The purpose of this Industry Day is to help industry understand the Government’s existing requirements and vision for the two new tentative WSTF procurements

Clarifications concerning the way in which we conduct business today will be answered in the Question and Answer Period

WSTF Processes and Procedures White Sands Test Facility

WSTF utilizes a common management and document system (available on the Technical Reference Library - TRL) Management System Manual (MSM) WSTF Document System (WDS)

Contractor and NASA processes and procedures are integrated in both the MSM and WDS

The MSM and WDS contains the processes and documents necessary to perform the WSTF mission

Audits to certify to ISO 9001 and 14001 rely on these processes and documents

WSTF is a test facility and does not originate program requirements…we must often originate the means to satisfy those requirements

Customers are from JSC, other NASA centers, other Government agencies, and private industry

Requirements for each product or service are established by on-site NASA Project Managers (PM’s) that work with off-site customers to define the specific requirements to meet customer objectives

Contractors provide managerial, technical, and administrative capabilities to execute NASA requirements

• Test System Maintenance & Repair is performed on a variety of test systems which vary in both size and complexity from a simple data analysis systems to a test system for hot firing of a Auxiliary Power Unit (AUP) gas generator valve module assembly

• Three categories of test system readiness are maintained to meet customer requirements within the resources allotted:

• Ready – immediately available for use as intended• Productive Standby – minimal effort required to bring to ready

status (typically 1 week)• Deactivated – substantial effort required to bring to ready status
