St. Patrick’s Center is working to make this blessing areality for people living on Wilmington’s East Side. Since1971, St. Patrick’s Center has been serving the elderly,disadvantaged and homeless in this community with arange of programs and services.
The Center is a nondenominational, not-for-profitorganization with an ongoing challenge – to sponsorprograms similar to those once provided by federal andstate agencies. With the help of a small network of supporters, St. Patrick’s Center has become a linchpinamong the organizations that provide vital services tothe community.

The Daniel S. Frawley Community Service Award is givenevery year by the Saint Patrick’s Day Society to recognize individuals or organizations that have carried out significantcommunity service over a period of years or in a single year orsingle event of major significance. The Award also recognizesDan Frawley’s commitments to Wilmington.
Dan Frawley was born and raised in Fulton, New York, justnorth of Syracuse. He graduated from LeMoyne College in1965 and from Toledo University Law School in 1968. Hemarried Bonita Buchele, an elementary school teacher, of
Toledo, Ohio. Dan next earned an MBA Degree at the WhartonSchool of Business of the University of Pennsylvania. Dan thenjoined the DuPont Company in Wilmington, Delaware, in itsLegal Department.
In 1972, then-City Council Member Thomas C. Maloneyinitiated the Wilmington Homestead Program by which individuals could take title to a city-owned property free ofcharge, provided that they completely rehabilitated the propertyto city code requirements and resided in the property for a number of years. In 1973, then-Mayor Maloney announcedthat Dan and Bonita Frawley were the first urban homesteadersin Wilmington and in the nation. The Frawley’s renovated aproperty at 10th & Monroe Streets. Dan quickly became thedriving force in the Trinity Vicinity neighborhood revitalizationassisting others in the physical renovations of houses and in the financing of those renovations. He encouraged and supported the “sweat equity” approach that became a city-widephenomenon.
In the 1970’s, Dan’s community service included serving onthe Board of the Central YMCA, the Wilmington Board ofEducation, the Boys & Girls Clubs, the Big Brothers Big Sistersand other organizations. As with everything that he did, Dan’scommunity service efforts were always positive and tireless.
In 1980, Dan was elected to the Wilmington City Council.He served on the Housing, Finance and Parks Committees. He was elected Mayor in 1984 and re-elected in 1988. Hisservice as mayor was marked by several significant achievementsincluding: major revisions of the City’s building and housingcodes; significant revenue collection efforts; housing rehabilita-tion throughout the City; the Wilmington Home OwnershipProgram for new owners of formerly vacant city-owned proper-
ties; and capital improvements to the riverfront infrastructure sothat commercial and residential development could take place inthe Christina Gateway; the Riverwalk along the Christina Riverfrom the train station to the stadium area; and improvements tothe Port of Wilmington including the container crane whichenabled the Port to increase the volume of goods shippedthroughout the world to and from Wilmington. Dan was mostinstrumental in bringing minor league baseball back toWilmington. The Wilmington Blue Rocks are entering their17th season. Their games are played in the stadium that nowbears his name and draw fans from throughout the region.
In 1993, Dan returned to private life, but his communityservice continued, as did his countless efforts to help individualsand community organizations. Dan was never too busy to lend ahand or a word of encouragement.
In 1993, Dan, Mike Harkins, Joe Farley and the late FatherJim Trainor founded the Saint Patrick’s Day Society to help theSaint Patrick Center serve the community. Unfortunately, DanFrawley died of a heart attack in February, 1994 at the age of50. The Community Service Award is part of his legacy andrecognizes others who share his commitments.
His memory is kept alive through his (widow) Bonnie; sonMatthew and wife Kate, grandchildren Daniel and Kiana; sonMarcus and wife Faith, and daughter Marjorie.
The St. Patrick’s Day Society, started as a group of friends’ simple ideamore than a decade ago, has grown into a major event for the City ofWilmington. In 1993 a small group of dedicated community leaders,including Joe Farley, Sr., Mike Harkins, and the late Mayor Dan Frawley,wanted to improve the annual celebration of Irish heritage on St.Patrick’s Day by creating an event to benefit the local WilmingtonCommunity. They decided to hold an annual communion breakfast.With a combination of fellowhsip, Irish culture and fundraising, thebreakfast has reaped numerous benefits for local citizens over the years.The St. Patrick’s Day Society has marked the most important day on theIrish-American calendar by celebrating its culture and reaching out tothe greater commnity.
In 1971, St. Patrick’s Center opened on Wilmington’s East Side as anon-denominational, not-for-profit organization dedicated to providingsocial, physical and emotional support to older people. Under the direction and leadership of Chairman Michael W. McDermott andExecutive Director Donna deBussy, St. Patrick’s Center reaches out tofamilies and individuals experiencing economic hardships, the homelessand other vulnerable members of the community. All of the fundsraised for the St. Patrick’s Day Communion Breakfast are used to support the Center.
Sadly, Mayor Frawley, who was so important in the creation of the event,passed away before the first year. In his honor, the Society establishedthe Daniel Frawley Community Service Award. The honor recognizesindividuals or groups whose dedication and service, past and present,improves the Wilmington community.
The success of the Communion Breakfast fundraiser has had a directimpact on the Center’s ability to provide more programs and services tomore people.

What We DoThe annual St. Patrick’s Day Society Communion Breakfast plays avital role in enabling the St. Patrick’s Center to care for our neigh-bors. Last year alone, the Center prepared and served 35,000 meals,distributed 485,500 pounds of food items and provided clothing toover 1,725 individuals and families, and our transportation pro-gram provided over 16,350 rides to the Center and medicalappointments.
Nutrition ProgramsOver the last seventeen years, this event has raised in excess of $1,000,000 – all of which has been utilized by theCenter in support of its mission to serve the less fortunate in ourcommunity.
Senior Congregant Daily Meal – A full-course, nutritionallybalanced hot meal is served at noon daily to seniors aged 60 andover. A donation of $1.50 is asked for each meal. This service isoffered in conjunction with City Fare.
Congregant Breakfast Program – An a la carte breakfast isavailable each day for an average cost of $.75.
Emergency Food Assistance – A supply of shelf stable food isavailable to those who have exhausted all other resources. The sup-ply is enough to provide everyone in the household with threemeals per day for four to five days.
Transportation ProgramsTransportation is a critical component in assuring food security.St. Patrick’s Center offers several transportation programs to support its nuturitional programs.
Daily Shuttle Service – Door-to-door shuttle service is availablefor all nutritional programs, as well as for other programs.
Shuttle to Grocery Stores – Transportation and package serviceare available from St. Patrtick’s Center or from home to local grocery stores and back home again.
Delivery Services – Groceries and daily hot meals are deliveredto those who cannot travel to St. Patrick’s Center.
Tickets – St. Patrick’s Center sells D.A.R.T. and S.C.A.T. tickets.
Social Service ProgramsSt. Patrick’s Center offers a range of social services to assist members.
Information and Referral – We can help with problem resolutionand refer members to other appropriate community resources suchas Social Security, Food Stamps and the Nemour’s FoundationHealth Clinic.
Clothing Bank Exchange – Donated clothing and personalitems for men, women and children are available without chargethrough our on-site store. The store is staffed by volunteers andopen six days a week.
Newsletter – A monthly newsletter contains listings of upcomingevents and activities and other pertinent information. It is provid-ed to all members free of charge
