By Norman Palihawadana andPradeep Prasanna Samarakoon(island.lk) The death toll from the militarycrackdown on a protest at Weliweriya on Thursdayrose to three yesterday with the demiseof two more youth in hospital.The police and the army opened fire ona demonstration residents of Weliweryaheld against the contamination ofground water in the area due effluentsfrom a rubber product factory.Three other persons are in theIntensive Care Unit of the NationalHospital and their condition is verycritical, according to sources.The two who died yesterday wereidentified as Ravishan Perera (18) andNilantha Bandara (29). Ravishan was a student ofSt. Peter’s College, Udugampola, preparing for theGCE A/L examination scheduled to commencetoday (05).Nilantha Bandara was a father of one employed in

apparel factory in Biyagama.Over 50 persons who received injuries in themilitary crackdown at Rathupaswala in Weliweriyaare being treated at hospitals in Colombo,Ragama, Gampaha and Wathupitiwala.Ravishan was among the onlookers. He receiveda gun shot injury to his head.

He was rushed to Gampaha Base Hospitaland later transferred to National Hospital,Colombo.Ravishan’s uncle, Edwin Perera, told TheIsland said his nephew had been watchingTV when the protesters were marching pasttheir house. Ravishan’s parents were not athome at the time and he had gone to seethe protest. His mother arrived at home andcontacted Ravishan over his mobile phone.Ravishan said that he was watching theprotest march near the Princowatte and

promised to return home in a while, but he nevercame back.Another 17-year-old student of ChandrajothiVidyalaya, Yakkala K. A. Akila Dinesh was killed inthe shooting incident on Thursday.

(island.lk) One way Sri Lanka can better manageits water resources in the face of changingmonsoon patterns is through centuries-old waterreservoirs, experts say.Experts at the Colombo-based International WaterManagement Institute (IWMI) say one way to easefluctuating rice harvests(due to increasingly erraticmonsoon seasons) is touse thousands of ancientsmall irrigation reservoirsspread out in theNorthern, North Central,Eastern, North Westernand Southern provinces."Tanks [reservoirs] canstore water and so arebuffers against irregularrainfall supplies," saidHerath Manthrithilake, thehead of the institute’s SriLanka DevelopmentInitiative.The reservoirs were builtbetween 300 and 400 BC to provide nearbyvillages with water for agriculture and other needs.They became less important with the introductionof rain-fed cash crops by European colonizers inthe 1500s and have been largely untouched sincethe 1970s with the development of large irrigationand hydropower schemes.The tanks were constructed by excavating earthand building a large wall around the hole. Most

tanks have filled up with sediment, others arehidden by overgrown shrubs or belong todilapidated networks connecting them to the fields.There is no current estimate, but in 2004 the thengovernment estimated that it would cost someUS$20 million at the 2004 exchange rate ($15

million now) to makethe tanks functional.For W. A. Premadasa,a 33-year-old farmerfrom Tanamalvila, thetank near his farm isthe main source ofwater for cultivation."Now the problem ishalf of the tank isovergrown and it’salso filled with sand…If we can get it to storeto its maximumcapacity, I don’t thinkwe will have issueswith water forcultivation."

IWMI research has shown that reservoirs can alsodivert flood waters to the old tanks built on low-lying land, helping to minimize flood damage.Manthrithilake said a major renovation ofthousands of such reservoirs (estimated byresearchers to number some 12,000) should belaunched if they are to be used effectively. Some1,000 tanks were repaired in 2004,

Theformer DIG had already obtained an advanceofRs.1.5 million on the promise that the casewould be hushed up.

Prosecuting Counsel Ajith Pathirana said theevidence on this matter was insufficient andtherefore requested court to allow direct the CIDSpecial Investigation Unit to conduct furtherinvestigations collect further evidence.Inspector Ranjith Munasinghe said the claims ofdeath threats and the demand for ransom cannotbe substantiated because the investigationswerecontinuing.Magistrate Dharshika Wimalasiri directed the CIDto conduct investigations by obtaining a statementfrom Vaas Gunawardhana who was remanded tillAugust 19.

By Kumudu Upul Shantha(ceylontoday.lk) The two hangmen, who had beenrecruited by the Welikada Prison, and who weresubsequently suspended by the Prisonauthorities, have appealed they be reinstated, theCommissioner General of Prisons, C. Pallegamasaid. The two hangmen were suspended afterthey had failed to report to work last year,contravening Prison regulations. TheCommissioner General of Prisons said the twomen have appealed to the Public ServiceCommission (PSC) and they would be reinstatedin service if the Commission accedes to their

request.The two men were hired after a competitiverecruitment process.If the Public ServiceCommission decides not to accede to theirrequest, the Prisons Department would recruit thenext two candidates who had scored the highestmarks in the exam that was held to recruithangmen to the department.About 176 persons applied for the two hangmenposts, which fell vacant after a previous hangmanretired and the other was promoted. Sri Lankahas however not hanged a condemned prisonerin the last 35 years.

(.island.lk) Stormy weather that raged across thecountry had killed one person and left four injured,Disaster Management Centre officials saidyesterday.Assistant Director, Pradeep Kodippili, told TheIsland that over 3,000 persons of 326 familiescountrywide had been affected by heavy rains andstormy winds which had caused earth bunds tocollapse.Around 90 houses were damaged and 15 othersdestroyed by the gale force winds that sweptacross the Batticaloa District yesterday. Around500 persons had been affected in the district,

Kodippili said, adding that stormy weatherdamaged around 20 houses in the AmaparaDistrict and 93 persons had been left homeless.Continued rains experienced over Centralhighlands caused the Hatton Oya, Keselgamu Oyaand Devon Canal to overflow, displacing 1,428persons of 450 families in Ambagamuwa andNuwara Eliya Divisional Secretariat areas,according to Nuwara Eliya DS DPG Kumarasiri.Kodippili said the displaced persons had beenhoused temporarily in five welfare camps set up atWatawala, Kotagala, Ambagamuwa, Rosella andBaganawathalawa. Action had been taken toprovide them with cooked food.

U.S. Pacific Air Force is thelead agency and runs four events per yearwithin their Pacific Theater of Operations. This isthe second time Pacific Angel has taken place inSri Lanka, with the first occurring in 2010.

This training and partnership with NGOs, localhealth care providers, and other partnersenables planners in both Sri Lanka andinternationally to provide the most appropriateand immediate responses critical to any disasterrelief effort.The mission in Sri Lanka consists of more than20 Pacific Command organizations, working inconjunction with the Red Cross, to providemedical assistance and renovations of localcommunity facilities.Activities will include support of disasterpreparedness response, including a medicalprogram that will provide primary care, physicaltherapy, optometry and dentistry in the towns of

Rejection of NPC polls nominations:

By Chitra Weerarathne(island.lk) Three disabled war victims and fourothers, who have had their nominations tocontest the Northern Provincial Councils rejected,had complained to the Court of Appeal that theaforesaid rejection by the Returning Officer forKilinochchi was mala fide and arbitrary.Altogether the nominations of seven candidatesof the Independent group, was not accepted, onthe allegation that the document bearing theseventh schedule of the Constitution was notclearly signed by one candidate who had lost hisindex finger due to the war.

Among two other disabled candidates, one hadlost the right hand and the other a leg, also due tothe war.They had requested the Court to quash thedecision to reject and to compel theCommissioner of Election to accept theirnomination. They wanted the court to halt theelections scheduled for September 21, until thispetition is determined by the Court.The petitioners are K. Dharmalingam and sixothers from Kilinochchi District.The 7th schedule, in the Constitution, refers tothe Unitary State of Sri Lanka.

Theinvestigation must be independent, impartial andconducted with the professionalism, resources andpowers necessary to unearth the truth about thisincident. The army cannot be seen to investigate

Petrol bomb story,credible Outsider involvement clear(dailynews.lk) Video footage indicates clearly thatthe protests in Weliweriya on Thursday wereanything but peaceful. The accompanyingphotographs reproduced here as screen shotsfrom a video filmed by a private broadcast stationindicate that personsdressed in civilianclothes carryinglarge poles beat uparmy personnel andprovoked them.The first photographshows a man (circled right) aiming a blunt weapon(pole) at a soldier from behind. The nextphotograph shows youth carrying polesconfronting army men in the background. ThePolice and army have claimed that theseprotesters also threw Molotov cocktails (petrolbombs) at them.

The Sunday Times political columnist makesreference to this claim though he is unable toverify independently that such weapons wereused.However, the photographs show clearly thatviolence was aimed at army personnel. The claimsmade by police about petrol bombs are, in that

context, taken ascredible by mostpoliticalcommentators,including the SundayIsland politicalcolumnist who has

noted the use of petrol bombs.All of these indicate that interested outsidersprovoked the army. Hospital sources said thatthree civilians died as a result of the clash, butautopsy reports indicating the cause of death werenot available at the time of going to press.

(colombogazette.com) The government saysinvestigations into the Weliweriya incident are alsolooking into reports that someone among theprotestors had fired shots towards the securityforces.Government Minister Nimal Siripala de Silva toldparliament today that the protesters had also setfire to a three-wheeler and damaged publicproperty. He however assured that an independentinvestigation will be carried out into the clashesand the perpetrators will be brought to book.The Minister denied reports that soldiers hadattacked people who had sought shelter inside achurch in the area during the violence.He said that claims that journalists were attackedduring the violence will also be investigated.The Minister said that during the protest, when

one group moved away after they were assured ofa solution to their concerns, another group stayedback and threw petrol bombs and other objectstowards the army.The ‘battle for water’ broke out after days of smallprotests led to a massive demonstration last weekwith the people blocking the main Kandy –Colombo road. The Catholic Archbishop of Colombo CardinalMalcolm Ranjith today condemned the attackcarried out by “some elements of the forces” onpeople who had sought refuge at St. Anthony’sChurch in Weliweriya during the clashes betweenthe army and public in thearea last week.He said that it wassacrilege for anyone toenter such sacredprecincts with arms intheir hands and tobehave in a violentmanner there.“Such actions cannot beaccepted by anyone. It isalways necessary that wepreserve the sanctity ofsacred premises of anyreligion and respect thepeople who enter such premises seekingprotection.” he said.Cardinal Malcolm Ranjith called on thegovernment to conduct an impartial and just

inquiry into the incident where innocent peoplewere killed. The Bar Association of Sri Lanka(BASL) had earlier said that a priest and a nun atthe church were assaulted by troops during theviolence in Weliweriya last week.

The BASL said that a team oflawyers had visited Weliweriyaand recorded statements frompeople in the area as well asdoctors who had treated theinjured.“The people still live in fear,”an executive member of theBASL had told the ColomboGazette.The BASL will be recordingmore statements over the nextfew days and will then decideon the next course of action.Three people have died so far

less than Rs. one million.Health Ministry officials said theSPC offered one Diazepamsleeping tablet for only 17 centsin May last year while healthofficials had bought it from aBritish company for 72 centseach. They said that the healthauthorities had tried to purchasea tablet at Rs. 8.70 this yearwhile the same tablet isavailable at the SPC for 17cents.

expansions and inflationNet margin has been improvedto 8% from 5% of the first sixmonths of the previous year.However, the group EBITDA(Earnings Before Interest, TaxDepreciation and Amortization)margin for the first half of 2013has dipped to 30% from 34% ofthe corresponding period of thelast year, deteriorating SLTCompany EBITDA margin.

agencies.Last month international ratings agency Moodydowngraded the outlook on Sri Lanka's B1 foreigncurrency sovereign rating from positive to stable,and affirmed its B1 foreign currency governmentbond rating eliciting protests from the CentralBank."The only thing that has not improved in Sri Lankahas been the credit rating. I think there has been abit of a myopic view has been taken by the creditrating agencies, perhaps because theimperfections that they have seen in othercountries have had an impact on the ratingagencies. We have attempted to show them theactual situation. We have in fact taken the ownwritings of the ratings agencies and shown themwhere Sri Lanka has improved. And then we could realise peace,because there will be development and with it,there will be peace,” he added.Earlier on, Cabraal said that the Central Bankwould like to see an increase in theGovernment's commitment towards reducing thefiscal deficit and there has been assurance fromthe Treasury Secretary that it would be so.“Next year, the huge interest reduction in theGovernment debt portfolio will be a major factorin debt consolidation and fiscal consolidation. Itis certain that Sri Lanka is on track to reach 65%of debt to GDP levels in 2016. We will also seethat we will be able to continue with our efforts topump investments from outside. Sri Lanka needsabout 4-5% to come in by way of foreignsavings; we have a major platform for that totake place.“The fact that Fitch and other rating companiesare active shows that they also believe that thistransformation is taking place and they believethat these monies would continue to raise in SriLanka and that is a sign of encouragement. Inthat sense, we see the financial sector improvingand the stock and debt markets also moving to anew phase,” Cabraal said.He also said that in the last Budget, there was aclear commitment to Sri Lanka attempting to bea poverty-free country by 2016. “That wouldhave seemed like a wild dream earlier, but it isnot so today. We are within reach to that mark.We need to work closely to ensure that povertyis reduced and that the income, growth and GDPdisparities that we have in our provinces will alsochange,” Cabraal added.

The government needs money topay for its loan installments and interests. Theinterest the government has to pay hasincreased from Rs.173.651 billion to Rs.176.099billion. Government talks of development. Who

gets benefits if there is such a development?"Handunnetti questioned.He noted that while the people had to cut downon their expenses they have to pay taxes for thegovernment to spend on wasteful endeavors."During the first quarter of 2013 the SpecialCommodity Levy alone has been raised by38.8%. As a result prices of essentialcommodities such as sugar, potatoes, milkpowder and big onion have increased. People,instead of earning for their living, have to earnto save the government from its economiccrisis. However, the government has an answerwhen it increases taxes for these commodities.The government states taxes for sugar,potatoes and big onions are increased toprotect local farmers. However, such decisionshave not protected the local farmer. In the firstquarter of 2013 the government has earned andincome of 40% from the Special CommodityLevy," Handunnetti explained.

They arelargely confined to High Security Zones and eventhe HSZ has shrunk in size. It was earlieraround13,680 acres in extent and by endNovember 2009 it reducedto around 6183 acres -almost to half."In the past three and a halfyears, the number of armypersonnel deployed in theJaffna peninsula have visiblyreduced. Similarly the Navyand Air Force have alsoreduced numbers ," saidMajor General MahindaHathurusinghe, SecurityForces Commander (Jaffna)in an interview with the'Sunday Observer'. "Theloud cry to reduce thenumber of personnel furtherby a faction of politicians, isonly another political ploy.The ground reality is different," said Maj. Gen.Hathurusinghe. The Army plans to squeeze inthree brigades and eight battalions into thisreduced area. Another six battalions were shiftedto other areas.The present situation in Jaffna can not beexplained without the history of Jaffna trying toliberate Jaffna from the iron clutches of the LTTE.As Maj. Gen. Hathurusinghe commented on the

history of riots in Sri Lanka and that after the 1956- 1958 riots, the Jaffna people are offended withthose in the South."With Independence they wanted a 50:50representation. Then the 1956 Sinhala Only Actsent a negative message about the Governmentand the people in the south.

Later on, it was the LTTE and the acts ofterrorisms which is history. Since 1956,the negative emotions has been on therise. This was the mentality that had tobe changed after the victory in 2009,"Maj.Gen. Hathurusinghe said.Following Operation Riviresa in 1995,the Army gained control over the Jaffnapeninsula and occupied Palali. Thestrenuous efforts to safeguard Jaffnathroughout history, is immeasurable, hesaid."The Army was able totake control of Jaffna.Then the Army startedbuilding a network withthe civilians. Then we hadabout 40,000 armypersonnel," he said.With the humanitarian

operation then Jaffna also had afront and we started leading with the55 Division from Chalai. Then majoroperations got underway.The unwavering support of PresidentMahinda Rajapaksa and DefenceSecretary Gotabaya Rajapaksa was vital in theentire humanitarian operation, he said.

Only then a new dimension to our efforts had tocome in, said Maj. Gen. Hathurusinghe. "Thepeople of these areas thoughthat we were justfighters. They felt like we were forciblyoccupying their territory. We had a major shift inour thinking and focus to change theirperception. We had to convince the people thatthough we fought with the LTTE, we are notfighters with the people. Now we are protectorsof the people," talking about the post Ealam warIV era."That being ourfocus we gearedwith the people atgrass root level.We started the'civil militarycoordination'concept or in shortCIMIC. The firstoffice was openedin 2010 March 09,in Jaffna city, toreach the grassroot level. Ithelped to bringfast forwardreconciliation.With that as aconfidence-building measure,we startedbuilding housesfor the displacedwho wereresettled by theGovernment.Many people didnot have housesuntil thegovernment machinery got started and alsountil the Indian housing scheme started."We started building houses, So far we havebuilt 1,787 houses. These are built from ourpersonal contacts and around 15 are underconstruction . The houses we built were notwith the government funds, from NGOs or theIndian housing scheme taking intoconsideration the accommodation of thepeople," he said.There are two mains livelihood aspects in

Jaffna- fisheries and agriculture. Agriculture wasgiven priority, because many areas needed to bede-mined and those had to be cleared fast. TheArmy took the leadership in demining.Then the focus was on increasing the potential ofthe earning capacity of people, we helped themwith their backyard poultry, assisting to put uphome gardens, providing them with seed andsometimes our soldiers helped them to cultivateand prepare the land. To promote homegardening, we held a competition for homegardens.We gave serious thought to the education of thechildren and gave many scholarships. We madeevery effort to bring well wishers from Colomboand abroad to help the children through personalcontacts, he said. People from Jaffna , expatriatesand foreigners also helped to get scholarships.

We have given more than 5000 -6000 scholarships so far forchildren. We organise educationseminars for children - for GCE O/Land A/L. We are involved indeveloping school infrastructure -we built a three storied newbuilding for the ThelippalaiMahajana College.It cost around Rs 25 million. Themoney came from Ken Balendranthrough the Defence Secretary.Then in Kopai, the Nawala Schoolgot a building and the money came

from Uva Provincial Council.Other than that inWadamarachchi East area webuilt so many temporarybuilding to commence schoolsMaj. Gen. Hathurusinghe said.In the Health sector the Armycould reach people withdoctors and detachments indifferent areas in thepeninsula. We were able toreach people and help them.We conducted medical camps

TheGovernment will give compensation at presentrates. This is being worked out by the DistrictSecreatary and Divisional Secretaries along withthe Land ministry."They had a site visit and discussions. There is aspecial representative appointed to look in to thesematters. It is in progress, he said."But the land which we are now holding is required

for the airport expansionproject and to bring militaryunits deployed outside. TheNaval camp will also belocated because of thecommercial harbour. Whenthe Government built theMattala airport, lands wereacquired similarly in thisinstance too " Maj. Gen.Hathurusinghe said."These are nationaldevelopment activities. Thisdevelopment is giving theimpetus to development of

the North.These facilities will then attract more businessinvestments and bring in more multi- nationalcompanies. It is for the benefit of the Jaffna people.Our concern is for the betterment of the people,knowing their true problems by getting close tothem. It is futile to convince political parties.Because they know as long as separatist ideas arekindled among the public, they can survive. "Butthe people have a problem with politics.We have to capitalize on that. We have to improveon the efforts taken by President MahindaRajapaksa. While the guestswere ushered into the DiningHall, the President, Jay(Jayantha) Edirappuli & hiswife, presented each ladywith a little neatly wrappedgift.Dinner was served at 8.00pm & this was followed by the President'sSpeech at around 9.30 pm. Jay's speech wasshort but well constructed & appreciated by all.He thanked his Committee for theirwholehearted support. Special mention wasmade of Dhane & his wife Mala, who spentmany arduous hours organizing this event.The M/C for the evening was Dhane

(Vithanage) Dhanaratne & he was as efficientas the outstanding Engineer that he is.Resorting to his usual inimitable style he sawto it that everything went smoothly rightthroughout the night & it did.

Denzil & Suresh of Breezesupplied us with the Dancemusic, ably assisted byAnn, Mathew & Tyronne.Needless to say, wedanced the night away totunes old & new.In between the Dancing,which went on till 1.25 am,there was an Entry TicketDraw, a Table Draw & a

Grand Raffle Draw, where the 1st Prize was areturn ticket to Sri Lanka donated by SriLankan Airlines.There was a vote of thanks after the Dancing &this was followed by both National Anthems.The revelry came to a close at 1.30 am.The song was ended, but the melody lingeredon.

His Excellency Dr. ChrisNonis, the High Commissionerfor Sri Lanka in the UnitedKingdom graced the occasion as The Chief Guest. Championship of the Festival of Cricket tournament 2013 andreceived the 'OBA Challenge Trophy' donated by ACE FinanceServices, whilst their brotherly rival St. Peter's OBA-UK, wererunners-up. Both teams played spectacular innings throughout thetournament. At the Finals, the Old Petes batted 1st and scored 46runs for 5 wickets in their 5 overs with Captain Charith Gunasekarascoring 25 runs. The young Peterite Akshu Fernando showedadmirable display of batting and bowling throughout thetournament. However, he was run out in an excellent move by aOld Joes fielder in the finals. Old Joes, Captained by DanukaHettiarachchi, finished the game with 50 runs in 4.3 overs with aspectacular knock by Roscoe Thattil scoring an unbeaten 27 runs.Old Joes super- star Roscoe was awarded the Man of the Seriesand Best Player of the Finals trophies. Old Joe's BuddhiAttanayake took the only hat-trick of the tournament in the semi-finals. Old Kingswoodians captained by N. Kobbawela won thePlate and the runner-up was Mahanama College OBA, captainedby Hasitha de Silva.Since its inception, FOC has been supporting Charities in SriLanka. All proceeds of the FOC are divided amongst theparticipating schools to purchase educational and sportsmaterials, equipment for their schools and to donate towardsscholarship funds in Sri Lanka. Grand Charity raffle and other charity projects are donated toCancer Institute of Sri Lanka and Cancer Research - UK. Theproceeds of the Grand Charity Raffl;e, this year will be donated tothe Cancer unit of Batticaloa Hospital to provide 30 new fullyequipped beds.The vibrant trade stalls entertained the guests with complimentarygifts and special offers. The food stalls were jam-packed withmasses of people enjoying the varieties of food. In addition, theFOC hospitality lounge catered by Rising Star Hotel provided aspace for those entrepreneurs who entertained clients or friendson the day, whilst watching some exciting cricket and relaxing,sampling the culture and the cuisine of Sri Lanka. The US recognizes Sri Lanka's support towomen's leadership initiative- AmbassadorMelanne Verveer, Executive Director for theGeorgetown Institute for Women, Peace andSecurityWashington, DC , July 26,2013: Sri Lanka'sAmbassador to the UnitedStates Jaliya Wickramasuriyaon Tuesday (July 16)underscored the remarkableprogress that Sri Lanka hasachieved in terms of genderequality before an audience ofinternational women leaders.“Sri Lanka is one of the oldestdemocracies in Asia with over2,500 years of written historyand a rich heritage. SriLankan women have enjoyedthe universal suffrage since itsintroduction at home in 1931.We are very proud that SriLanka produced the world'sfirst lady head of governmentMrs. Sirimavo Bandaranaikein 1960 and to have beenadministered by womenleaders for 23 years sinceindependence from colonialrule in 1948”, the Ambassador observed.

Ambassador Wickramasuriya made theseremarks when he addressed the delegates ofthe Women in Public Service Project Institute ofBryn Mawr College, Pennsylvania at a dinner

reception hosted at theSri Lanka Residence inWashington, DC. Thedelegation was in theUnited States to attenda two-week program foremerging womenleaders from of post-conflict countriesorganized by BrynMawr College incooperation with theWomen in PublicService Project(WPSP). Theparticipants of thisprogramme were madeup of womenparliamentarians,senior civil servants,governmentofficials andacademics fromthe world over.The Ambassadorfurther opined that

the dawn of peace in Sri Lanka has greatlyexpanded the opportunities ofsuccess for Sri Lankan womento succeed in fields of theirchoice.“Today, we celebrate the greatachievements and progress ofour women to-date as well asthose of all Sri Lankans whonow, more than ever, have somany opportunities forsuccess.”, he said.“ For three decades, Sri Lankanwomen, men and children sufferedterribly from a conflict with a ruthlessterrorist organization. Sri Lanka wasable to begin to usher in a lastingand honorable peace to allcommunities after defeatingterrorism in 2009 . Under thevisionary leadership of HisExcellency President MahindaRajapaksa, Sri Lanka is now apeaceful and reconciled society,which is governed by democracy, theobservance of human rights and therule of law” he added.Ambassador Wickramasuriya alsopresented some of the internationalindicators directly related to country'srecent progress in gender equality.“The World Economic Forum in itsGender Gap Report in 2012 rankedSri Lanka at the 39th position on theglobal gender gap index . The samereport ranked Sri Lanka among thebest countries for women's healthand survival and also at the number22 for political and empowerment ofwomen. In March 2012, theprominent UK newspaper 'The

Independent' calledSri Lanka the bestplace for a woman to

be the Head of the State”, hesaid.“ This year, the UNDP in itsHuman Development Reportelevated Sri Lanka's ranking inthe Human Development Indexto the “High” category. Thereport ranked Sri Lanka 75th inthe gender equality index .Also, it indicates that at least72.6% of our femalepopulation have access tosecondary education against acorresponding figure of 75.5%for the males. Our maternalmortality ratio is as low as 35deaths per 100,000 live births.All these figures show that SriLanka is far ahead of itsregional peers when it comesto gender equality” he added.Ambassador Wickramasuriya thanked theWPSP officials for the opportunity given for theEmbassy of Sri Lanka to treat the distinguished

women leaders with Sri Lankan hospitality. Aug 06, Colombo: Sri Lanka's mainopposition United National Party(UNP) had decided not to name ChiefMinister candidates for the Northern,Northwestern and Central ProvincialCouncil elections scheduled to beheld in September, GeneralSecretary of the party TissaAttanayake said.He said the move is to enhance thecompetition among the candidatesand the party will declare the chiefministers soon after the elections.Addressing a press briefing held inColombo today the UNP demandedthe people to vote against thegovernment to protest insecurity, cost

By Sa’adi Thawfeeq(nation.lk) The 35,000 spectators that packed the RPremadasa Stadium (RPS) to capacity on Friday forthe first Twenty20 international between Sri Lankaand South Africa is a clear indication where thefuture of the game lies especially in thesubcontinent. The stadium was bursting at theseams with more spectators from outside trying toforce their way in to watch the action not wanting tobe left out and Sri Lanka Cricket proudlyannouncing that all tickets for the match had beensold out.This seldom happens in a Test match or a One-DayInternational. The five ODIs between the twocountries that preceded the T20 series hardly had afull house at the RPS with so many empty spaces tofill in the stands despite the fact that the home teamwon the series 4-1. Pallekele had a better turn out.Although cricket pundits talk of balancing Testcricket with One-Day and T20 cricket, all CricketBoards around the world don’t look at it that way.The advent of T20 cricket and the impact it has onthe spectators and sponsors has driven CricketBoards towards sacrificing Tests and leaning heavilytowards ODI and T20 cricket for that’s where themoney is and that’s what the spectators want. To besuccessful in any business you must promote theproduct that the consumer wants and in thisinstance in this part of the world sadly it is T20 andODI cricket.Test cricket in this country has never filled thestands. Even the inaugural Test match played by SriLanka against England at the P Sara Oval inFebruary 1982 was not filled to capacity the fourdays the Test lasted. This was after the country hadgained the Test status it has fought for at the ICCafter 17 years.There has never been any attempt by previousCricket Boards in this country to promote Testcricket on a large scale. There were fairly goodattendances at Test matches but they wereoutnumbered by the large turnout for ODIs whichattracted a full house at the RPS before it wasexpanded to accommodate spectators from acapacity of 25,000 to 35,000 for the 2011 WorldCup.ODI cricket caught the imagination of the publicwhen Sri Lanka won the fifty-over World Cup in1996 and spectators continued to fill the stadiums atRPS, Asgiriya and SSC, although the capacity forthe latter two venues was rather small being able toaccommodate less than 20,000. But for quite awhile both Tests and ODIs went hand in hand untilthe turn of the century when T20 cricket made itsentry.This type of cricket the quickest version of the gamewhere a spectator can witness all the action hewants encapsulated inside three and a half hoursand at the end of it even get a result has drawn a

new set of cricket fans especially from the youngergeneration who don’t have the patience to sit out aday watching a 100-over match let alone five daysof a Test match.If Test cricket is to survive Cricket Boards who aremembers of the ICC must start promoting that brandof game as well along with the other two formats.They can still make their money through T20 andODI cricket but Test cricket should not be shunnedjust because it does not attract the spectators anddoesn’t bring in the revenue which the other twoformats does. There has to be a strict balancebetween the three because for the game to surviveTest cricket is a MUST.It is through playing Testcricket that onedevelops the mental andbasic skills to perform atother levels. The basefor anything has to beright and perfect andthat base cannot befound by starting yourcareer playing T20 andODI cricket, and even ifthey do their careerswon’t be as long asthose of a Test cricketer.England and Australiaare good examples ofhow they balance theircricket. They givepriority to Test cricketduring their cricketseason and they have acertain number of Testsdrawn up to be playedduring the summer. ODIand T20 cricket areincluded besides Testcricket. The problemwith cricket in Sri Lankais that we don’t have aseason for cricket. Thegame can be played atany time of the yearthroughout and becauseof that we always have arather lop-sidedinternational cricketcalendar where toursare decided andfinalised mostly at theeleventh hour. This wayone cannot promote thegame and getspectators to plan outtheir leave and holidaysto watch cricket. Sri

Lanka Cricket doesn’t have a system where theycan put out on sale tickets online say six monthsahead of a Test or one-day series like England andAustralia does. That way a spectator whopurchases tickets on credit will be forced to comeand watch the game regardless of how the team isperforming six months down the line. Thespectators must be educated that Test cricket isalso part of the game and their mental thinking mustbe changed. It is the Cricket Boards which can dothat. They must always keep in mind that money isnot everything the sport too has to survive, for if thesport collapses they stand to lose everything.

Ranga who scored 309. Inthird place was last month's winner and nationalgolfer Vijitha Bandara also from from Victoria Golfand Country Resort who had 311 points to hiscredit.Hemantha started the day with 75 strokes andwas behind by one point to N. Ranga. Thesecond day saw him getting 80 and was waybehind Rohana who got 76 having a five pointlead over Hemantha.But the third and fourth days was highlytriumphant for young Hemantha who scored 74against 79 by Ranga.An exuberant display on the fourth day in whichhe got 73 against 78 by Ranga saw him romphome perhaps for the first time in thiscompetition.Hemantha was all praise to the Victoria Golf andCountry Resort and to its Australian born GeneralManager Errol Johnston who helped him andalso other members of the staff. It not for VictoriaGCR he would have hardly known what golf is.

They are namely Damian and BenildusFernando brothers respectively. These two wereoutstanding Football players produced by Sri Lanka.The name Fernando, and St Benedict’s College,Kotahena, are inseparable. Four Fernando brotherswere outstanding sportsmen produced by this GreatEducational Institution. They excelled in Cricket andSoccer. They were Lionel, Mervyn, Benildus andDamian. They excelled in both cricket and soccer.The Eldest brother Lionel Fernando was one of theBest cricketers produced by the Kotahena school.After playing for St Benedict’s Lionel, went on toplay for Ceylon in Cricket. He played cricket forCeylon, under Michael Tissera.As a schoolboy, he created a world record in cricketby scoring a double century (204) and capturing all10 wickets for St Benedict’s against St Anne’sKurunegala in 1959, which included a hat-trick.The second hat-trick, he missed by a whisker, whenthe ball trickled down and hit the stumps, but bailswere not disturbed. Lionel, playing for Ceylonagainst Gary Sobers West Indies XI scored 48 and72 not out. Presently, he is domiciled in Melbourne,Australia.Today, we feature one of the fine outstandingFernando brothers Damian Fernando. He was bornon 14th June 1950. He hails from a highlydistinguished and respectable family fromNegombo.His father was late K J Felix Fernando, a highlyrespected Retired Municipal Commissioner whoserved in many parts of the island. The mother wasConsy Fernando, a house-wife. They were blessedwith four sons – Lionel, Mervyn, Benildus andDamian. All four brothers represented St Benedict’sin cricket.Mervyn played for the University of Peradeniya andNCC. He had the distinction of playing for thecombined universities.Damian Fernando first attended Maris StellaCollege, Negombo and played cricket and soccer.Later, he had to give up one sports discipline, as theMaster-in-Charge insisted him to select one. Hecaptained Maris Stella College, cricket team. Later,he joined SBC and in 1969 toured as a Member ofthe Combined Schools Team to India and in 1970toured Manila with the Sri Lanka National YouthSoccer team.After joining St Benedict’s, one of the leadingChristian brother schools, all four brothersblossomed out in their sports career in cricket andsoccer.Damian and Benildus became outstanding

soccerites at St Benedict’s. The two strong andgutty players Damian and Benildus manned theright and left extreme positions throughout theirsoccer careers.Damian played cricket for SBC from 1968-1971. Hewas coached by Bertie Wijesinha. But, his forte wasfootball.Damian played a glowing tribute to his soccer coachlate Albert Fernando – a Benedictine, a staffmember and one of the Greatest coaches that StBenedict’s produced.“Albert Sir was a coach who followed the Brazilianstyle of coaching. Some coaches followed theGerman style. In the case of Brazillian method, webelieved in “Attacking”. In the case of German style,they “Defended.”Damian’s most memorable school soccer matchwas the one he played against his old school, MarisStella, representing St Benedict’s.“Both my brother Benildus and I played. It was likeGreek Meeting a Greek at Kotahena. The groundwas filled to capacity. We beat Maris Stella by 3-0.After leaving College, St Benedict’s. Damian andBenildus joined Air Force in 1971. They playedsoccer for Air Force from 1971-76 and Damian hadthe proud distinction of captaining the DefenceServices soccer team in 1975.Damian Fernando was one of the most outstandingand the Best Right Extreme, who played for Ceylon.Once Subani Hassindeen retired, he cemented hisplace in the Ceylon Soccer side.He played for Ceylon with some of the top-classsoccer players like Nelson Perera, Clement DeSilva, Sumith Walpola, Mahindapala, GaminiMadurawela, Sohan Fernando, Damian’s ownbrother Benildus, Lal Ranchigoda, WasanthaJayasundra and another Benedictine HaroldAnthony, Cassim (SNV). They were coached byLawrence Fernando.In 1975, Damian Fernando was awarded the Best-

footballer – Sri Lanka Air Force.After retiring as a leading Aircrafts man, DamianFernando proceeded to Dubai. In 1988, he playedcricket and soccer at Dubai. In 1988, he playedcricket for Dubai Lanka Lions.“To be a fine soccer player there are few importantpriorities you must follow. The number one isDiscipline. If you ave indisciplined, you will fall bythe way side.Then you must possess self-confidence, ambition toachieve your targets. You must be committed to thegame and humble. Respect your teachers, coachesand seniors. Be truthful. Be a true sportsmen. Ireached and gained my position through sheerhard-work, and commitment. Be prepared to takechallenges. Always put your country before self.”These are somethoughts he expressedfor the future up andcoming sportsmen andsportswomen.This outstandinggentlemanly sportsmanis married to LalaniFernando. He is a dutifulfather.They are a God-fearingfamily. By Naushad AmitNational Under-17 side on tour to England(sundaytimes.lk) Sri Lanka junior cricket coachRoger Wijesuriya, who is in charge of theNational Under-17 side on tour to England, isof the view that at least two series per yearshould put the budding youngsters in thecorrect path on their way to the national grid.Wijesuriya, who is responsible for brushing upthe skills of young cricketers of Under-15 andUnder-17 age categories at Sri Lanka Cricket(SLC), pointed out these views at a practicesession prior to Sri Lanka’s Under-17 crickettour to England.“It’s essential that youngsters of Under-15 andUnder-17 age groups get at least two tours peryear, so that they will get real exposure beforereaching the Under-19, Under-23 and thenational level. It’s not necessarily an obligationthat all players who represent the respectiveage groups should reach the national team. Butthen again if we could produce the perfectreplacements at national level, that’s what we arelooking for. So it’s important that these youngstersget the exposure regularly, to keep their headsalive. This tour will be a head-start for them,”Wijesuriya stressed.Sri Lanka will feature a balanced squad under theleadership of Chamika Karunaratne, a triplenational sportsman from Royal College Colombo.The side will include a selection oftalent from all parts of Sri Lanka whichaccording to Wijesuriya, is a healthydevelopment for the future of cricket inthe country.“The squad represents the best ofcricketers of that age category in thecountry. Chaminda Vaas is Sri Lanka's mostsuccessful pace bowler, having taken 355 Testwickets, which equalled the number of Testwickets taken by Dennis Lillee, the legendaryAustralian fast bowler. Vaas led the Sri Lankannew ball attack for many years. He achieved his300th wicket on 12 December 2005 against India,becoming only the second Sri Lankan bowler topass this milestone, after MuttiahMuralitharan. by Roshen Steelman(island.lk) Last year’s joint champions, Jaffna Challengers,bounced back on the second day of the second leg to win theoverall championship of the fifth Carlton Super SevensInternational Rugby Tournament which was worked off at the newly builtsports grounds at Reid Avenue, Colombo yesterday.In this fifth edition of the tournament, Jaffna Challengers were goodenough to win the first leg but suffered a 47-14 defeat in the final of thesecond leg at the hands of Sabaragamuwa Stallions last evening.In the final of the second leg, regardless of the prior predictions,Stallions drew the first blood when Botia Levani opened the accountrunning about good 20m to touch down right side of the post. Botia did

not stop from there. He went on to scoreanother two back-to-back tries puttingStallions in a commanding position as thescores read 19 nil early in the game.Stallions were unstoppable as they came upwith another try when Fautoina Autagavaiatouched down under the post.Jaffna Challengers scored first when CollinsInjera touched down as the scores read 26-

Super League Cager Tournament (‘A’ Div), atPolice Park, Bambalapitiya.At the end of the first half, Colombo BC wereahead 35-16.Colombo BC’s play-maker Praneeth Udumalgala

was outstanding once again, topscoring with 20 points. He wasadjudged by the members of thenational selection committee asthe Best Player of theTournament. His skipper,Harshadeva Yasarathne was alsooutstanding, as he accounted for19 points. Roshan Fernandofound the net on 15 occasions.Mithila Abeysekara top scored forthe losers with 12 points, whileThmothi Nithushan scored 11points.In the Women’s ‘A’ Division final,HNB recorded a 72-62 win overSri Lanka Navy after leading 37-28 at the half way mark. Dinesh WeerawansaSri Lanka will send an eight-member team for the14th IAAF World Championship which is scheduledto commence in Moscow on August 10. Besideshurdler Christine Sonali Merrill and javelin throwerNadeeka Lakmali, Sri Lanka will also field its men’s4 x 400m men’s relay team which bagged a medalat the recent Asian Championships.But Sri Lanka’s record at the IAAF WorldChampionship series is extremely poor withSusanthika Jayasinghe being the only Lankan

medallist. Sri Lanka has won only two medals - asilver and a bronze, in the 30-year-history of theIAAF World Championship series which began in1983.‘Dazzling Gazelle’ Susanthika Jayasinghe hasaccounted for both the medals ever won by SriLanka. More importantly, she has won her secondmedal exactly ten years after herfirst historic feat.It took 14 years since theinauguration of the IAAF World

Championship series for SriLanka to secure a medal.Jayasinghe created Sri Lankaathletic history when shebagged women’s 200m silvermedal at the 1997 IAAF WorldChampionships held in Athens,Greece.On her way to the silver,Jayasinghe won the second ofthe four quarter final heatsworked off on August 6, 1997 -exactly 16 years ago. Sheclocked 22,47 to win the heattwo, ahead of Russian MarinaTrandenkova (22.63) andJamaican Juliet Cuthbert(22.83).All three qualified to run in the semi finals. Theother woman sprinters who won the otherquarter final heats are Jamaican Merline Ottey(22.65 in heat 1), French Marie-Jose Perec(22.69 in heat 3) and Australian MelindaGainsford-Taylor (the fastest quarter final timingof 22.45 seconds in heat four).Interestingly, Zahana Pintusevich-Block ofUkraine who ultimately won the women’s 200mgold in Athens 1997, finished only third in heat 4with a timing of 22.56 seconds, behind

Australian Melinda Gainsford-Taylor and FrenchSylviane Felix (22.56).In the women’s 200m semi finals worked off onAugust 7, 1997, both Jayasinghe and Pintusevich-Block finished only second in their respectivesemis. Pintusevich-Block clocked 22.65 to finishsecond in the first semi final won by American Inger

Miller in 22.59 seconds. Similarly,Jayasinghe returned a timing of 22.33seconds to come second behindJamaican Ottey (a season’s best 22.26).But both Pintusevich-Block andJayasinghe rose to the big occasionwhen the women’s 200m final wasworked off on August 8, 1997.The Ukrainian, the fastest out of theblocks in the final and running against thewind (- 0.7), clocked 22.32 to secure thegold while Jayasinghe’s 22.39 was goodenough for the silver, ahead of JamaicanOttey who settled for the bronze medal in22.40.It was only one hundredth of a secondthat differentiated Jayasinghe from Ottey.Much fancied athletes such as RussianYekaterina Leshcheva-Grigoryeva(22.50) and American Miller (22.52)secured the fourth and fifth placesrespectively.

Exactly ten years after that memorable feat,Jayasinghe bagged another medal in her pet event- this time a bronze at the 2007 IAAF WorldChampionships in Osaka, Japan when yours trulycovered the event for the Daily News and theSunday Observer.Jayasinghe clocked a season’s best 22.55 secondsto win the women’s 200m first qualifying round heatworked off on August 29, 2007, behind AmericanAllison Felix (22.50). On August 29, 2007,Jayasinghe was placed second in the first quarter

final heat with the identical timing she had in theheats to finish behind Felix’s US teammate SanyaRichards-Ross (22.31).The others who won the three remaining quarterfinals were American Felix (22.61 in QF heat 2),Jamaicans Veronica Campbell-Brown (22.55 in QFheat 3) and Aleen Bailey (22.60 in QF heat 4).Felix, the ultimate gold medallist had beenconsistent right throughout her way to the women’s200m crown. Having won the second quarter final,she also won the first semi final worked off onAugust 30, 2007 with a timing of 22.21 seconds,ahead of Jamaican Veronica Campbell-Brown(22.44) and American Torri Edwards (22.51).Jayasinghe finished third in the second semi finalworked off in the same night with a timing of 22.66seconds. The race was won by American SanyaRichards-Ross in 22.50 seconds ahead ofJamaican Aleen Bailey who was placed secondwith a timing of 22.65.The women’s 200m final of the 2007 IAAF WorldChampionship was worked off at Osaka Stadiumon August 31, 2007 night.American Felix clocked that year’s world’s leadingtiming of 21.81 seconds to win the gold medal.Jamaican Campbell-Brown won the silver with aseason’s best 22.34 seconds ahead of Jayasinghewhose timing of 22.63 seconds won her the bronze.The writer could well remember how Jayasinghebroke to the good news to President MahindaRajapaksa, the first to greet Jayasinghe, as shewalked into the stadium right after the race.It was minutes after the race that PresidentRajapaksa came on the writer’s mobile phone togreet Jayasinghe while she was speaking to SriLanka’s four-member media team of SarathPrematillake (Kreeda), Asoka Goonetillake(Divaina) and Channaka de Silva (Daily Mirror).“Sir, I did it sir. I did it once again for my country,”Jayasinghe told the President.

The downpour which startedin the afternoon was so heavy with gusts ofwinds blowing virtually flooded the astro. Turfand the worn out surface was slow in draining offthe water on top which gave way to slipperyconditions and not conducive to play the twomatches. The two joint champions were SeethaDevi Balika Vidyalaya, Kandy and SirimavoBandaranaike Girls College, Colombo in thesegment for girls and Nalanda Vidyalaya,

Colombo and Vijaya College, Matale in thechampionship for boys. Since the finals could notbe worked off the organisers decided on thefollowing awards on the overall performances.Girls – Joint Best players Pragathi Jayaweera(Sirimavo Bandaranaike Girls College) andNishadi Abeyratne (Seetha Devi BalikaVidyalaya) Boys – Shashika Prabath Abeykoon(Vijaya College, Matale) and Bodhika Dias(Nalanda College, Colombo) were adjudged bestplayers. The president of the Sri Lanka SchoolsHockey Association Dampiya Wanasinghe wasthe chief guest and he distributed the awards. Inthe two consolation finals JanadhipathiVidyalaya, Nawala beat St Joseph’s BalikaVidyalaya, Kegalle 2-0 and Sri SumangalaCollege, Kandy beat St Aloysius College, Galle3-1 on penalty strokes. In the two semi-finals for

girls Seetha Devi Balika Vidyalaya beat StJoseph’s Balika Vidyalaya 4-1 on penalty strokesand Sirimavo Bandaranaike Girls College beatJanadhipathi Vidyalaya 2-1 on penalty strokesafter the scores stood level at one all at the endof regulation time. A little piece of history wascreated when St Joseph’s Balika Vidyalaya,Kegalle became the first school from the Kegalledistrict and for that matter the SabaragamuwaProvince to enter the semi finals of an all islandhockey tournament. Their performance is all themore creditable as the game of hockey is hardlyplayed in the Kegalle District with no propergrounds. There is only one ground in Kegallewhich is the public grounds and is used for allsports by all clubs and schools. St Joseph’sBalika Vidyalaya have already stamped theirclass in athletics winning the Junior Tarbat on

a number of occasion and have also performedwell at netball, chess and ladies cricket. In thesemi-finals for boys Nalanda College beat SriSumangala College 3-2 on penalty strokes andVijaya College, Matale beat St Aloysius College1-0. St Aloysius College, Galle also carved theirname into the record books when they becamethe first Southern School to play in the semi-finals of an all island schools hockeychampionship. This Southern Province capital isknown for cricket and soccer and now the gameof hockey is gaining ground. Another point ofinterest is that Central Province is reputed forhockey and just three teams managed to enterthe semi finals of this tournament. Is it a sign ofhockey is on its wane in the hills.
