Position Description:

The “Enhancing Regional Cooperation in Processing of War Crimes and the Search for

Missing Persons” is a regional project of UNDP, which builds on the Guidelines for

enhancing regional cooperation in war crimes processing signed and agreed by the three

prosecutors of Bosnia and Herzegovina, Croatia and Serbia. This enables the project to

build on a structure accepted by the national partners, ensuring national ownership and

sustainability of results. The project aims to increase the efficiency and effectiveness of

cooperation between the prosecution services and institutions for search of missing persons

of former Yugoslavia, i.e., Bosnia and Herzegovina, Croatia, Montenegro and Serbia in the

processing of war crimes and to further enhance capacities for the search for missing

persons from the armed conflicts. The Consultant will work under the overall supervision

of the Human Rights, Rule of Law, Justice and Security Programme Specialist and in close

cooperation with the Project Manager of Regional War Crimes project (based in BiH) and

the Governance Team Leader of UNDP in Montenegro. The primary objective of the

present consultancy is to act as country’s liaison for the regional project and facilitate

timely and efficient collaboration of the project with the Montenegrin authorities and their

counterparts in the countries, covered by the project.

Responsibilities:

• Ensure cooperation with the Montenegrin authorities for Regional War Crimes

project through bilateral and multilateral consultations and efficient technical

collaboration with Montenegrin Prosecutor’s Office and Commission for Missing

Persons and other stakeholders, regarding the project;

• Facilitation of bilateral operational, peer-to-peer working meetings of Montenegrin

Prosecutor’s Office and Commission for Missing Persons with other countries’

counterparts;

• Provide advice and strategic guidance on the project implementation as it relates to

review of legal obstacles for the regional cooperation, joint criteria for selection of

• Cooperate closely with IRH and project focal points in countries covered by the

project;

• The report on facilitation of bilateral operational, peer-to-peer working meetings of

Montenegrin Prosecutor’s Office and Commission for Missing Persons with other

countries to conduct the research and joint review of the selected war crimes;

• Implementation and detailed report on support to Montenegrin authorities with

regard to RWC project implementation, including on their participation in the

regional consultations, development of the joint criteria for selection of cases, joint

procedures for transfer of cases, exchange of information on specific cases, and

facilitation and strengthening of the victim and witness support system, etc.;

• Draft review of legal obstacles in regional cooperation on processing war crimes,

the search for missing persons, and related matters such as victim and witness

support/protection, access to justice etc.;

• Report on the inputs to the capacity needs assessment of Montenegrin Prosecutor’s

Office and Commission for Missing Persons, the design of an outreach strategy,

including the guidelines on the public information and media and the review on

exchange of information between countries;

• Lead on Assessments of victim and witness support services in Montenegro;

Develop policy and training manual guidance on VWS, including on development

of SOPs/procedural framework;

• Facilitate arrangements for rule of law and justice related exchange events under

the IRH Regional Programme; and

• Perform other tasks related to the assignment.

Qualifications:

Education:

• Bachelor’s Degree in the areas of Law, Political Science, International Relations or

a related discipline;

Experience:

• At least 5 years of combined progressively responsible experience in the field of

rule of law, justice and free legal aid in Montenegro;

• Proven track record in project management, legal advice, and report writing;

• Experience in liaising and collaborating with the Government partners and Civil

Society;

• Experience with United Nations and inter-agency work is an asset; and

Associate Vice President, Gender Equality and Girls Empowerment, Save the

Children, Washington, DC

Position Description:

The Associate Vice President, Gender Equality & Girls Empowerment is responsible for

setting Save the Children’s course for its renewed commitment to Gender Equality and

Girls Empowerment. The incumbent will play the leadership role on the Agency’s Gender

Equality and Girls Empowerment agenda, helping to shape our research and knowledge

based on a broader understanding of the field that crosses sectors; and will be a visible

representative of that work. She/he will identify, cultivate and expand Save the Children’s

key relationships with relation to Gender Equality and Girls Empowerment. These include

relationships across Save the Children US and the Save the Children movement,

relationships with other key implementation and advocacy partners, and relationships with

donors.

Responsibilities:

• Be external facing, working with Resource Development to develop and implement

a fundraising strategy, for funding a Center for Girls; and provide input to proposals

for gendered programming. Collaborate with Board members and senior leaders to

develop and implement the SCUS strategy for Gender Equality and Girls

Empowerment; mobilize/lead a newly formed women’s council. (35%);

• Work across the Agency with International Programs, US Programs, Advocacy,

and SCAN connecting the dots on what is already going on and providing

leadership to ensure development, implementation, and embedding of appropriate

accountability systems for Gender Equality. Lead dedicated Gender Equality Staff

(eventually 3-4 additional FT staff in a Center for Girls- dependent on fundraising)

and provide guidance to staff embedded on the business teams. (35%);

• Works with Human Resources and Office of the President to ensure that SCUS

adopts and embeds a Gender Equality Policy drawing on experiences of sister

Qualifications:

• Bachelor's Degree required; Relevant Advanced Degree highly desirable;

• Minimum of 15+ years of experience and proven results in international & domestic

development or relevant corporate / foundation experience; experience in gender

equality leadership programming and fundraising highly preferred;

• Demonstrated capability to develop and lead strategic efforts, with proven track

record on gender mainstreaming highly preferred;

• Demonstrated capability for external representation/thought leadership and a

In this position, you will plan, execute, and manage the acquisition strategy for the National

Cybersecurity Protection System (NCPS). Typical work assignments include:

• Monitoring contractor performance against the purpose and scope of contracts for

complex IT security system services, to include maintaining government endorsed

COTR certification, presenting briefs on the contractor's performance, ensuring

contract guidelines are being followed, making personnel recommendations should

the work require additional contractors not described in the contract, and following

Women’s Protection and Empowerment Coordinator (Short Term Assignment),

This position will be responsible for the overall implementation of the Women’s Protection

and Empowerment strategy and program in the camps of Nyaragusu, Nduta and Mtendeli,

Strategic Planning and Program Design

• Contribute to the implementation of the IRC Tanzania Country Strategic Action

We invite doctoral students conducting research on international security to submit papers

to the Harvard International Security Conference to be held on October 14-15, 2017. The

conference is designed to provide doctoral students with feedback on their research from

peers and faculty outside their home institutions, and build cross-institutional relationships

Accepted participants will be notified by September 15, 2017. We anticipate accepting

roughly a dozen graduate student participants in total. In order to facilitate an in-depth

Fall 2017 Seminar Series- Failed Governance, Authoritarianism, and Salafi Jihadism

in the Middle East and North Africa: Exploring the Connections, Project on Middle

An eight-week evening seminar geared toward young professionals in foreign policy,

NGOs, research institutes, journalism, etc. Countering Salafi jihadist terrorist groups such

as the Islamic State and Al Qaeda that inflict violence upon Arab countries and far beyond

remains the overwhelming focus of U.S. foreign policy in the Middle East and North

Africa. Yet after 16 years of the “War on Terror,” and the expenditure of billions of dollars

and countless U.S. military engagements in the region, these groups have gained followers,

expanded their influence, and increased their lethality. The drivers of Salafi jihadism and

related violence are complex, and how to address the underlying factors behind the problem

is the focus of great deal of debate among experts. This seminar will explore one set of

factors exploited by terrorists—state repression; unaccountable, corrupt, and failed

governance; and political exclusion and alienation in the Arab world. The course will

examine the ideology and evolution of Salafi jihadist groups; delve into case studies of

several Arab countries representing U.S. counterterrorism priorities; and discuss the role

of promoting democratic governance and human rights in U.S. counterterrorism strategies

in the region. Speakers will include former U.S. officials, scholars, and other experts.

In 2015, under the umbrella of its Creativity and Innovation Initiative, the GCSP and its

Geopolitics and Global Futures Programme established a prize in order to recognise

deserving individuals or organisations that have an innovative approach to addressing

international security challenges. The prize is designed to reach across all relevant

disciplines and fields. It seeks to reward the most inspiring, innovative and ground-

breaking contribution of the year, whether this comes in the form of an initiative, invention,

research publication, or organisation.

The prize consists of a cash award of CHF 10’000. The prize will be awarded to the winner

at a Ceremony in Geneva. In addition to the Prize, all travel to and attendance at the

Ceremony will be paid by the GCSP. The winner will be announced in November 2017.

to eyeWitness to atrocities, a mobile app that provides human rights defenders,

Scoville Fellows will choose to work with one of the 24 organizations participating in the

program. With the assistance of the program director, fellows will select a placement which

work. With the exception of Congressional lobbying, fellows may undertake a variety of

activities, including research, writing, and organizing that support the goals of their host

organization. The purpose of the fellowship is to provide an opportunity for college

nonprofit, public-interest organizations working on peace and security issues.

Responsibilities:

• To lead and contribute to the production of well researched analysis that addresses

the making of U.S. foreign, defense and security policies as they relate to global

and regional conflicts; the sources of influence on such policy making; and, the

impact of such policies (the analysis could take the form of stand-alone documents

or of sections of reports and briefings written by Crisis Group’s regional Programs);

• To propose measures and policies by which the U.S. can strengthen its role in

mitigating and preventing armed conflicts; and, to develop and deliver advocacy

initiatives in the U.S. and elsewhere accordingly;

• To develop a rolling annual schedule of proposed work and outputs that

complements and is mutually reinforcing with the existing research, analysis,

advocacy and communication plans of Crisis Group’s other regional programs;

The Alfa Fellowship Program is an 11-month high-level professional development

initiative placing up to 18 American, British, and German citizens per year in work

assignments at leading organizations in Russia in the fields of business, economics,

international relations, journalism, law, public policy, and related areas. Key goals of the

Alfa Fellowship Program are expanding networks of American, British, and German

professionals, developing greater intercultural understanding, and advancing knowledge of

Russian affairs in the West.

The Alfa Fellowship Program begins with language training in the Fellow’s geographic

location followed by a language course in Moscow starting in mid-June. Throughout the

summer, Alfa Fellows attend a seminar program with key public and private sector officials

to discuss current issues facing Russia. Fellows then work at prominent organizations in

Russia, including private companies, media outlets, think tanks, and foundations. The in-

country portion of the program lasts from mid-June until late April. Eligible candidates

must have a graduate degree and professional experience in business, economics,

journalism, law, public policy, or a related field. Russian language proficiency is not

required, but is preferred. The Fellowship includes a generous monthly stipend, language

training, program-related travel costs, housing, and insurance.

• U.S., U.K., or German citizen between the ages of 25 and 35;

• Graduate degree and professional experience in business, economics, journalism,

undergraduates, advanced students, and recent graduates who are interested in gaining

practical experience in public policy. Fall 2017 internships are available with the

Aerospace Security Project, the Defense-Industrial Initiatives Group

(Acquisition/Analytics), the Energy and National Security Program, the International

Security Program, the Project on Nuclear Issues, the Proliferation Prevention Program, the

Transnational Threats Project, and more. All of our internships are paid. Each intern is paid

Qualifications:

• Must be at least a college junior in good standing, an advanced student or a recent

graduate;

GMF’s Warsaw office seeks an intern to join the Security and Defense Policy team. The

The Consortium on Gender, Security and Human Rights is an organization devoted to

bringing knowledge about gender to bear on the quest to end armed conflicts and build

sustainable peace. Founded in 2002, and now based at the University of Massachusetts

Research Assistant - South Sudan Religious Mapping Project, United States Institute

Position Description:

USIP's Research Assistant program is administered through the Consortium of Universities

in the Washington Metropolitan area. Any full-time university student in the Washington

area is eligible for these openings. Pay is between $10-14 per hour. Work schedule

averages 20 hours per week. The position lasts for approximately 6 months (mid-July to

mid-January.) All USIP contract and employee positions are contingent upon the favorable

completion of a suitability background investigation. Compensation is commensurate with

Responsibilities:

• Conduct desk research and a literature review on South Sudanese religious actors

and institutions, including their historical and current role in conflict and

peacebuilding in South Sudan;

• Assist in data organization and analysis as it relates to project mapping;

• In coordination with project lead, communicate (through email or teleconference)

with partners on-the-ground in South Sudan, and contribute to identifying key

research questions and ground-strategy for data collection;

• Monitor current events, particularly the role of faith leaders and organizations in

driving and mitigating violent conflict in South Sudan by following media reports,

communicating with key experts, and attending relevant events in DC;

• Assist in the development of project outputs and products, including drafting and

offering guidance on policy papers, blogs, and website pages; and

• Perform administrative duties, as needed, to help track project and ensure

successful implementation. This may include: coordinating travel logistics,

conducting project-related phone calls and correspondence, supporting events,

checking sources, verifying facts, preparing synopses, bibliographies, etc.

Qualifications:

• A Masters student studying religious studies, international relations, international

training and education, international peace and conflict resolution, or another
