Minutes of the Previous Meeting

Dean Soward )Dean Andrew) That the minutes of the second regula r

meeting of Senate for the Session 1960 -61, having been circulated, be taken asread and adopted .

Chairmanship of Senate ExecutiveCommittee

Senate agreed with a suggestion from the Presiden t

that Dean Andrew, who had been acting as Chairman of th e

Senate Executive Committee, should be formally appointed t o

that position .

Business Arising from the Minutes

Proposed Abolition of "Emergency "Programme for Teacher Trainin g

Dean Gage reported that the Joint Board of th e

College of Education had concurred in the recommendation o f

the Faculty of the College of Education, as reported to th e

previous meeting, that the one-year "Emergency" programme i n

the Elementary Teaching field should be abolished, since th e

shortage of teachers appeared to be less severe than when

the programme was introduced .

Dean Myers commented briefly on the report of th e

activities of the Computing Centre during its first fou r

years .

He stated that the Centre, in co-operation with

about twenty-five University departments and a dozen outsid e

organizations, had assisted in some 150 projects .

Dean Chant stated that a survey of extra-sessiona l

credit courses in the Faculty of Arts and Science indicate d

one three-hour period per week .

Honours programme in Theatre, the new course Theatre 449 ,

The Faculty of Arts and Science recommended tha t

Asian Studies courses in the Chinese and Japanese language s

should be accepted as meeting the language requirements fo r

degrees given by the faculty of Arts and Science ; and tha t

Asian Studies 205 and Classical Studies 331 be added to thos e

courses from which the required course in humanities an d

social sciences might be chosen .

new course in Religious Studies, which would be presented t o

Senate later in the meeting by the Chairman of the Committe e

on Proposed Courses in Religious Studies .

Faculty of Applied Scienc e

The Faculty of Applied Science recommended tha t

the First Year should be common to all programmes ; tha t

Surveying should be eliminated from the work of the Firs t

Year; that General Geology should be advanced from Secon d

to First Year ; that a non-science elective should b e

introduced in the Second Year, replacing compulsory Englis h

250 (which would remain as a possible elective) ; that a new

course, Materials Science (App . Sc . 278) should be added t o

the Second Year; and that the programme of the Second Yea r

should be common to all programmes except Chemical Engineerin g

and Forest Engineering .

The Faculty had also revised the

curriculum for Agricultural Engineering in the final tw o

years, although the programme was not being offered at th e

present time .

Changes were recommended in the curriculum of the

degree programme for graduates of hospital schools, in orde r

to bring this programme to the same level as the regular

degree programme .

The School recommended a change in titl e

of the Diploma Course from "Clinical Teaching and

Supervision" to "Administration of Hospital Nursing Units" .

It also proposed that a "Pass" category be introduced fo r

the B .S .N. degree, and an "Honours" standing for graduation .

School of Architecture

The School of Architecture recommended that th e

pre-term drawing school for its students should be open als o

to pre-Architecture students .

lectures, laboratories and examinations in subjects in whic h

they had made at least 65% .

With respect to supplemental examinations, th e

Faculty recommended that students be allowed to write only

41 instead of 6 units of supplementals, and that a mark o f

40% in a subject with an average of at least 50% in the wor k

of the year, be required before supplementals were granted .

Reports of Committee s

Library

The annual report of the Librarian for 1959-60 ha d

been circulated prior to the meeting .

Dr . Cowan, as Chairma n

of the Library Committee, commented on the improvements i n

the Library and its study facilities since completion of th e

new wing .

He presented the following recommendations o n

behalf of the Committee :

1. That the Board of Governors be urged to increas ethe annual grant for books and periodicals by 50,000 .00.

2. That the necessity for additional staff position sbe emphasized because of the rapidly increasing size and us eof the Library, and the too few staff members to mee timmediate needs .

3. That the salaries of professional librarians b erevised as a means of attracting and retaining competen tstaff; and that the salary position of librarians b ereviewed and brought into as favourable a position i nrelation to the faculty as existed three years ago .

4. That the proposal to increase the output of th ebindery by fifty percent be implemented as quickly a spossible, preferably by April, 1961 .

The draft statement of University Policy on Leav e

of Absence circulated at the previous meeting had bee n

revised and circulated to all members of Senate .

President commented that the following points should be kep t

in mind :

1. Leave of absence is not a right, but has advantage s

for the University as well as for individual members of the

staff .

2. Leave can be granted only for purposes which ar e

likely to be of value to the University and to the individual ,

and when such leave will not impair the quality of th e

teaching programme .

The document indicated that ordinarily individuals

granted study leave of a year's duration (July 1st to Jun e

30th) would receive sixty percent of their salary, togethe r

with the University's full contribution to pension and othe r

fringe benefits if the individual going on leave maintaine d

his contributions to these benefits .

However, the Universit y

would not feel obligated to contribute the full sixty percen t

of salary if the individual's total income, excludin g

research and travel expenses, would be in excess of hi s

regular salary .
