Position Description:
The “Enhancing Regional Cooperation in Processing of War Crimes and the Search for
Missing Persons” is a regional project of UNDP, which builds on the Guidelines for
enhancing regional cooperation in war crimes processing signed and agreed by the three
prosecutors of Bosnia and Herzegovina, Croatia and Serbia. This enables the project to
build on a structure accepted by the national partners, ensuring national ownership and
sustainability of results. The project aims to increase the efficiency and effectiveness of
cooperation between the prosecution services and institutions for search of missing persons
of former Yugoslavia, i.e., Bosnia and Herzegovina, Croatia, Montenegro and Serbia in the
processing of war crimes and to further enhance capacities for the search for missing
persons from the armed conflicts. The Consultant will work under the overall supervision
of the Human Rights, Rule of Law, Justice and Security Programme Specialist and in close
cooperation with the Project Manager of Regional War Crimes project (based in BiH) and
the Governance Team Leader of UNDP in Montenegro. The primary objective of the
present consultancy is to act as country’s liaison for the regional project and facilitate
timely and efficient collaboration of the project with the Montenegrin authorities and their
counterparts in the countries, covered by the project.
Responsibilities:
• Ensure cooperation with the Montenegrin authorities for Regional War Crimes
project through bilateral and multilateral consultations and efficient technical
collaboration with Montenegrin Prosecutor’s Office and Commission for Missing
Persons and other stakeholders, regarding the project;
• Facilitation of bilateral operational, peer-to-peer working meetings of Montenegrin
Prosecutor’s Office and Commission for Missing Persons with other countries’
counterparts;
• Provide advice and strategic guidance on the project implementation as it relates to
review of legal obstacles for the regional cooperation, joint criteria for selection of

cases, joint procedures for transfer of cases, exchange of information on specific
cases, and facilitation of the victim and witness protection system, etc.;
• Cooperate closely with IRH and project focal points in countries covered by the
project;
• The report on facilitation of bilateral operational, peer-to-peer working meetings of
Montenegrin Prosecutor’s Office and Commission for Missing Persons with other
countries to conduct the research and joint review of the selected war crimes;
• Implementation and detailed report on support to Montenegrin authorities with
regard to RWC project implementation, including on their participation in the
regional consultations, development of the joint criteria for selection of cases, joint
procedures for transfer of cases, exchange of information on specific cases, and
facilitation and strengthening of the victim and witness support system, etc.;
• Draft review of legal obstacles in regional cooperation on processing war crimes,
the search for missing persons, and related matters such as victim and witness
support/protection, access to justice etc.;
• Report on the inputs to the capacity needs assessment of Montenegrin Prosecutor’s
Office and Commission for Missing Persons, the design of an outreach strategy,
including the guidelines on the public information and media and the review on
exchange of information between countries;
• Lead on Assessments of victim and witness support services in Montenegro;
Develop policy and training manual guidance on VWS, including on development
of SOPs/procedural framework;
• Facilitate arrangements for rule of law and justice related exchange events under
the IRH Regional Programme; and
• Perform other tasks related to the assignment.
Qualifications:
Education:
• Bachelor’s Degree in the areas of Law, Political Science, International Relations or
a related discipline;
Experience:
• At least 5 years of combined progressively responsible experience in the field of
rule of law, justice and free legal aid in Montenegro;
• Proven track record in project management, legal advice, and report writing;
• Experience in liaising and collaborating with the Government partners and Civil
Society;
• Experience with United Nations and inter-agency work is an asset; and

Associate Vice President, Gender Equality and Girls Empowerment, Save the
Children, Washington, DC

Position Description:
The Associate Vice President, Gender Equality & Girls Empowerment is responsible for
setting Save the Children’s course for its renewed commitment to Gender Equality and
Girls Empowerment. The incumbent will play the leadership role on the Agency’s Gender
Equality and Girls Empowerment agenda, helping to shape our research and knowledge
based on a broader understanding of the field that crosses sectors; and will be a visible
representative of that work. She/he will identify, cultivate and expand Save the Children’s
key relationships with relation to Gender Equality and Girls Empowerment. These include
relationships across Save the Children US and the Save the Children movement,
relationships with other key implementation and advocacy partners, and relationships with
donors.
Responsibilities:
• Be external facing, working with Resource Development to develop and implement
a fundraising strategy, for funding a Center for Girls; and provide input to proposals
for gendered programming. Collaborate with Board members and senior leaders to
develop and implement the SCUS strategy for Gender Equality and Girls
Empowerment; mobilize/lead a newly formed women’s council. (35%);
• Work across the Agency with International Programs, US Programs, Advocacy,
and SCAN connecting the dots on what is already going on and providing
leadership to ensure development, implementation, and embedding of appropriate
accountability systems for Gender Equality. Lead dedicated Gender Equality Staff
(eventually 3-4 additional FT staff in a Center for Girls- dependent on fundraising)
and provide guidance to staff embedded on the business teams. (35%);
• Works with Human Resources and Office of the President to ensure that SCUS
adopts and embeds a Gender Equality Policy drawing on experiences of sister

Qualifications:
• Bachelor's Degree required; Relevant Advanced Degree highly desirable;
• Minimum of 15+ years of experience and proven results in international & domestic
development or relevant corporate / foundation experience; experience in gender
equality leadership programming and fundraising highly preferred;

war prevention, initiation and termination, the evolution of conventional military
capabilities, technologies, and strategies, and their impact on strategies and
operations particularly, but not exclusively, in the maritime domain.
Professor of Naval Warfare Analysis:
• Duties will include analyzing joint, combined, and naval dynamics between the
U.S. (and allied and partner forces) and potential adversaries; and
• Incumbent will co-lead a faculty/student research group which involves teaching
graduate-level seminars for mid-grade and senior military officers, designing and
conducting iterated wargames, and supporting student research.

Qualifications:
Professor of Security Studies:
• Qualified candidates must have a terminal degree from an accredited university; a
research-oriented Ph.D. is preferred. Ph.D. candidates who are close to defending
their dissertations (ABD) will be considered, as will practitioners with relevant
experience in the field;
• Demonstrated interest in and capability to analyze issues of war and the use of
military force are required;
• Knowledge of and interest in future military technologies, capabilities, and
strategies is desirable;

Administratively Determined, Term-Appointed Position (The initial term of appointment

An eight-week evening seminar geared toward young professionals in foreign policy,
NGOs, research institutes, journalism, etc. Countering Salafi jihadist terrorist groups such
as the Islamic State and Al Qaeda that inflict violence upon Arab countries and far beyond
remains the overwhelming focus of U.S. foreign policy in the Middle East and North
Africa. Yet after 16 years of the “War on Terror,” and the expenditure of billions of dollars
and countless U.S. military engagements in the region, these groups have gained followers,
expanded their influence, and increased their lethality. The drivers of Salafi jihadism and
related violence are complex, and how to address the underlying factors behind the problem
is the focus of great deal of debate among experts. This seminar will explore one set of
factors exploited by terrorists—state repression; unaccountable, corrupt, and failed
governance; and political exclusion and alienation in the Arab world. The course will
examine the ideology and evolution of Salafi jihadist groups; delve into case studies of
several Arab countries representing U.S. counterterrorism priorities; and discuss the role
of promoting democratic governance and human rights in U.S. counterterrorism strategies

GMF’s Warsaw office seeks an intern to join the Security and Defense Policy team. The
team focuses on a broad spectrum of key security and defense issues impacting the
transatlantic relationship. The job of the intern is to work closely with GMF program and
senior staff, providing event assistance, research, and daily logistical and administrative
support. The intern will also be working with a database system and will therefore be
provided with database training. This internship is a unique opportunity to be in direct

Position Description:
The Consortium on Gender, Security and Human Rights is an organization devoted to
bringing knowledge about gender to bear on the quest to end armed conflicts and build
sustainable peace. Founded in 2002, and now based at the University of Massachusetts
Boston, its work is a result of collaboration between scholars and researchers, as well as
NGOs and international institutions such as the United Nations. Through knowledge-

and policymaking. Because we are a small, non-profit organization, our interns are integral

Responsibilities:
The responsibilities vary and are determined individually for each intern. Our staff meets
with each incoming intern to come up with a mix of assignments that best matches the
intern's learning goals and skills with the Consortium's current needs. This internship
provides interns with the opportunity to see how a small-NGO functions on a day-to-day
basis as well as develop their own leadership skills as an essential part of this organization.
Typical intern tasks include:

number of internship opportunities available. All FDD interns will have the opportunity

Research Assistant - South Sudan Religious Mapping Project, United States Institute
of Peace, Washington, DC

Position Description:
USIP's Research Assistant program is administered through the Consortium of Universities
in the Washington Metropolitan area. Any full-time university student in the Washington
area is eligible for these openings. Pay is between $10-14 per hour. Work schedule
averages 20 hours per week. The position lasts for approximately 6 months (mid-July to
mid-January.) All USIP contract and employee positions are contingent upon the favorable
completion of a suitability background investigation. Compensation is commensurate with
qualifications and experience.
Responsibilities:
• Conduct desk research and a literature review on South Sudanese religious actors
and institutions, including their historical and current role in conflict and
peacebuilding in South Sudan;
• Assist in data organization and analysis as it relates to project mapping;
• In coordination with project lead, communicate (through email or teleconference)
with partners on-the-ground in South Sudan, and contribute to identifying key
research questions and ground-strategy for data collection;
• Monitor current events, particularly the role of faith leaders and organizations in
driving and mitigating violent conflict in South Sudan by following media reports,
communicating with key experts, and attending relevant events in DC;
• Assist in the development of project outputs and products, including drafting and
offering guidance on policy papers, blogs, and website pages; and
• Perform administrative duties, as needed, to help track project and ensure
successful implementation. This may include: coordinating travel logistics,
conducting project-related phone calls and correspondence, supporting events,
checking sources, verifying facts, preparing synopses, bibliographies, etc.
Qualifications:
• A Masters student studying religious studies, international relations, international
training and education, international peace and conflict resolution, or another
related subject. Some previous research and office experience required;
• Excellent research and writing skills;
