The Library Board (LB) consists of seven (7) members appointed by the Mayor with the consent of the City Council. Members are not required to live within the city limits and serve a four (4) year term.

The Library Board is responsible for policy development and governance of the community library.

The Convention & Visitors Bureau (CVB) was established in March 2007 to “promote, publicize, market and facilitate the role of visitors and the growth of tourism in the Lindsborg community.” At the same time, City Council created the CVB Advisory Board to assist staff in that effort. By State statute, any municipality that collects transient guest tax (a room tax collected from customers of lodging institutions) may establish such a committee to make recommendations concerning the programs and budget for tourism promotion.

Eight members serving four (4) year terms make up the current board, which meets twice a month. The CVB Advisory Board has an active membership that takes part in many conferences, workshops and exhibitions. Last September, they designed, set-up and staffed the State Fair Booth in Hutchinson, where hundreds of promotional brochures and flyers were distributed to fairgoers.

After weeks of brainstorming, layout design work and content preparation, the Convention and Visitors Bureau will roll out its new website the end of March. Looking to benefit from good first impressions, visitlindsborg.com will assist newcomers and visitors in planning their stay in Lindsborg. Long-time residents may learn a thing or two about the community, as well.

An aggressive building plan began on November 10, 2009, assisted by website design firm CivicPlus of Manhattan, Kansas. Many hours have been spent on developing a clear site identity with easy navigation and distinctive photography. Colorful and well-placed links provide quick access to descriptions of Lindsborg’s many cultural assets, interesting shops and fun things to do.

Census questionnaires will be delivered or mailed directly to all households in March. The questionnaire asks 10 questions and takes about 10 minutes to fill out. Complete and return your questionnaire by mail upon receipt. The Census questionnaire is easy and safe, and your participation is essential to ensuring continued support for important community programs in Lindsborg. By participating you can help create a better future for yourself and those important to you.

Census data is also used to reapportion the U.S. House of Representatives, re-district each state and determine the distribution of the Electoral College. In addition to determining political representation, the 2010 Census will play a critical role in:

♦ Assessing needs and plans for schools, road and transit improvement and construction, health care facilities, disaster response and evacuation, recreational facilities, and a host of other community services;

The City of Lindsborg has an Ordinance that pertains to visibility safety at street corners. The applied rule references article 21, section 6.04, no. 17 of the City’s Subdivision Regulations in measuring 90 feet from the

center of an intersection in both directions and drawing a line to form a triangle. This is the area that should be kept free of items that could cause visibility problems while driving. To avoid the possibility of contributing to a vehicle accident, plant vegetation that does not grow over two (2) feet in height. Please keep this mind when planning your Spring flower garden.

The U.S. Census counts every resident in the United States, and is required by the Constitution to take place every 10 years. But it is much more than just counting how many people live in our community. It could make a difference in whether we receive our fair share of federal dollars.

Every year, the federal government distributes more than $400 billion to state, local and tribal governments based on Census data. An accurate Census count is important to the City of Lindsborg, as the data directly affects how much federal and state funding is allocated to communities for neighborhood improvements, public health, education, transportation and much more. That equates to more than $4 trillion over a 10 year period.

WASTEWATER DEPARTMENTWASTEWATER DEPARTMENTWASTEWATER DEPARTMENT The primary focus of the wastewater crew will be to maintain the function of the plant while undergoing major renovation and construction. It will be a complicated process requiring close coordination between the contractor and our personnel.

Lindsborg Police Department announces plans for a Disaster Drill in April of 2010. Disaster Drills are scheduled every few years to exercise the services of agencies involved, and to provide training and insight of what should be done in a real emergency situation. The Drills are set up to work a variety of scenarios that may include natural disasters or even terrorist situations.

Chief Berggren recently met with members of the Law Enforcement Assistance Deployment (LEAD) that originally came out of the membership with the South Central Homeland Security Region. LEAD was formed to provide interagency law enforcement resource management organization within our South Central Homeland Security Region. It is a concerted effort to maximize capabilities of local law enforcement agencies in responding to emergency as well as routine Law Enforcement operations by tracking and deploying resources of member departments. Resources from other agencies include vehicles, equipment and personnel that can be called and used to assist in a Disaster or for helping to control an event that taxes a particular department.

EMS and Fire currently have groups similar to LEAD that are in place and working. Law Enforcement is finally catching up with them. The South Central Homeland Security Region is currently working on completing a grant application to purchase a Command Trailer for use in these situations. This trailer would then be available for use in Lindsborg during times of need.

WATER DEPARTMENTWATER DEPARTMENTWATER DEPARTMENT The first order of business will be to move the household service lines on East Lincoln to accommodate the new storm drain that will be installed this spring. Replacement of two (2) water mains are then scheduled beginning with the line on North Saline Street (between Pine and Cedar) and following with the line on North Pine (between Lincoln and State).

The water crew will also continue installing radio-read meters and repair a wall and roof at one of the pump houses.

STREETS DEPARTMENTSTREETS DEPARTMENTSTREETS DEPARTMENT The 2010 agenda begins with the completion of Swensson Street. The storm drain including curb and gutter have been installed and are ready to be paved when weather conditions improve. Work on Lincoln Street is anticipated to begin sometime in March.

Another segment of street bricks downtown is scheduled for repair. It is labor intensive work that must be done by hand. The citizen response on results of previous repair have been very positive.

Asphalt joint repair is also planned for East McPherson Street, between Harrison/Cole and Main Street. The job is dependent upon the ability to purchase the right Grade (size) of asphalt either from the County or APAC/Shears.

The street crew will continue current upkeep and maintenance functions.

ELECTRIC DEPARTMENTELECTRIC DEPARTMENTELECTRIC DEPARTMENT In the upgrade from a 4160 voltage electrical system to the 7200 system, all poles, wires and transformers have been replaced over an 8 year period of time. The final switching at the Substation will be done this spring to complete the project.

The electric crew is also scheduled to install a new transformer station to accommodate the new construction at Mid-Kansas Coop and another station at the Wastewater Treatment Plant to cover the renovation.

Due to increased operational expenses (minimum wage, utilities, equipment, etc.) rates will be raised effective with the 2010 season.

The Lindsborg Tree board is asking all homeowners with Scots Pine to please monitor their trees for Pine Wilt disease. The goal is to avoid losing a large population of Scots Pine in the community.

The Kansas State Extension Agency recommends if Pine Wilt is suspected as the cause of a tree death, it is important to confirm the presence of the pinewood nematode. Early confirmation will allow the owner to act quickly to prevent the spread to nearby trees. An adequate sample is either a branch, at least two inches in diameter, collected near the trunk of the tree, or a wedge of wood from the lower portion of the trunk. The best time to sample a tree is late summer / early fall due to high nematode populations. Pinewood samples should be placed in a plastic bag as soon as collected and mailed by mid-week (Wednesday). There is a fee for the test and additional charges by the County. -Lyndon B. Johnson
