WINTER HAVEN – Many cities across the nation have programs that allow businesses to purchase fiberglass sculptures, painted by artists, to benefit local art projects.

In 1998, for example, fiberglass swans were sold to purchase and renovate the historic Kress building from the City of Lakeland to help open the Explorations V Children’s Museum in 2000.

Winter Haven to swear in new commissioners Jan. 13

WINTER HAVEN – Newcomers Brian Yates and Tracy Mercer will join re-elected Mayor Pro-Tem Nathaniel J. Birdsong, Jr. to be sworn in as Winter Haven City Commissioners Jan. 13 at city hall around 6:30 p.m.

Yates won by default when no one else qualified to run for the the seat vacated by retiring commissioner Pete Chichetto.

Birdsong, a commissioner for the past 17 years, also ran unopposed and won by default.

Mercer, however, won a runoff election for Winter Haven City Commission Seat One on Dec. 3, defeating incumbent William Twyford 1,529 votes to 1,259 votes. Of the six candidates who ran for the seat in on election day in November, Mercer and Twyford were the top vote getters.

Mercer is currently the Haines City Utilities Director, but she said she has already told Haines City Manager Deric Feacher that she would like to retire soon to focus on Winter Haven for the next few years.

“I may do work for a little while until (Feacher) can get somebody in who can take my place,” Mercer said. “That may be soon and that may be months.”

Yates is a loan officer with CenterState Bank, a member of the Winter Haven Rotary Club.

“I am honored to have been elected to the Winter Haven City Commission for Seat 3,” Yates said in September. “It will be a privilege to serve the city I grew up in and love so much. I will utilize my leadership skills, energy and fresh perspective to work toward a better city infrastructure, responsible growth and

a finalization of the redevelopment of the Chain of Lakes Park along with the protection and clean-up of our lakes. ... I love Winter Haven and I want to make a difference.”

U.S. Census Bureau estimates Florida adding 640 people per day

TALLAHASSEE — Florida’s population growth remains on track to garner new congressional seats in the coming years, though the state might not be adding new residents as fast as officials had believed.

A U.S. Census Bureau estimate released Dec. 30 shows Florida adding about 640 people a day over the past year.

With the state second in adding new residents nationally, the latest figures should further bolster the case for Florida expanding its U.S. House delegation after the 2020 Census.

Every 10 years, the distribution of congressional seats across the country is tweaked based on population changes, with some states gaining seats, others losing and many remaining the same.

Last year, Virginia-based Election Data Services projected the swelling population in Florida would push the Sunshine State’s delegation from 27 to 29.

Only Texas, with the largest jump in new residents over the past year, has done better in reviews by Election

Data Services, which on Dec. 30 was working on a 2019 apportionment study.

Florida’s estimated population stood at just under 21.48 million as of July 1, a nearly 1.1 percent increase from a year earlier, according to the Census Bureau’s national and state population figures released last week.

The projected 233,420 new Floridians ranked the state ninth in percentage of growth behind Idaho, Nevada, Arizona, Utah, Texas, South Carolina, Washington and Colorado. Texas gained the most residents, with about 367,000.

While the Census put Florida’s growth during the past year at about 640 residents a day, state officials have cited an estimate of 900 as they have made projections and called for infrastructure such as new highways. State economists, however, have used different methodologies than the Census Bureau in estimating population growth.

In the Census release, Florida easily topped the national growth rate of about 0.5 percent, with the population of the United States growing the past year by 1.55 million to 328,239,523.

The national growth, which peaked this decade at 0.73 percent between 2014 and 2015, has been slowing due to fewer births in recent years and the number of deaths increasing.

“While natural increase is the biggest contributor to the U.S. population increase, it has been slowing over the last five years,” Sandra Johnson, a demographer and statistician in the Population Division of the Census Bureau, said in a prepared statement. “Natural increase, or when the number of births is greater than the number of deaths, dropped below 1 million in 2019 for the first time in decades.”

The national figure also reflects a slowdown in net international migration, which accounted for 595,000 people being added to the U.S. population during the past year, the lowest single-year gain in the decade. The figure was down from a high of 1.05 million between 2015 and 2016.

According to the Census, China in 2018 replaced Mexico as the largest source of foreign-born immigrants to the United States.

Registration open for Polk Senior Games

POLK COUNTY – Last year, around 2,500 Polk County area residents registered for the Polk Senior Games. Registration for the 28th Annual Polk Senior Games is now open.

“The games offer a two-week series of 100 athletic and recreational Olympic-style events,” Polk Senior Games Executive Director Deena Wilbur said. “They attract over 2,500 men and women, 50 years and over, with a variety of skills — the serious competitor, the fun at heart, the seasoned athlete, the late bloomer and the physically challenged.

“The purpose of the Games,” she went on, “is to promote friendly competition, fellowship, health and wellness, an active lifestyle and volunteerism.”

The opening ceremony is scheduled for Leap Year Day — February 29 — and the games run through March 16.

This isn’t just a one-off local event, either. Each year, thousands of volunteers in 22 Florida communities host Senior Games events. Medal winners in most senior games sports qualify to enter the Florida Senior Games and, later, the National Senior Games — both being held in Fort Lauderdale in December and November, respectively, this year.

Last year, almost 14,000 seniors from across the United States participated in the National Senior Games in

The individual entry fee is $10 for the first event and $3 for each additional event, up to a maximum of $28. Fees for team sports are $125 for softball, $36 for bowling, $50

for 3-on-3 basketball. There is also a facility fee for 18-hole golf, bowling, archery and competitive shooting. Everyone receives a specially designed t-shirt. A free closing celebration event for participants, family and friends is held at the RP Funding Center and includes goody bags, a health fair, entertainment, special awards and door prizes.

basketball team, the NBA G League affiliate of the Orlando Magic, which plays its home games at the RP Funding Center in Lakeland.

In addition, Polk County Sports Marketing staff have already scheduled more than 40 sports events, trade shows, conventions and cultural arts events at the facility, which some speculate could add millions of dollars to the Winter Haven tourist economy.

Winter Haven Mayor Pro Tem Nathaniel Birdsong compared the opening of the new facility to other historic moments in Winter Haven history, such as the respective openings of Cypress Gardens, Legoland and the first ever Publix Supermarket.

Polk County Commissioner and Polk County Tourist Development Council Chair Martha Santiago suggested the new facility could provide more than 20,000 related jobs to the Winter Haven area and boost the local economy by around $22 million per year, with the implication that visitors would be spending more money in area restaurants and hotels.

For area residents, there is now another alternative for affordable family exercise, too, with a full workout gym inside, plus areas to play basketball, volleyball, pickleball

and swim.Theatre Winter Haven will also be getting a new “black

box theater” as part of the project, but that will not be complete until around Christmas 2020, Theatre Winter Haven Producing Director Dan Chesnicka said.

Winter Haven Assistant City Manager and event emcee T. Michael Stavres kicked off the event with some humor, joking that State Rep. Sam Killebrew (R – Winter Haven) would be teaching attendees how to dunk a basketball once the ceremony was over. Killebrew likely smiled, knowing he is not the tallest politician in Tallahassee.

Most of those involved with the project live in the Polk County area, Rodda Construction CEO and President Jason Rodda said. The Fieldhouse was designed by Straughn Trout Architects, based out of Lakeland, and built by Whitehead

and Son staff, based in Winter Haven. Rodda said most of the subcontractors were also locally based.

At the end of the event, instead of a traditional ribbon cutting, “Swish” — the Lakeland Magic’s mascot — tossed a basketball in the air Brad Dantzler and Polk County Commissioner Bill Braswell fought for the “tip off.” But, to the amusement of many, the ball hit the floor.

in the city’s downtown district, on Saturday, Jan. 10 at 10 a.m. They will then relay their ideas to the Winter Haven City Commission at an agenda review meeting Wednesday, Jan. 22, starting at 6:30 p.m.

At a Winter Haven Cultural Arts Advisory meeting Dec. 10, Vice Chair Kurtis Flanders said ultimately the committee would like to sell 30 to 40 plain fiberglass Zebra Longwing Butterfly sculptures to local business owners, possibly to raise funds to transform city hall into a “kunsthal” art museum, in the event that city hall is moved into Nora Mayo Hall in the future.

If the plan is passed by the Winter Haven City Commission, possibly as early as a city commission meeting Feb. 10, members of the committee would like to initiate the project by selling three sculptures to the City of Winter Haven — one

to be placed in Central Park and the other two possibly to be placed at the AdventHealth Fieldhouse and the Winter Haven Recreation and Cultural Center. None of these ideas will be formally adopted without city commission input.

The first step of the project was picking a city mascot. At a Jan. 28, 2019, Winter Haven City Commission meeting, Flanders and Winter Haven Cultural Arts Advisory Committee Chair Judy Cleaves proposed the Zebra Longwing Butterfly.

“We can use this symbol to unite Winter Haven and enrich the community,” Flanders said. “The City of Lakeland used its chosen mascot during the city art project Swansation to bring in $370,000 for a local children’s museum and several non-profits.”

The Zebra Longwing Butterfly has already beautified a few places around the downtown area. In 2019, volunteers with Arts Ensemble Downtown, Growing Positivity, Outer Space Gallery and members of the Cultural Arts Advisory Committee teamed up to place a public piano downtown,

adorned with brightly colored butterflies.Before that, Outback Oasis owner Paul Schulz was

commissioned to paint a Zebra Longwing Butterfly on a utility box in South Central Park in late 2018.

“We are convinced that the Zebra Longwing Butterfly is the absolute best choice for Winter Haven’s mascot,” Flanders said. “A butterfly is symbolic in many theologies, representing change or transformation — beauty, life and so much more.”

The Zebra Longwing Butterfly has been the state butterfly of Florida since 1996. It’s the only species known to eat pollen and drink nectar, and the butterflies live five or six months, which is longer than other butterflies.

“Shouldn’t our city mascot represent that we are unique, and that we work hard towards extended longevity?” Flanders asked the commissioners last year.

The commissioners agreed unanimously.

WINTER HAVEN – While swimming near their house in Lake Ned, 13-year-old student boxer Zee Zamora Jr. and his younger brother, Dax, found some jewelry and an identification tag. Their father, Zee Zamora Sr., is requesting help from the public to find the owner.

The identification tag, similar to a military-style “dog tag,” is inscribed with the name Patricia Thomas, with the word “Poots” below the name. The third line is the date June 11, 1944.

Along with the identification tag, the boys found multiple jewelry crucifixes.

POLK COUNTY – Three quarters of the annual Polk Museum of Art exhibit budget for 2020 has been designated for single exhibit, one which will be on display beginning Feb. 8 and through to May 31.

“Music and Dance in Painting of the Dutch Golden Age” will showcase 27 Dutch and Flemmish paintings from the 17th Century. The Polk Museum of Art will be the first museum in the world to display these works of art.

Polk Museum of Art Executive Director and Chief Curator Dr. H. Alexander Rich gave a presentation to the Winter Haven Arts Advisory Committee Dec. 10.

“It's the most expensive exhibit that we have ever put on,” Rich said.

According to the Polk Museum of Art at Florida Southern College, the exhibit was custom-curated by the Hoogsteder Museum Foundation of The Netherlands.

“The 17th century was a period of great wealth and cultural achievement for the Dutch people,” according to the museum website. “In what was then already called a Golden Age, the Netherlands was a world power whose military fleet was growing and where trade, science, and the arts flourished as never before. Of particular note, the pleasures of music and dancing were a fundamental part of life in both the Dutch Republic and the Southern Netherlands, as reflected in the strikingly high number of Dutch and Flemish paintings that include dancing figures, groups of musicians, and compositions of musical instruments.”

All the works in the exhibition will come to the museum from private European collections and have not been widely seen previously by the public, Rich said.

In addition to the upcoming exhibit, there are some other recent changes at the museum that may be of interest to residents.

Each first Thursday of the month, the museum will remain open until 8 p.m., with the intention of giving those who normally work during the day a chance to check out some art. Rich will lead a curated tour on those nights, with the tour beginning at 6 p.m.

On each Tuesday from Feb. 4 to March 10, teens and adults can take various classes at the museum, between 6 and 9 p.m. Offered classes include Stop Motion Animation; Teen Portfolio Development; Pastel Painting; Painting: Adding Figures to Landscapes; Beginning Photography; Art Appreciation: Elements and Principles of Art; Art Appreciation: Female Artists; Realistic Colored Pencil Portraiture; Painting on Silk; Paper Sculpture; and Intro to Clay.

Classes are free for members and $80 for non-members. Those interested can register online at PolkMuseumofArt.org/Classes.

“It's going to be an exciting way to start the year,” Rich said. “It's exciting working on these things.”

In addition to being chief curator at the museum, Rich is also Florida Southern College Art History and Museum Studies Chair.

Winter Haven Arts Advisory Committee Chair Judy Cleaves asked Rich how the committee could help in his endeavors. Rich said getting more Winter Haven residents to become members of the museum would be

are Polk County's art museum.”

Lake Wales Little Theatre ‘Single Wide’ musical opens FridayBy CHARLES A. BAKER III

LAKE WALES – Lake Wales Little Theatre artists and volunteers say they have been preparing to open a musical never before performed in the state of Florida.

“Single Wide, The Musical” is based on the book “Single Wide” by George D. Nelson and music, lyrics and orchestrations by Jordan Kamalu. Rebel Belle Publishing produced and arranged the show.

The musical won the 2015 Blanche and Irving Laurie Musical Theater Award from the Kennedy Center for the Arts in Washington D.C., recognizing it as an outstanding collegiate musical, according to https://www.jordankamalu.com.

The musical went on to be featured as a finalist at the New York Musical Theatre Festival, where it was praised as one of the top-10 Broadway shows of 2015, according to Kamulu's website.

“Be sure not to miss this great musical featuring our wonderful cast, some of whom are newcomers to the LWLT stage,” LWLT publicist Jeanette Hughes said. “And wait until you see the set!”

Directed by Winter Haven High School Drama and

Cambridge Teacher Robert Fritz, the musical features veteran performers Holly Murren, Remy Murren, Natalie Murren, Timothy Anderson and Jensen Brushwood.

Making their LWLT stage debut are Ansley B e a c h a s t h e m a i n character, Katy, Madisen Rivera as Flossie and Ben Santos as Bodie.

The musical kicks off Friday, January 10, starting at 7:30 p.m. Tickets cost $20 for adults and $14 for those 18-and-under.

The ac tors wi l l b e performing every Friday, Saturday and Sunday through Jan. 26, with all Friday and Saturday shows starting at 7:30 p.m. and Sunday shows beginning at 2 p.m.

“Since 2010, immigration from China and India has either approached or surpassed Mexican immigration levels while immigration from Canada has remained relatively unchanged,” a Census Bureau news release said.

Between the last census in 2010 and July 1, 2019, international migration added 1,107,000 people in Florida, the most in the nation, followed by 1.022 million in

California, 819,000 in Texas, 698,000 in New York; and 362,000 in Massachusetts.

Florida surpassed New York to become the third most-populous state in 2014, but remains far behind California, which has an estimated 39.5 million residents, and Texas, with 28.99 million.

New York, down 76,790 people between 2018 and 2019, was among 10 states that lost population over the past year, according to the Census. Other states with drops in population were Illinois, West Virginia, Louisiana, Connecticut, Mississippi, Hawaii, New Jersey, Alaska and Vermont.

New chalices donated by Knights of Columbus Council 7091 beautify altar at St. Ann Catholic Church in Haines City

Knights of Columbus Council 7091 of Cypress Gardens helped beautify the altar and enhance the celebration of mass at St. Ann Catholic Church in Haines City with the donation of two brand new gold chalices recently — just in time for the Advent season.

The counci l ach ie ve d t h i s by contributing $600 to a chalice replacement program established by Knights of Columbus Council 10484, which is affiliated with St. Ann. Council 7091 is committed to helping Catholic churches in the eastern part of Polk County with their special needs.

At a meeting of Council 7091 on December 12 at Cypresswood Gold & Country Club, Grand Knight Joey Lopez and Deputy Grand Knight Ed Leo, both of Council 10484, presented a certificate to Grand Knight James Sharak, of Council 7091, in appreciation of its financial support of the chalice replacement drive.

They also presented a letter from Father Alfonso Cely, pastor of St. Ann Church, which read in full: “I would like to humbly thank the Knights of Columbus Council 7091 for your generous donation of our new chalices at St. Ann Catholic Church.

Your gift has made our altar even more beautiful just in time for Advent. Thank you.”

Council 7091 also acquired a kiosk from the Knights of Columbus Supreme Council in New Haven, Ct., and donated it to St. Thomas Catholic Church in Bartow, after stocking it with booklets focusing on a wide range of topics, including Catholic traditions, prayer, family life and raising children. These booklets are available free of charge to parishioners at the Bartow church.

Donating the chalices to St. Ann Church in Haines City and providing the kiosk and literature to St. Thomas Church in Bartow are two examples of how Council 7091 works to fulfill its obligation to the Knights of Columbus Supreme Council “to build the domestic church.”

Several knights affiliated with Council 7091 also contribute their time and talents to a ministry at St. Matthew Catholic Church, called “Matthew 25:35,” which feeds homeless people in Winter Haven two days each week and also prepares and serves food to homeless people at The Mission in downtown Winter Haven once

a month. “We are proud to be fulfilling our

obligation to ‘build the domestic church’ with our support of these special church programs,” Grand Knight James Sharak said. “We look forward to the new year

and the opportunity to provide expanded services to churches who need special assistance that the K of C is anxious and uniquely able to provide.”

Is a third party the answer?Seldom in my

memory have Americans been so divided on the issue of national political leadership.

While both major parties have their staunch supporters, many voters shake their heads in disbelief or disgust

at their inability (or disinterest) in working together for the common interests of their constituents.

Yes, they manage to accomplish a few of their essential duties, but the party-line deadlock on the issue of impeachment overshadows and largely blocks their achievements.

Some members of both parties are satisfied with this stand-off, but many would rather see them get to work on the public’s business.

A regular reader of (and occasional dissenter from) my columns came up with a novel suggestion during a New Year’s Day discussion:

Creation of a third party dedicated to positions other than those typically espoused by either Democrats or Republicans.

The result, she said, would be a situation in which both major parties would have to be responsive to viewpoints held by voters who refuse to march in lock-step to either far right or far left doctrines in order to govern effectively.

This concept, she said, works in many foreign countries, where minority viewpoints (embraced by third parties) carry enough weight to require consideration of, and adoption by, the major parties.

Third parties in the United States carry little weight in national elections (though they have a following in a

number of individual states).My limited research discloses three

national third parties with more than 100,000 members:

—Libertarian Party.—Green Party.—Constitution Party.The five largest centrist third parties:—American Solidarity Party.—Citizens Party.—Modern Whig Party.—Reform Party of the United States

of America.—United States Pirate Party.Single-issue third parties include two

dedicated to legalization of marijuana and one committed to a return to prohibition.

Only three presidents are recorded as members of third parties, two of whom were elected as vice-presidents and succeeded to the presidency.

George Washington was elected as an Independent.

The two vice presidents were John Tyler, a Whig, and Andrew Johnson, a member of the National Union Party, which morphed into the Republican Party.

Could a third party rise to sufficient prominence to demand attention from the two major parties? History suggests otherwise.

Would a strong third party be an improvement to what we have now? Arguably so.

(S. L. Frisbie is retired. For many years, he was registered as a Democrat when only Democrats ran for local office in Florida. He changed his registration to Republican to become eligible to vote for Adam Putnam in the Republican primary. He does not consider himself a “member” of either party, past or present. Registering as a Pirate does have a certain appeal.)

Winter Haven moment in time

Here’s another look at the F.A.K. Harris Store. It was both Winter Haven’s first residence (upstairs) and commercial structure.

It stood at the corner of Fifth St. NW and Central Avenue. The building was damaged in a fire (circa 1903) and replaced with a cement block structure.

Harris descendants speculate that this

photo may have been posed with many folks participating to make it look “busy.”

Visit the Museum of Winter Haven History on Saturdays from 9 a.m. to noon at 660 Pope Avenue at Lake Howard Drive. The museum is free and open to the public.

Texting and drivingA law went into effect in 2019 that was intended to cut down on people who

are texting on their cell phones while they’re driving on public roads. To help people get used to the law, there was a warning period. So, if you got

caught during that period, you only got a warning. Well, time’s up.

As of January 1, the warnings have been replaced by actual citations.

Some folks misunderstood and thought the state legislature passed an all-out ban on using your cell phone while driving. That’s not the case. In the state of Florida, you can still talk on your cell phone while driving.

Another misunderstanding is that this completely prohibits people from texting in their car. Again, that’s not what this does.

The law does prohibit you from texting WHILE the vehicle is moving, unless you are using a voice-to-text

option. If you stop at a stop sign or traffic light, you are legally allowed to text while your vehicle remains stopped.

With the holidays over and children returning to school, you will need to keep your hands off of your phones. This law prohibits drivers from even holding their phones in school zones, as well as work zones.

That means no texting — even if you’re stopped. Plus, it means you can’t operate your navigation app on your phone or even

hold your phone to speak to someone while you’re in these zones. Simply put, if you’re in a school zone or work zone, keep your hands off of

your phone.Please don’t text and drive, and please drive safely.

Florida House Republicans file proposal to address climate change

A House Republican on Jan. 3 filed a proposal that would create a Statewide Office of Resiliency in Gov. Ron DeSantis’ office as part of efforts to address the impacts of climate change.

The proposal (HB 1073), filed by Rep. Cyndi Stevenson, R-Saint Johns, is identical to a measure (SB 7016) that has started moving forward in the Senate. In addition to creating the Statewide Office of Resiliency, the proposal calls for creating a Statewide Sea-Level Rise Task Force that would “recommend consensus projections of the anticipated sea-level rise and flooding impacts along this state's coastline.”

The task force would face a Jan. 1, 2021, deadline to submit the projections to the state Environmental Regulation Commission for consideration. If adopted, the projections would serve as the state’s official estimates for sea-level rise and flooding impacts and would be used in developing future state plans and projects.

The bills come after DeSantis in August appointed Julie Nesheiwat as the state’s first chief resilience officer. They are filed for consideration during the 2020 legislative session, which starts Jan. 14.

City hosted the 2nd Annual SPIRAL All

America Classic on Saturday, Jan. 4. The

American Team, whose roster included

Haines City High running back/line-

backer Jaylen Holmes and Winter Ha-

ven linebacker Joshua Jones, lined up

against a victorious National Team that

emerged with a 42-35 overtime decision.

The game was presented by the FBS

Tropical Bowl College Football All-Star

Game Committee and featured nearly

100 elite seniors – the majority of whom

hailed from Florida – from various parts

of the country. Orlando Christian Prep

running back Luis Tejada (National

Team) was named the 2020 All America

Classic Overall Most Valuable Player.

The National Team rallied in the

fourth quarter to win last year’s inaugu-

Being a leader on a team is far from an easy task — let alone being thrown into that role in your first season with the team. Jasmine Edwards is in her first season for the Haines City Hornets (7-6) girls basketball team, after spending three seasons at John Glenn High School in Michigan. Edwards nevertheless is a captain for the Hornets and, thus far, Edwards is averaging right at 26 points per game for Haines City.

How much have you changed from freshman year to senior year?I feel like I changed a lot just getting stronger, more skilled and definitely learning about the game and going into a leadership role.

How much pride do you take in being a captain?I always like to set a good example for everybody. Setting a good example, doing what you’re supposed to do and being a good voice.

What are some of the keys to being a good leader?Having a strong leading voice, something you can connect with other girls, leading by example, being respectful and making good choices. Not necessarily being bossy, but having your voice out there.

Do you try to model your playing style after any specific player? I have favorite players, but not one particular player. I watch (Crystal) Dangerfield on UConn (women’s basketball) and how she brings the ball down. I like Kyrie (Irving) and his movement. But watching how big time players make their moves — I like to study that.

What’s your favorite pre-game meal?I would go with a smoothie, strawberry-limeade. I usually stick with a salad right before the game.

Who’s your favorite player?Kyrie Irving. I like his position on the floor, how he’s always impacting the game and everybody. I just like what he does.

Do you have a favorite team?I really just stick with certain players.

If you could hang out with one basketball player for a day, who would it be?I would hang out with Skylar Diggins. I hung out with her at her camp. My AAU team went to her camp her and her spirit is good vibes — I would for sure do that.

What are your plans after high school?I’m going to Jackson State University. I’m really looking forward to getting into their program.

What do you plan on majoring in when you go to college?I would like to do a social work degree or a physical therapist degree for my first four years, then a sports management degree after. I definitely want to stick with sports after college.

The Florida High School Athletic As-

sociation released updated girls and

boys varsity soccer rankings on Dec.

27. The rankings help determine district

tournament seedings as well as at-large

regional qualifiers and opening-round

Among the notable girls rankings:

Winter Haven (7.646) and Bartow

(4.479) had the top two power ratings

in Class 6A-District 10. The Blue Dev-

ils, who closed out 2019 with a 2-2 draw

Florida Senate panel takes up teacher payA day before the 2020 legislative session starts, a Senate

panel will consider legislation aimed at increasing teacher pay, a top priority for Gov. Ron DeSantis.

The bill (SB 1088), sponsored by Senate Education Chairman Manny Diaz Jr., R-Hialeah, is meant to be a vehicle for the governor’s pitch to set a $47,500 minimum salary for public school teachers. It will be considered Jan. 13 by the Senate Education Committee. The bill says school districts would be able to use money from a “teacher salary enhancement allocation” to boost teacher pay. The bill adds the allocation would be included in the fiscal 2020-2021 state budget.

“A school district that meets the teacher salary enhancement

requirements specific in the General Appropriations Act (the budget) may use any additional funds provided in the allocation for any district operating expenditure,” the bill says.

Under the governor’s $602 million teacher-pay plan, school districts would be required to pay teachers a minimum salary of $47,500. DeSantis also wants to repeal the “Best and Brightest” teacher-bonus program and replace it with a new $300 million bonus program. The pair of proposals are expected to be among the highest-profile issues during the 2020 legislative session, which starts Jan. 14. Teacher compensation is likely to play a key role in budget negotiations for the upcoming fiscal year, which starts July 1.

Notice of IntentMosaic Fertilizer, LLC., hereafter referred to as Owner, is seeking qualified Bidders to provide

land reclamation for a Florida Department of Environmental Protection (FDEP) Non-Mandatory Land Reclamation Program located at the former Kingsford Mine in Sections 1 and 12, Township 31 South, Range 22 East, Hillsborough County, Florida and Sections 6 and 7, Township 31 South, Range 23 East, Polk County, Florida. The parcel is identified as IMC-K-H (476.8 acres). The pro-posed work involves vegetation clearing, general earthwork, upland revegetation, and establishment of vegetation.

It is the intent of the Owner to seek fixed-price, lump-sum bids for all efforts required to fully ac-complish reclamation as described in the plans and specifications and by direction of the Engineer (Florida Engineering and Design, Inc., hereafter referred to as FEDINC). A complete package of Bid Documents for this project may be obtained from FEDINC, 255 County Road 555 South, Bartow, Florida, by calling Ashley O’Neal at (863) 665-6363 at least twenty-four (24) hours prior to pickup. A Plan Set can be obtained for a non-refundable cost of $150.00.

Previous experience with reclamation of disturbed phosphate lands is a requirement for qualifica-tion. Bidders will be required to provide a list of completed or active projects on, or before, the date of the pre-bid conference. The list is to be “the Contractor’s relevant experience statement” and shall include the project name and/or parcel number, acreage, contract value, date completed, current status (if active), Owner’s name and address, and a telephone number of the Owner’s representative.

All prospective bidders qualified, will be invited to attend a mandatory pre-bid conference on Monday January 13, 2020 at 2:00 p.m. (EDT), at the FEDINC Office. The conference will provide qualified bidders with an opportunity to discuss all aspects of the plans, specifications and bidding documents with the Engineer and Owner and shall conclude with a site review. “No bid will be considered from a bidder who fails to attend the pre-bid conference.”

Each prospective bidder agrees to waive any claim it has or may have against the Owner, the En-gineer, and their respective employees, arising out of the qualification of prospective bidders or in connection with the administration, evaluation, or recommendation of any bid.
