.

Beginning in 1992 she has been making the pilgrimage to the Basilica in Mexico City on December 12, the feast day of Our Lady of Guadalupe. She is amazed at the number of

people who come to pay homage to their “mother.”

“There will be 10,000 inside the Basilica and then gathered outside will be around 2 million people,” she said.

The image of Our Lady is prominent in the Latino culture. Generations of Latinos learned from their grandparents and parents to worship and love her.

“She is all over the place in the Latino community. Her image is on the door, on the car, tattoo on the skin or worn on a medallion. Sometimes we forget her story because she is so much a part of our surroundings. She is so much of who we are,” said Rodriguez.

The women in her research perceived Our Lady as a maternal presence offering unconditional love. She states that these qualities tell us that the word mother is in itself a metaphor for God. It is she, Rodriguez states, who at a time when the people of Mexico were spiritually dead because of the Conquest came forth to give life to those that were abandoned by their gods.

She also noted that for Mexican American

women, Our Lady is a role model of strength and an enduring presence who offers new possibilities. Our Lady can be seen as a source of empowerment for all women.

Rodriguez points out that Our Lady of Guadalupe said, “You, the smallest of my children, know and understand that I am the

Blessed Virgin Mary. … I ardently desire that you build a church here so that in it I may give my love, compassion, help and defense, to you and all who live on earth, all those who love me; for I am your mother and I desire that you have confidence in me and invoke me. In this place, I would like to listen

to your cries and remedy all your miseries, pains and sufferings.”

“Our Lady has compassion for all the inhabitants of this land. She listens to our sorrows and pain and she responds. She has a beautiful message of unconditional love,” said Rodriguez.

Do not use a fan as your primary source of cooling on extremely hot days. If your home does not have air conditioning, please go to an air-conditioned location during the heat of the day. The City’s community centers are

open as cooling centers during regular business hours. Please visit www.kcparks.org and click on the “Facilities” tab for information on community centers.

Check on your neighbors, friends and relatives at least twice a day (morning and night).

Never leave children, pets or others alone in closed vehicles. The temperature inside a car can quickly reach more than 140 degrees, which can be fatal within minutes.

Avoid the heat of the day by engaging in outdoor activities and games early in the morning or late in the evening when

temperatures are cooler and the sun is not directly overhead.

Stay hydrated by drinking plenty of water.

Stay indoors as much as possible during the heat of the day in an air-conditioned environment. If you have to work outside or in a non-air-conditioned workplace, take frequent breaks and rest in the shade or

cooler environment.Dress for the

weather: wear loose-fitting, lightweight, light-colored clothing. This type of clothing reflects heat and helps maintain normal body temperature. If you have to be outside, cover as much skin as possible to avoid sunburn. Protect your face and head with a wide-brimmed hat. Wear sunscreen.

Avoid extreme

temperature changes, such as a taking a cool shower immediately after coming inside from hot temperatures.

TAX INCREMENT FINANCING PLAN

Pursuant to RSMo 99.825, and in accordance with RSMo 99.830, notice is hereby given by way of certified mail to inform you about a public hearing that will be held by the Tax Increment Financing Commission of Kansas City, Missouri (the “Commission”), commencing at 10:00 a.m., Wednesday, July 13, 2016, at the Commission Offices, located at 1100 Walnut, Fourth Floor, Kansas City, Missouri, regarding the 2001 Main Street Tax Increment Financing Plan (the “Plan”).
