SUMMARY

The scientific co-operation in ecological research between the Romanian Danube Delta Biosphere Reserve Authority and Danube Delta Institute at one side, and the Dutch Institute for Inland Water Management and Waste Water Treatment (RIZA) at the other side will be continued during the final two years 1999-2000 of the Memorandum of Understanding. The activities that were started in the previous years, will be completed. Dominant topics in 1999 and 2000 will be:

* research for ecological restoration works in wetlands, * research on eutrophication patterns (and processes) in complex water systems.

Main products will be three scientific reports (on the eutrophication status of Danube Delta Lakes, on ecological restoration in the Popina fish ponds, on ecological restoration in the Holbina fish ponds). Additionally, a new vegetation map of the Romanian and Ukrainian biosphere reserves in the Danube Delta will be published, and old publications by the Romanian ecologist Grigore Antipa will be translated in English language, and re-published.

The Dutch budget involved in this co-operation will be approximately 115.000 Dutch guilders in 1999 (approximately 62 000 US$), and 95.000 Dutch guilders in 2000 (approximately 51 000 US$). The Romanian budget involved in this co-operation will be approximately 18700 US$ in 1999 and approximately 6600 US$ in 2000.

1. INTRODUCTION

In September 1992 a mission from Rijkswaterstaat, directorate Flevoland (DF1) visited Romania and made a general agreement with the Danube Delta Biosphere Reserve Authority fTJDBRA) about scientific co-operation. This agreement was signed as a Letter of Intent in Tulcea on 16 December 1992. Consequently, yearplans for co­operation in 1993, "94, '95, '96. '97 and '98 were made and carried out by the Land Use Division of DFL (until 1996) and the Danube Delta Institute DDL The Land Use Division of DF1 was renamed and reorganised in January 1996 to become the Wetland Development and Restoration Department of the Institute for Inland Water Management and Waste Water Treatment (RIZA). The Dutch-Romanian co-operation had been formalised in 1995 by the Dutch Minister of Transport, Water Management and Public Works and the Romanian Minister of Waters, Forests and Environment Protection. In May 1995 they signed a Memorandum Of Understanding in The Hague, arranging five more years of co-operation (1995-2000) between RIZA, DDI and the Danube Delta Biosphere Reserve Authority DDBRA. From 1996 on, the yearplans were made up and carried out by RIZA, DDI and DDBRA together.

The present report describes the work plan for co-operation during the final two years 1999 and 2000, as arranged in the MOU.

1.1 General objectives of the co-operation

The Romanian and Dutch parties in this co-operation have a common interest in ecological restoration and related research in large temperate wetlands. These interests focus firstly on their own water systems. For the Romanians these are located in the Danube Delta. The Dutch interests concern the main water systems in the Netherlands, as far as they have a certain similarity to the Danube Delta.

For the Dutch the Danube Delta is a good example of a large and complex wetland. The Danube Delta has a rather complete wetland flora and wetland fauna that resembles the original flora and fauna of the Dutch Rhine/Meuse wetlands. The Dutch Ministry of Water Management, Transport and Public Works, to which RIZA belongs, has a national policy ("Derde Nota Waterhuishouding") for ecological restoration of the wetlands under its responsibility. It is the aim of this policy to contribute to the restoration of the ecological main structure in the Netherlands. This concept refers to a coherent system of nature reserves with a total surface of several thousands of hectares, distributed all over the Netherlands. The ecological main structure should re-introduce ecosystems and ecological processes to the Netherlands, that have ceased to exist in the Netherlands for many decades or even centuries. For that reason, not all needed relevant knowledge can be obtained by research in the Netherlands themselves. Especially the synergy of various wetlands, functioning more or less as a whole, is hard to be studied in the Netherlands nowadays. This synergy still is at work in a large and complex wetland like the Danube Delta. Knowledge of it is useful in the framework of the "Derde Nota Waterhuishouding", especially in the third 'screen': design and realisation of technical lay-out works. A good understanding of the main ecological processes in the Danube Delta, based upon an integration of recent abiotic and biotic data, is seen as useful reference knowledge for ecological restoration projects in the Netherlands.

For the Romanians, the Danube Delta Biosphere Reserve is of great importance as natural area. After the revolution in 1989, the new Romanian administration adopted a policy of ecological reconstruction and nature conservation in the area. The legal basis for this policy has been completed by the Law on the Danube Delta Biosphere Reserve, nr 82/1993. that was issued in December 1993. Relevant knowledge and experience to carry out this new policy are being developed in DDBRA (management) and DDI (research). Bilateral co-operation with western institutions like RIZA acts as a source of knowledge and experience for DDBRA and DDI. The Draft report on "Management objectives for biodiversity conservation and sustainable development in the Danube Delta Biosphere Reserve, Romania" (1995), especially the "List of management objectives and projects" provides a conceptual framework for the Romanian interests in this co-operation.

The co-operation aims at the following goals:

1 strengthening in widest sense the technical and management capacities of DDI, DDBRA and their local Romanian partners to manage the Danube Delta as a Biosphere Reserve,

2 problem analysis and advise for restoration measures in the Holbina/Dunavat fish ponds and Popina fish ponds, based on (field-) research,

3 survey studies at whole-Delta level, in 1998-2000 mainly concerning eutrophication patterns (and processes), based on 4 years (since 1996) of research and on hydrological and hydrochemical modelling.

From the Dutch point of view, the goals 2 and 3 coincide with essential tasks of the Wetland Development and Restoration Department and the Water Systems Department of RIZA. Results related to these goals in the Danube Delta will support the RIZA tasks in the Netherlands.

From the Romanian point of view ("Management objectives and projects"), goal 2 corresponds with the general management objective nr 8. Goal 3 does not fit into just one general objective, due to its specific limnological character. It covers the cluster of the following management projects: 3.8 + 7.2 + 28.2 + 35.3.

1.2 Activities and results 1993-1998

The first contacts were established in 1992. The actual scientific co-operation started consequently in 1993. The first years were used by both the Romanian and Dutch staff to become acquainted with each other's organisations and specific skills. This first activity was achieved by visits to each others institutes and working areas, by members of the various research groups.

Institutional help to DDI by providing various training activities, automation equipment, field equipment and laboratory equipment, is a first activity in the co-operation. The development of a Geographical Information System in DDI was strongly supported by procurement by DFI for DDI of hardware and software. Important know-how transfer to DDI took place in the field of eutrophication knowledge.

Survey studies of ecological features of the Danube Delta were a second initial activity. They resulted in the publication of the vegetation map of the Danube Delta Biosphere Reserve DDBR and explanatory report (1994), of the soil map of DDBR (1995), of its explanatory report (1996), of four thematic soil maps of the DDBR (1996), and the ecosystems map of the DDBR in 1997 and 1998. Eutrophication research started in 1996. The first results were published in 1997. A comprehensive project plan for co-ordinated research by ten authors (five Romanian, five Dutch) during three years was completed in 1997, too, and is the basis for a major effort in 1999 and 2000.

Research directly related to ecological restoration was a third initial activity. It resulted a.o. in a strategy for ecological restoration of the Holbina fish ponds, described in a final report (1996). Consequently, studies were started to prepare technical solutions for the water circulation around the Holbina fish ponds, to monitor the ecosystems development within the Holbina fish ponds, and to prepare the ecological restoration of the Popina fish ponds. The results from the studies for Holbina and Popina will be published in 1999 and 2000. respectively.

In addition to the three mainstream activities, two other, minor activities will be realised in the co-operation in I998-2000: (I) an exchange of experts in the field of migratory fish, and (2) the re-publication in English language of the major ecological publications by the Romanian ecologist Grigore Antipa. He published various important works about the ecology of the Danube Delta at the beginning of the 20-th century.

Finally, with the end of the MOU period in sight, the results of the co-operation since 1993 will be evaluated. This evaluation will result in a common Romanian/Dutch document with a description of the objectives, the activities and products of the co-operation, and their effectiveness.

1.3 Project organisation

The project runs till May 2000. At the end of this period, its status will be reconsidered. Then a new Memorandum Of Understanding may be signed as a follow-up.

The daily management of the project is in the hands of a Romanian and a Dutch project officer (R. Stiuca and H.J. Drost, respectively). Both act on behalf of their Directory Boards. The activities are planned operationally in Work Plans, _tat need approval by the Romanian (DDI) and Dutch (RIZA) Directory Boards.

Both parties deliver capacity and funds for the project activities in their own countries. The international travel expenses for missions are paid by the sending country. All costs for board and lodging, for daily allowances and for local transport are paid by the receiving country.

For information about the project, one can consult the Memorandum Of Understanding, the annual Yearplans, the Progress Reports and the project products (listed in annex 3).

The Work Plan 1999-2000 covers four activities: 1 the management of the project itself, including the evaluation, 2 ecological restoration; 3 survey studies, and 4 miscellaneous small activities.

This project part has been arranged in a separate agreement between RIZA, DDI/DDBRA and various Ukrainian counterparts. It envisages the production of one common map of vegetations and water types in the Biosphere Reserves at both sides of the Ukrainian-Romanian border in the Danube Delta. The map will be published simultaneously with a trilingual explanatory report (Romanian, Ukrainian and English), and with the eutrophication report, mentioned in section 2.3.1. The agreement is added to this Work Plan as Annex 3.

2.5.2. Re-publishing Antipa-publications This sub-project aims to the re-publication of the major limnological and ecological works, written by prof. Grigore Antipa at the beginning of the 20-th century. Antipa's ecological investigations were of very high quality and had a relatively "modem" character. Many of his works still are useful for present day ecologists in the Danube Delta; partly as a description of the local historical reference before the major human interventions in the Delta, and partly because Antipa's ideas have determined the Romanian thinking about limnology during many decades. Most of Antipa's work is almost inaccessible. This is caused firstly by the language in which it is written (Romanian), secondly by the scarcity of remaining copies of his work. The final product of this re-publishing (in I999) will be reprints in English language of Antipa's most significant publications.

ANNEX 3. Agreement Romanian-Ukrainian vegetation map

AGREEMENT FOR COOPERATION

between The Dunaisky Plavny Authority (DPA), Vilkovo, Ukraine

and the Inter-Ecocenter and Kholodny Institute of Botany (l&KIB), Kyiv, Ukraine

and the Danube Delta Institute (DDI) Tulcea, Romania

and the Danube Delta Biosphere Reserve Authority (DDBRA) Tulcea, Romania

and the Institute for Inland Water Management

and Waste Water Treatment (RIZA) Lelystad, the Netherlands.

Considering that RIZA has bilateral agreements for cooperation and technical exchange with the above mentioned Romanian and Ukrainian institutions, in the field of the ecology and the management of water systems and wetlands,

considering that, to reach the goals of these cooperations, it is necessary to draw up and analyse ecological knowledge and data of Danube Delta as a whole,

considering that the Ukrainian institutions have collected valuable data about the vegetation and the ecology of the Ukrainian part of the Danube Delta, and that Romanian institutions have collected valuable data about the vegetation and the ecology of the Romanian part of the Danube Delta,

considering that the Ukrainian and Romanian parts of the Danube Delta together constitute one coherent ecosystem,

DPA, l&KIB, DDI, DDBRA and RIZA agreed as follows:

Article I A The five parties will focus the existing bilateral cooperation projects among others upon the

production and publication of a transboundary vegetation map, covering the territories of the Romanian Danube Delta Biosphere Reserve and the Ukrainian Dunaisky Plavny Biosphere Reserve, and an explanatory report.

B The scale of the map has to be determined (minimally 1:100 000, maximally 1:250 000). Map and report will be published as three-lingual documents (English+Ukrainian+Romanian).

C. The cooperation concerning this agreement ends with the production of the vegetation map and its explanatory report, by May 2000

Article II The cooperation will include the activities, and follow the time table, as mentioned in annex 1 to this agreement.

The cooperation takes place under the following conditions:

D. One or two scientist(s) from each participating institution will be mentioned as author(s) of the map. Their names will be printed in the colophon of the map and on the inner cover page of the report. On the front pages of map and report will printed: the names and logos of the five contributing institutions None of the maps or reports will be reprinted with another cover than the above-mentioned original one.

E. The vegetation map and explanatory report will be printed in the following numbers: 100 copies for l&KIB 200 copies for DPA 200 copies for DDI 100 copies for DDBRA 250 copies for RIZA.

All five parties will keep for further use a copy of the ARCINFO files of the vegetation map, as well as digital copies of the satellite images that have been used in the production of the map. RIZA will donate to the Romanian and Ukrainian institutions copies on paper of satellite images, as well.

Article IV G. The costs for salaries of experts, involved directly or indirectly in this agreement, will be paid by

the country where the experts are employed. The costs for international travel of experts will be paid by the sending country. Costs for local transport and for board and lodging will be paid by the receiving country. All other costs (for use of equipment, etc) will be paid by the country in which the costs are made.

H. International travel by Ukrainian experts from Kyiv to Amsterdam vice versa, however, will be paid by RIZA to a maximum of four tickets Kyiv-Amsterdam-Kyiv during the agreement.

I. Maps and explanatory reports will be printed and reproduced in the Netherlands. So the costs for printing and reproduction will be paid by RIZA, within the budgets for international cooperation.

J. Romanian and Ukrainian experts visiting the Netherlands will be insured for medical emergencies by the Netherlands Ministry of Water Management, Transport and Public Works.

Article V K. Each of the above mentioned authorities appoints one project officer who is authorized to arrange

and to manage the total execution of the project concerning his party.

Article VI L. Any unsettled questions arising in connection with the implementation and realization of this

agreement, will be solved by negotiations between the parties, who shall endeavor to reach an amicable settlement by any suitable method to be mutually agreed upon between them.

Done and signed in Lelystad July 2-nd 1998, in five copies, all in English, being equally authentic.
