Western NSW Local Health District

The Living Quality and Safety Health and Innovation Awards celebrate and acknowledge the innovation and
passion of our District’s commitment to ‘healthy people, thriving communities’.
Our Living Quality & Safety Health and Innovation Symposium and the following Gala Awards Dinner provides
your organisation with a unique opportunity to be part of building our culture of innovation.
Last year we received a record number of submissions to the Awards and the inaugural Symposium attracted
around 200 delegates from across the Local Health District.
We are continuing to elevate our Awards program and have introduced new features including:
A 365-day focus on quality and innovation across the District;
A one day Symposium giving to inspire and lead innovation to delegates from across the District;
Involving key speakers on innovation and access to coaching on how to sell a winning idea or project;
A black-tie Gala Awards Dinner with a guest speaker on 21st June 2018 in Dubbo.
Our District Covers nearly 250,000 square kilometres.
Includes three major referral hospitals, four District Health Services, 38 inpatient facilities, 50 community
health centres, 25 Multipurpose Services (MPS) and the largest rural mental health service in Australia.
Extends from Bathurst in the east to Bourke in the west, up to the Queensland border, and down to
Cowra.
More than 275,000 people live in our District, over 11 per cent of whom are Aboriginal.
We employ around 7,000 people – over 2.5 per cent of the entire District’s population are part of our
team.
We have a track record of innovation, including:
o Establishing the Health Intelligence Unit, a shared resource for health care providers in our
region, providing data analysis and interpretation;
o The development of our Technology Enablement Strategy which aims to build a Digital Health
Region, with investment focused on information consolidation, improving access to systems and
information, care coordination, and enhancing and personalising patient care and staff
experience;
o We are the first Local Health District to have a Reconciliation Action Plan, and our Aboriginal
Signage Strategy, launched in March 17, is both building community partnerships and positioning
our facilities as places where Aboriginal people can feel safe and nurtured;
o Living Quality and Safety which raises the bar in quality and safety across our District to deliver
world class rural health care. Living Quality and Safety is centred on four action areas: patient
safety, reliability and resilience, quality improvement and person-centred care.

Category winners from the 2017 Awards included:
The Cardiovascular Information System (CVIS)
This project commenced in 2014 with the aim of developing an integrated
scheduling, imaging and reporting system for the Orange Health Service
Cardiology Department. A detailed statement of requirements was developed
and a thorough tendering process took place. A project lead was allocated and
weekly meetings ensured the project progressed along the agreed timeline
with contracted partners. Being the first CVIS in the state, the project to date
has enabled CathLab and Echo related studies to be reviewed within any NSW
Public Health facility, remote off-site reporting by Cardiologists, inventory
management and integration with other information systems to ensure a
comprehensive electronic record and improvements in patient outcomes.
The CVIS project has transformed the delivery of care in the Cardiology Service at Orange Health Service. The
CVIS has tied together the scheduling, imaging and reporting systems to enable improved decision making. The
images are available to Cardiologists at other sites in the LHD and large metropolitan services. This can be used
for peer consultation and improved clinical decision making. Not only is this a purpose built clinical information
system, but the reporting will inform business decisions and future service planning.
This initiative has integrated a number of clinical information systems to improve clinical care. It enables prompt
reporting of results to support families to make decision regarding their healthcare. Productivity and efficiency
benefits are being delivered with reduced reliance on paper records, CDs and manual processes.
Cowra Aqua Mums
There was a recognised need for Mums visiting the Cowra Child and Family
Health Nurses (C&FHN) to have improved access to social engagement in an
innovative way. The solution was found within their team in the successful 20
year old ‘Mobility Improved Aqua Program’.
The idea sparked, the team was motivated and ‘Aqua Mum’s’ was born.
Each Tuesday in warm months the C&FHN hold an Aqua class in Partnership
with Cowra Shire Aquatic Centre (CSAC) and Cowra Information and
Neighbourhood Centre (CINC). Aqua Volunteers and staff run the class with
CINC babysitting.
2011 we started with five Mum’s. The program is successful with now 41 Mum’s registered. The benefits
expressed by Mum’s are access to Health Professionals, social inclusion, improving health and fitness.

A Collaborative Approach to Midwifery Care
The WNSWLHD Integrated Care Strategy enabled an opportunity to focus on the
first 2000 days of life for a child and subsequently provided the opportunity to
develop a local led model of care (MOC) that was reflective of the community
needs. The initiative brought together the myriad of programs and services with
a focus on enhancing the quality of care for rural women.
The partnership identified key barriers to achieving seamless quality patient-
centred care. They set their sights to address the barriers and to positively
impact on the lifelong trajectory of the child through a platform of collaborative
partnerships, provider unity, trust, respect and clinical skill with a focus on care
being provided close to home and emphasises continuity of care for strong
healthy and happy families.
The initiative with Integrated Care aligned the Midwifery and Paediatrics Strategy, Integrated Care Strategy,
Coonamble Multi-Purpose Service, Coonamble Aboriginal Health Service and the Dubbo Maternity Unit in an
effort to build new supportive and reciprocal relationships for women and all of their care providers regardless of
who they are employed by.
This was a multi facet collaborative approach with the patient journey at the centre that created a respectful
platform to identifying the service processes that inhibited on the client journey and service efficiencies.
The initiatives of the partnership resulted in higher quality of midwifery care, increased access to care, reduced
duplication, prioritised the provision of care closer to home and offered a coordinated transition between
hospital, primary and community settings.
