Land Use and Environmental Planner

ASSISTANT PLANNER

Started my career as a city planner.Processed and reviewed proposed development projects in City of Elk Grove.Prepared staff reports, ordinances, and resolutions.Assisted the public at information counter.Worked on City of Elk Grove's first General Plan.Conducted environmental review and prepared documents required under CEQA.Presented to decision makers. Conducted code enforcement for City of Rocklin.

PROJECT PLANNER

Continued my career as an land use planner.Assisted land developers through entitlement process.Acted as liaison between land developers and public agencies.Prepared due diligence reports.Assisted public agencies with preparation of environmental documents required under CEQA and/or NEPA.Conducted hands-on oversight of remediation projects to assess the onsite environmental impacts and analyzed their successfulness.Coordinated efforts being pursued by other associates including surveyors, engineers, environmental specialists, public agencies, and the developer themselves.

ASSOCIATE PLANNER

Continued my career as an environmental planner.Managed preparation of environmental documents required under CEQA and/or NEPA.Analyzed environmental impacts as part of team effort.Wrote technical sections for environmental documents.Supervised preparation of environmental documents utilizing information from clients (e.g., state, city) and other professionals (e.g., air quality consultant, traffic engineers) to conduct environmental impact analysis of development projects .Diligently maintained budgets and worked within stringent schedules.

NOISE ANALYST

As a change of direction in my career, I applied mathematical principles of acoustics to noise.Analyzed noise impacts associated with land development including:- Short-term construction activities,- Long-term operations (e.g., HVAC equipment),- Increased traffic .Wrote technical reports specifying noise sources and affects on sensitive receptors.Recommended mitigation measures to reduce noise levels.Used computer software (e.g., SoundPLAN, TNM) to model noise generated by project activities.Created graphics showing effectiveness of design features (e.g., sound walls) to reduce noise levels .

Graphically displayed and visually identified noise levels in the environment

PROJECT EXPERIENCE

Nevada Irrigation DistrictWrote technical sections (e.g., air quality, noise, traffic) and oversaw production of the Lower Cascade Canal Banner/Cascade Pipeline EIRCity of Elk Grove, CA Reviewed various Subdivision Map proposals in compliance with the Subdivision Map Act including design review and any required rezones, amendments, and variancesCity of Rocklin, CA Enforced the City’s municipal code regulationsCity of Roseville, CA Managed preparation of EIR for the Downtown Roseville Specific PlanLos Angeles Department of Water and Power (LADWP)Wrote technical sections for, oversaw production of, and acted as assistant project manager for the Owens Lake Moat & Row Dust Mitigation EIRHumboldt County, CA Conducted a technical noise study as part of the Bear River Ridge Wind Power Environmental Impact Report. The noise study analyzed potential noise impacts that could be generated during construction activities and operation of wind turbines and electrical transmission lines. Sacramento Area Flood Control Agency (SAFCA)Performed in-field noise measurements during construction activities of the Natomas Levee Improvement Program in Sacramento and Sutter Counties. Noise measurements were used to field-verify noise modeling conducted for the environmental document.
