WELCOME MESSAGE / 2011

Even a quick flick through the pages of this year’s 2011 Winning Projects publication will help a casual observer to digest the level of complexity and demand for quality in the finished product required of contractors in the building and construction industry. The finalists and winners featured inside have deservedly been recognized for their talent, expertise and professionalism at the 2011 Master Builders and Boral Excellence in Building Awards.

Scrutiny of the work of award entrants results in an expert judging panel arriving at finalists and ultimately the winners via a strict set of parameters. These include assessment of quality of workmanship, aesthetics, innovation, technical difficulty, amenities, and environmental factors. Additional criteria are included for environmental award finalists. This is an acknowledgment of an industry not only reaching standards imposed but setting new benchmarks for itself.

It is clear that the judging panel set the bar high in these awards as the calibre and competency of finalists was exceptionally high. That is evident by the work on display throughout this publication.

All projects of finalist and winners demonstrate quality and innovation and make strong statements about standards of design, construction and management. They are a testament to the level of commitment and dedication of Master Builders’ members in providing clients with first class professional services, and a quality end product.

Notwithstanding the very close scrutiny of the building and construction industry, knowledgeable and experienced observers understand and know more often than not, the standard is exceptionally high. I congratulate the very deserving finalists and winners.

Manteena have displayed great knowledge

and expertise in both the construction and

coordination of this immensely prestigious

and complex 4,390m² project. The National

Gallery of Australia has long struggled with the

constraints of its original design and lack of

adequate display space, a problem which has been

tackled to great success by the team at Manteena.

The newly constructed entrance is now more

visible and accessible for visitors to the gallery,

and once inside guests are greeted by 11 specially

designed Indigenous art galleries built specifically

to accommodate a diverse range of artwork

including all sizes of early dot paintings, bark

paintings, textiles, ceramics and sculptures.

The scope of this project and the difficulties

involved are immense, from the need for the

building works to blend aesthetically with

the artwork to more logistical issues such as

accessibility and security.

Other key elements of the project include

improved visitor car parking facilities such as

tunnel, lift and stairs from the underground level

to the entry level, fit-out of the existing under

croft for art packing, framing and storage, new

separated loading docks and art lift for moving

of artworks, new kitchen facilities, underground

mechanical plant room and much more.

This project is a masterpiece in it its own right,

featuring high quality materials, exquisite

workmanship and meticulous attention to detail.

Manteena

COmmERCIAL BUILdINgmORE THAN $20 mILLION

This new addition to the National Gallery of Australia provides

a more visible and accessible ground-level entrance including

cloakroom, enhanced shop and the beautiful Gandel Hall

function space which opens onto a newly created Australian

garden. Immediately above the new entrance are specially

created galleries for Indigenous art which connect to existing

galleries on the main level. This is an exquisite construction job

of the highest standard which provides a fitting home for some

of Australia’s finest art-work.

Iqon

COmmERCIAL BUILdINg$10 - $20 mILLION

The Calvary Hospital Intesnvie Care Unit and Coronary Care Unit project comprises a new extension of 1400m² including ten new intensive care unit beds and six high dependency coronary care unit beds. The project involved many unusual complications including the need for the existing facility to remain fully operational throughout the construction process and for noise from building work to be kept at a minimum. Iqon communicated with the hospital on a daily basis to ensure a smooth and successful construction process and have achieved an outstanding final result with this high quality facility.

This project is comprised of a three storey educational facility

with a link bridge to the CIT Hub Building, an additional upper

level plant room and a solar panel area. The construction of this

facility included classrooms, workshops, office areas, breakout

COmmERCIAL PROJECT ExHIBITINg TECHNICAL dIFFICULTY OR INNOvATION

G.E. Shaw & Associates have completed this obviously complex project with great expertise and professionalism. The judges noted the very high quality vinyl, gyprock and the skilled workmanship evident throughout the project. Particularly difficult aspects such as limited equipment access to the site and foundation work at the basement level required careful onsite management. The project also called for close liaison with hospital staff and G.E. Shaw has communicated effectively to deliver this complex facility.

The project involved the creation of a new MRI-equipped Neurosurgical Suite in Building 12 at the Canberra Hospital. As no suitable space was available within the building that could be reconfigured to accommodate the Suite, and as there was no capacity for extending in a horizontal direction due to impingement on all four sides by other buildings, it was decided that the only option was to construct upwards by adding a new floor to the building that would accommodate the new Suite.

The logistics of undertaking a major project in a working hospital with no interruption to hospital services and functions

was a major accomplishment that required management of the highest order. The work site was also surrounded on all sides by the Peri-operative Unit, Coronary Care Unit and the Emergency Department, creating another challenge.

COmmERCIAL CONSERvATION HERITAgE PROJECT

FM Projects Australia have successfully maintained the integrity of the existing heritage structure whilst making these significant upgrades to the prominent Old Parliament House entry. The updated works comprise new stairs, disabled lift, security operated doors to either side of the stairs, new waterproofing and tiling to main stairs as well as new brass handrails. The result is a much more accessible entrance which is also now fully compliant to the current BCA.

COmmERCIAL ENvIRONmENTAL PROJECT

This purpose built four storey building comprises workshops, classrooms, laboratories and amenities that are used to teach and demonstrate in real time the design and use of almost every conceivable sustainable option in a building. These options include various types of mechanical, electrical and hydraulic systems including micro turbines, replete with passive air flow systems, low toxic finishes and fittings, recycled timbers, acoustic panels, water saving devices, efficient lighting and recycled carpet.

The building was completed in an environmental way in keeping with the end purpose of the building and is rated at least 6 star.

Guideline ACT

CIvIL PROJECT$5 to $20 mILLION

This was a design/construct project for the duplication of Flemington Road between Harmer Street Franklin and Wells Station Road.

The project incorporated the complete range of activities required for this type of duplication. The contractor developed first-class solutions to bridgework and pavement rehabilitation issues.

The work overall is of a high standard and was completed to the client’s satisfaction.

Guideline ACT

CIvIL PROJECT$1 to $5 mILLION

The project involved the construction of three bridges on the GDE Stage 2 Duplication.

Pre-stressed beam construction was utilised for the bridges over Ginninderra Drive and Ellenborough Street, where minimum disruption to existing traffic was imperative. Construction activity occurring adjacent to the heavily trafficked GDE carriageway was an added issue.

This well-managed project is of an extremely high standard.

Guideline ACT

CIvIL PROJECTLESS THAN $1 mILLION

This project aimed to improve the facilities at the Narrabundah Ball Park to satisfy the requirements for hosting higher grade games.

Work involved the provision of new lighting, the relocation of stands, construction of a new dug out, new fencing and improvements to the playing surface.

The project was well executed under a very tight deadline.

There was a major escalation of the project when asbestos contamination and unforseen complications with the existing service locations were discovered.

Hewatt Earthworks

CIvIL ENvIRONmENTAL mANAgEmENT PROJECT

The project entailed the remediation of a proposed building site at HMAS Harman, where significant contamination (including the presence of asbestos) had been discovered.

Hewatt assumed the responsibility for the entire remedial process, from initial investigation to determine the extent and nature of the contaminants, the preparation of a Remediation Action Plan, the control for safe removal and disposal of the contaminants, to the reinstatement of the site ready for building construction.

Due to the lack of an adequate official approval procedure for a project of this nature, Hewatt established an accepted practice for future works of this nature.

Construction Control

ExCELLENCE IN OCCUPATIONAL HEALTH & SAFETY - SYSTEm

Construction Control has established and maintained a health,

safety and environmental plan that is deployed on all projects.

The OH&S system in particular uses highly complex principal

risk assessment strategies in conjunction with their clients,

subcontractors and specialist advisers for each project and to

date has a high level of success in terms of limiting injury and

promoting compliance requirements of all staff on site and

those neighbouring sites.

The Mode 3 project is on the site of an old petrol station which

creates potential for great risk to workers and those in the

vicinity from the contamination to the ground from a range

of toxic materials. The site is constantly monitored by sensors

in the machinery and by patrols of specialist teams. Workers

are protected by ‘moon suits’ and extensive health checks are

performed on all staff. All contractors must, and do follow all

requirements set down in the corporate and site specific safety

plans and to date no incidents or injuries have occurred.

St Hilliers are constructing the new Harrison Secondary

School on a large site adjoining the existing operating school

which brings additional safety needs. The compound is in the

furthest corner of the block and delivery times are outside

school hours to protect the students. All contractors on site

are required to work within the safety system of St Hilliers.

All workers, regardless of working time, must be fully

inducted by the safety manager.

ACT Recycling

ENvIRONmENTAL - SUBCONTRACTOR, SUPPLIER, PROFESSIONAL, PROdUCT OR SERvICE

The centre provides a one stop location for recycling of all construction and domestic waste covering concrete, asphalt, masonry, timber and mixed waste that is sorted and reused for landscaping, drainage, roads and other construction applications. Materials such as cardboard, plastic, glass and steel are sent for further processing and reuse. In all, 96% of all waste is reused. In the past 12 months over 145,000 tonnes of waste has come through the gates. Green Star reports are provided to certify the quantities recycled from each building project. The next step is to further encourage builders to sort materials onsite and deliver to ACT recycling for treatment and reuse. Recycling has grown from 46,000 tonnes in 2009 to 125,000 tonnes in 2011. ACT Recycling is committed to further sustainable practices including generating electricity from some waste materials.
