INCLEMENT WEATHER HAZARDS
Please help us ensure our facility remains as safe as possible from ice and snow build up due to the inclement weather conditions. Report safety concerns for areas that are not being addressed by shoveling or ice melt and keep the sidewalks free of slipping hazards. The sudden melting of snow and ice is causing lots of water from the gutters onto the sidewalks so be careful.
Watch for slick areas as you walk. Snowy and icy areas may not be obvious. Floors may need mopped more frequently, and so may be wet. Floors may be dry, but your shoes may be wet. Don’t hurry under these conditions.
Please be mindful of snow and ice hazards on walkways. Be careful and walk like a duck:

INCENTIVE LEVEL OVERRIDE REQUESTS The following will be considered by MDT when reviewing Incentive Level Override Requests: ➢ AIC must have been in DOC custody for at least 90 days
➢ AIC must submit a request, in writing to CRM, explaining what steps you have taken to earn
an override (i.e. classes, job assignments, participation/behavior in TX Groups, etc.). Your request will not be considered if there is no explanation given. (“I want blue shorts” or “I want to
go to the pizza feed” is not an explanation of what you have done to earn an override). ➢ No Misconduct Reports in the last 3 months
➢ No Program Failures in the last 3 months
➢ If an incentive level override is granted, AIC must wait a minimum of 6 months before another
incentive level override can be requested and considered Please note that if an AIC reverts back to poor behavior, incentive level will go back down.
Commissary Changes
Changes for the weeks of Christmas and New Years. Your canteen sheet must be in the box by Monday the 23rd and 30th at 8pm. You will pick up your canteen the same week on Friday. If you order canteen the week of the 17th then you will pick up that order and the order for the 23rd both on December 27th.
Also as of January 10th. You will put your canteen sheet on Tuesday night like normal and as of that week start picking up your canteen on Friday the same week from now on.
Sigh-up sheets are posted on the General Population units for those interested in attending the AIP Productions of A Christmas Carol by Charles Dickens and How The Grinch Stole Christmas. These will be put on in the dining hall on December 17 and December 18 from 1-3 pm. You will be put on call outs for both days. You need to be at an incentive level 3 in order to attend.
Annual Gift bag/ Gift back
A.I.C’S giving back to the children and the people in need
Powder River Correctional Facility is starting our annual gift bag/give back, for people and
children in need. This will be for DHS, New Directions Crisis Center and other local agencies that may
need a little extra help. Depending on how much is raised we would like to purchase and make gift
bags. The gift bags will include but are not limited to, hygiene items, gloves, hats, small toys, food, gift
cards etc. We will track the donations by using a thermometer-tracking poster that will be posted in the
dinning hall and in the housing units. Last year’s fundraiser raised over 700 dollars! With your help we
hope to exceed that this year!
Donations will be accepted from November 1st 2019 Through December 31st 2019
GP Attending AIP Holiday Productions
Please be advised that GP AIC’s that signed up to attend the AIP Holiday Production on December 17th and 18th, will only be allowed to attend one day, not both days. You have been placed on Call Out for the day you will be attending. If you show up and are not on a Call Out, you will be sent back to your Unit and may be held accountable.

Rulemaking comments must be provided to the DOC Rules Coordinator in writing. Communications submitted should be limited to providing comments on only one division/topic per communication. Do not include multiple divisions/topics in one communication, they will be returned. DOC rules are availa-ble for review and copies in the inmate law library
AIC Grievance & Discrimination Complaint Forms Reminder
Effective October 18, 2019, ODOC adopted revisions to the Discrimination Complaint Review System (Division 006) and the Grievance Review System (Division 109).
As a reminder, the discrimination complaint forms, grievance forms and their associated appeal forms were updated during this revision process as well. The Department’s current, approved forms have an effective date of either 10/2019 or 11/2019 denoted in the lower right hand corner. AICs are required to utilize these revised forms.
The correct forms for grievances and grievance appeals are:
• Initial grievances: CD 117 with effective date of 10/2019 or 11/2019. • Initial and final grievance appeals: CD 117C with effective date of 10/2019 or 11/2019.
The correct forms for discrimination complaints and discrimination complaint appeals are:
• Initial discrimination complaints: CD 1086D with effective date of 10/2019 or 11/2019.
• Discrimination complaint appeals: CD 1689 with effective date of 10/2019 or 11/2019.
Please notify your facility grievance/discrimination complaint coordinator if you cannot locate these up-dated forms or if you find old forms that need to be removed and replaced.

MEMORANDUM

TO: All DOC Adults in Custody
SUBJECT: 2019 Holiday Debt Collection Suspension
•The 2019 holiday buying period runs Sunday, December 1, 2019, through Friday,
January 3, 2020.
•Spending limits will be doubled during the holiday buying period.
•If you are INDEBTED to the Department of Corrections, read this: Debt will be
collected through Wednesday, November 27, 2019, prior to the beginning of the holiday
buying period. DOC is exercising the discretion of the Assistant Director of Operations,
according to Trust Rule291-158-0065 to designate November 27, 2019, as the last
business day of the month, prior to the holiday buying period.
•During the holiday buying period, Central Trust will not collect existing DOC debt.
However, non-DOC debt, such as court fees and garnishment orders, will be collected
during the buying period - as well as fines associated with new disciplinary sanctions that
are applied to your trust account.
•During the holiday buying period, AICs who are indebted to DOC may only spend funds
posted to their account for postage, copies, institution club activities, and commissary
items.
•If you are indebted, Central Trust will not process CD-28s to send out funds.
•At the conclusion of the holiday buying period, any funds remaining in accounts of
indebted inmates will be collected and applied to their debt.
•Transitional Savings deductions will remain in effect according to ORS 423.105 (SB)
844 during this time.
•If you do not have a Protected Funds Account but sign the section on the Commissary
Form or check the box on the Kiosk Form authorizing a purchase, your order will be
returned to you unprocessed. For those who have a Protected Funds Account, you have
received a letter from Central Trust. If you have not received a letter, then you do not
have a Protected Funds Account.

Here’s what a GP Outreach Committee Member has to say: What is the purpose of my incarceration? What is the point of me going through and
doing the extra work in A.I.P.? Why shouldn’t I just spend the rest of my time in general
population? I’m only saving a few months! I can have my TV, sleep whenever I want, eat
whenever I want with fewer rules and not have to live in a structured environment. It would
be a lot more comfortable in general population that’s for sure. It’s about living differently.
I’ll start by saying that I used to think of my incarceration as just a punishment of my
crimes. I now see it more as an opportunity. I have only been in prison for 18 months and
hopefully just 2 more until I can go home to my wife and daughter. Not only my wife and
daughter but also the list can go on of how many people have been affected by my
incarceration.
I remember when I had to introduce myself to my community on 1 West during my first
morning meeting. One of the questions I was asked was why I wanted to be in the program.
I had a hard time answering that question but eventually I was able to get the words out, for
“my wife and daughter”. If I were asked that question today, my answer would be different.
My answer would be, “I want to change myself, so I can become a better person, a better
husband, and a better father.” This program has taught me to take me to take a deeper look
at what was really going on that needed to be corrected.
For most of my life I was trying to change other people or situations and it usually
worked for me, but it was also just a temporary fix. What I really needed to change was
ME! I don’t want to sound like I’m using program jargon because I’m really not. In
addition, I want to make it known that I’m not getting anything to write this and I’m not
required to do so. What I’m realizing more and more is that these are all opportunities for
me to grow, by getting involved in helping without expecting anything in return. Just like
any of us fathers would do whatever it took for us to rescue our children from a life of
destruction, my Heavenly Father has rescued me form my addiction and criminality by
bringing me here to Powder River and into A.I.P. I have no doubt that this is His plan for me
is to be in this program, so I can learn the necessary tools to be edified for His purpose.
I would also like to share that there have been several times where I had very close calls
and wanted to quit the program by signing out. Whether it was a counselor that made me
mad or another peer or just being tired of the program, but then I would eventually realize
that by giving up on the program, I was basically giving up on myself. If I’m not man
enough to deal with the minor challenges of a nine-month program, how am I going to deal
with the many challenges for the rest of my life?
I’m 34 years old and I still have a lot of life to live, Lord willing. I have heard some
people say that they don’t need to be “programmed” by nine months of A.I.P. I think of it
as letting this program “un-program” me from living the dysfunctional life I have been
living and to start living the rest of my life doing the right things. I can’t say that I will
never come back to prison, but I won’t have to be separated from my family again admit it
or not, the things you can and will learn through this program are going to give you a higher
chance of not coming back to prison and for me, that is reason enough to stick it out for the
nine months.

The OCE Call Center at WCCF is recruiting to fill open positions. The current schedule is Monday – Friday, 7:15 – 3:30. This position awards PRAS points with the opportunity to earn a Team Goal Award and a produc-tion-based Individual Meritorious Award as well. Agents in this out-bound contact center perform lead genera-tion calls. The agents must be motivated and able to maintain a professional attitude at all times.
All applicants must meet the following qualifications: · Must qualify for a Minimum Custody Institution (Level 1 or 2) · Must have a valid social security number or equivalent · Have NO convictions for ID Theft or Computer related crimes · Be able to read proficiently and speak English language clearly · Be able to work efficiently and professionally at all times · Cannot be in any programs/activities which would conflict with a Monday – Friday 7:15 am. to 3:30 pm.

What’s all the buzz about?
Honeybees are responsible for approximately 80% of all fruit, vegetable and seed crops in the U.S. Beekeepers have re-cently been experiencing unexplained colony collapse, a complete disappearance of bees from a hive. As part of the ODOC’s sustainability project, Powder River is offering an apprenticeship level beekeeping program. The beekeeping program will be a yearlong course that is a combination of class room and hands on learning and main-taining of honey bee hives. Upon completion of the apprenticeship program you will be certified through the Washing-ton Master Beekeeping Program and would be eligible to continue the journeyman and master levels through the Oregon State University (OSU) after release.
Minimum Requirements: Year left before release date or entering treatment, must be out-side cleared, must have GED or enrolled to obtain GED, incentive 3 level, and NO known bee allergies. Cost: $20.00 for workbook. CD28 Instructions:

Classes start in February, 2020 If classes conflict with your work assignment, you must arrange with Work Supervisor to attend classes. You will not be excused from work to attend class unless you have approval from work site. Communication is KEY!!!!
Please keep in mind that this will be an educational course and will not be counted as work, you will receive PRAS points at the level of any other education program.
