The first run of the year the Bunny Hop had a great turn out and was a good ride. We had 34 people for the Blood Drive. Thanks to all that have come out. Thank you to Cathy for getting all the media support. Can’t wait to go to my first BOD meeting and the Awareness Rally in Springfield, IL. Next chapter event is the Awareness Parade on May 16 th hope to see all of you and everyone that attends this event. Let’s continue to bring in those new members and the ones that have not renewed. Continue to spread the word of what we stand for. Thank you to all that came out to help do the first clean-up of the year on the road that was adopted in our chapter’s name. We have some good events coming up hope to see a good turnout at them all. Remember they are to help support A.B.A.T.E. as a whole. Loving this nice weather looking forward to more time on the road. The first run of the year the Bunny Hop had a great turn out and was a good ride. We had 34 people for the Blood Drive. Thanks to all that have

President - Reminder to sign the attendance log. I want to pose a question at each meeting. This month's is, why did you join A.B.A.T.E.? Joe won a T-shirt

with his response, 'I want my kids to have the same rights to ride I have, to ride free.' VP - We will be distributing the banners today.

State Board Rep - The next meeting is April 25th. Treasurer - Reported the beginning and ending balances.

Legislative - See report Membership - KVA currently has 305 members Safety & Education - 5 presentations at Harlem, and 1 at Drivers Edge last

month Newsletter & Media - We will be at Walmart in Loves Park on the 1st Saturday

in May for Motorcycle Awareness month. We could use volunteers for folding & stickering the newsletters. Products - See report

Road Cleanup - We had a lot to pick up this month following the winter. The next road cleanup will be the morning on July12th. Meet at the Cherry Valley Cafe at 10:30 a.m.

Activities - Bunny Hop was a good turnout, about 55 people. The parade will be May 16th; lineup at 10 to 11 a.m. with departure at 11 sharp from the

Carlson Ice Arena parking lot. Webmaster - We will be starting a new photo contest this month. Keep track of the number of photos on the web front (Home) page, beginning with the photo

of Wayne 'Skip' Grow on his motorcycle. The contest will wind up in the fall. New Business

The VFW needs volunteers for Friday night fish fry. A 6-person crew is needed.

Phil won the membership raffle. John Tanner won the T-shirt. Steve won cards.

Hello K.V.A., riding weather is finally here. Mid 70,s as I send this. The

first photo of the new seasons contest has been on the front page of the website for a few days. I will not change it till at least mid-week. Most

likely with a shot from the first run or the blood drive. Again the tie breaker will be the number of times Larry’s bike is in the photo. There be no more than 80 pictures in total. Keep in mind a photo shoot of our products using live models. Might as well wait for some of our new

products to arrive. All we need is a few hours on a nice day. Let’s have fun! See Ya

Legislative Report, April 2015

LOCALLY – We’ve got good news and bad news. First the bad. The

election on April 7th for villages, cities and school boards set a dubious record locally; the lowest voter turnout on record, 6%. A couple of races were extremely close. In Loves Park, Alderman Greg Jury won re-election by just 5 votes. In Rockford’s 6th ward Pamela

Connell beat Marcus Hill by just 8 votes. So much for the theory

that your vote doesn’t matter much. Now the good news! My wife

Kathy was running for re-election to a 2 year term on the Rock Valley College Board of Trustees and won big time with 64% of the vote. A big thank you to everyone who supported her.

SPRINGFIELD – Recall that last month I reported that Governor

Rauner was freezing nonessential spending, including capital projects

like bringing Amtrak to Rockford and the MRO to the airport in

addition to shifting money from the State’s numerous dedicated

special funds to the General Fund to cover the $1.6 billion deficit that

was built into the current budget by the previous administration. His

proposal passed both houses and was signed into law. General

Fund money was running out for daycare providers and prison

guards without new money from somewhere else. Now he’s working

on the projected $6 billion shortfall in next year’s budget

HB3944 - MOTORCYCLE ACCENT LIGHTS - Provides that a

motorcycle may be equipped with auxiliary accent lights. The

auxiliary accent lights shall not be red or white or oscillating,

rotating, or flashing lights. Defines "auxiliary accent light"as small

colored lights tucked in on the underside of motorcycle gas tanks

and frames. The bill increases visibility of motorcycles, especially at

night. NHTSA published a report on the effectiveness of side marker

lights on motor vehicles. The report concluded that side marker

lights are a cost effective safety device which reduce the number of

nighttime angular collisions that occur in the United States.

Maryland, North Carolina, Pennsylvania and West Virginia, have

passed similar legislation. It makes sense to give Illinois

motorcyclists the same safety tools already in use in other states.

Illinois had a 22% drop in motorcycle fatalities in 2014 when

compared to 2013 fatalities and we feel this will be another way to

drop our fatalities’ by being more visible at night.

HB4105 - BLUE DOT TAIL LIGHTS - Provides that motorcycles

may be equipped with a blue light or lights located on the rear of the

motorcycle as a part of the motorcycle's rear stop lamp or lamps.

This bill will legalize customizing with “Blue Dot” tail light lens. It is

a small dime sized area in the tail light lens that has a blue plastic

area that bikers like to use as a personal taste, much like vertical

license plates, handlebars that are head high to the operator, or a

different color of paint that came on the bike originally.

HB3538 - GAMING-POKER RUNS - Amends the Raffles and Poker

Runs Act. Redefines "poker run". Allows bona fide not-for-profit

organizations to be licensed to hold poker runs. Provides that the

governing body of any county shall (rather than may) establish a

system for the licensing of organizations to operate poker runs.

This bill will make it easier for county governments to understand

the language and allows not for profit organization/clubs to do

poker runs to make themselves financially fit in order to do poker

runs for Charities.

WEIRD (& SCARY) NEWS: FBI ADMITS ALL MOTORCYCLE

OWNERS ARE ON CLASSIFIED GANG LIST - MSNBC

correspondent Jeremy Lancaster sat down with government official

Darrin Cornia to discuss recent rumors that have been in

circulation in regard to registered motorcycle owners being placed

on a classified FBI gang list. Mr. Cornia holds a position within the

National Security Branch of the government and agreed to complete

transparency prior to his interview with MSNBC. Lancaster bluntly

asked the following question,” Mr. Cornia, if I were to make the

statement, all registered motorcycle owners are currently on a

classified FBI gang list, would the statement be true or false?

Cornia responded by saying, “That would be a true statement, the

FBI has been collecting and compiling Department of Motor Vehicles

and Driver’s License Division records for the purpose of adding

those that own motorcycles to a classified gang list since 1994.

Lancaster asked Cornia to explain the reasoning behind the list.

Cornia replied, “It’s nothing more than collecting and utilizing data.

We may not like to admit it, but the truth of the matter is that those

that own and operate motorcycles are 67% more likely to be

involved in illegal or criminal activity than those that do not own or

operate a motorcycle.”

Lancaster asked Cornia if placing citizens on a gang list just

because they are registered motorcycle owners is considered as

profiling, Cornia responded, “as a nation do we complain when we

add someone that has a Crips or Bloods tattoo to a gang list even

though the individual swears up and down that they don’t have

gang affiliation? Again these are 2 situations that are

interchangeable, we can’t pick and choose.” Lancaster asked how

individuals can find out if they are on this classified gang list to

which Cornia responded, “Did you register a motorcycle or obtain a

Class M license anytime between the year 1994 and 2015? If so,

than you are on the list.”
