1. Introduction

1.1 Crime and Disorder Act“The Crime and Disorder Act 1998 places new obligations on local authorities, the police, police authorities, health authorities and probation committees to co-operate in the development and implementation of a strategy for tackling crime and disorder in their area…”

The main aim of the Act is to reduce local levels of crime and disorder. To advance this aim the Act, and the guidance, set out a number of key objectives:

To bring together, in partnership, representatives of the “responsible authorities” to effectively drive forward the work on tackling local Crime and Disorder. This group is called the Wrexham Community Safety Partnership.

To place responsibilities on the police and local authority to jointly conduct an audit of local crime and disorder.

To develop, and implement, a local Community Safety Strategy based on the priority findings of the audit.

To set up mechanisms for the Audit and Strategy to be monitored and evaluated annually and the whole process to be repeated every three years.

1.2 PurposeThe purpose of this Audit is to continue the positive joint working that has been carried out over previous years and in particular since the first Crime and Disorder Strategy (April 1999 – March 2002).

This third Crime and Disorder Audit provides updated information to inform the Community Safety Partnerships (CSP) 2005 – 2008 strategy.

1.3 How the information is presented1.3.1 MappingThe analysis of Crime and Disorder in Wrexham County Borough begins at section 3. Data is broken down into electoral wards to help identify emerging issues in specific locations. For ease and reference purposes a key map, detailing each ward, is placed at the end of this section. Each ward map is coloured to symbolise the number of incidents occurring within each ward. A key is placed alongside each map to assist with interpretation. It should be noted that the number groupings on each key will alter depending on the number of offences. Below each map is a list of the hot spot wards with the crime figures in brackets.

1.3.2 Geographic BreakdownWrexham Town Centre experiences the highest proportion of recorded crime in the whole of the county borough. This can act to skew the overall view of crime and disorder. To give a more accurate picture, from section 2 onwards, crime and disorder issues are presented in three categories: Wrexham County Borough as a whole, Wrexham County Borough excluding the Town Centre, and the Town Centre.

1.3.3 Structure of the ReportSection Two provides a summary of the audit findings by crime type.

Section Three concentrates on total recorded crime figures for Wrexham County Borough, and then divides into two separate sections, firstly WCB (excluding Town Centre) (excluding the town centre) and then the town centre. The first map in the analysis section provides an overview of total recorded crime in the whole of the county borough. A chart is then provided that identifies increases or decreases in crime during the three-year period. This chart is followed by the locations of crimes either by ward maps (as described above) or for the town

centre in tables highlighting the streets with the highest crime figures. Apart from the maps and crime trends more information is provided relating to offender and victim profiles. All of the information for victim and offender profiles relates to offences that have taken place during 2003/04. Information on offenders is taken from detected crimes only. Victims are broken down into four types for the analysis:

Individuals Businesses - for this report business refers to any commercial (eg Tesco

Stores) and corporate (eg Wrexham County Borough Council) organisations Unknowns - where details have not been gathered Crown - where there is no specific victim for such offences as drug possession

and supply

Offender and Victim profiles are concluded with a description of a “typical offender” or “typical victim”. These descriptions are based on the average counts for gender, age, residential location, ethnicity and employment status.

Each subsequent chapter is presented in a similar format but concentrates on a specific offence type. Information is again provided using maps, charts and supported by text.

1.3.4 Definitions of Offence TypesThe following table provides basic definitions of the crime and disorder types that are analysed in this report.

1.4 Information SourcesUnless otherwise specified the crime and disorder information in this report has been taken from North Wales Police data and refers to incidents that occurred in Wrexham County Borough between 2001 and 2004. The majority of the report concentrates specifically on crime and disorder that occurred in 2003/04.

Data from Wrexham Maelor Hospital Accident and Emergency Department and Women’s Aid has also been included specifically in relation to analysis on Domestic Abuse.

To put the county into context with the local regional and national picture there are several charts in this report that have been taken from the Key Crime Statistics 2003-04 for Wales published by the Welsh Assembly Government. The all Wales figure has been taken from the average for the 22 Community Safety Partnerships (CSP) in Wales, and the North Wales figure has been taken from the average of the 6 CSPs that are co-terminus with North Wales Police Force.

1.5 NCRSPlease note that a major factor in relation to Police recorded crime is the introduction of the National Crime Recording Standards (NCRS) in 2002/03. The main aim of the new standard practices are to promote greater consistency in crime recording by police forces throughout the country and to provide a more victim oriented approach to the recording of crime. Therefore police forces are now required to record a crime on the basis of a victim’s perception that a crime has taken place rather than satisfying themselves that a crime has occurred. It was, therefore, anticipated that an increase in crime figures would occur. According to the Home Office, a 10% increase in crime is directly attributable to NCRS.

2. Summary of Findings of Audit

This section provides a summary of key findings from the within the audit. Information is presented under the main offence categories.

2.1 All Crime – Wrexham County Borough as a whole There were 15248 recorded crimes in Wrexham County Borough during

2003/04. This equates to a rate of 117.9 incidents of total recorded crime per 1000 population for the county.

There has been an increase of 14% in total crime recorded figures during 2001 – 2004. The introduction of the NCRS is responsible for the majority of this increase.

2.1.2 All Crime – WCB (excluding Town Centre) (County Borough with the exception of Town Centre) 82% of all crime occurred in WCB (excluding Town Centre) with 12623 victims

of crime. 54% of all victims were male. There were a further 2238 victims of business crime. 26% of offenders were perceived to be under the influence of alcohol at the

time that the crime occurred, followed by a further 12% that were drug related.

82% of all offenders of detected crime were male. 58% of offenders of detected crime were unemployed.

2.1.2 All Crime – Town Centre 2700 crimes occurred in the town centre during 2003/04. There has been an increase of 18% in total recorded crime in the town centre

during 2001 – 2004. 54% of all victims were male. 34% of victims were aged between 20 and 29. Business crime accounted for 33% of all crime in the town centre during

2003/04. 37% of offenders were perceived to be under the influence of alcohol at the

time that the crime occurred, followed by a further 21% that were drug related.

2.2 Violent Crime There has been an increase of 61% in recorded crime figures during 2001 –

2004 for violent crime. The introduction of the NCRS is responsible for the majority of this increase.

Wrexham County Borough has a higher figure for violence against the person per 1000 population than the North Wales, and Wales, averages.

93% of all violent crime relates to assaults.

2.3 Domestic Abuse National research indicates that incidents of domestic abuse often go

unreported. The CSP have striven to raise awareness and improve reporting of domestic abuse.

There has been an increase of 57% in recorded crime figures during 2001 – 2004 for domestic related crimes.

In the county as a whole there were 1187 domestic related crimes in 2003/04.

78% of all victims assaulted by partner, or family, and seen by the A&E department during 2001 – 2004 were injured in the home.

220 women accessed Wrexham Women’s Aid services during 2003/04, and used the available services on 338 occasions.

2.4 Burglary Burglary Dwellings increased in 2002/03 by 38%, but reduced by 19% in

2003/04. Wrexham County Borough has a higher figure for burglary dwellings per 1000

households than the North Wales, and Wales, averages. The total cost of stolen property, and damage, from the burglary dwellings in

2003/04 was £385,000. 22% of all victims of burglary dwellings were aged 20 – 29. 46% of all offenders of burglary dwellings were aged 20 – 29. Burglaries other than Dwellings (BOTD) have reduced by 12% during 2001 –

2004. The total cost of stolen property, and damage, from the BOTDs in 2003/04 was

£569,000.

2.5 Criminal Damage Incidents of Criminal Damage increased during the three-year period by 12%. The total cost of damaged property in 2003/04 was £807,000. 44% of all offenders of criminal damage were aged 10 – 19.

2.6 Drug Misuse The detection of drug offences has increased annually during 2001 – 2004. 703 offenders committed offences that were perceived to be drug related in

2003/04. 45% of offenders were aged 20 – 29. 86% of offenders were unemployed.

2.7 Alcohol Misuse There has been an increase of 21% in alcohol related crime in Wrexham

County Borough between 2002 and 2004. In the county as a whole there were 1866 alcohol related offences in 2003/04. 29% of all offenders were under the influence of alcohol when committing

crime. 42% of offenders were aged 20 – 29. 51% of offenders were unemployed.

2.8 Vehicle Crime In the county as a whole there were 647 thefts of vehicles in 2003/04. Wrexham County Borough has a higher figure for theft of motor vehicle

offences per 1000 population than the North Wales average, but is slightly lower than the all Wales average.

In the county as a whole there were 1664 thefts from vehicles in 2003/04. Wrexham County Borough has a higher figure for theft from motor vehicle

offences per 1000 population than the North Wales, and Wales averages. The total cost of stolen property, and damage, in relation to thefts from motor

vehicles in Wrexham in 2003/04 was £502,000.

2.9 Theft In the county as a whole there were 3621 incidents of theft in 2003/04. The total cost of stolen, and damaged, property in relation to theft in

Wrexham County Borough in 2003/04 was over £1 million.

2.10 Hate Crime In the county as a whole there were 105 incidents of Hate Crime in 2003/04. 95 of these hate crimes were perceived to be racial and a further 10 were

homophobic.

91% of all offenders of Hate Crime were male.

2.11 Anti-social Behaviour (ASB) There was a significant reduction in reported incidents of ASB to the Police

between 2001 and 2004. In the county as a whole there were 6765 reported incidents of ASB to the

Police in 2003/04.

3.1 All Crime 2003 – 2004

3.1.1 Wrexham County Borough (as a whole) – All recorded crimeThere were 15248 recorded crimes in Wrexham County Borough during 2003/04 compared to 11221 in 2000/01. This equates to a rate of 117.9 incidents of total recorded crime per 1000 population for the county compared to 89.4 incidents per 1000 population in 2000/01.

Six wards that had more than double the average number of recorded incidents of crime per 1000 population, in Wrexham County Borough were: Grosvenor (639 crimes per 1000 population), Offa (420), Smithfield (375), Maesydre (360), Brynyffynnon (272) and Queensway (253). However, five of the six of these wards cover the town centre. Caution needs to be taken when considering crime rates in such areas due to the very small population and household levels. The very high reported crime rates in town centres are partly due to the use of small resident population and household figures as the denominator of the crime rate. Also the 'transient population' that migrates into these areas on a daily basis, either for work or leisure, will not be reflected in the resident population figures.

The map below provides the total numbers of recorded crimes per 1000 population in each ward in Wrexham County Borough during 2003/04. It also identifies the town centre and how five of the six hot spot wards cover part of the town centre.

3.1.3 Patterns of CrimeImpact of the National Crime Recording Standard on trends in recorded crimeDuring the last three years crime has seen an increase in WCB (excluding Town Centre). It is evident that much of this overall increase is attributable to the introduction of the National Crime Recording Standard (NCRS). North Wales Police introduced NCRS in October 2001 before it was rolled out nationally in April 2002.3.1.5 Total Crime in WCB (excluding Town Centre)

Figures have shown a national increase in crime of 10% for the year 2002/03, whereas in Wrexham the increase was 14% as can be seen in the chart above. Although it is difficult to determine the real increase in crime during this period, it is possible to calculate that an estimated increase would be 4%. (14% overall increase minus 10% increase, due to NCRS, equating to 4%). More notably, crime figures for 2003/04 in WCB (excluding Town Centre) show no significant change compared to the previous year.The remainder of this report will analyse crimes that occurred in 2003/04 unless stated otherwise.

The greatest number of crimes occurred in the following wards: Ponciau (695), Queensway (623), Grosvenor (545), Brynyffynnon (491), and Hermitage (427).

3.1.7 Crime Types in WCB (excluding Town Centre) 12548 incidents of crime occurred in WCB (excluding Town Centre) in 2003/04

equating to 82% of all crime in the county. The most significant offences by number related to incidents of assault (1712),

criminal damage (3671), theft (1598), and theft from motor vehicle (1500).

3.1.8 Victim Profile: All Crime There were 12623 victims of crime in WCB (excluding Town Centre) during the

last year. These victim types can be broken down into individual victims, business victims, “unknowns” and the Crown (for example, in relation to drug possession and supply). For this report “business” relates to commercial (eg Tesco Stores) and corporate (eg Wrexham County Borough Council) organisations.

Victim Profile: Individuals There were 9920 individual victims of crime in 2003/04. Of these 1071 were repeat victims of crime in WCB (excluding Town Centre)

during the year with 2539 crimes committed against them. 1121 incidents were perceived to be domestic related crimes, equating to 9%

of all crime. (See separate section dealing with domestic-related crimes) 63 crimes were perceived to be racially motivated, equating to 0.6%. (See

separate section dealing with all Hate Crime)

Aged 30 - 39 23% of all victims were in the age range 30-39. Live in Wrexham

County95% of victims resided in Wrexham County Borough.

White European Where an ethnic description was specified, 98% classed themselves as “White European”.

Unemployed Where an occupation was specified, 15% of victims were unemployed.

Victim Profile: Businesses There were 2238 victims of business crime in 2003/04. 42% of all business crime in 2003/04 related to criminal damage, and a further

13% related to burglary other than dwellings. There were 184 businesses that were repeat victims of crime in WCB

(excluding Town Centre) in 2003/04. 15 of these victims experienced 20 or more crimes each.

8 crimes were perceived to be racially motivated, equating to 0.3%. All of these crimes related to incidents of damage.

A Typical Victim: Business - Wrexham County Borough Council 711 crimes were exacted on the Local Authority accounting for 32% of all

business crime that occurred in 2003/04. An estimated cost of the reported crime that occurred on Wrexham County

Borough Council property in 2003/04, in the county as a whole, was over £170,000.

Over £120,000 of the total cost of reported crime related to criminal damage. 40% of all crimes were associated with crimes against schools Other local authority properties that experienced significant numbers of

crimes were Council Offices, Community Centres, Libraries and Leisure Centres.

3.1.9 Offender Profile: All CrimeOffender Profile Out of a total of 4581, 3391 offenders were charged with crimes that occurred

outside of the boundary of the Town Centre. 26% of offenders were perceived to be under the influence of alcohol at the

time that the crime occurred, followed by a further 12% that were drug related. Therefore 38% of offenders were under the influence of a substance when they committed their crimes.

586 offenders committed 1912 detected offences in WCB (excluding Town Centre). Significantly, 15 of these persistent offenders were responsible for 193 offences.

A Typical Offender Male 82% of all offenders of detected crime were male. Males

committed 78% of all detected assaults, 88% of all criminal damage, 85% of drug offences and 94% of motor vehicle offences. The highest rate for females was for theft from stores where 29% of the total numbers of offenders were female.

Aged 20 - 29 32% of all offenders were in the age range 20-29. Live in Wrexham

County87% of offenders resided in Wrexham County Borough.

White European Where an ethnic description was specified, 98% classed themselves as “White European”.

Unemployed Where an occupation was specified, 58% of offenders were unemployed, and a further 18% were school children.

3.2 Wrexham Town Centre Crime 2003/04: All Crime

3.2.1 Wrexham Town Centre – All recorded crimeThe map below shows the geographical location of Wrexham Town Centre. This shaded area is used by the courts as an exclusion zone and recognised by the Local Authority.

There were 2700 recorded crimes in the town centre accounting for 18% all crime in the county borough, during 2003/04.

There has been an increase of 18% in crime figures in the town centre during the last three years, which is greater than the overall county average of 15%. However, as with the overall county average, much of the increase can be explained by the introduction of the NCRS. The graph following provides details of the increase over the three years.

3.2.2 Total recorded crime in the Town Centre

3.2.3 Types of CrimeThe most significant offences by number relate to incidents of assault (658), thefts (419), and thefts from stores (472). 3.2.4 Location of crimes in the Town CentreThe following table provides details of the hot spot streets for crimes that occurred in the town centre during 2003/04.

alone.3.2.5 Victim Profile: All Crime There were 2714 victims of crime in the town centre during 2003/04. These

victims can be identified as individual victims, business victims, unknowns and the Crown.

Victim Profile: Individuals in the Town Centre There were 1352 individual victims of crime in 2003/04. 61 incidents were perceived to be domestic related crimes. 20 crimes were perceived to be racially motivated, 18 of these were assaults. Out of 1352 victims 61 were repeat victims of crime in the Town Centre with

136 crimes committed against them. A Typical Victim: Individuals Male 54% of all victims of crime were male. Aged 20 - 29 34% of all victims were in the age range 20-29. Live in Wrexham

County83% of victims resided in Wrexham County Borough, with a further 6% living in Flintshire.

Victim Profile: Businesses There were 891 victims of business crime in 2003/04 accounting for 33% of all

crime in the town centre. 52% of all business crime in 2003/04 related to theft from stores, and a further

20% was criminal damage. There were 110 businesses who were repeat victims of a crime in the town

centre during 2003/04. 10 of these victims experienced more than 15 crimes each.

3.2.6 Offender Profile: All CrimeOffender Profile Out of a total of 4581 offenders 1460 of them were charged with crimes that

occurred inside the boundary of the Town Centre accounting for 30% of all offenders.

490 detected offences in the town centre were assaults, followed by a further 419 of theft from stores.

37% of offenders were perceived to be under the influence of alcohol at the time that the crime occurred, followed by a further 21% that were drug related. Therefore 58% of offenders were under the influence of a substance when they committed their crimes. This is significantly higher than for the rest of the county borough where 38% were perceived to be substance related.

233 offenders committed 689 detected offences in the town centre. Most noteworthy are the 16 persistent offenders who committed 129 offences.

A Typical Offender Male 76% of all offenders of detected crime were male. Males

committed 80% of all detected assaults, 61% of all theft stores, 89% of drug offences and all motor vehicle offences. The highest rate for females was for theft from stores where 39% of the total numbers of offenders were female.

Aged 20 - 29 41% of all offenders were aged 20 – 29. Live in Wrexham

County81% of offenders resided in Wrexham County Borough, with a further 5% living in Flintshire.

3.3 Violent Crime

3.3.1 NCRS and Violent CrimeUnderstandably NCRS has had the greatest impact on crimes against the person, specifically offences involving violence. Therefore it is not surprising that the recordings of these types of crimes have seen a dramatic increase, and have almost doubled, between 2001 and 2004. The chart below highlights this increase year on year, and details the dramatic increase especially in the year of the introduction of NCRS.

Violent crime involves assaults, robbery, firearms offences and sexual offences.

3.3.3 Violence against the person offences per 1000 population: Comparisons

Wrexham County Borough has a higher figure for violence against the person per 1000 population than the North Wales, and Wales, average.

3.3.4 Violent Crime In the county, as a whole, there were 2560 incidents of violent crime in the

last year, with 93% (2370) of these incidents relating to assault. 28% (658 incidents) of all assaults occurred within the town centre boundary. In WCB (excluding Town Centre) 1712 incidents of all violent crime related to

assaults. Domestic related assaults accounted for 488 incidents equating to 29% of all

assaults. Further analysis of domestic related incidents, including such assaults, will be discussed as a separate issue later in this report.

3.3.5 Hotspot Map of Assaults in WCB (excluding Town Centre) 2003/04 The hotspot map below provides a picture of assaults that have occurred

within WCB (excluding Town Centre) in 2003/04.

3.3.7 Days of the Week Assaults principally occurred during the weekend in the town centre with 70%

occurring between Friday and Sunday.

3.3.8 Hours In the town centre assaults predominantly occurred during the evening and

the early hours of the morning as you would expect with the night time economy. 73% of assaults occurred between 22:00 and 03:00 in the town centre.

3.3.9 Victim Profile: Violent Crime In Wrexham County as a whole there were 2375 victims of assault in 2003/04,

with 28% (659) of these in the town centre. There were 109 individuals who were repeat victims of crime in WCB

(excluding Town Centre) during the year, and 21 individuals were repeat victims of assault in the town centre.

3.3.10 Offender Profile: Violent Crime Out of a total of 1653 offenders who were charged with assault, 1163 (70%)

were charged with offences in WCB (excluding Town Centre) and a further 490 (30%) offenders being charged for offences in the town centre.

75% of offenders detected for assaults in the town centre were perceived to be under the influence of alcohol at the time. Significantly the percentage of offenders of assaults in WCB (excluding Town Centre) is much lower at 36.8%.

Only 32 (1.9%) offenders committed drug-related assaults in 2003/04. 174 offenders committed 409 detected assaults in WCB (excluding Town

Centre). 29 of these offenders were female and committed 65 assaults compared with 145 male offenders committing 344 assaults.

52 offenders committed 118 detected assaults in the town centre. 12 of these offenders were female and committed 32 assaults compared with 40 male offenders committing 86 assaults.

3.4 Domestic Abuse

3.4.1 NCRS and Domestic AbuseAs previously mentioned NCRS has had the greatest impact on crimes against the person specifically offences involving violence. Therefore it is not surprising that domestic-related crimes have seen a dramatic increase over the three-year period. Also the CSP, since 1998, have strived to encourage the formal reporting of domestic abuse. The chart below highlights this increase year on year, detailing the dramatic increase especially in the year of the introduction of NCRS.3.4.2 Domestic Abuse in the County Borough as a whole 2001 – 2004

In the county as a whole there were 1187 incidents of domestic related crimes in 2003/04, with 45% (533) of these incidents resulting in assault.

In 2003/04 1126 recorded domestic related crimes occurred in WCB (excluding Town Centre).

5% (61 incidents) of all domestic related crimes occurred within the town centre boundary.

related crimes in 2003/04. There were 145 individuals who were repeat victims of domestic-related crime

in the county, as a whole, during the year reporting 358 incidents to the Police.

3.4.6 Offender Profile: Domestic Abuse 961 offenders were charged with domestic related crimes in 2003/04 across

the county. 50% (476 of 961) of offenders detected for domestic related crime were

perceived to be under the influence of alcohol at the time. 2% (22 of 961) of offenders committed domestic related crime that were

classed as drug related offences in 2003/04. 141 offenders committed 348 detected domestic related crimes. 16 of these

offenders were female and committed 33 crimes compared with 125 male offenders committing 315 crimes.

3.5 Wrexham Maelor Hospital Data: Accident & Emergency Department April 2001 – March 2004

3.5.1 Assault victims attending A&E Analysis on Wrexham Maelor A&E relates to victims of assaults that accessed

the A&E Department between April 2001 and March 2004. It must be noted that some of these assaults may not have occurred in Wrexham County Borough as the information relates to access to A&E.

A total of 944 victims of assault accessed the A&E department between April 2001 and March 2004.

The chart below details the number of victims accessing the hospital department during the three-year period, and identifies the relationship of the offender. Assaults by “friends” have reduced quite dramatically during the last three years. Assaults by family have remained fairly static, whilst assaults by partner have increased.

The ages of the women, where specified, ranged from 14 to 70 with 38% of women in the age range 20-29.

These women had 289 children aged between 0 and 31. 263 of these children were aged 16 or under.

Women suffer many forms of abuse. The following identifies the types of abuse that were disclosed to Women’s Aid by women during 2003/04: 132 women had suffered physical abuse 10 women had suffered sexual abuse 158 women had suffered emotional abuse

7 of the 220 women were pregnant. 39 of the 220 women were identified as having specific health needs. These

ranged from recovering drug abusers to self-harmers. 18 of the women admitted to depression, with 14 of them currently taking anti-depressants. A further 3 women were alcohol dependent and 4 were drug dependent.

3.6.2 Offender Profile The ages of offenders, where an age was specified, ranged from 13 to 66 with

43% of offenders in the age range 30-39. Where a gender was specified, 6 of the offenders were female and 149 were

male. 52% of victims were being abused by their current partner. This can be seen

in the chart below.

4. Conclusions

The audit information reflects the level and aspects of reported crime and disorder in the period 2001-04, and in particular 2003-04. It is clear that there are many challenges ahead to reduce local crime levels. Part-year data for 2004-05 does indicate that crime levels are reducing, particularly in relation to vehicle crime and domestic burglary. It is important to build on this good progress, to concentrate efforts in priority areas to achieve the greatest impact.

The audit findings have informed and influenced the CSPs considerations for the setting of priorities for 2005-08. Other factors have also affected decision making, on a local level, these include issues and concerns raised through joint working within the CSP. At a national level, in 2004-05 the Home Office issued guidance on how CSPs throughout the country should contribute to achieving a 15% reduction in overall crime by 2007-08. Individual CSPs have been notified of local targets ranging from 15% - 20% reduction. For Wrexham CSP a target of 17.5% reduction in overall crime has been set (based on 2003-04 baseline). Home Office advice also extends into other target areas, in summary these include: reducing Anti-Social Behaviour and the fear of crime; increasing the number of offences brought to justice; reducing the harm caused by illegal drugs; and increasing voluntary and community engagement. These national targets complement a number of the concerns already highlighted by the local audit. Taking all these factors into account, Wrexham Community Safety Partnership has identified their strategic priorities for 2005-08 to include:

Engagement

The community strategy document – ‘Wrexham Refreshed’ sets the community visions, priorities and goals for Wrexham County Borough over a 16 year period (2000 – 2016). Included in the vision is ‘Making Wrexham a safe and secure place to live, work and visit’. The Community Safety Strategy provides a cornerstone to achieving that ambition. The Community Safety Partnership and its partner organisations have a statutory duty to tackle and reduce crime and disorder, but community safety responsibilities should be viewed far broader than the CSP. Individuals, families and communities, as well as the voluntary and private sector all have roles and responsibilities in improving local community safety.
