Archive email data should be immutable(can't be deleted) by default

The inbuilt archive system providing a ‘legal hold’ option are ‘in place archives’, providing just another view of the existing mailbox. They are not SEPARATE copies of the email. This means that the Legal Hold option, when switched ON for certain users, are simply meant to preserve data for a period of time were not really meant to be long term immutable archive stores. Mailboxes not on hold, can be tampered with.

If the same level of recoverability has to be achieved with the in place legal hold feature, then mailboxes will have to be put on legal hold from the start. A side effect of this would be that a user would not be able to delete any mail, leading to bloated primary mailboxes. Needless to say, this is a productivity killer.
