Summer is in full force, and hopefully people are using the facilities at the Amenity Center, including the pool, tennis courts, volleyball and basketball courts, playscape, and swing set. e Association has rules governing the use of the Amenity Center facilities that are posted at each of the facilities as well as online at the Association website (www.woodglen.org). e rules are primarily in place to ensure the safety of residents and their guests using the facilities, as well as to comply with state regulations. For example, children under the age of 14 must be accompanied and supervised by an adult (18 years or older) at all times. No glass or breakable containers are allowed around the Amenity Center, and no pets/animals are allowed with the pool area. e rules also limit the time of the day the facilities can be used. Further, the trail is for use by cyclists and pedestrians, not motorized vehicles, although there is an exception for motorized wheelchairs. Save the date of August 23rd for our upcoming Back-to-School event, sponsored by Tara Knight of Keller Williams Realty. Additional sponsors include Tucker Engineering and CMA. Another thing I want to discuss is being a considerate neighbor. While I have been president, there have been several instances where neighbors have been in conflict. Many of the rules in the CC&Rs are written to ensure the reasonable enjoyment of each residents property. But there are many situations where there is not a rule. is doesn’t mean we should always be prevented from doing something just because it may annoy our neighbor, or that my neighbor is always prevented from doing something that annoys me. On the other hand, it also doesn’t mean I should always do what I want, just because there isn’t a rule to stop me. For example, there is a noise ordinance in Round Rock that prohibits me from playing music loud enough to disturb the neighbors at certain hours of the night. However, just because the ordinance doesn’t prohibit me from playing loud music during the day, doesn’t mean I should play loud music all day every day. ere are a lot of little ways we can be considerate of our neighbors. For example, we can aim our outdoor lighting to minimize the amount of light shining on our neighbor’s windows, or in some situations we can reduce the brightness or use motion sensors so security lighting isn’t on all the time. We can be mindful of when our dogs are outside barking, or we could be more understanding when our neighbor’s dogs are barking. Sometimes the dogs are barking to alert us of a problem, other times they are just being annoying. So, while it is unreasonable to expect dogs to be quiet all the time, it is also unreasonable to expect our neighbors to be understanding if our dog is outside all day barking constantly. As a reminder, modification committee approval is required before starting a project that would alter the outside appearance of your home. is includes replacing the shingles on your roof with a different color or style of shingle, repainting your house a different color, replacing your fence with a fence of a different color or style, adding additional raised beds, removing or replacing trees, installing a swimming pool, playscape, outdoor kitchen, gazebo, or other structure. e role of the modification committee is to ensure that plans are in keeping with the various CC&Rs, rules, and policies in place, and preapproval can avoid the trouble of having to make changes during or after completion of the project. same type within 6 month continue to escalate the process. The board, if requested, will review violations and has the authority reset the process or void a fine depending on the circumstances. So, if you feel you have received a notice in error, please contact CMA and the board so the issue can be reviewed.

The board is working on a few policy updates and will post draft policies on the Association website when they are ready for review, hopefully by the time you receive this newsletter. One relates to parking RVs in the neighborhood. While the CC&Rs prohibit storage of RVs in the neighborhood, they do not prohibit parking of an RV temporarily to load or unload. Another relates to xeriscaping. Last year, the State of Texas implemented a new law to prevent HOAs from prohibiting xeriscaping. The idea behind xeriscaping is to use native plants in our landscaping to reduce the amount of water needed to maintain our yards. It makes a lot of sense in central Texas where we have extended periods of droughts. However, we still would like nice looking and well-maintained yards. The board welcomes your comments and would like to consider as many different perspectives before finalizing the new policies.

People may have noticed their Ashe juniper trees, commonly called cedar, turning brown. This most likely is being caused by juniper budworms. There was an outbreak of these insects in 2002 and there was no longer term damage caused to the Ashe juniper trees. It is unknown what will happen to the trees from the current outbreak.

Juniper budworms are a yellowish-green to green caterpillar with a brown head capsule. The caterpillars feed on Ashe juniper foliage and build silken tubes on the branches of the trees. The silken tubes are typically on the tips of branches and are where the insect pupates. Adult moths are a mottled brown color and blend well with the dead Ashe juniper foliage. Adults rest on the host plant during the day and do not move unless disturbed.

In rural areas, it may not be feasible to manage the juniper budworms, especially on large parcel of land. Individual landowners may choose to treat prized trees on their property. Infested branch tips can be removed by hand. Do not drop the branch tips on the ground, but instead, place them into a bag and dispose of them.

If a pesticide treatment is desired, look for active ingredients such as Bacillus thuringiensis var. kurstaki, azadirachtin (neem) or spinosad. Products will work best on smaller caterpillars. When using pesticides, read and follow all label instructions.
