    DearVeteranAdvocate,

    Iamoftenaskedhoworganizations,governmentagenciesandindividualscanimprovethelivesofwomenVeterans.

    TheCaliforniaDepartmentofVeteransAffairs(CalVet)createdtheWomenVeteransOutreachToolkittoanswerthemostfrequentlyaskedquestionsaboutwomenVeterans.

    ThisToolkitassistsVeteransandadvocatestobetterunderstandwhoweare,whatneedswehaveandthechallengeswe

    face.Wearefarmorethanjustthesumofourmilitaryserviceorourgender.Wearewomenofcontentandcharacter,

    ofintegrityandresourcefulness.Wearerecognizedleaders,steadfastvolunteers,conscientiousstudents,honest

    consumers,andcommittedworkers.

    YoumayaskwhyitisimportanttoviewwomenVeteransasadistinctgroup.Afterall,arentwealljustVeterans?Yes

    andno.WomenwhoservedintheU.S.ArmedForceshaveuniqueneeds.Wearemorelikelytobetheprimarycaregiversforourspouses,children,andparents.Wehavegenderspecifichealthcareneeds.Onaverage,weareyoungerthanour

    maleVeterancounterpartsandmoreethnicallydiverse.Wearealsothefastestgrowingcohortintheactiveduty,Guard,

    Reserve,andVeteranpopulations.

    ThepurposeofthisToolkitistoeducatethepublic,governmentagencies,advocates,andVeteransabouttheneeds

    ofwomenVeteranssoprogramsassistingthemaremoreeffective.ThisToolkitprovidesstatistics,organizational

    bestpractices,atodolist,andadditionalresources.IhopeyouusethisToolkitasthefoundationforrecognizingand

    improvingthedeliveryofservicestoourwomenVeteransinCalifornia.

    WOMEN IN SERVICE

    WomenhaveservedintheU.S.ArmedForcesinsomecapacitysincetheAmericanRevolution.WomenearnedtheSilverandBronzeStarMedals,werewoundedorkilledincombat,andtakenasPrisonersofWar.

    In1948,Congressmadewomenapermanentpartofthemilitaryservices.1

    In1988,theDepartmentofDefenseadoptedariskrulethatexcludedwomenfromnoncombatunitsormissionsifthe

    risksofexposuretodirectcombat,hostilefire,orcapturewereequaltoorgreaterthantherisksinthecombatunits

    theysupported.2

    Womenareauthorizedtoservein99%ofAirForce,66%ofArmy,68%ofMarineCorps,88%ofNavy,and100%of

    CoastGuardoccupations.3

    In2013,SecretaryofDefenseLeonPanettaliftedthebanonwomenincombat,allowingthemtoofficiallyserveonthefrontlinesforthefirsttimeinU.S.ArmedForceshistory.4

    In2013,thefirstfourwomeninhistorygraduatedfromthe59dayinfantryevaluationcourseattheMarineCorps

    SchoolofInfantryinCampGeiger,butarestillnotcurrentlyallowedtojoininfantryunits.Instead,theyaresentto

    noncombatjobsaspartofcontinuedresearch.5

    In2014,thefirstwomangraduatedfromJungleOperationsTrainingCourseasaU.S.ArmyInfantryman.6

    Thereisahigherrateofminoritywomenservinginthemilitarythanminoritymen.7

    IntheU.S.ArmedForces,aslightlygreaterproportionofwomenthanmenarecommissionedofficers

    (17%vs.15%respectively).8

    RAPID POPULATION GROWTHThewomenVeteranpopulationisincreasingrapidlythroughoutthenation,especiallyinCalifornia.Since2007,the

    populationofwomenVeteransincreasedby1.1%,makingCaliforniathesecondlargestpopulationofwomenVeteransin

    thenation,behindTexas.

    InCalifornia,womencompriseapproximately:

    184,257or11%ofallVeterans.9

    DISABILITY BENEFITSWomenVeteransexperienceadditionalbarrierstoreceivingandutilizingVAdisabilityVeteranbenefitsbecauseofalack

    inappropriateresearch,knowledge,andaccountability.

    InCalifornia:

    ManywomendonotselfidentifyasVeteransandthushavealowerrateoffederal/statebenefitutilizationand

    participationinVeteranevents/organizations.17

    In20122013,womenVeteranscomprisedonly5%ofthetotalcustomerpopulationservedbyCountyVeteran

    ServiceOffices(CVSO).18

    Nationwide:

    2outof3disabilitycompensationclaimsinvolvingPosttraumaticStressDisorder(PTSD)relatedtoMilitarySexual

    Trauma(MST)19weredeniedbytheVA.2032%ofthePTSDclaimsrelatedtoMSTwereapprovedcomparedto54%ofPTSD(combat,MST,andall others).21
