1. To ensure Winthrop’s ability to maintain the quality, value and special nature of the Winthrop Experience as the student body grows, Winthrop will:

• Assess the university’s progress in meeting longer-term academic, residential, support services and other needs, as outlined in the “Next Horizons” presentations (See: http://www.winthrop.edu/president/educationbydesign/default.aspx .)

• A feasability analysis of future growth potential was completed this year by George Dehne Associates (GDA.) Pertinent information was shared with the university community and progress is being made in implementing necessary changes.

• Identify what capacities, staffing and resources will be necessary to meet academic, facilities and support service needs to accommodate incremental growth in enrollment while maintaining and building upon Winthrop University’s nationally recognized quality and value.

• Hired Academic Space & Scheduling Coordinator in February 2008. Addition of the new position has provided for better coordination of course scheduling and classroom utilization across academic colleges. Work is underway on the inventory of academic space, updating the student information and facilities files to further assist with scheduling and reporting needs. Research is continuing on software available to assist with management of space inventory and utilization.

• Explore land acquisition needs and opportunities in the context of Winthrop’s acquisition of the American Legion property and potential acquisition of adjacent city properties.

• WUREF studied possible acquisition of University Place property but did not obtain the property.

• Develop a long-range plan for Winthrop University consistent with its legislative mandate to be “a first-class institution of higher education” offering its community of learners such features and programs “as the progress of the times may require.”

• Plans for campus wide improvements continue. Facilities projects are moving forward as are new residence life initiatives and academic programing initiatives that reflect current student needs.

To deepen and enrich the manner in which Winthrop University fulfills its mission as a community of learners with individual student academic and personal development at its heart, Winthrop will continue to create and articulate a series of progressively developmental experiences that are designed to prepare students to live, learn and lead successfully throughout their lives, both personally and professionally. • Enhance understanding of the purpose and rigor embedded in Winthrop’s foundational “Touchstones” academic experiences by ensuring references to the program and its core concepts are infused across key communications.

• An inventory of publications and websites with reference to the general education program and courses was made. Coordinated efforts with University Relations, Student Life, and Academic Affairs occurred to ensure university communications appropriately reference and describe the Touchstone Program.

• Continue to assess the impact on student progress of both Winthrop’s foundational “Touchstones” program and the distinctive two-year residential experience and incorporate findings into on-going refinement of both programs.

• University College has worked with the Office of Institutional Effectiveness to initiate on-going assessment of the Touchstone Program, as well as the Touchstone Core. Identified several desired outcomes and began collecting data to measure how well our students are reaching intended outcomes. This is a work in progress and will be on-going.

• Utilize assessment of Winthrop’s residential Academic Success Communities to inform decisions regarding the appropriate number and nature of such communities in future academic years.

• The Department of Residence Life and Institutional Effectiveness identified three major Intended Student Outcomes to measure and evaluate the overall program. The department will use data from NSSE, EBI Resident Assessment, and Institutional Research to measure effectiveness. As the data results are received over the summer, staff will analyze them and form action items and plan for the next assessment cycle.

3. To build on its record of nationally recognized quality and value while ensuring the continued availability of the distinctive Winthrop Experience for students of the future, Winthrop in 2007-2008 will:

• Review progress made through its Quality Enhancement Initiative investments in personnel, facilities and technology over the past five years.

• Investments in the Quality Enhancement Initiative over the previous five years has resulted in Winthrop reaching the point where technology is routinely rotated so that no student uses computers more than three years old; software continues to be leading edge; older facilities have been maintained and improved as necessary and new facilities have been designed with resource saving Leeds technology used as appropriate. Overall salaries have not increased due to economic conditions including state support decreases.

• Design the next generation of that initiative as part of Winthrop’s on-going commitment to sustained high performance, continuous quality improvement and accountability.

• Future generations of this intiative will be based on state support and other funding resources.

Building upon previous endeavors that isolated the core values and goals embedded in Winthrop’s mission and vision, specific strategies were planned and implementation begun as the comprehensive institutional marketing initiative took shape. Infrastructure activities included:– the reorganization of roles and positions within University Relations to reflect and support more effectively a comprehensive and integrated approach to marketing and communications;– the creation of a small marketing budget to take advantage of new opportunities in a highly selective fashion (e.g., US Airways seatback magazine);

– the review of roles and positions within Admissions to dedicate more professional focus intensively on marketplace positioning in order to compete more successfully for students– the strategic positioning of the university through a focused approach by reviewing opportunities for Winthrop to be profiled, highlighted and featured in advantageous ways– the thorough review and redesign of communications, printed and electronic, to ensure that core values and messages are embedded throughout major publications and the university’s website in a way to advance Winthrop’s strategic goals.

5. To enhance student’s preparation for their emerging and future roles in the world of work and civic life, while also increasing potential employers’ awareness of Winthrop’s distinctive approach in this regard, Winthrop will:

• Analyze and prioritize within colleges and departments possible additions to the recent campus-wide inventory of culminating academic activities available to students.

• Continue to integrate and broaden student opportunities to engage in for-credit service learning by expanding outreach to key employers in the region, including those in the non-profit sector.

Ellin McDonough • The Advisory Council for Civic Engagement (ACCE) was established to support the service learning, volunteer and community service elements at Winthrop University. The Council reviews programs, recommends procedures, and assists in creating and maintaining a positive relationship among all stakeholders. ACCE consists of three community partners, seven faculty members, three student leaders, and five staff members.

The Center for Career Development and Service Learning held the second annual Community Partner Reception in Fall 07; a networking opportunity for non-profit agency representatives, faculty, and staff. 37 agency representatives attended. In Spring 08 a “mix and mingle” for non profit community partners was held that connected ACAD peer mentors with non profits. 55 peer mentors and 9 community partners attended the event.

Two new Service Learning classes ENG 320 and SOCL 501 were offered to students in Fall 07. All freshmen students participated in group service projects through their Fall 07 ACAD 101 course, benefiting 16 community partners. Two international Service Learning classes were created, benefiting global partners in Costa Rica and Nicaragua. A second Nicaraguan course is planned for May 08.

• Recognize companies and organizations involved in providing experiential opportunities for students as a way to thank those companies, increase the number of companies involved and broaden opportunities available to students.

An “Intern/Co-op of the Year” award and ceremony is also being planned. This event would not only recognize an outstanding student but also the organizations used as internship/co-op sites.

6. To reflect Winthrop’s emphasis on student engagement, community outreach and development of partnerships and collaborations as a means of achieving deeper learning and fostering student academic and personal success, Winthrop will seek formal recognition and classification by the Carnegie Foundation for the Advancement of Teaching as a master’s level institution focused on “Community Engagement.”

7. To fulfill and enhance its commitment to the value of a diverse community, Winthrop will identify and adopt national best practices in recruitment, hiring and retention of faculty and staff from under-represented groups.

The group met and discussed current practices across Academic Affairs and sources of information on best practices. The AAVP’s office ordered and distributed two publications by AAC&U on recruiting and retaining faculty from underrepresented groups. • Committee met and determined it would be advantageous to receive evaluation of West Center programming and facility opportunities prior to making further recommendations. Council to become active in Fall 2008.

• Continue to incorporate healthy living information and activities into all first-year students’ Winthrop Experience.

• This continues to be a priority and is carried out through both Academic Affairs and Student Life initiatives.

11. To gauge the interests of currently enrolled students in various sports and inform possible athletics program expansion, Winthrop will complete a survey regarding student interest level in participating in various sports.

The implementation of Recruitment Plus began on August 6. The primary task remaining to be completed is application processing in RP and IT staff are on schedule to accomplish this. Application processing will permit most recruitment/admissions work to take place in RP instead of the current process of entering data into two systems. At that point, only admitted student data will be downloaded into SIS.

the ability to customize communications to high school students, parents and guidance counselors;

With RP, the communication flow to students, high school counselors and parents is now more timely and efficient. Mailings are customized to specific audiences. The admissions counselors are becoming more and more proficient in managing their territories, and they are effectively utilizing RP to work with their prospects and applicants. Students are receiving special communication from the counselors and their assistants based on their interests, intended majors, and other similar factors.

the development of a selective applicant pool capable of incrementally augmenting the size and academic profile of the entering freshman class, and

Recruitment territories this year were carefully selected using current student and prospective student data to ensure travel to areas from which Winthrop should successfully recruit students. Search buys this year were more targeted using counties and geomarkets instead of zip codes in productive states. In addition, the search buy in several states was adjusted to reflect suggestions by GDA.

The campus visit experience has been improved dramatically to provide more interaction with students, additional tour times, customization and personalization. From upgrading the residence hall show rooms to providing lunch in Thomson Cafeteria gratis for visiting parents and students, to developing a VIP applicant protocol, the changes are being received very positively by our visitors.

Additional activities to augment the size, quality, and in-state/out-of-state make-up of the freshman class include collaborations with:– Alumni Relations at out-of-state receptions– CVPA to host out-of-state dance auditions and art portfolio reviews– All of the colleges to develop “the arsenal” of current information on programs, majors, alumni successes, career opportunities, etc.– GDA and Scannell & Kurz for effective and continuing implementation of their respective recommendations for recruitment and financial aid.

the development of a comprehensive program of data collection and analysis that will enable recruitment and admissions activities and monitoring of student persistence to reliably inform all relevant aspects of the enrollment management process and overall institutional planning.

The new position of data analyst has been invaluable. The Scannell & Kurz visit provided the opportunity to gather and organize huge amounts of data that will be helpful in providing baseline data for the future. For example, an upcoming summer project is to conduct an analysis of search non-responders against last year’s freshman class. Those whose profile matches students who did enroll will be treated as if they did respond. The next project will be to develop a validity study to determine to what extent a student’s high school gpa, class rank, SAT verbal, SAT math, or ACT scores predict freshman year academic success.

• We have touted the advantages of being in the Charlotte metropolitan area more broadly and intentionally this year. In publications and on the campus tour, students are encouraged to explore internship, job and social opportunities available within a short driving distance. In addition to promoting Charlotte’s proximity in Winthrop materials, there has also been a concerted effort to take advantage of opportunities like the NCAA basketball tournament, the US Airways seatback magazine, etc.

intentionally integrating Charlotte’s role in the Winthrop experience, including aspects such as location, internships, job possibilities as well as entertainment opportunities and weekend activities. Tactics include recruitment publications, customized correspondence, website features, online chats, and direct counselor interactions. The Graduate School has expanded its marketing efforts through additional print ads in a variety of magazines, attendance at graduate school fairs in the area, and membership in the Charlotte Area Higher Education Consortium.

Admissions created a targeted bounceback card that prominently featured Charlotte within the card’s “LIVE” theme. For the Content Management System, a stylized button “Play and Shop in Charlotte” was created to link to the visitcharlotte.com web site. A full-color, full-page Winthrop ad was placed in the US Airways Magazine Profile: Charlotte editorial section showcasing the area to nearly 7 million passengers worldwide. Admissions and Alumni Relations partnered on an event bringing together Charlotte area alumni and prospective students at Discovery Place in February. “Weekends at Winthrop” provided weekly updated local and Charlotte area event and excursion info throughout the academic year through an RSS feed on the student portal, as well as a web site and displays in Dinkins Student Center. A new initiative to market the institution to prospective students through a kiosk at Carolina Place Mall is underway.

• Enhancing the diversity on campus and in students’ experiences by increasing the number of international students at Winthrop and the opportunities for Winthrop students to study abroad.

Transfer of the academic records and registration functions and associated FTEs moved to Records & Registration for spring 2008 activities. Further transition of functions to R&R will occur after arrival of new dean.

The group formulated a detailed work plan for 07-08 which can be found at http://www.winthrop.edu/corecommitments/Default.aspx (Attached). The leadership team will attend a summer institute in July 2008 to outline an action plan for 08-09. Accomplishments included:

• Educating students for personal and social responsibility across the curriculum by emphasizing as core commitments:

Lisa Johnson • Focused Academic Leadership Retreat on the five dimensions of personal and social responsibility and incorporating them into core undergraduate programs.

Cultivating personal and academic integrity;

• Administration of PSRI (Personal and Social Responsibility Inventory) – results received late April and to be shared with campus Fall 08.

Contributing to the larger community;

• Held meetings/training sessions with CSL, HMXP and ACAD instructors, Student Life Departments, student clubs and organizations, as well as resident and orientation assistants.

• The Calendar Committee will continue work into 2008-009 and issue a final report early in the spring semester. The report will be presented to Executive Officers, Academic Council, and Faculty Conference with adequate opportunity for further input from these bodies. Recommended implementation phases (some of which are underway) of a new schedule are:

– Summer/Fall 08: Manage classroom utilization. The Scheduling Office will update the university’s inventory of academic space. Departments will be encouraged to create zero-credit hour courses for recurrent activities (such as departmental seminars, rehearsals, repertories, etc.) to capture room utilization (for reporting and safety purposes) and faculty time– Spring 09 schedule: Adjust schedule building timetable to allow for better coordination and more balanced distribution across time slots. Align courses across the university to standard starting times (and standard ending times for 3.0 hour courses).– Fall 10 schedule: New model implemented; courses are aligned to standard times; checks and balances are in place to enhance course distribution and Friday offerings.

• End of year summary: Changes in state tax policy adopted last year took effect, creating virtually singular reliance on sales tax revenues to fund the bulk of state government. As the housing sector plummeted and gas prices sky-rocketed mid-year, discretionary consumer spending stalled, creating a massive shortfall in anticipated state revenue receipts for the coming fiscal year. As a consequence, statewide reductions in operating budgets of 2-5 percent ultimately are being adopted by the General Assembly for the year ahead,, one-time revenue allocations have been slashed across the board and a capital bond bill that had been anticipated was postponed. Lottery scholarships were funded, but state leaders began signaling intentions to reduce costs by reducing the awards or increasing the qualifications in future years. Revenue projections for out-years continue to decline, reflecting expected deteriorating impact of overall state revenue estimates, with one state business community advocate predicting a budgetary “train wreck” with di iimpacts on business in the 2009-2010 session.

While outcomes for Winthrop reflected the state’s dire revenue picture, an active program of outreach had been conducted pre-session:

president consulted individually with members of the York County legislative delegation, as well as hosting a collective delegation dinner in late November, to advance Winthrop’s requests for the 2008 session.

• Inform the General Assembly regarding the Winthrop’s legislative agenda through:o Holding pre-session meetings with York County legislators and other legislative leaders and key members, involving members of the Winthrop University Board of Trustees as possible.o Continuing year-round briefings and updates of legislative leadership, other key legislators, legislative committees and other state officials regarding Winthrop’s accomplishments as the most consistently high-performing public education institution in the state.o Monitoring and responding as needed to arising public policy issues of concern to the campus community.

In early Fall, the president visited with the chair of the Higher Education Subcommittee of the House Ways and Means Committee in his home district in Charleston, so that his perspectives were factored into the final version of requests to be put forth during 2008 legislative hearings that begin with that committee.

In mid-December, the president hosted Speaker of the House Harrell for private discussions regarding Winthrop’s needs, following a community leadership luncheon at Winthrop featuring Speaker Harrell’s outlook for the 2008 session.

• Continue involvement with state and regional economic development efforts through consultation/coordination with Rock Hill Economic Development Corporation, York County Economic Development Corporation, the South Carolina Department of Commerce, the South Carolina Chamber of Commerce, the York County Regional Chamber of Commerce, and peer institutions and selected government and business leaders throughout the Carolinas border region.

• Engage with new and existing industry to explore expectations, and emerging needs and opportunities for on-going collaborations.

• Concurrently, the president in late Fall hosted a meeting of comprehensive sector presidents at Winthrop, including consultations with CHE’s new executive director, to discuss funding adjustment needs and related matters.

• The president and various other members of Executive Staff have been requested to serve on advisory groups to various subcommittees of the Higher Education Study Committee that was created jointly by legislative leaders and the governor in 2007. The group was initially charged to bring forward strategic plan and related recommendations to the General Assembly by February 2008, but it appears a longer timeframe for the work will be sought. but the reporting date was postponed until September 15, 2008.

3. To enhance the university’s contributions to an improved quality of life in its host community and its engagement with other institutional citizens in implementing urban core redevelopment strategies that are centered on the university’s presence, Winthrop will:

• Continue to work with the public and private sectors to plan a “college town” development within Rock Hill’s Textile Corridor, keying on national best practices and strategies that emphasize the arts and Baby Boomer retirement options as affinity-building strategies consistent with Rock Hill’s Old Town Renaissance economic development initiative.

• Work with businesses in the Cherry Road vicinity to encourage engagement with Winthrop and overall improvement in the Cherry Road corridor.

President DiGiorgio The president is serving on the board of directors for the York County Regional Chamber of Commerce (YCRCC,) and the Innovations Committee of the Rock Hill Economic Development Corporation, and has designated Winthrop representatives to serve on the board of the York County Economic Development Board and Government Relations Task Force of the YCRCC.

Winthrop was invited to participate in a series of industry relocation events involving approximately 300 families associated with Daimler Trucks (formerly known as Freightliner, Inc.,) whose jobs are being relocated to York County.

4. To ensure the university’s ability to fulfill its distinctive mission, including development of special features as progress of the times may require, Winthrop will work with a consultant in the creation of and obtaining approval for a Planned Educational Development district that meets the needs of Winthrop’s specialized mission and the goals of the zoning code modifications adopted recently by the City of Rock Hill.

A university team was on hand to address higher education resource questions from the employees, who included parents of college-age students, as well as being prospective graduate students themselves.

Winthrop representatives spent time with representatives of the S.C. Chamber of Commerce and the incoming president of the Charlotte Regional Chamber of Commerce, briefing them on Winthrop resources, etc.

The president continues to meet with representatives of ELA Corp., K. Hovnanian and others, as well as officials of the city of Rock Hill, regarding development plans for The Bleachery, to include an active-adult retirement community with a related Lifelong Learning Institute.

The president continues to serve on the Innovations Committee of the Rock Hill Economic Development Corporation, which shepherds overall Textile Corridor/Old Town development.

5. To support quality growth strategies in the region and environmental resource conservation education and awareness globally, Winthrop will partner with other leading institutions and businesses in the SC-NC border area in the “Clean Air Works” initiative, which is designed to identify and encourage individual and institutional behaviors that will help the region meet federal clean-air attainment goals and reduce impacts on the environment generally.

President DiGiorgio A Winthrop representative has advanced South Cherry Road improvements onto the priority agenda of the Quality of Life Committee of RHEDC.

A Winthrop representative continues to lead the Downtown Board of Rock Hill, which works to advance the ‘college town’ concept as part of overall downtown Rock Hill development.

Following a presentation of Winthrop’s development plans to an October neighborhood meeting to which over 1,000 were invited and a December public hearing before the Rock Hill Planning Commission, the zoning modifications requested by Winthrop received unanimous recommendation from members of the Rock Hill Planning Commission, with the change now moving to City Council consideration for two readings on Jan. 14 and Jan. 28, 2008. and City Council . Representatives of both the York County Regional Chamber of Commerce and the Rock Hill Economic Development Corporation appeared in support of Winthrop’s request at the public hearing.

The president briefed the newest member of the Rock Hill City Council on these matters, as she will take office in January and attend her first meeting as a voting member of the group on Jan. 14, 2008.
