TheCountyofMontereyiscurrentlyperformingduediligenceonitspossibleacquisitionoftheCapitalOnepropertylocatedonthesouthernboundaryoftheCityofSalinas.IftheCountysupervisorschoosetopurchasethecampus,theywouldconsolidatevariousCountyofficesatthesite,overtime.Aswithanydecision,thereareadvantagesanddisadvantagestobeconsidered.Onethingiscertain:theSupervisors’actiononthisissueisguaranteedtoshapeourcommunityforgenerationstocome.Itisbothariskandanopportunity. Recognizingthevitalandstrategicimportanceofthismatter,theChamberhasjoinedotherlocalorganizationsincreating“SaveOurLocalEconomy”(S.O.L.E.).S.O.L.E.isdedicatedtoresearchingthisproposalandmakingsurethecommunityatlargeunderstandsitspotentialimpacts.MembersoftheS.O.L.E.coalitionhavebeentalkingwithCountystaffandthefiveCountysupervisorstohelpthemmaketheoptimaldecisiontomeettheCounty’sneedsandalsothoseofthecommunityasawhole.What Does the County Need? Asweunderstandit,theCountyhasseveralpressingneeds:1.EnsurethebestuseofCountyassetsandresources,includingthatthispropertypurchasemakesfinancialsense,thatitsavestaxpayerfundsovertime,andthatitprovidestheopportunitytoimproveservices.2.FindapermanenthomeforCountyemployeeswhohavebeenhousedintemporaryofficesforovertenyears(includingtheDistrictAttorneyandPublicDefender).3.ParkingforCountyemployeesandothersinthedowntownarearemainsanacuteproblem.What Are Some Concerns with the Acquisition?1.LostopportunitytocollaborateonaGovernmentCenterthatwouldpromise
tobeamajoreconomicdriverforthearea(describedlaterinthisarticle).2.InabilitytousetheCapitalOnepropertytoattractnewjobs.Thissiteonceaccommodatedover2000well-payingjobs.Aprivatesectoremployerisbestsuitedtorecoverthesejobsincludingre-hiringmanyofthosewholosttheirjobsduetotheclosureandwhoarestillunemployed.Thesejobscouldinjectanadditional$100Minannualpayroll,plusapositivemultipliereffectofthatmoneybeingspreadthroughouttheCounty’seconomy.3.DegradationofservicetoCountyconstituents,especiallythemostvulnerablewhorelyonpublictransportationtogettoCountyoffices.4.ThisproposaliscontrarytoallcurrentthinkingaboutSmartGrowthPrinciplesandSustainableCommunitieswhichpromotecity-centeredgrowthandinfilldevelopmentinthecoreareas.MOU - Let’s Not Lose This Opportunity Onlytwoyearsago,inMayof2012,theCountyofMontereyandtheCityofSalinassignedaMemoofUnderstandingagreeingtocollaborateonthemutualplanningandimplementationofaGovernmentCenterindowntownSalinas.Inthatimportantdocument,boththeCityandtheCountyrecognizedseveralimportantpoints:•Governmentworkersrepresentthelargestshareofdowntownemploymentandthisconcentrationofgovernmentactivitygeneratessignificantgovernment-relatedbusinessactivity.•“…[T]heCountyandtheCityeachrecognizethatthecontinuedconcentrationofgovernmentofficesindowntownSalinasisbeneficialfortheeffectiveprovisionofmanygovernmentservicesandisessentialfortheeconomichealthandwell-beingofdowntownSalinas”[emphasisadded]•“EvaluatespatialandorganizationalneedsofCountyagenciesand
departmentswhosecurrentlocationinthedowntown,orwhoserelocationtothedowntownmaybebeneficialaspartofaregionalgovernmentcenter.”[emphasisadded] IntheMOU,boththeCityandtheCountyagreedtoprovidestaffandresourcestoplanandbuildtheGovernmentCenter.Thisincludedcomprehensivemasterplansforbothfacilitiesandparking. TheSalinasPlanningandResearchCorporation(SPARC),alocalnon-profitgroupdedicatedtodoingjustthistypeoflong-termplanning,developedastudyin2008showingtheopportunityprovidedbytheexistingassetsalreadyownedorcontrolledbytheCountyintheGovernmentCenter.(The

Afterayearofextensivecommunityoutreach,theSalinasCityCouncilrecentlyacceptedtheEconomicDevelopmentElementasthebasisofafutureGeneralPlanupdate.ThatdocumentincludespoliciesthatexplicitlysupporttheGovernmentCenter. TheCityandCountyhavealsojointly

TheCountyhastheopportunitytoshowleadershipandstewardshipbycommittingtotheseprinciplesandpursuingtheircommitmenttotheGovernmentCenterMOUandtheVibrancyPlan. ThousandsofhourshavebeeninvestedoverthelastyearengagingthecommunitytocreateaplanfordowntownvibrancyforSalinasaswellasanEconomicDevelopmentElementfortheCity’sGeneralPlan.Inordertobesuccessful,thesewell-thoughtplansrelyontheactiveparticipationofCounty
government. WebelieveworkingwiththeCityandcommunitythatsomeoftheCounty’sacuteneedscanbesolvedwhilepursuingthecommitmenttotheGovernmentCenterMOU.Thesemayincludere-allocatingsomeoftheCity’sparkingassetstoCountyemployeesaswellasshorttermleasesintheareatoprovidetimetodevelopastrategicmasterplanthatcanbenefitnotonlytheCountybuttheCityandcommunity. Asstatedatthebeginningofthisarticle,thisisnotjustarisk,butanopportunity.TheCountycanuseitsgame-changingpowerandresourcestojumpstartacascadeofpositiveeconomicoutcomesforallwhilecontributingtomeaningfulcommunityrevitalization.Likealargeboulderdroppedinapond,
itwouldbeginwiththeGovernmentCenterandradiateoutwarduntilvirtuallyeveryoneintheCountywereaffected. Labor Law Update: July 1 Marks Minimum Wage Hike

SeverallawsthatweresignedlastyeartakeeffectonJuly1,includingtheupcomingminimumwageincrease.Employersshouldtakenoteofthelawsbelowandreviseexistingbusinesspracticesaccordingly.Minimum Wage OnJuly1,2014,California’sminimumwageincreasedto$9perhourfromtheexistingminimumwageof$8perhour.ThisisthefirstincreasetothestateminimumwagesinceJanuary1,2008.Theminimumwagewillincreaseasecondtimeto$10perhouronJanuary1,2016. Employersshouldexamineallpaypracticesthatmightbeaffectedbytheminimumwageincrease.Theminimumwageincreaseaffectsseveralemployerpractices,including:•Overtimeratesofpay;•Exempt/nonexemptclassification.Theminimumsalaryrequirementforadministrative,professionalandexecutiveexemptionsincreasesto$3,120permonth;•Mealandlodgingcredits;•Piece-ratepay.Employersmustensurethatpiece-rateemployeesreceivetheminimumwageforeachhourworked;•Drawsagainstfuturecommissions,whichmustbeequaltoatleasttheminimumwageandovertimeduetotheemployeeforeachpayperiod(unlesstheemployeeisexempt);•Toolsandequipment.Onlyemployeeswhosewagesareatleasttwotimestheminimumwagecanberequiredtoprovideandmaintainhandtoolsandequipmentcustomarilyrequiredbythetradeorcraftinwhichtheywork;and•Thesubminimumwagerate.Notice RequirementsEmployerswillneedtomakecertain

Workers’compensationregulationsconcerningpredesignationofpersonalphysiciansalsotakeeffectJuly1.AccordingtotheDIR,thefinalregulationschangethecriteriathatanemployeemustmeettopredesignateapersonalphysicianormedicalgroupforwork-relatedinjuriesorillnessestoconformtoSB863(whichwaspassedin2012).DIRalsorevisedtheformsusedforpredesignatingapersonalphysicianorapersonalchiropractorandthetimeofhirepamphlet.Work Sharing plans TheCaliforniaEmploymentDevelopmentDepartment(EDD)usesaspecialworksharingprogramtohelpcompaniesavoidmasslayoffsbysharingtheavailableworkamongemployees.AB1392changestherequirementsforthoseworksharing

Waterisincreasinglynolongeracommoditybutaresource,especiallyintimesofadrought.Theintensificationofthedroughtthisyearhasledeveryonetodustoffsomeoldideasforwaterresourcedevelopment,ideasthatmayhavebeenconsideredinthepastbutdiscardedbecause,well,wehadenoughwateratthetime. Butallthathaschangedthisyear.Waterrightsandtheuseofexistingwatersuppliesarebeingexaminedinnewwaysthatjustafewyearsagoweneveranticipated.TheStateLegislatureisevenwrestlingwithfirst-evergroundwaterbasinmanagementlegislation,primarilyduetotheoverdraftingoftheCentralValleyaquifersystems.Pressureongroundwaterasthemainresourceforirrigationandmunicipaluseshasintensifiedbecausemorewaterisbeingdivertedfromsurfacewaterresourcestoenvironmentaluses,impactedbythreeyearsofdroughtandlackofrecharge.Asthisproposed
legislationisahugeprecedentforwatermanagementinourstate,maintaininglocalcontroloverourwaterresourcesisessentialtomanagingsuppliesandstorage. HereinMontereyCountywehaveourown,uniquewatersupplysystem,indeedahighlydevelopedwatersupplysystemthatcaptureswaterduringperiodsofprecipitationandthenisreleasedthroughouttheyeartorechargethegroundwaterbasin(amongstotherbeneficialuses).Astheprimarysourceforirrigationandmunicipaluse,theSalinasRiverGroundwaterBasinisanearlycompletesystemofuseandrechargeofourwaterresources(althoughnotquitefullybalanced).Andinmostyearsthissystemworksasdesigned;onlyindroughtyearsdoweruntheriskofrechargingofthegroundwaterbasin,asweprobablywilldothisyear. Itshouldbenotedthattheagriculturalcommunityspearheadedthedevelopmentofthesewaterresources,certainlyoutofnecessity,butprimarilytoensurethatanadequatewaterresourcewouldbeavailableformanydecadestocome.Sincethe1950stheseprojectshaveincrementallydevelopedawatersupplysystemthatsustainsour
$4.38billionagriculturalindustry. Astherealizationsetinthisyearthatwemustcontinuetoseriouslydevelopmorewaterresources,variousideashavebeendustedoffinthehopesthatwecanprovidewaterforfuturedryyearfluctuations.Amazingwhatdevelopswhenthereisasenseofuncertaintyaboutfuturewatersupplies,similartowhatmusthavebeenfacedinthelate1940swhenearlydecisionsaboutlocalprojectsweremade. Inthepastthreeweeksoneoftheseideashasreceivedconsiderableattention,andindeed,isbeginningtomoveforward.Knownastheinterlaketunnelproject,thisresourceconceptisbasedonthefactthattheNacimientowatershedprovidesthreetimesthewaterlevelsastheSanAntoniowatershedduringperiodofprecipitation,thusfillinguptheNacimientoreservoirfaster.TheproposedpipelinewouldallowwatertobetransferredfromLakeNacimientotoLakeSanAntoniousingadownhillgradient;additionalwaterstorageandfloodcontrolmanagementcouldbeaccomplishedbybalancingthereservoirlevelsutilizingthispipelinetransfer.OurBoardofSupervisorstookactiononJune3rdtoapproveaninitial$500,000appropriationforinitialstudies
thatwilldeterminehowmuchwatercanbecapturedforstorage,aswellaswhichwaterrightwillbeutilized,andpreliminarydesignstudies.Theprojectrequiresafullengineeringanalysis;anintakestructurewillbeconstructedatLakeNacimientoinanareagenerallyclosestinproximitytoLakeSanAntonio,withanestimated11,000feetof10-footdiameterpipelineconnectingtoanexitstructureatLakeSanAntonio.GravityflowwillbeusedtotransferwaterfromNacimientotoSanAntonio,withanestimatedannualaverageof60,000acrefeetofwatertobeconveyed.Theprojectisexpectedtotakeabout1.5to3yearstocomplete,dependingonenvironmentalandengineeringwork. Estimatedcostofthisprojectiscurrently$25million,including$3.4millionincontingency.TheSalinasValleyagriculturalcommunityissupportiveofthisproposedprojectasawaytofurtherdevelopourpreciouswaterresources,andthussecuringourdestinyduringthedroughtcyclesthatnodoubtwewillfaceinthecomingdecades. cominginthewinterthatwouldbringbadlyneededrainandrelieftoaparchedstate.Nowthatglimmerisfadingfast,andthedroughthasgottenevenworse. OnehundredpercentofCaliforniaisinaseveredrought,77percentisinanextremedroughtand33percentisinanexceptionaldrought,accordingtoareportreleasedrecentlybytheNationalDroughtMitigationCenterinLincoln,Neb. “Thoseareremarkablenumbers,”saidMarkSvoboda,aclimatologistandthecenter’smonitoringprogramleader.ThedroughtmonitoringteaminLincolnhasneverseenanexceptionaldroughtsinceitstartedkeepingdetaileddatain1999.TheD4category—aforebodingmaroon
coloronaCaliforniadroughtmap—extendsfromSacramentoandtheBayAreathroughtheCentralValley,SantaBarbaraandVenturacounties. LosAngelesCountyandcountiessouthandeastregisteraD3forextremedrought,mostlybecausetheregionhasmorereservoirsfilledtothebrimtofightthedrought,nowinitsthirdyear,Svobodasaid.Predictionsforamuch-anticipatedwet2014-15winterarewaning. “TheElNiñohadaverypromising,dramaticsurgeinJanuary,FebruaryandMarch,butnowasweentersummer,allofasuddenitisdisappearing,”saidclimatologistBillPatzert,lookingupfromadozensatelliteimagesonhis
computerscreenattheJetPropulsionLaboratorynearPasadena.“Thegreatwethopeisgoingtobethegreatwetdisappointment.” Patzert,whooncewasbooedoffthestageatanAmericanMeteorologicalSocietymeetinginJanuary2007forpredictinganElNiñowouldfizzle,oftengoesagainstthescientificgrain.However,thatyear,theElNiño,awarmingoftheoceanwatersthatoftenbringsrainandsometimesflooding,hadweakenedashesaiditwould,resultinginthedriestrainseasoninthehistoryofLosAngeles,uptothattime.AN ExCEpTiONAL DROUghT Themovementfromextremeto

TheLosAngelesDepartmentofWaterandPowerisrelyingontheMetropolitanWaterDistrictforitswatersupplyalmostexclusivelythisyear.Butwithonly3.6inchesoftotalrainfallin2013,thedriestin135years,theMWDisbankingagainstthefuture.Itcanonlyget5percentofitsallocationfromtheStateWaterProject,i.e.waterdeliveredviaaqueductfromNorthernCalifornia. TheMWD,whichdeliverswaterto19millionCalifornians,isdrawingdownwaterfromSouthernCaliforniareservoirs,namelyPyramidLake,SilverwoodLakeandDiamondValleyLake.GroundwaterbasinsintheSanFernandoValley,Pasadena’sRaymondBasin,theenormousSanGabrielBasinandtheSantaAnaRiverwatershedintheInlandEmpireareapproachingrecordlowlevels,watermanagerssay. AndtheMWDandits26memberagenciesarepumpingmorewaterfromtheColoradoRiverviaLakeHavasuintoitssystem,awatersourceLADWPisalsousingtoserveitscustomers.Thequestionis,howlongcanSouthernCaliforniawateragencieskeepthatup?

Now,ElNiño—namedaftertheChristchildbecauseitusuallyshowsupinDecember—islookeduponasthesaviorforCalifornia.ButnoteveryElNiñoisadroughtbuster.PatzertsaysElNiñoscomeinsmall,medium,largeandjumbo.Thesmallandmediumonesdon’tproducerainstorms.“Idon’twanttobethespoilerbutwhatthedatashowsmeisthisElNiñoisnotbuilding.Itisdying,”hesaid. ClimatologistsfromtheNationalOceanicandAtmosphericAdministration’sClimatePredictionCenterinCollegePark,Md.,releasedabulletinearlierthismonthsayingthere’san80percentchanceofanElNiño-SouthernOscillationinSeptember,OctoberorNovember,and82percentchancefromNovembertoJanuary. However,nationalclimatologistshavebackedawayfrompredictingastrongElNiñoliketheonethatdoubledthearea’saveragerainfallin1997-98.“Itisdifferentthanwhatfolkswerethinkingafewmonthsago.Atthispointweareonlyfavoringamoderatetypeofevent,”saidMichaelHalpert,actingdirector
ofNOAA’sclimatecenter,inaninterviewWednesday. TheGovernmentRelationsCommitteehasbeenanintegralChamberofCommerceCommitteeformanydecades.Inrecentmonths,arenewedinterestinlocalissuesbyourmembershasbroughtnewlifeintothisgroupthatdrivesmuchoftheChamber’spolicydecisions.Thiscommitteeisdedicatedtodiscussingandweighinginonissuesoflocalimportance.Whilethesediscussionsmightincludestatewideandfederalbillsandlegislation,muchofourfocusisonlocalissues.Anyonewho’switha
membercompanyoftheChambermayparticipateontheGRCcommittee.TherecommendationsoftheCommitteeareprovidedtotheboardforfinalvotetoensurealignmentwithChamberpolicies.OnMay15,weheldalunchmeetingfocusedonlocaltaxinitiativesintheCityofSalinasandhadmorethan50attendees.Over30peopleattendedourJune19thlunchmeetingontheCounty’spossibleacquisitionoftheCapitalOneproperty.Wewillcontinuetoholdmonthlylunchmeetingsinanattemptto
continuetodrawlargergroups.OneofthewaysthatweengageisthroughtheGRC’sCandidateReviewSubcommittee,currentlyledbyBillTebbeofRabobank. Thechargeofthisgroupistointerviewandmakeendorsementrecommendationsforlocalelections.We’vefocusedmuchofourattentiononcountyandcityracesforlawenforcement,schoolboards,andboardpositionsinlocalgovernment.Besuretolookforourrecommendationsandendorsementspriortothisfall’selections.Acoupleofbigissueshave
recentlycomebeforethiscommitteeandourboard,includingtheSaveOurLocalEconomyinitiative,atopicwellcoveredinthisissue.Anotherimportantissuerelatedtogasandoilexplorationrecentlycamebeforeourcommittee.AnApril30votebytheMontereyCountyPlanningCommissionrecommendedthattheBoardofSupervisorsapprovesignificantamendmentstotheCounty’szoningordinancethatwillrestrictoilandgasactivitiesandimposean

Theevent’srecipientnonprofitwasGirls’HealthinGirls’Hands(GHGH),aninitiativeoftheWomen’sFundandCommunityFoundationforMontereyCountyfocusedongivinglocalgirlsavoiceinshapingtheirfuture.GHGHbeganin2009asagirl-ledactionresearchprojecttoidentifyhealthinformation,supportandservicesneededbypre-teenandteengirlsinMontereyCounty.IMPOWERguestswereinvitedtopurchasejournalstobegiventothemorethan550girlscurrentlyparticipatinginGHGHsotheycanrecordwhattheylearnandkeepnotestoensuretheirgoalsforthefuturearealwaysavailableforreviewand
refinement. Someemployerswanttogatherinformationaboutapplicantsandemployeeswhenmakinghiringandotheremployment-relateddecisions.Theterm“backgroundchecks”includesobtaininginformationaboutaperson'sworkhistory,education,criminalrecord,financialhistory,oruseofsocialmedia.Exceptforcertainrestrictionsrelatedtomedicalandgeneticinformation,itisnotillegalforanemployertoaskquestionsaboutanapplicant'soremployee'sbackground,ortorequireabackgroundcheck.However,employersmustcomplywithstateandfederallawsthatprotectapplicantsandemployeesfromdiscrimination.And,ifyourunbackgroundchecksthroughacompanyinthebusinessofcompilingbackgroundinformation,youmustcomplywiththeFairCreditReportingAct(FCRA)andCalifornia’sInvestigativeConsumerReportingAgenciesAct. TheEqualEmploymentOpportunity

Revenue Measures Placed on the November Ballot OnTuesday,June24theSalinasCityCouncilvotedtoplacetworevenuemeasuresontheNovemberballottoimprovepublicsafetyinSalinasandsupportotherkeyservicesthatwillcontributetoasafer,betterSalinas. Revenuefromthemeasureswouldincreasecurrentlevelsofsafetyservicesincludingneighborhoodpatrols;communitypolicing;anti-gangefforts;schoolsafety;rapidresponseparamedic
services;andyouthprogramsforviolenceprevention. Whilepublicsafetyremainsthetoppriorityfornewcityrevenue,extensivecommunityoutreachhasalsoidentifiedothertopprioritiesamongstlocalresidents,includingfixingpotholes,roadsandinfrastructure;buildingupsuccessfulyouthprograms;strengtheningseniorservicesandprograms;andupgradingrecreational
centers. Bothmeasuresrequirestrictfiscalaccountability,includinganindependentCitizens'OversightCommittee,mandatoryfiscalauditsandyearlyreportstothecommunitytoensurethateverydollarstayslocal. JunewasgraduationmonthfortheLeadershipSalinasValleyProgramandtheproudgraduatesofClassXXXIIarewellontheirwaytobecomingtheleaderstheyhavebeentrainedtobe.AgreatexampleofthisisthehighlysuccessfulcollaborationofateamofclassXXXIImembersandtheAmericanLegionandAuxiliarytoplaceagranitebenchandanirrigationsystemintotheRoseGardeninCentralParkinSalinas.TheeventwasextremelywellattendedandtheimprovementstotheRoseGardenweregratefullyacknowledgedbythefamilymembersandotherveteranswhowerepresent.InscribedonthebencharethenamesofindividualsfromSalinaswhowerelostinthewarsinAfghanistanandIraq.TeammembersincludedKimSteiger(CentralCoastFederalCreditUnion),SheriLindow(SalinasValleyMemorialHospitalFoundation;Children’sMiracleNetwork),KristanLundquist(CityofSalinasLibrary,ParksandRecreationDepartment)andJessicaMcKillip(DirectoroftheOldtownSalinasAssociation). Improvementsandenhancements
areinthefuturefortheSalinasAnimalServicesprogram.ClassXXXIImemberssuccessfullyhada“GetAcquainted”yarddesignedandhavelinedupvolunteerstoprovidetechnicalservicesand“sweatequity”togettheoutsideexerciseareasoftheAnimalServicesvenueimprovedbygradingandinstallingdecomposedgranite.Additionally,theteammembershaveworkedwiththestafftodesignanewlogo,messageandflyerfortheprogram.Thereiseverychanceitwillbethe“goto”organizationfortheadoptionofcats,dogsandothercrittersinSalinas!UndertheleadershipofClassXXXIalumna,CindyBurnham,theClassXXXIImemberswereDaphneEngelken(TutorDoctor),RoxaneFritz(AnimalWelfareInformationandAssistance),MarianneJimenez(PacificValleyBank),IvanPruneda(Driscoll’s),ValerieGhio(FoodSource),andRobLynch(C.H.Robinson). Acovenantnottocompetemeansthatapersonisrestrictedorprohibitedfromengaginginaspecifictypeofbusinessoractivity.Covenantsnottocompeteareparticularlycommonwhenanownerofabusinesssellsthebusiness.Thebuyerdoesnotwanttheformerowneropeningupanewbusinessnextdoorthatdirectlycompeteswiththebusinessthattheyjustsold.Sometimeago,theCaliforniaLegislatureenactedBusinessandProfessionsCodeSection16600whichstatesthatexceptinverylimitedcircumstances“everycontractbywhichanyoneisrestrainedfromengaginginalawfulprofession,trade,orbusiness
ofanykindistothatextentvoid.”TheLegislaturewantedpeopletohaveopportunitiestofindworkinadditiontopromotingbothbusinessandcompetition.Therearethreegeneralexceptionsthatallowforavalidcovenantnottocompete.Thefirstexceptionappliestoanypersonwhosells(i)thegoodwillofabusiness,(ii)allofthatperson’sownershipinterestinthebusiness,or(iii)alloftheoperatingassetstogetherwiththegoodwillofthebusiness.Inanyofthesesituations,thecovenantnottocompetewillonlybeenforceableifitislimitedto(a)thegeographicareainwhichthebusinesstypicallyconductsbusinessand(b)onlycontinuesforareasonableperiodoftime. Thesecondexceptionallowsapartnerofapartnershiptoenterinto
avalidcovenantnottocompeteaspartofthedissolutionofapartnershiporthedissociation(orwithdrawal)ofthepartnerfromthepartnership.Thecovenantnottocompetemustbelimitedtothegeographicareainwhichthepartnershipconductedbusinessanditonlycontinuesforareasonabletimeperiod. MovingForwardMontereyBayPlanningApproved AMBAGBoardofDirectorsvotedrecentlytoapprovethefinalplansdevelopedforMovingForwardMontereyBay,amulti-agencycollaborationtoproduceanintegratedland-use/transportationplanthroughtheyear2035.AccordingtoAMBAGprojections,bytheyear2035thetri-countyregionofMonterey,SanBenito,andSantaCruzcountieswillseeanincreaseofmorethan150,000people,40,000housingunits,andnearly65,000jobs-necessitatingaregionalapproachtotransportationplanningandinvestmentatthistime. Wearehappytoreportthatthedevelopmentofthe2035MetropolitanTransportationPlan/SustainableCommunitiesStrategy(MTP/SCS)involvedimplementationofoneofthemostcomprehensiveandcoordinatedpublicparticipationplanseverundertakenbyAMBAG,exceedinglegislativerequirements.Theinputreceivedthroughthisprocesswascriticalindefiningapreferredlanduseandtransportationstrategyandmeeting/exceedingthe2035MTP/SCSgoalsandpolicies.
