Goals of Industry Day

• NASA has evaluated the combine – vs. – separate MOD contracts decision considering multiple internal and external inputs and has determined that it is not in the Government’s best interest to continue to consider the merits of combining the Integrated Mission Operations Contract (IMOC) and the Facilities Development and Operations Contract (FDOC).  As such, NASA intends to develop a formal procurement strategy for a potential follow-on contract for IMOC.  With this in mind, the Government will address only the current IMOC requirements at the scheduled industry day.

• Breadth and depth of preparation are crucial, for safety and mission success▫ Certification is demanding and takes time, experience▫ Many months preparing for a mission▫ Staffing the console is only the tip of the iceberg; “Ops” is far more than showing

up at the console for your shifts• Ops facilities and personnel support multiple Programs simultaneously

ISS Vehicle Systems Function • Plan, Train, Fly for International Space Station core systems (both hardware and software)• Plan and execute Space Station onboard and ground operations 24/7/365. • Instructors are responsible for training ISS systems to crew members and

ground personnel. • ISS Vehicle Systems Training & Operations Strategy: Operator Flight

Controller, Specialist Flight Controller, Instructor (OSI) Model▫ New employees start out as an Operator, progress to either Specialist or

Instructor, and then proceed to the remaining Instructor or Specialist position.

▫ A person with both Specialist and Instructor certifications is referred to as an Top Gun/Instructor & Flight Controller (IFC).

▫ Operators are trained to operate ISS during quiescent ISS operations and to safe their systems if there is a problem, calling in a Specialist to take over operations from them.

▫ Specialists are trained to deal with off-nominal situations and to operate during more complex operations, e.g. rendezvous, dockings, EVAs, robotic operations, etc.

• ADCO: Attitude Determination and Control Officer▫ Responsible for ISS Motion Control Systems: ISS position, velocity, and attitude ▫ Plans and coordinates the execution of ISS attitude maneuvers as required for

Planning Process

• ISS Planning Strategy:▫ A significant amount of planning is performed by the

Long Range Planners (LRP) off console with FCR Specialist (Increment Leads).

▫ The LRP’s are responsible for plans farther than 6 days in the future.

▫ Ops Planners on console are responsible for managing plans within the next 6 days

▫ Responsible for insuring that the International Partner (IP) facilities are working to the same ISS plan.
