    Executive Summary Now a days, working environment of any organization is very much important issue for all over the world. Global competition has passed a difficult challenge for organizations in general and for export oriented organizations in particular. Export oriented organizations must have to ensure and fulfill the standard working environment which improves productivity and enhance organizational effectiveness. As a student of Diploma in Social Compliance, analyze working environment of Dip Knitwear Ltd. is very important and crucial to enrich knowledge. In such study, both theoretical and practical knowledge is required. After completion of theoretical part of the Diploma course, I sent out to have practical knowledge as part of the course. The internship report program is organized to give me an opportunity for enriching my capabilities. In this report I had tried to focus on both theoretical and practical knowledges. My internship report topic is A study on working environment of Dip Knitwear Ltd.. I have tried my best to flash out the actual scenario of working environment of Dip Knitwear Ltd. I have tried to follow the case study method for preparing this report, which is very important to find out the truth. This is hidden behind the curtain, in the case study of Dip Knitwear Ltd. effort has been given to disclose about organizations working environments step by step. For convenience of the reader the first chapter of this report covers Introduction, Objective, Methodology, Scope, Limitations and study plan of the report while second chapter deals with an over view of Dip Knitwear Ltd. The third Chapter deals with the findings of the study and fourth chapter deals with SWOT analysis of the factory. The fifth chapter covers Corrective Action Plan and recommendation has been provided in chapter six. Conclusion has been drawn in chapter seven and the report ends with appendices.

    Chapter 01 Introduction

    1.1 As part of the Diploma in Social Compliance, I have been sent to visit Dip Knitwear Ltd. And have been advised by the course teacher to study on Working Environment of the factory. I tried my best to highlight good working environment issues of the factory also tried to find out the opportunities the factory have to improve. Because of, it is very much essential for the factory to sustain and for the nation to earn foreign currencies by developing knitting sector. The development of knit garments as if RMG has importance for Bangladesh because of the enormous potential it has as a source of foreign exchange earnings. The sector is relatively more labour intensive than other manufacturing activities and it has been playing a significant role in providing employment opportunity to the countries growing labour force. Currently a great number of people are employed in this sector. To survive the RMG sector, we have to be more attentive to our worker/human resources. This is why companies should create a healthy, wealthy and safe working environment. As per Bangladesh Labour Law - 2006 and buyers Code of Conduct (COC) companies should provide a good working environment for workers which is pre-condition of high productivity.

    1.2 First, the study is very much important for me as a social compliance student. The study creates an opportunity for me to observe the working environment of knitwear sector and also enable me to find out the opportunities that have to improve for the betterment of the factory as well as for the sector knitwear industries. The study has opened my eyes, foresight ness and strengthens my confidence to perform such audit which will be benefited to me in future. Secondly, in the study I have find out some issues which will help the factory to improve working environment of the factory to sustain in the competitive market to ensure better working environment and to serve for the nation. Finally, the study is very much important for the knitwear sector as well as for the nation. Because, in the development history of Bangladesh, knitwear sector contributed a lot in terms of employment, involving women in the formal sector, increased substantial export earning etc. One significant aspect of the sector is in human development aspect. To keep it up and increase day by day and further improvement of the sector we have to be careful on continual improvement of working environment of factories.

    Importance of the study

    To know about discrimination between male and female worker.

    To know that how they implement health & safety issues for their workers.

    To know that how the factory comply with Bangladesh Labour Law 2006.

    To know how they maintain and ensure working environment.

    To find out the gaps/lacks the factory has to improve.

    1.4 The scope of this report is limited to the working environment of Dip Knitwear

    Ltd. Such an important study requires in depth analysis of every activities. To

    make the study well representative, a number of different Knitwear factory were

    required to be covered, Because of awe full business in my job, time constraint

    & space limitation fixed by the course coordinator it was not possible to make

    the study as in-depth as it was actually required. Besides, it needs more

    interaction with different people, workers of the factory but due to time

    constraints and my business in my work place could not able to do so. However,

    this study might create a scope of further study in this important area, which will

    certainly be more intrusive and extensive, more information, more

    representative, more insightful and useful.

    Scope and limitations of the study

    Methodology of the study The facts and figures used in this study report have been collected both from

    primary and secondary sources. To collect data direct interview and opinion type

    questionnaire was used. I discussed with the executives and officials of the

    factory and found the approximate data which has been presented in the report.

    1.5.1 Primary Data

    Primary data is collected from Dip Knitwear Ltd. through direct interview method. Mr. Anisur Rahman, Compliance Manager and some other executive and workers were the prime source of primary data collection.

    1.5.2 Secondary Data

    The data and information is also taken from the journal of Bangladesh Knitwear Manufacturing and Exporting Authority (BKMEA), News papers, books, relevant journals and also from Internet.

    Incorporation of Dip Knitwear Ltd. Dip Knitwear Ltd. is a limited company which is incorporated under Bangladesh company act 1994. It starts its business from 2005.Head Office of the company is located at Dhaka and factory located at Gazipur. Mr. Jahangir Alom is the Chairman of the company.

    Chapter 03 Findings from the study

    Findings from the study

    A: 01.

    (I) The employees are trained up to operate critical plant operation before evacuating the proper procedures.

    Emergency Action Plan To establish a good working environment a company should have emergency action plan. As part of emergency action plan a company should have escape procedures and routes been developed and communicated to all employees. I observed and studied the factorys present emergency action plans and found that,

    (II) Employee alarm system provides warning for emergency action recognizable and perceptible above ambient conditions.

    (III) Alarm systems properly maintained and tested regularly. (IV) Emergency action plan reviewed and tested regularly. (V) Employees know their responsibilities during emergencies.

    02. Emergency Exit Doors In every factory there should be emergency exit door which is required to serve as emergency exit that the way of exit travel is obvious and direct. We did not find any emergency exit door in Dip Knitwear Ltd. which is very much unexpected. It indicates poor working environment of the factory. The authority should take immediate steps to construct emergency exit door along with Emergency Exit sign because of safety of its manpower on emergency cases. 03.

    To protect fire every factory should have fire protection plan. factories should established practices and procedures to control potential fire alarm system and it

    must be tasted at least once in a year. In adequate numbers and types of fire extinguishers should be mounted in readily accessible locations and free from obstructions or blockage.

    Figure: 01 Fire extinguishers should be recharged regularly and then noted on the inspection tag. Employees should be trained in the use of extinguishers and fire protection procedures. We did not find any written and documented fire protection plan. There are adequate numbers of fire extinguishers are mounted but all fire extinguishers are not mounted on readily accessible locations. Document of fire fighting training not found.

    Fire extinguisher 04. Flammable and combustible materials In all factories combustible debris and waste materials should stored in covered metal receptacles and removed from the work environment. Proper storage method should be used to minimize the risk of fire and spontaneous combustion. All connections on drums and combustible liquid piping tight. Flammable liquids should keep in closed containers when not in use. No Smoking signs should be posted and enforced in area where flammable or combustible materials are stored or used. In Dip Knitwear Ltd. we found that all waste materials are stored in covered metal and NO SMOKING sign is posted in stored area.

    Boiler Room We visited the boiler room of Dip Knitwear Ltd. and found that working space of boiler room is very narrow. The boiler room should be wider and decorated. So that boiler operator can move easily and feel free and convenient in work.

    Figure: 04 There is only one in and exit door, the main in and exit stair are very high which is hazard and may be caused of accident in case of any emergency exit. Stair

    As per Bangladesh Labour Act (BLA) 2006, Section 62(1), every establishment shall be provided with at least one alternative connection stairway with each floor and such means of escape is case of fire and fire fighting apparatus, as may be prescribed by rules. The authority should take necessary steps to create such alternative connection stairway with each floor which is the pre condition of better work place and standard working environment. 07. First Aide Box

    First Aide Box

    The factory has sufficient numbers of First Aide Boxes. But some of the boxes are kept in such a place which is not easy to use and not near the work place. It is also observed that, the medicine in first aide boxes is not adequate and all of the listed medicine and accessories were not found in these boxes. The most serious violence of rule and compliance that observed during visit the factory is that, we found pain killer in one of the first aide box which is extremely prohibited.

    As per BLA 2006, Section 89 (1), in every establishment be provided and maintained (First Aide Box), so as to be readily accessible during all working

    hours. First Aide Boxes or cupboards equipped with the contents prescribed by rules. The authority should take care of these first aide boxes. So that proper and adequate number of medicine and accessories are kept in these boxes. The first aide boxes to be kept in right place, well equipped and in-charge of a responsible person who is trained in first-aide treatment and who shall always be available during the working hours of the establishment. So that, in emergency situation workers gets emergency services easily and smoothly.

    On the other hand, in spot removing section, workers found with musk which is not proper musk for this room. Authority should be care of Personal Protective Equipment (PPE).

    Spot removing room MSDS policy is posted in spot removing room. In spot removing room workers are found working with out hand gloves which is work hazard and may be caused of unfortunate accident. Figure: 06

    During visit we have seen a child care room which is standard in terms of size but the floor mate is not risk free for child because it is not soft as need for the child.

    On the other hand we did not find any trained women in child care room although 55% of employees of the factory are women. Interesting is that, we did not find any child in the child care room which is much undesired and question of interest and willingness of the authority.

    As per Bangladesh Labour Act 2006, Section 94(2), Such rooms shall provide adequate accommodation, adequately lighted, ventilated and maintained in a clean and sanitary condition and shall be under the charge of women trained or experienced in the care of children and infants. Section 94(7), such rooms shall be adequately furnished and equipped and in particular there shall be one suitable cot or cradle with necessary bedding for each child, at least one chair or equivalent seating accommodation for the use of each mother while she is feeding or attending to her child and a sufficient supply of suitable toys for the older children. Employees may be encouraged positively to bring their child in the child care room for betterment of their child and the rooms should be well equipped. 10. Doctors Room

    The factory has a doctor room. We found one paramedics in the doctor room but we did not find any doctor in the premises of the factory.

    As per Bangladesh Labour Act 2006, Section 89(5), In every establishment wherein three hundred or more workers are ordinarily employed, there shall be provided and maintained a sick room with dispensary of the prescribed size, containing the prescribed equipment or similar facilities, in the charge of such medical and nursing staff as may be prescribed. As the factory has more than 300 hundred employees, it has to deploy a full time doctor.

    There is a Big store room. All items are kept in store room systematically. Items or cartoons were marked with identity. Lighting in the store room found enough. Figure: 10

    Though the store room is looking very nice and systematically furnished, we found a non compliance in store room. That is, an open aciton pot was found in store room which is dangerous for working environment. Management should be careful about it.

    Chemical Dram As per requirement, chemical dram should be kept in separate and safe space. Chemical Dram should not keep on the open floor. It should keep on rack and in safe area for safety work place.

    During visiting the factory, we found a chemical dram in open floor without any rack which is violence of safety work place and code of conducts of buyers and standards.

    A factory should have enough space to escape with aisles marked. As per BLA 2006, Section 92, in every establishment

    (I) All floors, stairs, passages and gang ways shall be of sound construction and properly maintained and where it is necessary to ensure safe steps, stairs, passages and gang ways shell be provided with substantial handrail.

    There shall, so far as is reasonably practicable, be provided and maintained safe means of access to every place at which any person is, at any time, required to work.

    (III)

    Aisles path During visit we found that, goods were kept in aisles path which is clear violence of above mentioned act. Therefore, the management should take proper steps to comply with the act.

    14.

    All floors, ways and stair ways shall be cleaned, wide and clear of all obstructions.

    For the safety of employees and work place, in every power distribution board, there should be an ebonite sheet to protect any danger.

    We have found a power distribution board, where ebonite sheet not found which creates a risk for the factory.

    The authority should attach an ebonite sheet with power distribution board immediately. Power Distribution Board 15.

    As per BLA-2006, Section 56 (1), No work room in any establishment shall be over crowded to an extent injurious to the health of the workers employed therein.

    Workers are working BLA-2006, Section 56 (2),Without pre judice to the generality of the provisions of sub section (1, there shall be provided for every worker employed in a work- room, at least 9.5 cubic metre of space in the establishment.

    During visit, we found the factory over crowded which is great violence of BLA-2006. Authority should take proper steps to comply the act. 16. Cleaning Check list As per

    BLA 2006, Section 51, every establishment shall be kept clean and free from effluvia arising from any drain, privy or other nuisance. Figure: 18

    section 59(d), latrins and urinals shall be maintained in a clean and sanitary condition at all time with Suitable detergent and disinfectants.

    Cleaning Check list On 24 September, 2011, while visiting the factory, up to 1.00 p.m. the cleaning checklist not marked which arise questions about regular cleaning. The cleaning matter is very much important because, all buyers code of conduct and standards are emphasizing on cleaning. The management should monitor and ensure that, cleaning is regularly done. Cleaning check list should also be marked in due time. 17. Electric Ware

    Before entrance of the factory, we found some loose cables connected with light point. These types of loose cables are dangerous in terms of safety of the factory as well as for the employees working in the factory. Figure: 19

    For the safe working environment, cables should be covered with channel. The management should take immediate action to cover the ware with channel.

    During visit, we found almost every worker is working with wearing mask. Some workers are ignoring mask, which indicates lack of awareness about health hazards in work place.

    As per policy, there is no discrimination and harassment in the factory regarding hiring, promotion or increment and equal opportunity for all employees.

    As per law, factory should hire a full time Gov. register doctor.

    There is no grievance policy & procedure.

    Factory should prepare a grievance policy and procedure based on labor law. It should be posted on factory for workers knowledge and should be communicated to workers.

    In the salary sheet of August, 2011, all deduction amounts found error.

    All kind of deduction should be mentioned in pay sheet and pay slip should be prepared without any error.

    14 Leave Leave is very much restricted. Leave application not found in personal file.

    Factory must allow workers to enjoy their leave as per law. Management should communicate the leave entitlements to workers. As per law, piece rate workers also entitled to get paid leave. Leave applications should be kept in personal files.

    Insurance Factory has group insurance for workers.

    The Company has very experienced workforce. The company is situated beside the highway which is important for

    delivery of products and collect raw materials for the product. There is no discrimination and harassment in the factory.

    The space of the company is narrow.

    W = Weakness

    The factory yet not formed WPC The factory has no full time doctor The factory has no trained women for keeping child in child room. The company is not maintaining age verification certificate.

    The management can benchmark its working environment with those of another firm, particularly a competitor as a way to out perform the competition.

    By practicing ILo, SA8000, WRAP, BSCI, FLA, ISO standards the company may be certified which will help to improve the business.

    Conclusion

    As part of DSC course, I studied the working environment of Dip Knitwear Ltd. as I instructed by the course teacher. Being a student of DSC, for the first time I audited the factory. As it is my first assignment there might be some shortage in data collection, analysis and presentation. Due to short visit and time constrain limitations lies with the study. Even though, I tried my best to find out the actual scenario of working environment of the factory. The result of the study shows that the factory has some core strength which helps the factory to compete in the market. The factory has some weaknesses which is removable. If the authority keep their eyes on the weaknesses and try to achieve the standards and remove the shortfall, it will be a class one and high productive factory in Knitwear sector. The factory also has some threat which has to overcome carefully. The factory has great opportunity in future. Management should smoothly utilize the opportunities and overcome it weaknesses to achieve its mission and vision.
