Typical scenario-3"Steady state" office: old furniture no longer fit for purpose*.

• *May be subjective!

• E.g. perhaps budget says furniture to be renewed every X years.

• E.g. a redesign is desired to "freshen up" the office etc. etc.

• Although it may be that the furniture is genuinely not as good at doing its job

• E.g. Upholstery padding is no longer firm.

• E.g. Upholstery covers or table surfaces are worn looking or scratched.

What about the money?

• In domestic furniture � trend towards cheaper products

• Disincentive for cost effectiveness of repair or refurbishment.

• However, office furniture items are typically high quality products.

• Clear financial incentive to extend product lifetime.

• Approach A � save yourself money (e.g. 25-50%)*

Formaldehyde emissions from WBP-1

• Widely used chemical.

• But a Category 1B carcinogen (since 2014).

• Used to bind wood particles in wood-based panels.

• Small amounts released upon contact with humidity.

• Human exposure above 0.1ppm a concern.

• In 1985, E1 standard introduced � <0.1ppm in chamber test

• Results can be influenced by choice of resin.

• i.e. UF > MUF > MF > PF > isocyanates

• Data could ideally be provided by panel manufacturer (i.e. no

additional costs to furniture manufacturer).

Formaldehyde emissions from WBP-2

• Recommend to always include award criterion for formaldehyde �

encourage the market.

encourage the market.

• In some MSs, E1 is mandatory for all wood-based panels already �

so the comp. level should apply there.

• Testing according to EN 717-1 is preferred.

• But recognition of similar schemes in Japan and US.

• EU Ecolabel guarantees <65% E1 (if MDF) or <50% E1 (all others).

Reporting on presence of SVHCs

• SVHCs = Substances of Very High Concern

• Article 57 and 59 of REACH

• Basically undesirable substances that are likely to be

banned in the future (but with no current restrictions).

• If present >0.1% � consumers have a right to know

(Article 33).

• 0.1% limit applies to each "article" in a furniture product.

• Important to raise awareness of this issue in the market.

• Core level is a basic legal requirement (not widely known).

• Comp. level is guaranteed by EU Ecolabel.

Low emission padding materials

• Criteria set for PU foam (>80% of the market)

• Criteria set for latex foam (most of the remaining market share)

• Comprehensive level only.

• Chamber test similar to formaldehyde from wood-based panels.

• Compliance is guaranteed by EU Ecolabel.

Low chemical residue upholstery covers

• Direct skin contact with users.

• Want to know what substances leach off in contact with sweat.

• Limits set for restricted dyes, heavy metals and free formaldehyde

• Compliance is guaranteed by EU Ecolabel.

• Compliance also guaranteed by OEKO-TEX 100.

Warranty and spare parts

Furniture products can be rendered unfit for purpose if just one small

part fails � need for spare part availability.

• Warranty � legal minimum 2yrs (1999/44/EC)

• But for consumer products (relevant to GPP?)

• Core level � 3 years.

• Comp. level � 5 years.

• Minimum 5 years with EU Ecolabel.

• Award criteria for longer warranties.

• Up to +4 years maximum.
