IV. Pledge of Allegiance/Texas Pledge ● Kranthz Mueller Esparza Jr. is a fifth grade student at Airport Elementary and is the son of Kranthz Sr.

and Alma Esparza. Kranthz is a Superior Honor Roll student whose favorite subject is Math. He loves to play baseball and the drums. Kranthz has maintained perfect attendance since Pre-K thru the 5th grade. This year, Kranthz won first place in the Environmental Engineering Category at the District Science Fair. The Dreamettes competed at the Showtime International’s Valley Dance Spectacular at Harlingen South and brought home not only the Grand Champion title but the coveted Sweepstakes award as well. First United Methodist Church

Erica Garcia, Parental Involvement Director, acknowledged representatives from the First United Methodist Church for their charitable work through a program called “In His Steps” Shoe Bank. The program, which was founded in 1996, is a community-wide effort administered by the local Methodist Church as a community mission project. Since 1996, over 8,000 pair of shoes have been donated to WISD students.

VI. Proclamation for Librarian Appreciation Week, April 9-15, 2017

The Board proclaimed the week of April 9-15, 2017 as “Librarian Appreciation Week” and recognized the librarians present.

The proclamation reads as follows:

Whereas, School librarians model and promote information, literacy and life-long learning which are integral to a free and democratic society; and

Whereas, School librarians strive to provide their students and staff with the most current information available through the most appropriate technology; and

Whereas, School librarians are an integral part of the K-12 curriculum; and Whereas, School librarians are teachers first; and Whereas, School librarians collaborate with classroom teachers to strengthen student learning; and Whereas, School librarians are leaders who promote reading and literacy; and Whereas, School librarians help prepare our students for productive living and successful careers in the

work force of tomorrow; Therefore, Erasmo Lopez, President of the Board of Education of the Weslaco Independent School

District, proclaimed April 9-15, 2017 as “Librarian Appreciation Week.”

VII. Proclamation for National Volunteer Week, April 10-14, 2017

Whereas, one of the objectives of public education is for parents to be full partners with educators in the education of their children; and

Whereas, extensive research shows that parental involvement increases a child’s academic success and that students whose parents are involved in their education achieve at higher levels; and

Whereas, the Weslaco Independent School District supports parental involvement education through its Parental Home/School Community State Model, which functions as a resource for regional education service centers, school districts, parents and community-based organizations, in order to strengthen the relationship among families, schools, and local communities, and

Whereas, the Weslaco Independent School District will support Parent Volunteer Week, on April 10-14, 2017 as “National Volunteer Week” to increase Parent Volunteers and participation in the education of children,

Therefore, Erasmo Lopez, President of the Weslaco Independent School District Board of Trustees officially proclaimed April 10-14, 2017 as “National Volunteer Week” in Weslaco ISD and on this day, parents, guardians, grandparents, family members, and other community members are encouraged to recognize the important role that family members play in the success of children’s education experiences by visiting schools and becoming actively involved in education.

VIII. Public Comments

● Xavier Salinas, Assistant Superintendent for Support Services 505 Shortline Street, Edinburg, Tx. Mr. Salinas announced that the 5K Dyslexia Run was a great success with about 200 individuals participating. He thanked Mighty Joe and his wife, along with Edna Perez, for doing a lot of the legwork and making this event a big success for WISD students. The money raised by the Dyslexia Committee will go towards scholarships for the students. In addition, the committee is selling t-shirts to raise additional funds for scholarships.

IX. Superintendent’s Report

● Insurance Mr. Mike De La Rosa, Risk Manager, presented the following information.

● Medical Claims: The District spent $1,186,968.82 more than the previous year (2015-2016). ● Rx cost: The District spent $46,563.46 more on prescriptions this year as compared to 2015-2016. ● Fixed costs: The District spent $1,648,969.92 to date, $5,909.55 less than last year (2015-2016).

● Total budgeted: $14.8 million

● Total Reserves: $270,778 The board members questioned the types of claims being reported and the timeline for employees

reporting accidents. According to Mr. De La Rosa, claims submitted are for strains/sprains as a result of falls and slips, no major accidents have occurred. Employees should follow standard operating procedures and report accidents to their immediate supervisor immediately. The employee will then be referred to the Risk Management department. Employees are encouraged to make a record of their injury even if they do not plan to go see a doctor because a report that is submitted 2-3 weeks after the date an accident occurred, will raise some suspicion of the validity of the claim. Mr. Gonzalez wanted to know if staff was going to fill the safety coordinator position that was left

vacant. Mr. De La Rosa replied that the position has not been filled due to budget constraints and pending approval from the superintendent.

● Leader in Me Mrs. Sue Peterson, Assistant Superintendent for Curriculum & Instruction, presented the following report: “The Leader in Me”.

● The Leader in Me Program was founded by a principal in North Carolina who worked in

conjunction with Covey to develop The Leader in Me Program for elementary schools. This program is relatively new to the middle schools. The book, “The Leader in Me” is based on the book “The 7 Habits of Highly Effective People”.

● Through the Leader in Me Program, students are learning to talk in groups and present

themselves in public. ● The poster below is one of several that have been put up in elementary classrooms. ● The following students from Memorial Elementary performed at the Leader in Me

Symposium held at the McAllen Convention Center in February. This is the first time the Symposium has been held south of San Antonio.

● Staff from Cleckler-Heald Elementary also presented at the Symposium. ● As part of the Symposium, participants are taken to different school sites that participate in

the Leader in Me Program. Three WISD schools were selected as tour sites: Memorial Elementary, Airport Elementary, and Sam Houston Elementary.

› Students at Memorial Elementary provided tours throughout the campus. › Memorial Elementary received a trophy. › Students from Memorial Elementary performed a play for the visitors. › Students at Airport Elementary greet visitors as they enter their campus.

› Airport Elementary students led tours of their classrooms and explained the information posted on the bulletin boards. › Sam Houston Elementary students also greeted visitors and led tours of their classrooms. › Students provided presentations to visitors. A video clip of “The Leader in Me” Program in action was shown to the audience at the

meeting. All campuses participating in “The Leader in Me” are currently grant funded. According to Mrs. Peterson, staff has applied for a grant for the four middle schools and the last elementary school. Staff will be notified in May if the district has been awarded a grant.

Trustee Isidoro Nieto had the opportunity to attend the event at Sam Houston and said that the students had done an excellent job.

● Marketing Update Mr. Xavier Salinas, Assistant Superintendent for Support Services; Mr. Carlos Robledo, K-WES

Director; and Arminda Munoz, Public Information Director, have been working together on the marketing plan for the school district. Mr. Salinas pointed out that WISD has been around for 95 years and within this time the district has produced a lot of great leaders, from business educators to doctors and lawyers. The theme for the district is “WISD, a Tradition of Excellence”.

Staff members came up with the following ideas to showcase WISD.

› The first commercial marketing the district has been aired on Channel 5. › Staff is working on 6 more commercials showcasing six different individuals who have been

successful in this community. › Two billboards have been rented for use in showcasing the district. › The movie theatre will run a commercial and display a banner for the district. › Staff will target the radio stations informing the community on the upcoming registration for Pre- K and Kinder. Staff is looking forward in welcoming the marketing firm of Pink Ape who will soon take over the

marketing phase for the district.

Mr. Salinas thanked his staff for their input and hard work in coming up with these marketing ideas.

Board President Erasmo Lopez pointed out that mothers are making the decision on where to send their children to school, so he suggested that staff gather input from the moms on what the district needs to do to retain students as well as attract more students to WISD.

● Facilities Update Mr. Andres Sanchez, Assistant Superintendent for Business and Finance, provided information on the Facility projects previously approved by the Board.

H. Approval of All Textbook Titles Up for Adoption Under Proclamation 2017 to be Implemented in

2017-2018

The Board approved the textbook titles selected for use in 2017-2018. The District Textbook Committee and the campus teachers reviewed all textbooks approved by the state under Proclamation 2017 for selection and use in Texas school districts. All titles selected are on the state-approved list and appropriate for use in Texas schools. The number of textbooks ordered this spring will be based on district PEIMS enrollment data as per TEA. This year’s proclamation includes CTE courses, languages other than English, and algebraic reasoning. A list of textbooks is on file.

I. Approval of Memorandum of Understanding (MOU) between Weslaco Independent School

District and South Texas College for the Weslaco T-STEM ECHS and Weslaco East T-STEM ECHS The Board approved the Memorandum of Understanding with South Texas College for the Weslaco T-STEM ECHS and Weslaco East T-STEM ECHS. Students are provided with an opportunity to receive an Associate’s Degree in the areas of Science, Technology, Engineering, and Math (STEM). This initiative offers a fundamental approach to empower teachers, inspire students, and advance the studies in these four fields. The campuses will offer a structured program of support services and activities aimed at promoting the development of academic mastery and providing opportunities for enhancing career success. The majority of the population of the T-STEM campus will include students from low-income families, students from disadvantaged groups, and students who are at-risk of dropping out. School districts with eligible faculty, and who are offering the courses on their campuses will be exempt from paying tuition, registration, lab, and drop fees, with the exception of any nursing/allied health course-specific testing fees and student liability insurance costs as applicable.

J. Approval of Inter-local Agreement with UT-RGV to Allow Weslaco ISD Students to Participate in the 2017 Transportation/Railway Safety Summer Engineering/Robotics Program

The Board approved the interlocal agreement with The University of Texas Rio Grande Valley to provide a summer engineering/robotics experience for 99 Weslaco ISD students during the week of June 26-30, 2017. This opportunity will provide fifty-five elementary and forty-four middle school students with real-world/hands on learning experiences in applied engineering and robotics while working on the UT-RGV Edinburg campus. Expenses for this program will be paid for from the 2017 technology summer program budget.

K. Approval of Purchase of Edible Education's Kitchen A La Cart and Seasonal Curriculum for

Weslaco ISD 21st Century Community Learning Center ACE Student Program

The Board approved the purchase of eight (8) Edible Education’s Kitchen a La Cart Equipment/System Carts including related Seasonal Curriculum for the Weslaco ISD 21st Century Community Learning Center ACE Student Program from Edible Education of Midlothian, VA as a sole source item. Purchase of this program will provide students with the opportunity to collaborate and learn about healthy eating habits and lifestyles. The program provides a year round interdisciplinary curriculum which includes 12 spiral bound packets for every site. Each month will feature two seasonal foods, complete with recipes, and activity sheets. Curriculum will be provided to each of the 10 ACE sites in our district. This purchase will enhance the ACE academic enrichment programming for students. The cost of this purchase is $77,183.23 and will be paid from the 21st Century Community Learning Center Federal Grant, ACE Program Budget.

Melva Segura, Human Resources Director, presented the summer work schedule for Central Office and campus staff employed on year round contracts. The following schedule will allow for a three-day weekend:

The schedule will begin on Monday, June 5, 2017 and will continue until Thursday, July 27, 2017. Regular work hours for Central Office and staff employed on year round contracts will resume Monday, July 31, 2017. This schedule does not include personnel who work on an hourly basis such as custodians, maintenance, etc.

2. Service Truck for Transportation Department (Proposal #17-04-35)

This item was pulled out for discussion by Andrew Gonzalez, Trustee. Mr. Gonzalez wanted to make sure that the truck that was being recommended was the truck that staff wanted.

Mr. Lupe Garcia, Transportation Director, informed the Board that the department currently has

one service truck. The department is in need of a second service truck due to the number of sports events held for both high schools and the middle schools as well. On numerous occasions several events have taken place on the same day; hence, leaving the other schools without a service truck.

The service truck being recommended will have a mobile repair unit that will assist in repairing

buses on the road instead of having them towed into the shop for minor repairs. The vehicle comes with all of the equipment requested (service bed, gas powered compressor, gas powered welder and a crane with a lifting capacity of up to 3,000 lbs. The warranty on the chassis and the powertrain is 3 years and 5 years, respectfully. The truck will be purchased from Grapevine DCJ from Grapevine, Texas at a cost of $79,390.00.

N. Approval of Budget Amendments 13. To Increase Budget for Athletics Department to Finish the 2016-2017 School Year and to Start

the 2017-2018 School Year. Monies Needed for Spring 2017 are to Cover Costs of Employee and Student Travel, Game Officials, School Buses Transportation, Student Awards, Repair of Equipment, Helmet Re-Conditioning, Physicals, and Rental of Storage Units. This item was pulled out for informational purposes by Isidoro Nieto, Trustee. He wanted to

make sure that funds were available in case that the new Head Coach was in need of new items. Athletic Director Oscar Riojas informed the Board that the sole purpose of this transfer is to

ensure that all items for fall programs are ordered and received by the start of the new school year. Due to the great success of the athletic programs, additional funds are needed to cover student travel, meals and lodging for students advancing in competition.

Dr. Rivera wanted to know the account where funds were transferred from, and how much

monies had been transferred the previous year.

According to Mr. Sanchez, $700,000 will be transferred from the fund balance assigned to facilities and other needs. Last year, staff also transferred $700,000 but did not use all the funds; therefore, the remaining funds were put back in to the fund balance.

Dr. Rivera questioned the need for funds in the area of curriculum and instruction and asked the

superintendent to follow up with the principals to see if they were in need of monies for their campus.

Andrew Gonzalez made the motion to approve all items discussed as presented. Isidoro Nieto

seconded the motion and it passed unanimously. XI. Discussion Items:

A. Interim Financial Reports for the Month of March 2017

The Board acknowledged the Interim Financial Reports for the month of March 2017 as prepared by the Business Office.

Mr. Andres Sanchez, Assistant Superintendent of Business and Finance, presented the

following report.

● Total revenues received is $113,642,508 which is equivalent to 67.28% of the budget. ● Expenditures incurred and paid through March 31, 2017 is $94,388,032 which is equivalent to 54.69%. According to Mr. Sanchez, Function 11 will have monies available which will go in to the fund

balance for facility needs at the end of the year. He explained that the savings was a result of monies that had not been spent on hiring additional teachers due to a decrease in student enrollment.

Mr. Lopez asked staff to contact the principals to find out if they were in need of any resources,

etc. at their campus. Dr. Canales responded that the district advisory committee will be looking at trends and scores for kinder, pre-k and up to 12 grade, to determine if there is a need for teacher trainings, professional development, or for supplies and materials.

B. Acknowledgement of Hidalgo County Tax Office Collection Report for February 2017: Current

Taxes and Delinquent Taxes

The Board acknowledged the Collection Report for February 2017 as presented. Each campus submitted a calendar to the Superintendent’s Advisory Committee. The committee, which is composed of a representative from each campus, met on several occasions to narrow the selection to three options. Parents, students, and staff were given an opportunity to view and vote on the three calendar option on-line. Listed below are the voting results. Calendar 2 had the most overall votes.

B. Discussion and Possible Action to Authorize the Purchase of Global Positioning System Hardware and Monitoring Service for the District’s School Bus and White Fleet

Staff has evaluated the feasibility of purchasing GPS tracking and monitoring software for the bus and white fleet for the purpose of addressing student safety, savings in fuel, and extending the longevity of the fleet.

The Transportation Department tested and evaluated three systems. Each of the companies provided demo units that were installed in the buses and monitored over the past several months. Transportation staff recommended the system from Zonar based on the cost of hardware, cost of monitoring service, and software system reporting capabilities. Andrew Gonzalez made the motion to approve the purchase of Global Positioning System hardware and monitoring service for the District’s school bus and white fleet. Oscar Caballero seconded the motion. Mr. De La Rosa explained that Zonar will provide $50,000 in grants for the initial purchase of the hardware. Even though they are not the least expensive, they will cover the first $50,000 of the purchase in return for a three year monitoring service agreement. The cost will be approximately $44,000.00 per year for the monitoring service of 170 units. According to Mr. De La Rosa, this purchase will pay for itself due to the savings on fuel, insurance premiums, and maintenance on the fleet. Mr. Lopez questioned the issue with buses idling and the consequences to bus drivers. Mr. De La Rosa responded that other school districts have an individual who monitors the software that provides an alert whenever a bus is idling for more than five to ten minutes. Staff will then contact the bus driver to find out why the bus has been idling. Transportation Director Lupe Garcia stated that the bus drivers are reprimanded when their buses are idling, as per district policy in place. Mr. Garcia pointed out that two staff members check the cameras on the buses on a daily basis and they submit a weekly report to him. The Board voted unanimously in favor of the motion made by Andrew Gonzalez and seconded by Oscar Caballero to purchase the Global Positioning System hardware and monitoring service for the District’s school bus and white fleet.

C. Discussion and Possible Action to Enter Into an Inter-Local Participation Agreement with the

Texas Educational Employers Benefit Cooperative

TEEBC is a non-profit cooperative solely focused on Employee benefit programs for Texas educational entities. TEEBC was formed as an administrative agency under the authority of Chapter 791 of the Texas Government Code and other applicable law to provide its member with advantages in purchasing certain types of employee benefit products. Like other purchasing cooperatives, TEEBC will serve as an option to obtain quotes and purchase various employee benefit products subject to Board approval. The District participates in similar purchasing cooperatives such as Buy Board and TASB. The term of contract will be from September 1, 2017 through August 31, 2018 at no cost to the district. Andrew Gonzalez made the motion to enter into an inter-local participation agreement with the Texas Educational Employers Benefit Cooperative (TEEBC) as presented. Dr. Jaime Rodriguez seconded the motion and it passed unanimously.

D. Discussion and Possible Action to Obtain Employer Paid Term Life Insurance through the Texas

Educational Employers Benefit Cooperative for Fiscal Year 2017-2018

The District provides all employees with $25,000 of term life insurance at no charge to the employees. Employees may purchase up to $100,000 in additional life insurance at group rates. In 2014, the District conducted an RFP for group life insurance and Dearborn National was the selected vendor. Dearborn offered the product at $1.20 per employee per month vs. the price from

other companies which ranged from $1.87 to $3.00. Dearborn is now available through the Texas Educational Employers Benefit Cooperative (TEEBC) and has guaranteed to lock in the current rates through August 2020. Andrew Gonzalez made the motion to obtain employer paid Term Life insurance through the Texas Educational Employers Benefit Cooperative for fiscal year 2017-2018. Isidoro Nieto seconded the motion and it passed unanimously. Mr. Gonzalez asked Mr. De La Rosa to make sure all employees are aware that they are able to purchase additional life insurance based on their age group, etc. Mr. De La Rosa explained that new employees have the option to purchase up to $100,000 of life insurance within 30 days of employment without the need for health screenings. However, current employees who want to buy additional life insurance will have to go through simple underwriting. The cost of insurance varies based on age group. For example, an individual between the ages of 40-44 would pay 0.15 cents per $1,000 of coverage for a total of $15.00 per month for $100,000 coverage.

Dr. Rivera commented that this was a very good plan for the employees. Mr. De La Rosa reported

that this company has done an excellent job for the district.

The board members voted unanimously in favor of the motion made by Andrew Gonzalez and seconded by Isidoro Nieto to obtain employer paid Term Life insurance through the Texas Educational Employers Benefit Cooperative for fiscal year 2017-2018.

E. Discussion and Possible Action for the Board to Consider Approval of the Guaranteed Savings

Report, for One Year of Operations After the Final Completion of the Project, as Submitted by E3 Integral Solutions, Inc. for the Energy Conservation Project Conducted at Several School District Facilities

On July 2, 2012, the Board approved to use the Design Build Method of Construction with a guaranteed savings provision for the Energy Conservation project conducted at several school district facilities included for the project. On November 19, 2012, the Board of Trustees ranked Entegral Solutions #1 for the project. Mr. Sanchez explained that the guaranteed savings amount on the energy conservation project is $639,592 for year 1, and $558,653 for years 2-15 which includes $100,000 of maintenance and operations savings due to less cost of labor for employees not having to trouble shoot or repair old equipment. The option to purchase the guaranteed savings option for years 2-15 will cost $113.00 per year. Mr. Bill Savarino from E3 Entegral Solutions commented that the guaranteed energy savings for the first year was $698,685 of the guaranteed $639,000. The project generated enough savings to meet the amount stipulated in the contract; thus, the project was successful. Mr. Savarino thanked Mr. Sanchez, Americo Garza and his staff for their assistance on the process of this project, as well as the principals for their patience and cooperation as they resolved issues on their campuses. Mr. Americo Garza, Director of Energy Management, performed a billing analysis of the savings obtained and has confirmed that the savings, as claimed by Entegral Solutions, have been met. Mr. Garza did not see a need, and recommended that the district not continue with the guaranteed savings option on the project for years 2-15 at a cost of $113,000 per year since the project has proven to achieve the savings stipulated. Mr. Lopez wanted to know if the District had received any credits from CPL or the government as a result of the energy savings initiative. Mr. Garza replied that the District received a rebate several months ago after participating in a program hosted by AEP, which provides cash incentives to school districts for implementing energy conservation issues.

Andrew Gonzalez made the motion to accept and approve the guaranteed savings report as presented by Entegral Solutions. Isidoro Nieto seconded the motion and it passed unanimously.

F. Discussion and Possible Action for the Board to Consider Approval of the Underwriting Syndicate

for the Sale of Approximately $17,000,000 Maintenance Tax Notes

The Board had approved for the District to proceed with several building and renovations projects to address facility needs. On March 9, 2017, the Board approved to proceed with the final plan of finance and selected the Negotiated Sale method for approximately $17,000,000 Maintenance Tax Notes in order to be able to finance the cost of all the facility projects as well as the purchase of school buses, instructional computers, surveillance equipment, and other district vehicles. These funds will complement the $16,000,000 of funds currently available in the General Fund’s “Fund Balance Assigned for Facilities or Other Needs” for these projects. Mr. Chris Vela, First Southwest Company Financial Advisor, provided the following information: ● Interest points came down 10 basis points as of March 9, 2017. ● All assumptions have 50 basis points or a .5 of 1% on their projections in terms of what the market is. ● Is currently at 16 basis points above the market Listed below are six (6) Underwriting Companies that have approached the District seeking to underwrite the issuance of the refunding bonds: 1. First Public None Staff recommended the top two firms: Estrada Hinojosa as the senior underwriter and Frost Capital Markets as the manager underwriter. The senior underwriters will be assigned to sell 60% of the bond issue and the manager underwriters will be assigned to sell 40% of the bond issue respectively. Mr. Sanchez pointed out that the two firms did a good job on the previous refunding for the district. Estrada Hinojosa was the senior underwriter and Frost was the co-manager.

Dr. Rivera questioned the fee for each firm. Mr. Vela provided an estimate of $4.00 to $5.00 per bond per thousand to underwrite the bonds. The amount will be split between the two firms depending their participation. He explained that the total spread is based on risk, compensation, and regulatory fees and expenses. This information is presented to their underwriting desk who

will then negotiate with the senior underwriter. Once they receive the pricing views and expenses from the senior manager, which is based on a consensus scale from the co-manager, his firm will review the expenses, management fees and the risk. Mr. Vela assured the board members that the underwriting desk is obligated to make sure that the best price is secured on behalf of the Board. Isidoro Nieto made the motion to approve Estrada Hinojosa & Company as the senior underwriters

and Frost Capital Markets as the manager underwriters. Andrew Gonzalez seconded the motion. Voting in favor of the motion were Isidoro Nieto, Andrew Gonzalez, Oscar Caballero, Patrick Kennedy, and Dr. Jaime Rodriguez. Dr. Richard Rivera voted against the motion. Motion carried with a 5 to 1 vote.

G. Discussion and Possible Action for the Board to Consider Approval of Administration’s

Recommendation of the Ranking of the Proposals Received for the Resurfacing of the Lackey Stadium’s Football Field Turf & Running Track (CSP # 17-04-33)

On January 9, 2017, the Board approved the improvements project at Lackey Football Stadium. The scope of this project consisted of the replacement of the football field turf and the resurfacing of the running track. As part of the approval process, the Board approved the use of the CSP method of procurement and delegated their ranking authority to Administration; and approved the ranking criteria and the points value as presented. A competitive sealed proposal package was emailed to nine (9) vendors and; as a result, the district received six (6) proposal responses. After reviewing and ranking all of the proposals, administrative staff recommended the proposal from Field Turf located in Montreal, Canada at a cost of $815,263.00. Field Turf was ranked as the #1 firm with 540 points. Hellas Construction received 588 points, but was ranked #2. Athletic Director Oscar Riojas and Athletic Coordinators/Head Football Coaches Mike Burget from Weslaco East High School, and Michael Salinas from Weslaco High School, visited some fields where turf had recently been installed by Field Turf and by Hellas. They all concurred that Field Turf provided a much better and safer product. Oscar Riojas informed the Board that the main feature considered was to have a cooler field. The field turf provides a much simpler process with less upkeep. Based on a temperature study conducted, the field turf is 35-40 degrees much cooler. On the other hand, the Hellas turf needs to be watered three days out of the week. The turf is made up of a mixture of cork and coconut which is biodegradable and can be windblown. Weslaco East High School has field turf and according to Coach Burget, the turf looks brand new after five years of installation; thus, his athletes have not sustained any injuries while practicing on this field. He is very happy with the product and said that the coaches, trainers, and students all like the turf. Coach Salinas also agreed that the field turf has held up much better over the years and is a safer field for student athletes. Isidoro Nieto made the motion to approve the administration’s ranking and award the resurfacing project to Field Turf as recommended. Oscar Caballero seconded the motion.

A brief discussion was held on the warranty provided by both companies and the difference in cost. Dr. Rivera said that he was involved when Hellas installed the turf at Lackey Stadium and was very impressed with the turf. He pointed out that Hellas offers a ten year warranty and is lower in cost vs. Field Turf who offers an 8 year warranty and the cost is much higher.

Mr. Kennedy wanted to know if the district had to contract specialty labor when the warranty expired. According to Coach Riojas, staff contracted Hellas two to three times in the past couple of years to restripe the running track in order to have it ready for track events, etc. The turf, which is on its tenth year, has held up despite all the wear and tear it endures on a weekly basis throughout the year. Aside from the district’s sports events, the field is used by other community

organizations such as Pop Warner and little league soccer, etc. When service is required on the field turf at East High School, staff contacts their local office based in Texas and service is provided within 24 hours. Both companies have provided good service to the district.

The cost for this project is $815,263.00 and will be obtained from the fund balance assigned for facilities or other needs. A vote was called for on the motion made by Isidoro Nieto and seconded by Oscar Caballero to approve the administration’s ranking and award the resurfacing project to Field Turf as recommended. Voting in favor were Isidoro Nieto, Oscar Caballero, Andrew Gonzalez, and Dr. Jaime Rodriguez. Voting against the motion were Dr. Richard Rivera and Patrick Kennedy. Motion carried with a 4-2 vote.

H. Discussion and Possible Action for the Board to Consider Approval of Administration’s Recommendation for Approval of the Proposals Received for the Tile Installation Project for Schools: Silva Elementary, Gonzalez Elementary, Margo Elementary, Memorial Elementary & Weslaco East High School (RFP#17-05-39)

As part of the District’s continuing effort to keep schools safe and clean, it was determined that various campuses were in need of new flooring. The administration, principals and staff agreed that the installation of vinyl tile would help maintain a cleaner environment in the classroom which will be conducive to student learning. The work scope of this project consists of the following: ● Tile will be installed in all classrooms at Margo and Memorial Elementary. ● Tile will be installed in the main office area at Silva Elementary, Gonzalez Elementary and

Weslaco East High School. ● Removal of existing tile or carpet ● Preparing the surface and installing vinyl tile The work will be performed during the summer to avoid interrupting instruction to the students.

The completion date is July 31, 2017. Three (3) proposals were considered:

Mr. Sanchez mentioned that the district has worked with Floor Covering in the past and they have done a good job. Mr. Lopez pointed out that he had heard very good comments on the tile installed at several campuses last summer by Jones Construction as far as the timeliness, cleanliness, and work ethics. He wanted to make sure that the new board members were aware that last year’s tile project went smoothly and was completed on time, since this project is also very important and needs to be completed before the school year begins.

Dr. Rodriguez made the motion to award the proposal for the tile installation project for Silva Elementary, Gonzalez Elementary, Margo Elementary, Memorial Elementary and Weslaco East High School to Floor Covering Specialist of Mission, Texas. Patrick Kennedy seconded the motion.

Dr. Rivera questioned the amount of money that has been allocated for these projects. He asked Mr. Sanchez to provide a report on the weekly update indicating the total amount of funds available for construction, including the loan. He stated, “You have to look at the budget for this coming year and at different things.”

Mr. Sanchez replied that the monies allocated for these projects are from last year’s savings from

the fund balance assigned for facilities and other needs. He will provide information requested on their weekly update.

The board members voted unanimously in favor of the motion made by Dr. Rodriguez and seconded by Patrick Kennedy to award the proposal for the tile installation project for Silva Elementary, Gonzalez Elementary, Margo Elementary, Memorial Elementary and Weslaco East High School to Floor Covering Specialist of Mission, Texas.

I. Discussion and Possible Action for the Board to Consider Approval to Hire Mariano Garcia Civil Engineering Firm to Design the Plans and Specifications and Oversee the Construction of the Parking Lot Improvements at Rodolfo “Rudy” Silva Elementary and Justice Raul Gonzalez Elementary Project

During the February 17, 2017 Board Meeting, the Board approved the construction of the Parking Lot Improvements Project at Silva Elementary and Gonzalez Elementary schools as part of the priority facilities projects for the District.

The principals at both campuses addressed the need for additional parking spaces due to traffic congestion during the day, as well as with parents picking up students at the end of the school day. Since the parking lot spaces available at each campus are mostly taken up by district staff, parking spaces are limited for parents or other visitors during the school day.

Civil engineer Mariano Garcia was contacted to evaluate the situation at both campuses and provided his recommendations to the administration.

The scope of this project will consist of the following: ● Add 58 new parking spaces and lighting to Silva Elementary ● Add 56 new parking spaces and lighting to Gonzalez Elementary

Dr. Rivera made the motion to approve Mariano Garcia Engineering LLP to design the plans and specifications and to oversee the construction of the parking lot improvements project at Silva Elementary and Gonzalez Elementary Schools. Patrick Kennedy seconded the motion and it passed unanimously.

Mr. Mariano Garcia, Civil Engineer, had the opportunity to visit both campuses during the busy hours to evaluate the traffic situation. He provided layouts of each school’s parking lot areas which were revised by the principals and administration. This project was included in the list of facility priorities projects approved by the Board. Dr. Rivera made the motion to approve the competitive sealed proposals method of construction, approved the administration to rank the proposals, and approved the criteria and points to be used for ranking the proposals received for the parking lots improvements project at Rodolfo “Rudy” Silva Elementary and Justice Raul Gonzalez Elementary. Isidoro Nieto seconded the motion and it passed unanimously.

K. Discussion and Possible Action for the Board to Consider Approval of Project to Build a Pavilion

in the Playground at Central Middle School, Dr. Armando Cuellar Middle School, and Mary Hoge Middle School 1. Board Determination of Procurement Method of Construction that Will Provide the Best

Value to the District for the Project

3. Approval of Criteria and Points to be Used for Ranking the Proposals As part of the district-wide facilities improvement plan, the Middle School Pavilion Project was

ranked as one of top needed projects. The principals addressed a need to construct a pavilion to allow the students a place to gather during their respective lunch periods which will shelter them from sun and rain. The pavilions will also be used by the Physical Education (PE) Department during their instruction time.

The scope of the work for each pavilion will be 5,000 square feet (100’ x 50’) on a cement slab,

and will have six basketball backboards, lighting, and a water fountain. A preliminary cost range estimate for this project is $1,100,000 - $1,200,000. The funds for this project are available through the Local Maintenance Fund’s Fund Balance assigned for Facilities or other needs. Mr. Eli Alvarado will visit each campus in the next two weeks and in conjunction with each campus principal will determine the best location for each canopy.

A discussion was held on the need for the pavilions. Principal Pablo Vallejo from Mary Hoge

Middle School informed the Board that a pavilion was very much needed at his campus since there are no trees to provide shade for the students, especially during P.E. classes.

Dr. Rivera commented that he would prefer to see the pavilions at the elementary schools enclosed

prior to constructing the pavilions at the middle schools. He wanted to know if the pavilions were going to be enclosed. He mentioned that Elsa ISD recently enclosed two pavilions with air conditioning at a cost of $200,000 each and therefore felt that the estimated cost for the three (3) pavilions was a lot of money.

Board President Erasmo Lopez stated that he would like to see the elementary pavilions enclosed as well; thus, he felt that the pavilions at the middle schools were also needed for the purpose of providing a place for students to congregate during the lunch hour and for other events. Oscar Riojas pointed out that the pavilions will provide an additional area for P.E. classes which will alleviate having too many students at the gym at the same time.

Mr. Nieto stated that the facility committee had ranked the projects and this project was on the top

of the list. Andrew Gonzalez also agreed that the elementary pavilions needed to be enclosed; however, he also saw the need for pavilions at the junior high campuses.

Mr. Kennedy commented, “I understand Dr. Rivera’s sentiment; it seems we’re spending a lot of

money on very high dollar projects at this meeting and we’re 400 students down.” Mr. Andres Sanchez informed the Board that the money has been allocated and the district will

also be utilizing the monies from the loan to fund some of these projects. Isidoro Nieto made the motion to approve the competitive sealed proposals method of construction

for the pavilion project at three (3) middle schools and to allow the administration to rank the proposals to be received, and approved the criteria and points to be used for ranking the proposals. Oscar Caballero seconded the motion. Voting in favor of the motion were Isidoro Nieto, Oscar Caballero, Andrew Gonzalez, and Dr. Jaime Rodriguez. Voting against the motion were Dr. Richard Rivera and Patrick Kennedy. The motion passed with a 4-2 vote.

fenced. The fenced campuses include: Weslaco High School, Mario Ybarra Elementary, Roosevelt Elementary, A.N. Rico Elementary, Cleckler-Heald Elementary, Mary Hoge Middle School, Beatriz Garza Middle School, Weslaco East High School, South Palms Garden High School, Cuellar Middle School, Central Middle School, Airport Elementary, Memorial Elementary and Sam Houston Elementary.

The remaining campuses included in this project are: Silva Elementary, Gonzalez Elementary,

Margo Elementary, North Bridge Elementary, Horton AEP, Joe Calvillo CTE Complex, Aquatic Center, and CTE Early College High School.

Mr. Kennedy wanted to know if the fences have been effective in reducing incidents at the

campuses. The Board President replied that the fences have helped, especially at the playground area at B. Garza where they also have a soccer field. According to Mr. Garlic, they have experienced past incidents where windows have been broken at the cafeteria and since the installation of the fence, there has been less vandalism at their campus.

Dr. Rivera wanted to know if some of these schools had any type of fencing and questioned the total amount of the project. Mr. Sanchez explained that the estimated cost for this project is $525,000 which includes a combination of wrought iron and chain link fence. Silva, Gonzalez, and Margo do not have a fence in the front and CATE has chain link fence; therefore, staff would like to enclose the front area with wrought iron so that all the campuses are comparable.

Andrew Gonzalez made the motion to approve the competitive sealed proposals method of

construction for this project, and for the Board to retain the authority to rank the proposals, as well as approve the criteria and points to be used for ranking the proposals. Oscar Caballero seconded the motion.

Mr. Gonzalez commented that the Board had approached the administration on these projects on several occasions and wanted to know when these projects were going to get started. He stated, “Now that the money is budgeted for these projects, we’re starting to question ourselves. We’ve done some schools and we’re trying to finish out the remaining schools that we have. I know it’s a lot of money but these are the things that Business Office has budgeted for, and this is something that these facility committees had ranked as priorities, and for those of the schools that already have fences, I hope they are keeping our children safe and I truly believe that they are. I just want that for the rest of the district.” Mr. Caballero pointed out that the district has allocated money in the past three years for safety, of which includes the fencing project. Mr. Sanchez confirmed that monies had been allocated from last year’s savings in the budget. Since the funds were not spent, the monies were placed in the fund balance and taken from there. A vote was called for on the motion made by Andrew Gonzalez and seconded by Oscar Caballero to approve the competitive sealed proposals method of construction for this project, and for the Board to retain the authority to rank the proposals, as well as approve the criteria and points to be used for ranking the proposals. Voting in favor of the motion were Andrew Gonzalez, Oscar Caballero, Patrick Kennedy, Isidoro Nieto, and Dr. Jaime Rodriguez. Dr. Richard Rivera voted against the motion. Motion carried with a 5-1 vote.

M. Discussion and Possible Action for the Board to Consider Approval to Hire Trinity MEP

Engineering to Design the Plans and Specifications and Oversee the Construction of the Following Projects:

1. Lighting for the Tennis Courts at Weslaco High School (10 courts) and Weslaco East High

School (8 courts) 2. Electrical System Upgrades at Margo Elementary (32 years old) 3. Fire Alarm and Security Alarm Systems Project at Weslaco High School and Fire Alarm

System Project at Central Office Administrative Complex At the February 13, 2017 Regular Board Meeting, the Board approved the projects listed above as part of the facilities projects for the District. Mr. Sanchez informed the Board that Trinity Engineering worked on the lights at Weslaco High School and on several other district projects, and have done a good job. Oscar Caballero made the motion to approve Trinity MEP Engineering to design the plans and specifications and oversee the construction of the projects as recommended. Isidoro Nieto seconded the motion. Mr. Nieto wanted to know if all the lights were going to be replaced and the type of lights being installed. According to Mr. Americo Garza, Director of Energy Management, all the lights will be replaced with traditional lighting and all the poles will be replaced with new ones.

Oscar Riojas mentioned that WISD recently hosted the tennis tournament and staff had to rent portable lights for this event. Tennis courts at both high schools were utilized as well as the tennis courts at the park on Airport Drive. The proposed cost of the engineering services for all three projects is $69,500. All board members voted in favor of the motion made by Oscar Caballero and seconded by Isidoro Nieto to hire Trinity MEP Engineering to design the plans and specifications and oversee the construction of the three projects as recommended by the administration.
