The endorsement has been' filed with the International Joint Commission on U.S.-Cana-dian Waters.
The commission is surveying the feasibility of the waterway.
Sen. George D. Aiken, R-Vt.. who favors a waterway in the lake and in Quebec's Richelieu River deep enough to handle ocean-going vessels, nevertheless hailed the endorsement Tuesday as an "extremely favorable report."
Aiken said the Quebec Chamber "clearly recognizes that an improved Champlain waterway would generate additional trade and industrialization bringing more jobs, more purchasing power and greater prosperity to the Province of Quebec."
"Instead of a deep waterway which would turn the Richelieu River route through Lake Champlain into a short-cut between Montreal and New York for ocean-going vessels of unlimited size," Aike nsaid, "the chamber's report stresses development of a 14 or 15-foot channel with long, well-planned and modernized lock.
"This would make Montreal, Sorel and Three River important transshipment centers between lake vessels, and barges going south into Lake Champlain."
