Introduction

Khartoum state Is the National capital of Sudan, it is located in the heart of Sudan at the confluence of the White and Blue Niles, where the two rivers unite to form the River Nile.

The state lies between longitudes 31.5 to 34 °E and latitudes 15 to 16 °N.

Khartoum state is one of eighteen states of Sudan. Although it is the smallest state by area which is about (22,142 km2), it is the most populous (8,274,321 ) according to the last population census 2008.

The Centre have the following objectives

1. Interest the information and its organs and development of information systems and their use in the state.

2. Building specialized information networks.3. Supply state agencies necessary to discharge its burden

of the information.4. Work to keep pace with technological developments in

the field of information.5. Provision of electronic government services to ensure the

stability of the state network connectivity units6. Increase the number of electronic services for all state

government agencies.7. Contribute to the strengthening of the IT industry to

provide electronic government services of high quality8. Contribute to the websites of the state units design9. Raise public awareness of online services and its

importance and disseminated through the available channels.

10. Holding training courses in networking administration, programming and Web designing and operating systems as some sort of Capacity building.

A- Complaints and proposals system

Information Center is working to design a system that works on the website of the state aims to activate the participation of the public and increase their cooperation with government agencies in order to promote state government services and improve the image of the state with the participation of citizens. It is an important step in efforts to communicate with the public in order to activate participation and increase cooperation to provide good services.

So we can analyze the data using GIS program to provide more efficient services and coordination between the public sector, citizens and non-governmental organizations and the private sector in public policy development and resource conservation.

Some e-Services sample:

Works on the website to be available to all citizens.It offers the possibility of reporting and filing complaints about issues of concern to the government directly.

How the program works?Can citizen reporting program using images, video or audio, and identify the place and send it to the state authorities.The system automatically creates a communication with the state call center (follow-up room), then converts the communication to the concerned party.

B- Civil Registration system

Civil Registration System is integrated data aims to produce legal, administrative and other information.. Benefiting individuals, families, communities and state institutions, civil society organizations and bodies associated with social and economic development and other areas of human development.  It represents a base to build a system for the production of a public service personnel information in a dynamic way a permanent and continuous for many aspects of the population of the country .. even be complementary to the efforts in human development.

In the context of the application of e-government mandate and to provide better services to citizens and ensure the validity and accuracy of their data and reduce the cost, we in our center and through e-state gate taking advantage of the Civil Registration system data to the state units in service sectors, namely in education, health, urban planning and social services need For this data to conduct their work as well as take advantage of the services provided by localities in the field of electronic payment the following activities:- Business license.

- Taxation.- Fees for services activities.

C- Khartoum Email system

In this field the center offers a formal e-mail and its tools to various state units, as e-mail service; Activating the system began in 2012 with about 260 Emails of ministries and local councils and the administrative units and public administrations of the state, Through which we can exchanged messages and files at high speed and confidentiality.

D- On line Job applications system

The system is designed to automate job application form through Khartoum state website which reduces the financial cost of processing applications, and eliminates the problems associated with the previous process, shortens the time required to process the data.The system contains a page describes the initial announcement of jobs, disciplines required and the basic conditions for submission.

Applications (ERP systems)

The Center designed a set of regulations including: -

- Financial resources management system has been activated, where financial resources management system in a large number of units of the state, ministries and localities supreme councils.

- Executive Office Management System- The HR designed using Oracle, now we are working on

it to be a Web base application.- Employment recruitment system on line.- The Center is supporting e-Government in field of

electronic participation works by strengthening the capacity of e- payment.

- Development of e-participation tools to enable the public to give their views on electronic transactions provided by the Government

Consequently using big data tools will help in implementation and enforcement in State of Khartoum, especially since the elements of implementation is available, state is considered a serious step in the direction of implementation as this training course will help in the implementation of this goal.

Using big data toolsMassive volume of data is difficult to process using traditional  database and software methods, so using big data tools and software enables the process of our data that is collected so as to determine which is relevant and can be analyzed to drive better decisions in the future. Mainly after collecting, organizing and analyzing large sets of data, helps to discover useful information for better understand the information contained within the data and will also help identify the data that is most important to the state units and future planning.

The main challenge is creating platforms that can pull in unstructured data as easily as structured data.
