Shri Amresh Prasad Markam, Sarpanch, Ghatbarra village panchayat –Increase the capacity of the mine from 10 to 15 million tons/year but pay attention to providing the basic amenities like drinking water, education etc. the mine produces black water, it must be treated so that people can use it for bathing and the animals can drink it. The company shall immediately start transporting its coal via the railway line. The company shall produce to its full capacity, provide good jobs to the people of the area, enhance their skill at the Training Centers; workers should be paid well so that they can live a better life. I support the public hearing.

CSR Funds are being spent on various CSR initiatives which include establishing /strengthening of schools, roads, drainage and sanitation, community halls, drinking water into the villages and skill development of the local communities of the project affected villages. Funds are being spent as per approved estimates mentioned in Environmental Clearance of the Project. Company has already provided jobs to 383 Project Affected Persons (PAPs) and in lieu of employment onetime compensation to 293 Number of PAPs has been provided. Pension to 260 numbers of PAPs is being provided as per provisions of Chhattisgarh state R&R 2007 Punarwas Yojna 2007 (as amended) of Chhattisgarh State. In addition to above, about 500 nos. of locals from surrounding villages have also been employed indirectly in various ancillary services such security etc. Adequate measures have been taken through construction of proper drains, settling ponds & WTP to stop discharge into natural course. These measures are being regularly strengthened so that no discharge of waste water happens during monsoon season. Total Water uses in mining & Washery process 3200 KL / day as till date of operation. Domestic – 135 KL/day Two Numbers of Treatment Plant includes settling pond already constructed. Transportation of washed coal is being done by high capacity covered trucks (30 MT) up to Kamalpur siding and Ramanuj nagar railway siding, thereafter through rail mode only to linked TPPS in Rajasthan. Pit top Railway Siding to Surajpur Road Railway Station a total length is 75 km. 0- 33 km Railway line is completed and temporary siding at Ramanuj Nagar established for dispatch of coal. Work in balance stretch is in progress. Amended conditions issued vide MOEFCC Letter No. . J-11015/03/2008-IA-II(M) dated 29th December 2015 is “ A railway siding to be established adjoining the mine shall be commissioned within 72months. Until the railway siding is constructed and commissioned, transportation of clean coal and middling to the linked TPPs at Rajasthan shall be by high capacity trucks (30 T or more) only.” Clean coal and middling from the pit head coal washery shall be loaded by rapid (silo) loading system and transported by rail only after the commissioning of railway siding and establishment of rail network to Surajpur.

10. Smt. Gangawati Singh, Parsa village – Development of coal mine has proved beneficial for us. The unemployed people have got employment. I humbly support the mine for educating the children from poor families.

29. Shri Mehandi Lal Yadav, Chandanpur village – This public hearing is illegal because the affected Gramsabha has not passed the resolution. Public hearing shall be held only after passing of resolution from all the villages within 20-25 KM radius of the mine. Entire area comes under the forest rights, the mine shall not be allowed to operate as long as all the issues regarding the forest rights are not resolved. This public hearing is illegal. The coal mine releases polluted water, the Bango dam has filled with coal due to this polluted water. It is causing problems. Life will become hard if we are unable to get fresh air and water. The environmental components should be analyzed. If we harm the jungle and its animals, the animals will start to invade into our villages. 147 types of medicines have been identified in this area, they will be destroyed after opening of the mine. The Adani’s trucks dominate the roads; it has caused hundreds of deaths. Cancer has become a big problem in Haryana due to chemical fertilizers. It shall not be repeated here. The mine is damaging the roads. We are against

Ministry of Environment, Forests and Climate Change (MOEF&CC) vide EC amendment letter No. J-11015/03/2008-IA-II(M) dated 29th December 2015 has permitted selling of reject coal to other users till the establishment of reject based power plant (initial 6-7 years). Expansion of the capacity of the project is required to fulfill the need of the new power stations being developed by Rajasthan Rajya Vidyut Utpadan Nigam Limited (RRVUNL).

– The environment consists of water, forest and the land. The public hearings have been organized at Udaipur, Shivnagar, and Tara. All the officers and public workers are devoted to solving the problems faced by people. Let me tell you what the Adani mine is doing. Adani mine has provided drinking water. They are also providing electricity. They also provide the gas for cooking if the coal is not available. They have provided 12,000/ rupees for toilet. The toilets are being built at a fast pace. The local medicine is worthless unless it is supplemented with the modern medicine. A mobile van has been provided for tackling health related problems. Adani mine has also provided the Sanjeevani Express. They also pay for treatment at the private hospitals. Every elderly person is receiving 500/ rupees per month as pension. The company provides the pensions. They have opened a market in the Parsa village. You can get vegetables at

Acquisition from four villages Hariharpur, Salhi, Parsa and Kete has been done with consent of all. It is not clear that area will increase. I will support 15 Million Tonne production Capacity if railway line is completed. A proposal was placed before Gram Sabha on 8 September 2016 in which 31 points were discussed, reply needed. Landless farmers should also be employed, but company is not doing so. Villages shall be connected with RCC road, but company is not doing the same. Estimated fund for CSR is not being used. Area should be developed. Affected villagers should be employed in company. It shall not be ignored. It is not clarified that additional land will be acquired or not. 15MTPA shall be done with development of the area.

Public Hearing is being held as provisions of EIA Notification 2016. No additional land is required for capacity expansion of the project. Pit top Railway Siding to Surajpur Road Railway Station a total length is 75 km. 0- 33 km Railway line is completed and temporary siding at Ramanuj Nagar established for dispatch of coal. Work in balance stretch is in progress. Employment is being provided as per provisions of Chhattisgarh Adarsh Punarwas Niti 2007 (as amended). Company has already provided jobs to 383 Project Affected Persons (PAPs) and in lieu of employment onetime compensation to 293 Number of PAPs has been provided. All affected villages have already connected through state highway through govt. PMGSY roads; Company under CSR programs strengthens the existing road and supports Core & buffer zone villages’ infrastructure development. It’s factually wrong. CSR Funds are being spent on various CSR initiatives which include establishing /strengthening of schools, roads, drainage and sanitation, community halls, drinking water into the villages and skill development of the local communities of the project affected villages. Funds are being spent as per approved estimates mentioned in Environmental Clearance of the Project. Details of the expenditure of fund are being submitted to MoEF & CC as part of Six Monthly Compliance Report regularly.

The project is in remote area and hence the prosperity of the area will improve. Total 1805 persons will get direct employment in various services till 5th year of mine operation (target achieving year). Following CSR activities are being implemented including health, medical and schools- • Project Digital Gram: 30 persons from Basen village

are provided computer literacy. • Project Solar Gram: 600 villagers in Basen and Salhi

villages benefited from 30 nos. of Solar Street Lights. • Project Annapurna: 200 farmers benefited from 8

Before this, many power plants were to setup, people have ousted them. For the mine 90% people have supported earlier. The work done by the Adani Company in the area is not satisfactory. The district administration is supervising the work done by Adani. Tree Enumeration is being not done by the company, which should be project affected people, should be rehabilitated, people who have left, rehabilitation is necessary. On behalf of party I support the mine

CSR Funds are being spent on various CSR initiatives which include establishing /strengthening of schools, roads, drainage and sanitation, community halls, drinking water into the villages and skill development of the local communities of the project affected villages. Funds are being spent as per approved estimates mentioned in Environmental Clearance of the Project. No additional land is required for the project. R&R Plan for the project has been implemented as per provisions of as per provisions of Chhattisgarh Adarsh Punarwas Niti 2007 (as amended).

J-11015/03/2008-IA-II(M) dated 29th December 2015 is “ A railway siding to be established adjoining the mine shall be commissioned within 72months. Until the railway siding is constructed and commissioned, transportation of clean coal and middling to the linked TPPs at Rajasthan shall be by high capacity trucks (30 T or more) only.” Clean coal and middling from the pit head coal washery shall be loaded by rapid (silo) loading system and transported by rail only after the commissioning of railway siding and establishment of rail network to Surajpur.
