• Recruit your local organizing team• Pick a local target – government entity, business,

institution like a hospital or university• Gather information about your target: budget; annual

payroll; annual amount spent on employee health benefits; info about its budget crisis

• Calculate an estimate of the savings your target will realize• Prepare a simple, one-page fact sheet to show the savings

to potential allies, elected officials, business owners, etc. • Follow through and win your target’s endorsement for

HR 676 and state single-payer legislation

When calculating savings …• Focus on savings from employee health benefits • Use a range of estimated savings based on a 4.5%

to a 9.0% employer payroll contribution• This range accounts for these variables: - HR 676 doesn’t specify payroll contributions, but 4.5% is based on Healthcare-NOW’s 2008 NHE review - Other state and federal single payer bills generally fall in this range - Everyone doesn’t agree on the amount of our national health care budget that should come from payroll taxes versus other taxes and sources

Philadelphia could save $539 million a year --the cost of health care for city workers and emergency care for Philadelphians without health insurance. This money could be used to improve our schools, create jobs, and reduce the poverty rate.

and public employers. Opportunity to reach new audiences. • 48 states face budget shortfalls totaling $192 billion in

2010, 29% of their combined state budgets (CBPP, 7/09) • Significant savings from HR 676 can save jobs, prevent

cuts in critical city services, avoid tax increases.• $530 billion total unfunded post retirement health benefits

in 50 states and 39 largest municipalities (GAO, 11/09)• Health reform Congress passed will not help state and local

governments; may make things worse because of increased Medicaid obligations.

• Workers benefit from less out-of-pocket costs and more comprehensive benefits, instead of the opposite that is occurring now
